Policy responses to the challenges associated with environmental change, including more frequent and severe climatic events, have interlinked environmental and social impacts. Less attention has been afforded to the latter, and specifically to the question of not just whether but how such responses create or entrench inequality. This paper examines policy responses to drought events in California, United States, and the Western Cape Province, South Africa, in terms of their effects on inequality, revealed in relationships to water access networks. We use concepts of water justice and hydraulic citizenship to evaluate how and why these policy responses reproduced water injustices in the two settings. We focus particularly on two mechanisms linking responses to widened inequalities: values‐reinforcement and strategic communication. Using interviews, policy documents, and media reports, we employ process tracing methods to illustrate these mechanisms through which drought policy impacts hydraulic citizenship experiences, manifesting water injustice. We contribute to emerging examinations of environmental policy responses and maladaptation by demonstrating how concepts of hydraulic citizenship and an emphasis on mechanisms can help us better understand and identify experiences of water injustice. In 2014 the California Environmental Protection Agency (CalEPA) released CalEnviroScreen 2.0, developed to identify communities facing "multiple burdens of pollution and socioeconomic disadvantage" (CalEnviroScreen FAQs, 2016). Contemporaneously, California was suffering a severe drought. CalEPA implemented emergency water cutbacks such that community allowances ranged from approximately 70%–430% of the U.S. average for water consumption. Decades of research find that racial and ethnic minorities face greater environmental burdens than others. Did the CalEPA cutbacks disproportionately affect already burdened communities or those with higher percentages of minorities? Using geographic information systems and spatial regression analysis, we find that the water cutbacks did not, ceteris paribus, further stress already burdened communities, but communities with a more significant percentage of Hispanics are estimated to receive lower water allowances even controlling for poverty. This research broadens the areas in which we can look for environmental (in)justice beyond standard dis/amenities, and implies that even intra‐organizational policy goals of reducing environmental justice burdens may not be enough. Little research has examined how and why institutional context and framing dynamics shape the institutionalization of movement claims into the state's formal policies, and what the implication of these processes might be for movements attempting to mobilize on the same conceptual terms after institutionalization. In this study, I explore the role institutional context and framing play in the institutionalization of movement claims in a case: the implementation of environmental justice policy in the California Environmental Protection Agency from 2002 to 2007. I ask: How and why were aspects of the environmental justice frame institutionalized into regulatory policy while others were not? I use ethnographic field methods and content analysis of archival data to answer this question and offer two contributions to previous research. First, I add to previous scholarship on the environmental justice movement by identifying the character of newer problems faced by movement actors as they engage in regulatory policy processes with opponents in the United States. Second, I extend social movement framing theory by developing the notion of 'state resonance' to understand how and why a collective action frame is institutionalized and implemented in regulatory policy. Cumulative risks and impacts have taken on different meanings in different regulatory and programmatic contexts at federal and state government levels. Traditional risk assessment methodologies, with considerable limitations, can provide a framework for the evaluation of cumulative risks from chemicals. Under an environmental justice program in California, cumulative impacts are defined to include exposures, public health effects, or environmental effects in a geographic area from the emission or discharge of environmental pollution from all sources, through all media. Furthermore, the evaluation of these effects should take into account sensitive populations and socioeconomic factors where possible and to the extent data are available. Key aspects to this potential approach include the consideration of exposures (versus risk), socioeconomic factors, the geographic or community-level assessment scale, and the inclusion of not only health effects but also environmental effects as contributors to impact. Urban national parks were designed in the 1970s to bring nature and recreational opportunities to socio-economically disadvantaged communities in the USA. Using the theoretical frame of environmental justice, this paper discusses findings of a recent survey of visitors to Los Angeles' Santa Monica Mountains National Recreation Area - the United States' largest urban national park. Findings show park visitors were predominantly white, affluent, and lived nearby. People of colour travelled further, were significantly less likely to be return visitors, and were less inclined to use the park for active recreation. Seemingly, this park fails to meet the needs of the disadvantaged urban communities for whom it was created, a problem that may also affect other parks in the United States and potentially parks in other countries. Park planners and managers can take practical steps to increase accessibility to this park for people of colour and low-income earners, and should monitor other parks for patterns of ethno-racially differentiated access and utilisation. The South Central Farm (SCF) in Los Angeles was a 14-acre urban farm in one of the highest concentrations of impoverished residents in the county. It was destroyed in July 2006. This article analyzes its epic as a landscape of resistance to discriminatory legal and planning practices. It then presents its creation and maintenance as an issue of environmental justice, and argues that there was a substantive rationale on the basis of environmental justice and planning ethics that should have provided sufficient grounds for the city to prevent its dismantling. Based on qualitative case study methodology, the study contributes to the formulation of creation and preservation rationales for community gardens and other “commons” threatened by eventual dismantlement in capitalist societies. Urban aspects of local food systems, such as farmers' markets, provide an opportunity for city residents to “do” environmentalism within their own home places. What environmentalism is and how to do it, however, vary greatly with the social location of the population involved. This paper investigates the social construction of the environment through participant-observation research at two urban farmers' markets in the San Francisco Bay Area. In one farmers' market, located in a largely affluent and white neighbourhood, locally grown organic food becomes a symbol through which urban eaters can connect to wild nature. This framing provides an urban corollary to the wilderness narrative that dominates the US environmental movement. In another case, located in a low-income area, the farmers' market's largely African-American managers and vendors liken the farmers' market to environmental justice efforts. By constructing the environment as the places where the customers it targets “live, work and play”, this farmers' market emphasises race and inequality, rather than traditional environmental concerns. Both farmers' markets, however, do to some degree engage both ecology and equity in their discourses and actions. Given the importance of meaning-centred tensions to conflicts between the environmental justice and reform environmental movements, my analysis has important implications for the development of a paradigm that attends to both ecological sustainability and social justice. This article discusses the health impact of global trade on U.S. communities surrounded by ports, railroad yards and goods movement. According to the author, nearly half of all U.S. Imports come through the ports of Los Angeles and Long Beach in Southern California. They contribute nearly a quarter of the regions diesel particulates and are the single largest source of pollution in Southern California. Throughout the U.S. there are more than 50,000 premature deaths due to ship emissions. Environmental justice groups have urged more regulations to protect communiities.

This article discusses the political opposition to carbon sequestration from petroleum coke gasification in California. According to the author, there is a debate between mainstream global environmental organizations and local environmental justice groups over the environmental impacts and safety of geological carbon sequestration. They argue over whether the technology is proven by historical oilfield enhanced recovery projects and whether existing wells could result in leaks. She discusses the Huffman Bill designed to regulate sequestration, but withdrawn due to local opposition.

The article examines how antiprison activists borrowed from and networked with environmental justice activists during a fight to stop construction of another new prison in California. It also suggests ways that work done during that campaign has laid the foundation for further work, both among organizers and researchers, which would strengthen both the environmental justice and antiprison movements.

The exposure of children to environmental disamenities has emerged as a key policy concern in recent years, with some analysts and activists suggesting that minority children are disproportionately impacted. Utilizing a dataset that combines air toxics at the census tract level with school-based demographic and other information, this article indicates disparate exposures for students of color in California schools and suggests that there may be negative impacts on one measure of academic performance, even after controlling for other factors usually associated with test scores. Environmental justice advocates have recently focused attention on cumulative exposure in minority neighborhoods due to multiple sources of pollution. This article uses U.S. EPA's National Air Toxics Assessment(NATA) for 1996 to examine environmental inequality in California, a state that has been a recent innovator in environmental justice policy. We first estimate potential lifetime cancer risks from mobile and stationary sources. We then consider the distribution of these risks using both simple comparisons and a multivariate model in which we control for income, land use, and other explanatory factors, as well as spatial correlation. We find large racial disparities in California's“riskscape” as well as inequalities by other factors and suggest several implications for environmental and land use policy. [ABSTRACT FROM AUTHOR]

Articles from four California news papers focusing on pesticide use and farm workers were content analyzed to track inclusion of pro- and anti- pesticide sources, along with neutral sources. The authors applied hegemony theory to news content and historical, socioeconomic, and demographic data. Results indicate that in all newspapers, "counter- hegemonic" anti-pesticide sources were the most-often quoted. Analysis suggests that newspapers. themselves part of the ruling hegemony. nevertheless do sometimes provide significant space for opposing voices on environmental justice issues, especially when the sources become professional challengers, such as the United Farm Workers Union, highly legitimized by their routine use in the press. Objective. Although previous environmental justice research has focused on analysis of the disproportionate burden of environmental hazards on minority residents, few studies have examined demographic inequities in health risks among children. This article evaluates the demographic distribution of potentially hazardous facilities and health risks associated with ambient air toxics exposures among public schoolchildren in the Los Angeles Unified School District. Methods. We combine Geographic Information System analysis with multivariate statistics to compare enrollment and demographic information for students who attend district schools with the spatial pattern of land use, locations of toxic emissions and facilities, and calculated indices of estimated lifetime cancer risk and respiratory hazards associated with exposures to toxic air emissions. Results. District schools are more likely to be located in census tracts containing potentially hazardous facilities; however, these tracts actually have slightly lower cancer and respiratory health risks associated with air toxics when compared to other tracts in the district. Demographic comparisons among school sites indicate that minority students, especially Latinos, are more likely to attend schools near hazardous facilities and face higher health risks associated with outdoor air toxics exposure. Conclusions. These patterns of hazard exposure and health risk should be considered both in the process of siting new schools to house the rapidly growing regional student population and in remediation efforts at existing schools. Past research on "environmental justice" has often failed to systematically link hazard proximity with quantifiable health risks. The authors employ recent advances in air emissions inventories and modeling techniques to consider a broad range of outdoor air toxics in Southern California and to calculate the potential lifetime cancer risks associated with these pollutants. They find that such risks are attributable mostly to transportation and small-area sources and not the usually targeted large-facility pollution emissions. Multivariate regression suggests that race plays an explanatory role in risk distribution even after controlling for other economic, land-use, and population factors. This pattern suggests the need for innovative emissions reduction efforts as well as specific strategies to alter the spatial and racial character of the environmental "riskscape" in urban centers.
