Abstract: In the policy-making process concerning energy and environmental issues, cooperation between government and firms is a means to create a more efficient energy and environmental policy. Intermediary organizations can play an important role in this policy-making process. Aim of this study is to get insight into the role of one specific intermediary organization: the industry association. In this paper, we focus on the Dutch paper and board industry. Important policy themes for this industry are waste water, waste, and energy efficiency. We distinguished four types of governmental policy instruments: top-down regulation, interactive regulation, negative economic instruments, and positive economic instruments. We analyzed the role of the industry association in the policy-making process for all of these four instruments. The results clearly show different (relative) roles of the industry association in different steps of the policy-making processes and for different types of instruments. [Copyright &y& Elsevier]

For decades, the European Union has affected spatial planning in the member states through its environmental policies. To investigate the mechanism by which EU policy becomes joined up to spatial planning, we invoke the concept of 'coupling' from systems and organizational science. We show that coupling is established not only at the EU policymaking level (e.g. within a directive's text), but also during implementation and enforcement. Consequently, it is possible to actively 'manage' coupling either by enhancing its flexibility on paper or by limiting its activation in practice. Drawing on three case studies in the Netherlands, we show that various (de)coupling strategies can be applied, but none are completely satisfactory or risk-free. [ABSTRACT FROM AUTHOR]

As European governments adopt new circular built environment policies to cope with the socio-ecological crisis, the need for evaluating such policies gains in urgency. Ex post evaluation is, however, difficult as these policies have not been in place long enough to have had significant effects. Nonetheless, ex ante policy evaluation may be possible by assessing policy coherence or the alignment and synergies of policy goals, instruments and implementation practices. This paper proposes a framework to analyse circular built environment policies. This framework is based on a combination of two existing analytical frameworks: circular city development and policy coherence analysis. The framework is tested for the case of a circular built environment in campus development at Delft University of Technology in the Netherlands, which is regarded as an urban development proxy. Policy documents and semi-structured interviews were analysed and coded. Results confirm previous findings about a prevailing focus on looping actions and indicates limited policy instrumentalisation across governance levels. Identified multilevel (in)coherence in circular city policy is pointed out as consequence of siloed-led and supply chain-based thinking and underdeveloped circular policy frameworks. The idea that citizens' support for environmental policies depends on their economic interest and the community that one lives in, has been debated extensively in the environmental attitudes literature. However, this literature has not differentiated between separate policy dimensions that concern measures that affect specific groups in different ways. This paper differentiates between a nature/agriculture dimension that divides those who prioritize the agrarian interest from those who prioritize the protection of nature and a climate/energy dimension that divides those who prioritize industrial interest from those who prioritize fighting climate change, using a new survey in the Netherlands (N = 11,327). This two‐dimensional model meets three criteria: scalability, validity, and utility. Scalability is shown by factor analysis and Mokken scaling. Validity is shown by regression analyses that show that whether one lives in a rural or an urban community predicts one's position on the nature/agriculture dimension and that one's financial security predicts one's position on the climate/energy dimension. The utility is shown by regression analyses where the two dimensions are used to predict voting behavior. The Green Party voters favor nature and climate protection, the Liberal Party voters have the opposite views, the Christian‐Democrats favor agricultural interests and the Freedom Party favor industrial interests. Purpose – The aim of this paper is to research the effectiveness of different forms of performance management and to trace the factors which influence these effectiveness. In order to better emphasize the context dimensions, it also aims to study two municipal processes in the Dutch public sector, i.e. treatment of building permits and the establishment of environmental policy papers. Design/methodology/approach – The study analyses 57 Dutch municipalities on performance management. Findings – The research shows that management should not intervene nor should it focus on the process itself, contrary to what is normally thought and done. This study also points out that the type of management on output is more important for the effectiveness than the context of the processes. The conclusion may be drawn that process control will lead to less effectiveness in almost all cases. Effective output management should be confined to a combination of input and output control. Although the general management has the tendency to engage in the way processes are conducted, it will need to resist this tendency as much as possible. In addition, intermediate control is ineffective. In the investigated processes more capacity was needed when the general management exercised intermediate control, regardless of the mode. This conclusion is at odds with the widely endorsed desirability and need for intermediate control (monitoring). Control ex ante, in contrast, increases effectiveness in every case. The impression arises that opting for less control (only ex ante and not on processes) makes the type of management more effective. Originality/value – Output management will have to take the context into account, but also give decentralized managers sufficient degrees of freedom. In order to decentralize adequately, the correct type of management will need to be chosen. Although most authors endorse the importance of context and believe the possibility of output management to be almost completely dependent on this context, this study shows that the effectiveness of output management is virtually entirely dictated by the chosen type of management, no matter the context. The type of management allocating as much freedom to decentralized management as possible, offers the best basis for effective action. Over the past decade, horizon scanning has been recognised as part of forward-looking government processes in a number of industrialised countries. It helps policy-makers in addressing the diversity of future societal and environmental challenges and in addressing the potential of emerging areas of science and technology in an integrated way. This paper discusses the usefulness of horizon scanning as an additional tool for future-oriented technology analysis activities, such as technology foresight and scenario building. Analysing the national horizon scans of the UK, the Netherlands and Denmark in a joint horizon pilot project initiated under the ERA-Net ForSociety, this paper makes a series of recommendations regarding horizon scanning processes at the national level and the construction of common future-oriented policies. In this paper an applied general equilibrium (AGE) model written in mixed-complementarity format is used to analyse the effects of an increase in milk quota in the Netherlands when nitrogen emissions in agriculture are restricted. The model combines the strengths of AGE models and mathematical programming models, which allows economy-wide policy analyses when technology switches are allowed. Results show that a welfare gain can be achieved by increasing milk quota while keeping nitrate (N) emissions in agriculture at the same level. Under such a policy change inactive N-extensive technologies in dairy farming become active and (partly) replace N-intensive technologies. Output in other agricultural industries decreases. Throughout the world, there is a growing interest in communities' self-governance of natural resources. However, many self-governance initiatives proceed with difficulty, particularly when these initiatives conflict with established rules and institutions. This paper addresses the question of the extent to which, and under what conditions, self-governance initiatives can become successful in heavily regulated policy fields. It, therefore, analyses a self-governance initiative by a Dutch farmers' association from two theoretical perspectives: Ostrom's institutional design principles and insights from the politics of self-governance. Whereas, Ostrom's principles focus on arranging interactions between the members of a self-governing community and their common resources, the focus of the politics literature is on the negotiations between the community and the governmental authorities to obtain room for self-governance. The paper reveals how the arrangements within the association influenced the negotiation between this community and the involved authorities, and vice versa. This mutual relationship can both positively and negatively influence the accomplishment of self-governance. Adequate self-governance arrangements can help to convince policy-makers to provide room in existing policies to accommodate self-governance. Conversely, policy-makers can help to set conditions for designing successful arrangements. This paper studies the emergence of one particular 'new' environmental policy instrument: disclosure of emission and pollution data. Disclosure is part of a relatively new sub-set of regulatory measures, based on monitoring, transparency, citizen-empowerment and accountability. It originated in the United States but has recently attracted international attention. The attractiveness of disclosure is obvious; it promises environmental improvement combined with strengthened environmental democracy and community empowerment. By analysing the experiences in the US, and the developments in the Netherlands, this paper seeks to assess the functioning and effectiveness of disclosure. The available empirical evidence suggests that disclosure has a positive impact on the environmental performance of industrial facilities as well as a democratising effect. It is argued that Dutch policy makers wrongfully assume that disclosure cannot work in the Netherlands. The consequence is that citizens are provided with little specific information that cannot be used to put pressure on polluters. [ABSTRACT FROM AUTHOR]

Policy development is a dynamic and cyclic process characterised by successive stages of development, implementation and evaluation. Throughout this process, interaction between science and coastal management plays an important role. An illustration is given in this paper, based on an analysis of the history of coastal policy in the Netherlands over the last two decades. Evaluation in 1995 of the coastal policy of Dynamic Preservation, developed during the late 80's and implemented in 1990, led to a redefinition in 2000. Implementation in 2001, of a sustainable coastal policy in the Netherlands with both a small- and a large-scale approach, is the result. The analysis in this paper indicates that the successful development and implementation of coastal policy in the Netherlands, is related to the use of a systematic ‘frame of reference’; characteristics are explicit definitions of both strategic and operational objectives applied in a 4-step decision recipe of (1) a quantitative state concept, (2) a bench marking procedure, (3) a procedure for CZM measures or intervention and (4) an evaluation procedure. Although small and medium-sized enterprises (SMEs) play an important role in the Dutch economy, until now they have not received much specific attention in the environmental policy mix of the Dutch government. The ideal way to stimulate SMEs to take environmental matters seriously is based on tailor-made support, but this can be very costly so that some compromise cannot be avoided. The active involvement of intermediate organisations that are trusted by SMEs is therefore an interesting route to reach the large and heterogeneous group of SMEs, allowing measures to be fairly specific. However, not much is known about the different supporting roles of intermediate organisations in the environmental area. This paper gives a glimpse behind the scenes on the basis of recent research projects. Climate change will result in large challenges that require societies to adapt to and manage increased risks. Regional practices of climate adaptation often take shape within multilevel governance networks in which representatives of different levels of government, policy sectors, public and private parties may discuss and negotiate potential measures. This paper aims to explore the role of leadership in enhancing the adaptive capacity of multilevel governance networks and in supporting regional practices of climate adaptation. The paper reviews two initiatives toward climate adaptation, the WaalWeelde initiative in the Netherlands and the Manhood Peninsula Partnership in the UK, based on policy documentation and analysis of in total 17 semistructured interviews with public and private actors. The study illustrates both the large differences in organization of water management, spatial planning, and flood risk policies, as well as strong similarities in the way in which leadership may contribute to the development of initiatives. Participatory planning is becoming increasingly integral to governance. Numerous planning innovations are developed which aim to increase democratic legitimacy and improve decision making. This paper critically reflects on a typical Dutch innovation: the area committee. Based on two individual case studies, we investigate whether area committees realise democratic legitimacy in existing planning practices. Analytically, we focus on four democratic goods: inclusiveness, popular control, considered judgement and transparency. Based on the interdependencies between area committees and government structures we discuss the potential and dilemmas for the area committee to contribute to the democratic legitimacy of environmental policy and rural development. Environmental policy is characterised by complexity, in causes and effects, resulting in various combinations of policy instruments. However, evaluating these policy instrument mixes and assessing their effectiveness is difficult because of a lack of methodological approaches. This paper therefore proposes a methodology which comprises: (a) describing the underlying policy theory; (b) describing the policy instruments; (c) analysing goal attainment; and (d) evaluating effectiveness, focusing on coverage of points of intervention, steering power of policy instruments and coherence of the policy instruments mix. The methodology is illustrated with an evaluation of noise policy in the Netherlands – a typical complex policy domain in which a mix of policy instruments has been in place for decades, and thus provides a good empirical case. Learning-by-doing and adaptive management require careful monitoring and evaluation of the outcomes of environmental policies and programs under implementation. Selecting relevant indicators is difficult, especially when monitoring over a longer period of time. Further challenges arise when policies are developed as a collaborative effort among multiple actors. This paper discusses an approach to design frameworks for long-term monitoring and evaluation in multi-actor systems. It uses Dynamic Actor Network Analysis (DANA) as an actor-sensitive method to reconstruct program theories. This is combined with elements of assumption-based planning to identify critical assumptions and associated indicators to incorporate the dynamic aspects related to long-term monitoring. An application of this approach is described for a case of water management in the Netherlands. Here, mapping multiple perspectives and identifying critical assumptions helped to broaden the scope of monitoring in important ways. Identifying associated indicators and expectations on their development in response to policy implementation proved more difficult. From this case, it can be concluded that the approach is feasible, useful, but also demanding. However, with continuing trends of networked governance and adaptive management, additional efforts to reflect these trends in monitoring and evaluation, through this and similar approaches, are needed., (Copyright © 2012 Elsevier Ltd. Two styles of river flood management can be distinguished: dike reinforcement and the more sustainable 'Room for River' option. This paper investigates public adherences to these two management styles and whether their adherence correlates with their Visions of Nature. The focus is especially on people's image of the appropriate human/nature relationship, i.e. Mastery over nature, Stewardship of nature, Partnership of nature or Participation in nature. Other variables that are part of the analysis are the respondents' sense of place, safety perception and background variables. The results of a written survey among riverside residents in France, Germany and the Netherlands (N = 1811) show high adherences to the Room for River style and a rejection of dike reinforcement. A regression analysis shows that adherence to the Room for River style correlates with adherence to the image of Stewardship, while adherence to dike reinforcement is predicted by Mastery over nature. Thus, according to the public a policy shift from dike reinforcement to a more sustainable style is seen as a fundamental one, connected to a change in environmental ethics., (Copyright © 2011 Elsevier Ltd. At the 7th conference of the parties to the Convention on Biological Diversity (CBD-COP7, Kuala Lumpur, 2004) it was agreed to establish a global network of marine and coastal protected areas by 2012. The defined objectives of this MPA-network are based on the ecosystem approach: to protect biodiversity and other ecological values, and to ensure sustainable use. The (inter)national policy guidelines state that the selection of MPAs should be based on scientific information and ecological criteria only. As a signatory to the Convention, the Netherlands is now faced with meeting this obligation, and the process of designating the first Marine Protected Areas (MPAs) in the Dutch part of the North Sea is currently in progress. We focus on the science-policy interactions that are part of this Dutch MPA selection process. By taking a closer look at the contemporary site selection process as well as its historical background, we show that ecological, socio-economic and political considerations cannot always be easily separated. Uncertainty is high and the ultimate selection and delimitation of candidate sites rather seems to be the result of a balancing act between ecological, socio-economic and political interests, in which scientific and policy guiding procedures blend with ad-hoc political decision making, and with expert judgment in cases where data is lacking. As such, this paper presents an example of present-day environmental policy making in action.

Since the turn of the century, an increasing number of local and regional authorities in Europe started making their city or region resilient to climate change, or ‘climate-proof’. Publications about the actual experiences with implementing these adaptation policies are as yet anecdotal, determined by the local context and the methods applied. In order to identify common processes and characteristics, moving beyond individual cases, this paper systematically assesses 100 spatial planning and water management projects in the Netherlands that included climate resilience as one of their objectives. We derive eight defining characteristics that not only increase climate resilience, but are also found to lead to a greater ‘quality’ of the project area. We structure these properties into a stylized sequence: (i) a longer timeframe, (ii) an integrative and sustainable approach, (iii) consideration of new spatial functions, (iv) a broader spatial context, (v) participation of multiple stakeholders, (vi) new opportunities for entrepreneurs, (vii) increased cost-effectiveness, and (viii) enhanced quality of the project area. The assessment also suggests four process-related conditions that contribute to the success of a project: early incorporation of adaptation; multi-actor collaboration and co-creation of knowledge; integrated, multifunctional and forward-looking solutions; and early political commitment. Abstract: Scholars stress the need to bring science and policy together for effective policy making. This paper highlights an interesting site of co-production: the second Dutch Delta Committee. Consisting of representatives of science, politics, policy and industry, this state committee advised the Dutch government on adapting to climate change in 2008. Although the committee went beyond common climate projections and advocated non-incremental policy recommendations, its report provoked little opposition. Subsequently, its recommendations shaped institutional reform and policy development in Dutch adaptive governance. Using the concept of boundary organisations, this paper opens up the black box of the advisory process to explain the Delta Committee''s functioning. We conclude that the current understanding of the effectiveness of boundary organisations tends to focus on their internal organisation. The internal processing, shaped by the deliberate composition and organisation of the committee, was indeed important for the production of useful knowledge and management of multiple boundaries. However, this was paralleled by external practices of continued interaction with a range of political, departmental, scientific and public actors in which the Committee positioned the advise. While the former mainly enabled the production of a high quality advice, the latter quested for its acceptation and legitimacy. [Copyright &y& Elsevier]

Abstract: Environmental assessment (EA) aims to enhance environmental awareness and to ensure that environmental values are fully considered in decision-making. In the EA arena, different discourses exist on what EA should aim for and how it functions. We hypothesise that these discourses influence its application in practice as well as its effectiveness in terms of achieving the above goals. For instance, actors who consider EA as a hindrance to fast implementation of their projects will probably apply it as a mandatory checklist, whereas actors who believe that EA can help to develop more environmentally sound decisions will use EIA as a tool to design their initiatives. In this paper we explore discourses on EA in The Netherlands and elaborate on their implications for EA effectiveness. Based on an innovative research design comprising an online survey with 443 respondents and 20 supplementary semi-structured interviews we conclude that the dominant discourse is that EA is mainly a legal requirement; EAs are conducted because they have to be conducted, not because actors choose to do so. EA effectiveness however seems reasonably high, as a majority of respondents perceive that it enhances environmental awareness and contributes to environmental protection. However, the ‘legal requirement’ discourse also results in decision-makers seldom going beyond what is prescribed by EA and environmental law. Despite its mandatory character, the predominant attitude towards EA is quite positive. For most respondents, EA is instrumental in providing transparency of decision-making and in minimising the legal risks of not complying with environmental laws. Differences in discourses seldom reflect extreme opposites. The ‘common ground’ regarding EA provides a good basis for working with EA in terms of meeting legal requirements but at the same time does not stimulate creativity in decision-making or optimisation of environmental values. In countries characterised by less consensual political cultures we may expect more extreme discourses on EA, the consequences of which are reflected upon in this paper. [Copyright &y& Elsevier]

The European Union (EU) Environmental Impact Assessment (EIA) Directive which was introduced some 25 years ago has had a major impact on decision-making practices in EU member states. In the professional literature, this impact has mostly been discussed under the heading of "effectiveness", with an emphasis being given in particular to procedural elements. The extent to which EIA has contributed to objectives, such as raising environmental awareness and leading to an incorporation of environmental values in decision-making has only been rarely investigated. This paper reflects on these latter two aspects of EIA effectiveness in two EU member states; the Netherlands and the United Kingdom. Empirical evidence was compiled mainly on the basis of a comprehensive literature review and online surveys with EIA professionals in both countries. Our results indicate that overall the instrument is about equally effective in both countries with regards to the incorporation of environmental concerns in decision-making. As both countries have different governance mechanisms, further research is needed on why perceived effectiveness does not differ more. [ABSTRACT FROM AUTHOR]

The implementation of the European Union Bird and Habitat Directives in the field of water infrastructure has caused severe project disruptions in the past. The prevalence of negative experience has triggered a new approach, which aims to integrate site-specific characteristics of ecosystem and project objectives during the development of the initial project design. This is termed integrated nature design. In this paper we advance the hypothesis that applying integrated nature design in Natura 2000 areas can increase the chances of a project being approved in case appeal is made to the courts. To test our hypothesis we have carried out a quasi-experimental comparison of two coastal zone development projects in the Netherlands. Our analysis demonstrates that a coastal development project in a Natura 2000 area has a greater chance of success if its design integrates nature, provided that the project administration and scientific findings are favourable. ABSTRACT In the last decade, many authors have observed shifts from government to governance in the environmental policy domain. However, a clear conceptual framework to differentiate between modes of environmental governance is lacking and our understanding of when, how and why environmental governance changes from one mode to another is limited. In this paper we propose such a framework and we illustrate its usefulness by applying it to two environmental policy sectors in the Netherlands: urban environmental policy and policy regarding sustainable production and consumption. We show how the application of our framework leads to detailed, replicable and comparable claims about character and intensity of shifts in environmental governance. From this analysis, we conclude that character and intensity of shifts in environmental governance vary significantly. Furthermore, we show that modes of governance build on rather than completely replace one another. Finally, we point to a number of possible explanations for shifts in environmental governance, recognized in literature and in practice. We conclude with some suggestions for further research. Abstract: This paper provides an evidence-based contribution to understanding processes of climate change adaptation in water governance systems in the Netherlands, Australia and South Africa. It builds upon the work of Ostrom on institutional design principles for local common pool resources systems. We argue that for dealing with complexities and uncertainties related to climate change impacts (e.g. increased frequency and intensity of floods or droughts) additional or adjusted institutional design propositions are necessary that facilitate learning processes. This is especially the case for dealing with complex, cross-boundary and large-scale resource systems, such as river basins and delta areas in the Netherlands and South Africa or groundwater systems in Western Australia. In this paper we provide empirical support for a set of eight refined and extended institutional design propositions for the governance of adaptation to climate change in the water sector. Together they capture structural, agency and learning dimensions of the adaptation challenge and they provide a strong initial framework to explore key institutional issues in the governance of adaptation to climate change. These institutional design propositions support a “management as learning” approach to dealing with complexity and uncertainty. They do not specify blueprints, but encourage adaptation tuned to the specific features of local geography, ecology, economies and cultures. [Copyright &y& Elsevier]

Shifts from government to governance in the environmental policy domain have been observed by many authors. However, the question arises as to whether these shifts are apparent in all environmental policy sub-domains. And which explanations are to be given for observed differences in specific sub-domains? In this article we introduce insights from policy science literature on drivers of and barriers to shifts towards governance, providing an analytical framework to illustrate and explain the changes in environmental policy in general, and in noise policy specifically. Dutch environmental policy in general has changed distinctly from previous decades: from high profile execution by public institutions and the use of coercive policy instruments into an increasing reliance on dialogue, networks and social inclusion. Dutch noise policy, however, is still state dominated and its legislative approach seems to better fit the dominant style of government. In this paper, we show that while shifts in governance and a changing role of the state are evident for environmental policy, as a whole, similar shifts are not seen in noise policy. The main barriers to such a shift are actors with a vested interest in maintaining the current policy arrangements and the institutional settings which are not considered problematic in achieving national and municipal goals. In addition, drivers for change such as severe incidents which have resulted in shifts in environmental governance, were largely absent from the noise policy domain. [ABSTRACT FROM AUTHOR]

An integrated approach to environmental policy and urban spatial planning has not yet been adopted by many local administrations in Europe. However, such integration is likely to provide a more streamlined planning process that incorporates environmental measures in the physical development of urban areas. In this paper, we argue that among many local governments there is already a growing wish to apply environmental policy integration (EPI) principles in spatial planning in an effort to achieve better quality of life in the cities and to preserve natural resources. Within Europe, most attempts to develop EPI approaches can be found in western countries, while efforts to find integrated approaches to the urban environment and spatial planning in Eastern Europe are in their infancy. The main reason for this is that most of the post-communist countries are still addressing the challenge of reconstructing their political, social, and economic systems. In this research, we analyse and compare policy practices for EPI in urban planning in the Netherlands and Bulgaria. We first discuss the Dutch area-oriented policy approach, which has gained popularity during the last decade as a means of integrating environmental qualities in urban land use plans. We then go on to analyse the effectiveness of specific area-oriented methods developed and applied in Rotterdam, and define their applicability in the planning practice of the local authorities of the city of Burgas in Bulgaria. The main conclusion of the study is that the degree of effectiveness of an area-oriented policy is dependent on the impact of specific success factors. Despite the differences between Rotterdam and Burgas in terms of the presence of these success factors, we assert that the area-oriented policy approach applied in Rotterdam can be transferable, and can be adapted to the specific local circumstances in Burgas and used as an instrument for integrating EPI into urban land use planning. This paper analyses patterns in beliefs about the implementation of wind power as part of a geographical comparison of onshore wind power developments in the Netherlands, North-Rhine Westphalia and England. Q methodology is applied, in order to systematically compare the patterns in stakeholder views on the institutional conditions and changes in the domains of energy policy, spatial planning and environmental policy. Three factors represent support for wind power implementation from fundamentally different perspectives. The fourth perspective is critical opposed to wind power developments as well as critical to the manner in which wind projects are proposed, planned and implemented. These four perspectives exist across the geographical cases; however, some perspectives are prominent in one case and marginal in another. This relates to different legacies and varying implementation achievements in the three cases. The analysis shows that an approach that focuses on implementing as much wind power as possible, relying on technocratic reasoning and hierarchical policies is in practice the least successful, whereas collaborative perspectives with more emphasis on local issues and less on the interests of the conventional energy sector were particularly dominant in the most successful case, North-Rhine Westphalia. The dramatic decline in the presence of farmland birds during recent decades has provoked much attention in agri-environmental policy and ecological research. However, the still limited understanding of the socio-economical mechanisms that govern the decline in bird presence hampers the formulation of effective adjustments in land-use and farming practices that could support the return of birds to farmland, i.e. the required fine-tuning of management practices. As a consequence, the existing agri-environmental schemes that offer financial compensation to farmers for implementing generally simple and rather crude measures to stimulate the presence of birds have been limited in their effectiveness and subject to much debate. The objective of this paper is to provide a sociological appraisal of farmers’ experiences with meadow bird protection in a mainly dairy farming area in the Netherlands. The methodology combined visual map analysis, surveys, interviews with farmers and experts, and monitoring farmers’ discussions. The results allowed an assessment of (i) farmers’ views on historical changes in bird numbers in the area and the current distribution of bird nests, (ii) locally adjusted, fine-tuned management practices that were considered to be promising for protecting bird nests, (iii) the importance of farm management with ‘an eye for birds’, i.e. farmers and/or birdwatchers paying additional attention to the presence of nests and chicks before carrying out farming activities, and (iv) the views of key experts in the socio-institutional network in the case study area. The paper concludes that there are various promising options for fine-tuning farm management so it offers better bird protection, but it is expected that such measures will predominantly be adopted on less intensively managed farms. European integration has consequences for environmental planning in the European Union. Recent evaluations of the European Commission show that implementation of environmental directives proves to be a challenging task for the responsible authorities. This paper discusses the relation between the implementation of the Water Framework Directive and the Birds and Habitats Directives in The Netherlands. Studies from this member state show that legal and procedural aspects of planning and decision making gain the most attention and that environmental goals are fading into the background. We study the integration of the two directives from a policy and practice perspective and discuss the difficulties that arise in the implementation process. 1. During recent decades, the ecological corridor has become a popular concept among ecologists, politicians and nature conservationists. However, it has been criticized from a scientific point of view. In this paper we question why this concept has been accepted so readily in policy and practice. 2. We present a conceptual framework to analyse the rise of the concept, especially in the Netherlands. We have studied the Dutch literature from the period 1980–2005, including the main ecological journal Landschap ( Landscape), policy documents and reports from the leading Dutch policy-orientated ecology research centre. 3. Many actors, including politicians, stakeholders and scientists, were involved in the development of the ecological corridor and the related National Ecological Network on the national and regional levels. The involvement of these actors changed the character of the concept into the multifunctional ‘robust corridor’. 4. The ecological corridor was probably so influential because its vague and flexible character facilitated the coming together of various stakeholders and scientists. It also functions as a metaphor, applicable to well-known entities such as construction and transport. Finally, scientists from the policy-orientated research centre were able to link the concept to fundamental science, policy and practice. In some stages of the policy-defining process, however, conflicts arose between the proponents of scientific soundness and those of social robustness that reduced the role of scientists. 5. Synthesis and applications. To make ecological concepts both scientifically sound and socially robust, several changes must take place in current interactions between ecology and society. First, during concept development it requires the existence of extensive, largely interactive peer groups with clearly defined relationships between scientists and non-scientists. Secondly, the concepts should be flexible and relatable to relevant knowledge, insights, values and practices. Abstract: In this paper, we present results from a survey on the perceived roles of organisations on the production and transfer of knowledge in Dutch soil policy. The results are interpreted by applying three theoretical perspectives to this relation: technical communities, epistemic communities and Mode 2 knowledge production. The main research results show that, since the perceived roles of organisations in some cases do not match the intended roles, or are inconsistent, communication of roles by organisations in the policy field is not effective. A second conclusion is that the respondents advocated an increase in interaction among policy levels and between knowledge production and policymaking. From the results, it seems that the Dutch soil policy field is on its way to a mode of socially robust knowledge production, where knowledge production, knowledge transfer and policymaking are integrated. In order to further this development, the paper provides recommendations on the further integration of science and policy concerning soil policy in the Netherlands. With respect to the methodology of survey research on the interaction between science and policy, the paper illustrates the importance of the professional identities of the respondents. This paper examines the impact of the interplay between market forces and government policy on environmental equity in the vicinity of Amsterdam Airport in the Netherlands. Despite pressure on space and the presence of the international airport, exposure to the higher levels of traffic noise, NO2 and external safety risks, and accumulation of traffic noise and NO2 ('bads') was rather limited and generally distributed fairly equally among income categories, probably as a result of environmental regulations. However, lower-income categories had less access to lower levels of traffic noise, NO2 and public green space ('goods') than higher-income categories, which may be explained by both historical processes and market forces. Policy makers seem to accept a higher environmental burden on the regional population because of the benefits for the national economy generated by Amsterdam Airport. [ABSTRACT FROM AUTHOR]

This paper describes three relatively recent innovations in the Dutch agri-environment programme which have helped nature management to be contiguous with natural features allowing the landscape to be managed whole rather than piecemeal - and thus generate higher quality and greater scope in environmental management. The first two, joint submissions by neighbouring farmers and payments related to the level of environmental output delivered, are scheme innovations. The third, Environmental Co-operatives (EC) - clubs of neighbouring farmers that inter alia co-ordinate and help manage the scheme innovations - is an institutional innovation. None has an equivalent in the UK. Evidence from interviews with farmer and non-farmer members, policy makers, academics and other interested parties show the role EC play in overcoming some of the postulated problems of the two scheme innovations. Not all the problems have been overcome, and cost-benefit analyses have not been conducted, nevertheless there is sufficient evidence to suggest that these innovations have benefited all actors involved: farmers, the government, the environment and the rural economy. Analysis of UK agri-environment policy using actor network theory (ANT) suggests the UK government will need to show similar levels of trust in and commitment to the farming community before these innovations could be introduced in the UK. The paper discusses the policy approach for facilitating sustainable development of the tourism and recreation sector inside the Netherlands. Taking a national perspective, it reflects on the sustainability challenges facing the sector, and how the currently used governance and policy styles address them. It observes that a mismatch exists between the preferred governance policy-making style of the central government, and what numerous entrepreneurs and sub-national actors argue would be desirable. The central government prefers national level, direct regulations and policies based on themes such as spatial planning, integrated water management, nature conservation, and environmental protection, for which the tourism recreation sector is just one of many target groups. Tourism businesses and many sub-national public actors and private stakeholders, on the other hand, consider new national level regulations targeted specifically at the tourism-recreation sector most desirable. The central government believes that policy measures of the 'new-modes-of-coordination' type are most appropriate to specifically target sustainable tourism. To underpin the possible contributions of such measures for sustainability, an analytical framework is proposed to evaluate the sustainability depth of instruments and initiatives. Two 'new-modes-of-coordination' instruments are then evaluated. The conclusion drawn is that these instruments had rather modest ambitions in design, insufficiently facilitating a shift towards sustainable patterns of tourism-recreation development. The paper argues that, under the general expectation of significant increase in demand for recreation and tourism in the Netherlands, there is a need to reconsider the administrative boundaries of the sector in terms of governance structure, policy-making styles, and policy instrument types that would adequately support sustainable development in the sector. This article makes, first, a general argument for 'sustainable policies.' This argument will build on the observation that modern societies, of all political guise, find it difficult to cope with the challenges and opportunities posed by science and technology. Classical models of democracy do not seem to be sufficiently equipped to guide the political process in our highly developed societies. Second, this paper will discuss constructivist views on the development of technology in relation to society, and explore possible implications for democratization of technological culture. And finally, the article will present a particular case of experimentation with one alternative form of democracy. This experimental addendum to the existing political repertoires in the Netherlands was a public debate about the issue of 'nature development' or 'nature construction'--the making of new nature, for example by giving back some of the Dutch land to the water of the rivers Rhein and Maas. Summary This paper examines the effects for the Dutch economy of a reduction in livestock production using an applied general equilibrium model. A reduction is seen as a possible solution to the environmental problems linked with the excess supply of minerals to the environment. Results show that a decrease in pig and poultry production to achieve a maximum permitted phosphate loss of 30 kg/ha will decrease income of pig and poultry farming by 2.6 and 1.0 per cent, respectively. The most binding nature protection policy in the Netherlands and the EU primarily designates areas based on ecological value, ensuring their sustained protection. Of less concern to these policies are the current and future needs of the average citizen, who is experiencing increases in education, income, and health. This paper argues that although existing policies protect biodiversity needs, the spatialemotional needs of the public are of similarly high importance. We analyze the spatial and emotional characteristics of favorite natural places in the Netherlands selected on the Hotspotsmonitor survey. Content analysis of the open question, "Why is this place important to you?" identified three categories: peace & quiet, explore, and peak. These were mapped using GIS to identify predominant hotspots and compared against the most binding nature protection policy - Natura 2000. In the public debate on climate change in Europe, aviation transport has become a bone of contention and thus also a target of political regulation. While the actual available policy instruments, their designs and effects have been extensively studied, their political economy has remained a rather blind spot of research. Therefore, in this article we explore factors accounting for the instrument choice in aviation policy. Revealing most different evolutions in this matter, the Netherlands and Germany represent appropriately illustrative cases for a comparative exploration. Based on the Political Process-inherent Dynamics Approach, we shed light on a highly complex and limiting institutional environment for aviation policy-making and ultimately identify diverging conceptions of problem structures as well as different configurations of party competition as main explanatory factors for instrument choice and aviation policy evolution. Since its introduction in the National Environmental Policy Plan in 2001 the notion of ‘energy transition’ is firmly rooted in the Dutch energy debate. Despite political efforts to shift to a sustainable energy system, the Netherlands is lagging behind other European countries. Scholarly literature generally ascribes such slow developments to the dominant role of incumbents. In this paper we explore how prominent incumbents of the Dutch energy system discursively frame the energy transition by unravelling their existing and evolving storylines. Our results show that decarbonization in the context of a European energy market is currently seen as the dominant driver for the energy transition, linked to discursive elements on keeping the energy supply secure and affordable. We found tensions within this dominant storyline and emerging storylines with the potential to undermine the dominant one. In response, incumbents are discursively repositioning themselves, thereby restructuring coalitions – possibly indicating discursive regime destabilization . [ABSTRACT FROM AUTHOR]

Developing new road infrastructure can be problematic in the face of environmental quality ambitions. These conflicts can even undermine the development of such new infrastructure, as occurred, for example, in the Netherlands in the mid-2000s as a result of European Union air quality standards. To govern the conflict between transport policies and air quality regulations, a National Cooperation Programme on Air Quality (NSL) was developed in The Netherlands. This programme relies on a collaborative governance approach between various government agencies on national, regional, and local levels. As such, it involves a relative shift away from central government coordination towards a reliance on more decentralized governance networks. Within these networks, coordination is expected to result from bottom-up self-governance processes by interacting actors that emerge from either competition and market processes or active actor participation. Theory shows two important risks of such a shift: (i) actors might behave opportunistically, and (ii) in case of problems, assigning problem ownership and responsibility to specific actors may be difficult. This paper aims to gain insight into the NSL's response to these risks. We monitored the NSL from 2009 to 2012, mainly through a series of interviews and expert workshops. Our research shows that the NSL contains the kind of 'checks and balances' that allows it to respond to the first risk. However, we will show that these mechanisms are merely expressions of intent. Furthermore, the NSL proves to be prone to the second identified risk, in that it is unclear who is responsible for the follow-up on these intentions, while rewards or sanctions are nonexistent. As it is, the NSL teaches us that, in order for more collaborative and decentralized forms of governance to function, involved actors on both central and lower levels of government paradoxically require coordinative instruments to enable coordination, to hold each other accountable for their performance, and to establish rules and sanctions. Background: The Early Care and Education (ECE) setting plays an important role in the promotion of a healthy lifestyle in young children. SuperFIT is a comprehensive, integrated intervention approach designed to promote healthy energy balance-related behaviours in preschoolers. Insight in the process of implementation and the context in which SuperFIT was implemented supports the understanding of how the intervention works in practice. This process evaluation examined factors that influenced the implementation and maintenance, as well as the (perceived) changes in the ECE setting.Methods: A mixed-methods study was conducted. SuperFIT was implemented at twelve preschools in the south of the Netherlands. The process evaluation was performed among preschool teachers, managers of the preschool organisation, and implementers. Semi-structured in-depth (group) interviews, quantitative process questionnaires, the Child-care Food and Activity Practices Questionnaire (CFAPQ) and the Environmental and Policy Assessment and Observation (EPAO) were used to evaluate the implementation and maintenance of SuperFIT and the changes in the preschool setting. The interviews were analysed using a theoretical framework based on the Implementation Framework of Fleuren and Damschröder's Consolidated Framework for Implementation Research. Descriptive analyses were performed on the quantitative data.Results: Various intervention activities were implemented in the preschool setting. Although the intention to maintain SuperFIT was present, this was hindered by time constraints and lack of financial resources. Important factors that influenced implementation and maintenance were incongruence with current practice, limited perceived capabilities to integrate SuperFIT in daily practice, group composition at the preschools, and the perceived top-down implementation. Organizational vision and societal attention regarding healthy behaviour in general were perceived to be supportive for implementation and maintenance. Predominantly, favourable changes were seen in the nutrition- and physical activity-related practices of preschool teachers and other aspects of the social preschool environment such as the use of play materials. Limited changes were observed in the physical preschool environment.Conclusions: Several factors influenced the implementation and maintenance of SuperFIT in the preschool setting. Some factors evolved over time from hindering to facilitating, emphasising the importance of allowing sufficient time for intervention implementation. Abstract: Water management and particularly flood defence have a long history of collective action in low-lying countries like the Netherlands. The uncertain but potentially severe impacts of the recent climate change issue (e.g. sea level rise, extreme river discharges, salinisation) amplify the wicked and controversial character of flood safety policy issues. Policy proposals in this area generally involve drastic infrastructural works and long-term investments. They face the difficult challenge of framing problems and solutions in a publicly acceptable manner in ever changing circumstances. In this paper, we analyse and compare (1) how three key policy proposals publicly frame the flood safety issue, (2) the knowledge referred to in the framing and (3) how these frames are rhetorically connected or disconnected as statements in a long-term conversation. We find that (1) framings of policy proposals differ in the way they depict the importance of climate change, the relevant timeframe and the appropriate governance mode; (2) knowledge is selectively mobilised to underpin the different frames and (3) the frames about these proposals position themselves against the background of the previous proposals through rhetorical connections and disconnections. Finally, we discuss how this analysis hints at the importance of processes of powering and puzzling that lead to particular framings towards the public at different historical junctures. Integrating policy on climate change adaptation into civil protection is explored through studies of extreme weather management at the national level in Norway, Sweden and the Netherlands, and through local case studies of the three coastal cities of Bergen, Malmö and Rotterdam. The research issues addressed have been the extent to which, and in what form, climate change adaptation policy has been integrated into civil protection, how the observed policy integration can be explained and how such integration can be improved. Different degrees of policy integration may stem from perceived vulnerabilities and varying needs for renewed legitimacy within the civil protection system following the end of the Cold War. A set of socio-historic characteristics of the “environment” and “civil protection” policy domains illuminate conditions for an improved outcome of the policy integration process. In this paper we address the way boundary organizations can accommodate tensions in the science-politics interface. Literature on boundary organizations suggests that this type of organization can provide stability in science-politics interaction, but how these organizations function over a longer period of time is not a point of theoretical or empirical attention. We study a boundary organization, the Netherlands Environmental Assessment Agency (MNP), by analyzing the ideas that guided the foundation of the MNP and by analyzing two cases in which the MNP advised Dutch policy makers. In both cases the MNP had to adjust its boundary orientation because of changes in its institutional context. These findings show that the dynamics involved in boundary organizations should be included in academic research. We conclude by discussing two conceptual frameworks that may help to capture these dynamics: the notion of 'learning organizations' and a typology of roles of experts in politics.
