To examine the long-run trend of China's energy efficiency, this paper employs a distribution dynamics approach to analyze the convergence of total-factor energy efficiency (TFEE) across 286 Chinese cities between 2002 and 2014. The result suggests the existence of convergence, which comes more from the efficiency declines in the high TFEE cities rather than the efficiency gains in the low TFEE cities. Despite the fact that a few cities have performed well in energy efficiency, the majority of cities have converged to a low-efficiency point. Further analyses show that the inefficiency was attributed to inefficient energy use in small- and medium-sized cities. In recent years, China has embarked on a remarkable journey toward greater environmental sustainability, investing in a vast protected area system, ecocompensation programs, and a more protectionist regulatory framework. The result is a model program in the making, with progress and future prospects for China's environmental health that few could have foreseen a few short decades ago. Paralleling and sometimes preceding this environmental revolution, much of China's environmental attention focused on its "national treasure"—the giant panda. We explore developments, progress, and shortcomings in the emerging protections and environmental ethos alongside the rich history of giant panda conservation, culminating in the recent downlisting of the panda from Endangered to Vulnerable. We make the case that recent advancements in environmental progress, such as the development of a more harmonious relationship between humans and nature (termed ecocivilization) have been, in part, underpinned and inspired by efforts to conserve the panda. The heavy-polluting industry is inexorably to responsible for the deterioration of the environment. Improving environmental performance is an unavoidable decision for heavy-polluting firms to ensure sustainable development under the policy framework of the carbon peak target. This study provides theoretical and empirical evidence for the effect of environmental protection subsidies on environmental performance. This study constructs basic and mediating effect models to measure how environmental protection subsidies affect environmental performance using panel data of China's heavy-polluting listed firms from 2008 to 2019. This is an important outcome of industrial green transformation in environmental governance and provides a scientific basis for government departments to formulate environmental policies. The results of the empirical analysis show that environmental protection subsidies can improve the environmental performance of heavy-polluting listed firms. After receiving environmental protection subsidies, firms engaged in clean and green production through green technology innovation, thereby reducing external environmental pollution and improving their environmental performance. The mediating role of green technology innovation in the relationship between environmental protection subsidies and environmental performance is significant only in state-owned firms and firms in Eastern China. The research results may further guide the direction of green development of heavy-polluting industries, and thus promote harmonious development between the environment and the economy. The environmental protection tax is an important tool for China to deal with environmental problems when the country' s environmental governance faces severe challenges. China' s current environmental protection tax system is largely an extension of the sewage charging system. There are some problems, such as the need to adjust the tax base, unreasonable tax rates, imperfect preferential policies, and the need to improve the efficiency of tax collection and management. Comprehensively evaluating the impact of environmental protection tax and optimizing the design of the environmental protection tax rate from the perspective of economic, environmental, and innovation synergy is of great value to improving China' s environmental governance system and realizing the transformation of the green economy. This study theoretically analyzed the impact of environmental protection tax on enterprise development; constructed a simulation model to analyze the impact of environmental protection tax; and numerically simulated the comprehensive impact of different environmental protection tax implementation intensity (IEPT) from 2006 to 2019 by using the mixed data of Chinese micro-enterprises and provincial panels and the scenario analysis method to predict the multi-dimensional impact of environmental protection tax in 2030. The results showed that: ① From 2006 to 2019, China' s environmental protection tax rate was at a low level, which was less than the optimal IEPT. The relationship between the optimal IEPT and the synergy index was 'inverted-U' shaped; that is, with the continuous rise of IEPT, the synergy index also showed the trend of rising first and then fluctuating and declining. ② Over time, the optimal IEPT showed an overall upward trend. ③ When the development level and demands of the economy, environment, and innovation became different, the optimal IEPT would also change. Finally, this study puts forward policy suggestions for China' s environmental protection tax reform: ① After fully investigating the operation status and innovation development status of regional inter-industry enterprises, we should consider further refining regional and industrial heterogeneous pricing strategies within the scope of regional environmental carrying capacity. ② A dynamic adjustment mechanism for the tax rate of environmental protection tax should be established to gradually increase the tax rate and give full play to the policy effect of environmental protection tax. ③ The environmental protection tax should be used to establish a special fund for innovation support, to avoid bringing higher environmental costs to innovative enterprises due to the increase in the environmental protection tax rate. • The global tropospheric NO 2 columns have generally decreased in the past 18 years. • Several hotspots tropospheric NO 2 are observed over industrialized and highly populated coastal zone areas. • Atmospheric nitrogen deposition plays an important role in nitrogen pollution in Bohai Sea. • The highest tropospheric NO 2 occurs in winter, and the highest near-surface NO 2 occurs at 08:00 and 20:00 LT. • NO 2 trends observed from ground-based measurements and satellite-derived retrievals is consistent. Tropospheric and ground-level levels of nitrogen dioxide (NO 2) may have changed due to environmental policies and technological changes. Here, multiyear ground-based measurement (2014–2022) and satellite-derived retrieval (October 2004 to May 2023) datasets of NO 2 concentrations are used to study the long-term ground-level and tropospheric NO 2 patterns and trends at four time scales (interannual, quarterly, monthly, and hourly) over the three regions with the highest global NO 2 concentrations. Several tropospheric NO 2 hotspots are observed over industrialized and highly populated coastal zone areas. Over the past 18 years, these hotpots have generally decreased due to the implementation of strong and effective environmental protection policies. A significant trend reversal was observed in 2011 in East-central China. The maximum values of tropospheric NO 2 occurred in winter over East-central China, Western Europe and East-central USA, with concentrations of 13.010, 4.243 and 4.149 × 1015 molecules cm−2, respectively. The Bohai Sea exhibited disproportionately high tropospheric NO 2 levels, suggesting it as a significant contributor to regional nitrogen pollution. Ground-level NO2 shows similar temporal patterns to tropospheric concentrations, with over 82.8 % of sites in East-central China exceeding 30 μg m−3, compared to 12.8 % in Western Europe and 3.8 % in East-central USA. The analysis of diurnal variations in ground-level NO 2 concentrations shows a significantly decrease during the daytime compared to nighttime, reflecting that the peak occurs at approximately 08:00 and 20:00 LT, while the lowest concentrations at around 12:00 LT. These insights clarify the impacts of environmental policies on NO 2 levels and identify critical areas for targeted pollution control, enhancing our understanding of NO 2 dynamics in high-pollution regions globally. The trading of carbon emissions is a crucial regulatory method to address environmental pollution issues. This study takes China's carbon emission trading pilot policy established in 2013 as a quasi-natural experiment and uses the DID model to empirically test the urban panel data from 2006 to 2019. The results show that the carbon emission trading pilot policy can effectively reduce urban environmental pollution, and this effect is more noticeable in mid-western cities, northern cities, cities with fewer resources, and large-scale cities. In addition, to address the urban environmental pollution problem through this policy, the government is encouraged to raise its environmental protection awareness and put more effort into the innovation of technology. In general, this study uses carbon emission trading policies from China to confirm that market-based incentive environmental regulation tools can effectively reduce environmental pollution in urban areas. In decentralized environmental governance, local governments are likely to adopt the "beggar-thy-neighbor" strategy to relax regulations at boundaries. This study investigates the impact of China's Joint Atmospheric Prevention and Control Policy (JAPCP) in "2 + 26" cities enforced by the central government on pollution at provincial boundaries. The theoretical model suggests that dual incentives for environmental protection and economic growth may prompt local governments to reduce boundary pollution within the JAPCP-covered area while relocating pollution to uncovered boundaries. Based on Shandong Province data using the difference-in-differences approach, our analysis reveals a 9.6% decline in the air quality at JAPCP-covered boundaries compared to non-boundary areas and a 5.3% increase at JAPCP-uncovered boundaries, which is associated with migration of key regulated industries. Through examining annual work reports, we provide evidence that local governments modify regulatory intensity at various boundaries. These findings indicate that, while regional environmental policies are intended to promote inter-jurisdictional cooperation, the local government responses lead to unintended costs. In 2017, China made an ambitious statement of high-quality development (HQD) with which to realize the goals of sustainability proposed by the United Nations. Our paper sheds new light on how the corporate high-quality development is affected by the responsibility system for environmental protection targets using a sample of energy-intensive firms from 2003 to 2018. We calculate the indexes for corporate high-quality development using entropy weighting for the five dimensions: efficiency, innovation, openness, greenness, and social responsibility. Then, we develop a difference-in-differences model to reveal that the responsibility system for environmental protection targets significantly dampens high-quality development of corporations, as the estimated coefficient is −0.0420 with a t-statistic of −2.9384. In contrast with private firms, the high-quality development of state-owned firms shows no significant correlation with environmental policy constraints. The efficiency of capital allocation by corporations mediates the effects of responsibility for environmental protection targets on high-quality development. Our study suggests several policy implications: first, understand the connotation of a high-quality development system, and formulate diversified regulatory policies. Second, the responsibility system for environmental protection targets in China should be implemented steadily within the firm's abilities. Next, the high-quality development of private firms should generate great attention. Finally, corporate internal governance should be designed to improve high-quality development. The evaluation of public management performance is the key to identify the effectiveness of the work of public administration, and public policy is an important guarantee for the orderly promotion of the work of public administration; therefore, it is important to analyze the effectiveness of public management policies to evaluate public management performance. Taking environmental protection policies as an example, this paper constructs an environmental-economic DEA efficiency analysis model using the DEA method to conduct a comprehensive evaluation of EEE in different provinces of China. It is found that EEE is highly correlated with the regional economic development level and is highly influenced by policy fluctuations, but the overall EEE of different provinces from 2016 to 2020 tends to be consistent and has a certain degree of stability. The conclusions of this paper have important implications for policy guidance, emphasizing the need to focus on the coordination of economic development and environmental protection, and the need for the improvement of the environmental policy system to be continuously optimized in an incremental manner, taking into account the actual situation of local development. This study aimed to reveal how China's green finance reform and innovation demonstration zone policy affects ecologically sustainable development under the constraints of government environmental attention. Employing multi-period DID (Difference-in-Difference) and DDD (Difference-in-Difference-in-Difference) as the base model, the study tested the mechanism of the policy's effect on ecologically sustainable development, using panel data from 277 prefecture-level cities in China from 2006 to 2020. Endogeneity tests including Two-Stage Least Squares (2SLS), counterfactual tests, and other robustness checks, were employed to enhance the study's validity. The research findings are as follows: (1) The policy effectively promotes ecologically sustainable development, and this conclusion remained valid even after conducting several robustness tests. (2) The more pronounced the government's emphasis on environmental preservation, the greater its efficacy in fostering ecologically sustainable development. Environmental protection and sustainable development are now profoundly ingrained in the public consciousness in the modern era of the global green revolution. First, this paper uses an evolutionary game model to theoretically analyse the impact of environmental regulation and green finance on enterprises by dissecting the game behaviour between local governments, banks and enterprises. Then, we incorporate entrepreneurial spirit into the model to determine whether entrepreneurial spirit accelerates the achievement of green sustainability objectives. Environmental regulation and green finance are found to contribute substantially to the innovation of green technologies by local enterprises, while entrepreneurial spirit accelerates this process. Finally, we empirically test the findings based on a prefecture-level panel dataset from 2007 to 2020. We find that green finance has a positive impact in Central and Western cities of China, while Eastern cities are in greater need for government environmental regulation controls. For entrepreneurial spirit, the incentive effect of entrepreneurial spirit on the level of green technology innovation is more significant in Central and Western regions of China. Although the science of ecology is often understood in antimodernizing terms, this article shows how ecology in China has become a means to articulate green modernization and sustainable development. As scholars predominantly focus on the policy rhetoric surrounding China's national modernization and sustainable development program called "ecological civilization building," the origins of how ecology came to take on developmental meanings remain obscure. This article highlights moments of global exchange and knowledge production by Chinese Marxists, earth systems scientists, and economists that produced eco-developmental logics. These logics define an interventionist role for the state, frame urbanization as moral progress, and refashion the role of the peasantry from the revolutionary vanguard to a backward social force impeding modernization. Ecological sciences in China, therefore, lay an epistemological foundation for legitimizing state-led technocratic practices of socioenvironmental engineering and naturalizing social inequalities between "urban" and "rural" people. In highlighting Chinese scientists' agency in producing knowledge, this article counters diffusionist accounts of science as singular systematically organized branches of knowledge that emanate from the West. Instead, I demonstrate how ecology is contingent on the historical and political conditions through which it takes on meaning. This study assessed the dynamic variations in ecosystem service value (ESV) in response to land-use changes under rapid urbanization and evaluated the coordinated relationship between economic development and ecological conservation by establishing the eco-economic harmony (EEH) index evaluation model. Taiyuan, the resource-based city in China, was selected as a study area. The results show that the total ESV in Taiyuan increased from 8.95 billion Yuan in 2005 to 9.31 billion Yuan in 2016. The ESVs of all land-use types experienced a decrease except for woodland and grassland. Climate regulation and hydrology adjustment were the dominant two ecosystem service functions in the study area. The ESV of climate regulation increased the most (382.62 million Yuan) but water supply decreased the most (−47.91 million yuan). The relationships between economic development and ecological conservation have experienced the evolution process of low conflict–potential crisis–low conflict from 2005 to 2016, indicating that the contradiction between economic development and ecological conservation is becoming increasingly serious over time. Therefore, scientific land-use policies and environmental protection strategies are urgently needed for achieving a sustainable development. This study provides valuable guidance for sustainable urban planning decision-making on maintaining the balance between economic development and ecological conservation under rapid urbanization. Passively waiting for the natural appearance of a turning point in the Environmental Kuznets Curve is no longer the appropriate attitude for coping with the increasing environmental pressures. The present study selected the provincial legislation regarding environmental protection as the current measurements of environmental policies. Then, tests were conducted in order to determine whether or not the current environmental policies were empirically conducive for reducing industrial pollution emission intensities using the provincial panel data for the period ranging from 2005 to 2014. The results indicated that the introduction and implementation of environmental policies could significantly reduce industrial pollution emission levels. However, such obvious inhibitions caused by the environmental policies regarding pollution emission reductions were found to be highly dependent on the marketization processes and environmental behaviors of the government. Furthermore, it was revealed in this research investigation that the effectiveness of the environmental policies for pollution reduction was related to regional environmental quality. In recent decades, most countries have implemented environmental protection by formulating relevant environmental regulations to reduce environmental pollution and improve environmental quality. China enacted new Environmental Protection Tax Law in 2018 and abolished the old system of pollution discharge fees. This paper analyzes and predicts the effectiveness of these new environmental tax policies within the framework of a macroeconometric dynamic stochastic general equilibrium (DSGE) model. Bayesian estimation is applied to estimate dynamic parameters based on China's macroeconomic data from 1978 to 2018. We find that the implementation of China's new environmental tax will lead to a significant increase in environmental quality through a reduction in the amount of pollution. However, the study reveals that new environmental taxes may have certain negative influences on economic growth. Consumption, output, wages, and capital could fall by 1.26%, 0.34%, 1.16%, and 1.12%, respectively, which may slow the pace of China's development. [ABSTRACT FROM AUTHOR]

In the implementation process of economic and environmental policy, a key concerned problem is the inability of some local officials to faithfully implement environmental policies made by the central government in China, as well as many other developing countries. In this paper, a multitask principal-agent model is established to make a comprehensive comparison on the role that the current incentive mechanism (CIM) and the long-term performance-oriented incentive mechanism (LTPOIM) play in policy implementation. In addition, both the incentive effect and the choice of incentive intensity in the LTPOIM are investigated. The results provide the insight that local officials may trade off the efforts of environment protection for economic growth in the CIM. However, local officials are incentivized to allocate higher efforts toward the implementation of environmental policies (IENP) to strengthen environment protection, or invest higher efforts toward IENP and the implementation of economic policies (IECP) to pursue the win-win situation for economy and environment in the LTPOIM. Besides, the chance of distributing higher efforts toward IENP and IECP in the case of complement tasks is higher than that in the case of substitute tasks. Volatile organic compounds (VOC) contributing to smog formation, have been an important indicator of atmospheric governance during China's "14th Five-Year Plan". VOC would be possibly incorporated into the scope of environmental protection tax, but previous studies have seldom explored impacts of VOC control policies at national and regional levels. Here, we design a national uniform VOC control policy, as well as two regionally differentiated policies based on regional disparities in PM 2.5 concentrations and energy intensity by using a cross-scale dynamic computable general equilibrium (CGE) model. Our analysis is to assess the impacts of these policies on VOC, CO 2 , sulfur dioxide (SO 2), nitrogen oxides (NO X), and PM 2.5 emissions, air quality and environmental equity, and to estimate health benefits, policy costs and net benefits. We find that national and regionally differentiated VOC control policies generally lead to VOC emission reductions and generate co-benefits on emission reductions in CO 2 , SO 2 , NO X and PM 2.5 at national and provincial levels. However, regional emission leakage exists due to differences in the provincial costs of VOC mitigation. The regionally differentiated VOC pricing policies are found to be more effective to enhance environmental equity than the uniform policy. In particular, the regionally differentiated VOC control policy based on provincial energy efficiency is found to be superior to other policies in terms of improve air quality. Furthermore, the human health benefits associated with VOC pricing policies would partially offset policy costs at both the national and regional levels. Our results suggest that policymakers would pay attention to developing regions with low energy efficiency which have the great emission reduction potential. Advanced producing technology and further end-of-pipe control measures to reduce non-combustion PM 2.5 emissions are needed. Starting from the historical evolution of China's regional coordinated development policy and practice, three stages of "enlightenment stage", "development stage" and "maturity stage", as well as the connotation, characteristics and content of implementing regional coordinated development strategy were analyzed. On this basis, from different aspects of industrial distribution, pollutant characteristics and regional environmental protection policy, the existing ecological and environmental protection problems in China's regional coordinated development in the new era were analyzed, and some suggestions for the next step were put forward. It is necessary to follow the " four ones" concept from the overall point of view, implement " three lines and one list" from the perspective of the width of the access red line, strengthen "joint prevention and control" from the perspective of the depth of regional regulation, deepen the "planning environmental impact assessment" from the perspective of the breadth of industrial distribution, and promote the " greenway model" from the perspective of ecological low carbon. Climate change and environmental protection have become increasingly important in China. The country has formulated and strictly enforced a series of policies to address climate change directly. This article argues for the importance of studying China's climate change policies from a gender perspective, particularly given the speed and import of action. It does so in three steps. First, it examines gendered differences in perceptions of climate change and in the impacts of climate change policies. Second, it examines the environment-related content in China's gender policies and the gender-related content in its climate change policies. Through the comparison between these two, we argue that it is easier to include climate change in gender policies in China than to include gender in climate change policies and that the integration of these two is anything but robust. Third, we analyze the multiple and varied roles played by women in climate change policy making, as well as women's conspicuous absence from some key high-level political conversations. The article concludes that gender awareness in Chinese climate change policy needs to be supplemented by gender sensitivity and we suggest some measures to move toward this goal. Regional ecological health, the core of comprehensive ecosystem assessments, is an important foundation for regional exploration, environmental conservation, and sustainable development. The mountainous areas in southwest China are backward in economy, but industrialization and urbanization have been rapid in recent years. This study assessed the ecosystem health of the Sichuan and Yunnan provinces in China using a pressure-state-response (PSR) model. Spatiotemporal patterns of regional ecosystem health were analyzed from 2000 to 2016, including overall characteristics as well as local characteristics. Ecosystem health in most regions was improved over time (Y = 0.0058X − 11.0132, R2 = 0.95, P < 0.001), and areas with poorer ecosystem health decreased from half to one-third of the total area. Analysis of the primacy ratio and the variation coefficient confirmed that the gap in health scores between regions has gradually expanded since 2007, but there are more high quality regions overall (Z of Moran's index < 1.96, P > 0.05). Overall, the regional ecosystems to the east of the Hu line—an imaginary line dividing east and west China into roughly equivalent parts—were healthier than those to the west. The pressure and state scores of ecosystems were determined by physiographic condition, and the response scores by government policies and social concern. The spatiotemporal patterns of ecosystem health were dominated to a greater extent by natural than anthropogenic factors, which explains why the shift in the patterns aligned with the direction of the Hu line. Dividing regions into key management areas based on natural geographical conditions and socioeconomic development could contribute to the formulation of a reasonable ecological and environmental protection policy, guaranteeing ecosystem services in the long run. In 2014, Chinese leaders declared "war against pollution," leaving local governments with considerable anti-pollution mandates – and, often, with the blame for insufficient implementation. There is a lack of large-scale systematic analyses of citizens' preferences for environmental protection by relevant government levels and the social structuration of such attitudes. This article aims first to assess associations between desire for local government to improve environmental protection, and socioeconomic status and air pollution; second, to identify indirect associations mediated by citizens' awareness of pollution. The research was based on nationally representative survey data from 2014. Results show the lowest occupational class as less likely than higher classes to mention environmental protection when asked which local government services should increase, but as likely to express environmental risk awareness. Policymakers should consider mechanisms such as social protection, inclusion and environmental justice to enhance local environmental policy desire among lower classes and facilitate effective environmental governance. Border pollution is usually a difficult problem in environmental governance. Based on the data at the county level in China from 2005 to 2019, this study takes the 12th Five-Year Plan (FYP) for atmospheric pollution as a policy shock, and uses the difference-in-differences (DID) method to explore the impact of regional joint prevention and control (JPC) of atmospheric pollution policy on air pollution of the border regions. Empirical results show that: (1) After implementing the JPC of atmospheric pollution policy, the PM 2.5 concentration in the border regions is reduced by 3.5%. (2) The mechanism analysis shows that there is a spillover effect in the governing behaviors of local governments. In the border areas under low economic growth pressure and high environmental protection pressure, the reduction effect of the JPC of atmospheric pollution policy is more significant on the PM 2.5 concentration of the border regions. The research conclusions have new insights into the role and effect of macro-regional environmental JPC policy and border pollution control, and provide practical guidance for social green governance. • JPC of atmospheric pollution policy can reduce air pollution in border regions. • After implementing the JPC, PM 2.5 is reduced by 3.5% in border regions. • Under low economic growth pressure, PM 2.5 can be better reduced in border regions. • Under high environmental pressure, PM 2.5 can be better reduced in border regions. Despite China's stringent environmental regulations, there has been a persistent policy implementation gap at local level, specifically due to local protectionism and inadequate enforcement measures. To address this issue, the Central Environmental Protection Inspection (CEPI) initiative was launched in 2016, replacing the Regional Environmental Protection Inspection (REPI) system. This study examines why the REPI failed to tackle the implementation gap and how the CEPI works. This is achieved by constructing a tripartite evolutionary game (EG) model consisting of the central government, local governments, and polluting enterprises. Using system dynamics (SD), the study simulates and analyzes the behavior and strategies of the three game players in two scenarios, namely weak and strong negative incentives. Then, this study analyzes the evolutionary process of environmental protection inspection (EPI) by means of a case study. The results show that: (1) the strategy adopted by polluting enterprises depends on the actual signal conveyed by the local governments. In addition, whether the strong regulatory signal of the central government can be effectively transmitted to polluting enterprises mainly depends on the attitude of the local governments. (2) The CEPI conveys a reliable commitment and provides effective external stimuli that adjust the incentive structure of local governments. Meanwhile, the REPI lacked significant punishment measures, which made it difficult for the central government's environmental regulatory signals to reach polluting enterprises in an effective manner. Emission charge policy has recently switched from pollutant discharge fees to environmental taxes in China. Considering spatial heterogeneity, the effects of changes in emission charge policy may subject to different Chinese regions. In this study, environmental efficiencies of Chinese regions are evaluated through provincial environmentally extended input-output tables and a frontier-based optimization model. Driving factors of environmental productivity growth are identified through global Luenberger productivity decomposition approach. Moreover, spatial heterogeneity on the effects of change in emission charge policy on environment and economy are assessed. Results show that all regions experienced environmental productivity growth. Technology progress is the major driving factor in most regions with an average contribution of 90%, while technical efficiency regress slows environmental productivity growth in Southwest region. Switching from pollutant discharge fees to environmental taxes would decreases emission intensities by 1.42% on average, but it would have different negative impact on economic growth (−1.13%∼-4.90% of regional GDP) due to spatially heterogeneous trade-offs between environmental protection and economic development. Addressing such spatial heterogeneity provide not only a basis for diversified tax rate determination but also a framework for other environmental policy assessment. Eco-efficiency measures if economic growth and environmental protection are effectively balanced. To understand the path of green urban growth in China, this article examines the converging patterns of eco-efficiency for 191 Chinese cities within 2003 and 2013. Two types of modified Data Envelopment Analysis (DEA) methods and spatial modeling approach are adopted in empirical analyses, with cities grouped based on three types of heterogeneities that facilitate the formation of potential convergence clubs. We find that major Chinese cities are β-converging in their eco-efficiency scores and are forming place-based convergence clubs in terms of geographical location, environmental policy, and resource endowments. Less efficient clubs are converging at a faster speed toward low-level steady states, while more efficient clubs are reaching separate high-level equilibria with relatively slow rates and longer half-life. Greenhouse gas emissions are a worldwide concern, especially in China, who has become the largest greenhouse gas emitter. In 2013, China initiated pilot emissions trading schemes (ETS) in seven regions with the aim of creating a national system by 2017 to reduce carbon emissions at low cost. We provide a systematic overview of the practice, performance, and problems of China's ETS pilots during the first stage, which lasted from 2013 to 2016, and highlight some proposals for the forthcoming national system. We depict the features of the pilots by focusing on the core elements of the ETS: scope, cap setting, allocation, MRV, and compliance. The performance of China's ETS pilots is characterized by low carbon prices with severe temporal fluctuation, and low levels of liquidity with high compliance rates. The problems include over-allocation of emission allowances, inadequate legal and regulatory infrastructure, underdevelopment of the carbon financial market, and poor market transparency. The primary objective of this study is to assess the potential efficacy of all the FECPs and understand which forest policies contribute more to developing social economy, protecting natural resource, and improving ecological environment in western China. Due to the underlying complicated relatedness amongst multiple policies in terms of social economy, natural resource and ecological environment, it disables many traditional regression approaches to be applicable to this case here. As an energy- and carbon-intensive sector, the textile industry has been the subject of many environmental policies. It has been under rigid regulation to promote energy conservation and emissions reduction in China, and a few scholars have carried out longitudinal and comprehensive studies of environmental policies aimed at the industry. This paper tries to fill in this gap by systematically analyzing the major environmental policies in this industry in China -- the world's largest exporter of textile products. For the purpose of ensuring the accuracy and reliability of this research, 118 textile environmental policies from 1989 to 2016 at the central government level have been studied by employing content analysis, including command and control instruments, market-based instruments, and voluntary instruments. The following conclusions were derived: 1) The textile environmental policy system is stabilizing in China, and water pollution is the key treatment objective. 2) Most policies regulate textile manufacturing, but environmental issues are not effectively regulated at the consumer stage. 3) The imbalanced structure of policy instruments reflects the government serving as the main driver of textile environmental protection, and efficiency and flexibility need to be improved to form an integrated textile environmental policy system. In the space of a few years, China's global image with regard to environmental matters has significantly improved. Particularly since Xi Jinping's coming-to-power in 2012 China's reputation in the global climate change regime has improved markedly and it has gained accolades for a new determination to reverse environmental degradation at home. China's incipient green transformation is partly due to a new actor constellation in environmental governance, a striking feature of which is the prominence of ad hoc campaigns that offer quick results but that may undermine the creation of law-based enforcement mechanisms in the long term. Another development -China's increasing use of emerging technologies and big data analytics - has given rise to new forms of government-business alliances. These new players and innovative approaches have injected momentum into China's environmental governance system and suggest that, contrary to conventional wisdom, authoritarian regimes can be responsive to citizen demands under certain circumstances. Yet it remains to be seen whether long-term environmental goals can be met, due to a pervasive lack of accountability, the weakening of civil society and heavy constraints on public participation. The majority of existing studies argue that rich people and the residents in high-income countries and regions have stronger willingness to pay (WTP) for environmental protection. Does such a rule hold true for China at the present stage? Previous studies pay little attention to this issue due to the lack of related data. Merging the micro data from the Chinese General Social Survey in 2010 (CGSS2010) with the macro data at the corresponding urban level of China, as well as two types of satellite monitoring data, this paper investigates the effect of income on residents’ WTP for environmental protection at both macro and micro perspectives based on the ordered Logit model. The results show that the rich do have stronger WTP for environmental protection. However, with the increase in residents’ income, the marginal WTP for environmental protection will decline, and a reversal occurs at the top income level. Therefore, the WTP does not always rise with the increase in income, and the middle-income class has the strongest WTP for environmental protection. Moreover, after controlling individual characteristics, residents’ WTP for environmental protection more depends on environmental pollution degree rather than urban average income level measured by both GDP per capita and the nighttime lights data from satellite monitoring. The residents in more polluted cities have stronger WTP for environmental protection. This paper examines the acute socioecological crisis in the Minqin region of China's Gansu province beginning in the 1980s and the multilevel, governmental response to that crisis in the first two decades of the 21st century. Drawing on extensive field research and interviews in the area, supplemented by analysis of available data, the paper presents a detailed case study of the development and implementation of the Shiyang River Watershed Restoration Plan in the period 2007-15. The case illustrates how conflicting policy objectives of the central state-led conservation project shaped patterns of interaction between local government officials, cadres, and farmers in Minqin County as well as ensuing outcomes and challenges in policy implementation. The study finds that top-level declaration of ecological and social issues in the watershed as a national security issue incentivized local government officials and cadres to overlook the Plan's provision for local consultation, in favor of meeting binding ecological and economic targets. It contributes to scholarship on environmental authoritarianism, illuminating structural factors and institutional constraints that shape local government officials' and cadres' behavior in a centrally administered environmental policy context. A lack of clear political commitment together with confusing rules and enforcement often characterize the institutional context of policy implementation and regulatory compliance in developing countries. By connecting such contextual features to existing models of policy implementation and regulatory compliance, we examine how regulatory factors are related to basic and proactive corporate environmental management practices in the Pearl River Delta region in China. Drawing on data derived from both a survey and in‐depth interviews, we show that a perception of clear political commitment to environmental protection across multiple government levels and units is positively associated with business efforts in basic environmental practices, regardless of the specific enforcement intensity. Nevertheless, a perception of clear political commitment is not related to proactive environmental practices. Conversely, a perception of policy ambiguity, in the form of confusing regulatory standards and enforcement, is negatively associated with corporate efforts in both basic and proactive environmental practices; yet, intensive inspections mitigate these negative associations with policy ambiguity. The rapid development of China’s port industry has caused numerous problems, among which the most significant is environmental pollution. A major goal for government and port enterprises alike is the achievement of both effective environmental protection and operational efficiency. Therefore, environmental factors should be considered when evaluating port efficiency. However, most of the available data envelopment analysis (DEA) models that have been used in previous studies enable each decision-making unit (DMU) to choose its favorite weight-combination with a rather careless approach. This may have caused some DMUs with very good economic indexes but very poor environmental indexes to be evaluated as fully efficient. This paper proposes a non-radial DEA preference model, based on the assumption of variable returns to scale (VRS) and the Directional Distance Function (DDF). The proposed model has been used to evaluate and analyze the efficiency of Chinese-listed port enterprises. The efficiency results showed the average efficiency to be low for all ports when environmental factors are considered. The regression results show that port assets, berth quantity, and the geographical location can significantly impact the environmental performance of Chinese port enterprises. This study also classified all ports into four categories, based on throughput and efficiency. Recommendations for the implementation for improvements of different environmental policies have been made for the individual ports in each category based on the actual situation of each port. To combat significant pollution problems, a number of local governments in China have utilized performance management to improve cadres’ accountability on environmental issues. Despite the extensive literature on public sector performance management, attention to environmental performance management has been relatively scant. Taking Shenzhen – one of China’s most densely populated, affluent, and rapidly growing cities – as a case study, this article describes and analyzes the evolution of the local environmental performance management system from 2007 to 2015. A series of external and internal factors are identified as determinants of policy evolution, including cadres’ individual decision-making, higher-level policies, intra-governmental interactions (horizontally and vertically), the relative salience of environmental issues, and strategies in policy experimentation. The multiplicity of factors further complicates the already complex process of performance measurement by setting it in a complex political context, which can distort the efficacy and objectives of the system, resulting in an unpredictable and compromised policy tool. Improving government environmental performance management involves reducing complexity by reforming aspects of the political context, allowing for a more serious, open, and transparent decision-making process. China has experienced serious environmental problems along with rapid economic development in recent years. Industrial production is the fundamental cause of Chinese environmental problems, while production is mainly managed and governed by local industrial Parks. Currently, Chinese industrial parks have just begun to think about sustainable development, and the demonstrative parks are designated as eco-industrial parks (EIPs); however, the EIPs' development strategies and targets are still vague and lack scientific guidance. Therefore, an optimal decision making approach can support EIPs to address environment problems and achieve regional economic development. This study provides an integrated approach to assess the multiple impacts of EIP development strategies and propose optimization planning by using a case study in Wuhu EIP. The initially constructed decision-making model systemically integrates the dynamic model of the Environment-Economic-Energy (3Es) system and an input-output model; then, the model is established and simulated using a linear optimization method. An optimal development strategy can be put forward by analysing scenarios for the Wuhu EIP. Based on the findings of this study, there are several substantial opportunities to further relieve energy pressure, improve the environment, and support socioeconomic activities, such as promotion of clean production and subsidies for technological improvements and changing the industrial structure. Additionally, adopting total environmental quantity constraints rather than intensity constraints is an urgent need in EIP planning. The size and number of firms in a region represent key characteristics of that regional economic ecosystem, but few studies have linked such characteristics with the stringency of local environmental regulation. In this study, we discuss the effects of local firm scale on environmental regulation and its mechanism, and the optimal strategic choices theoretically and empirically for environmental regulation in regions with different firm scale. We find that when government capacity is insufficient, regional environmental regulation will be relatively more stringent when dealing with fewer but larger firms because of the government scale effect. When government capacity is sufficient, firm size has no influence on environmental regulation. Decentralized environmental governance theory suggests that decentralization can produce better environmental performance mainly because lower-level governments are closer to the people and environmental issues and are considered more legitimate than the national government. However, China's decentralized system of environmental governance has been often regarded as a key factor in creating pollution problems rather than in solving them. To explain this puzzle, this article, using Blame Avoidance Behaviour in government theory as a theoretical framework, examines how blame avoidance behaviour shapes China's decentralized system of environmental governance from three perspectives: first, actors and the chain of blame shaped by the hierarchical power structure among environmental policymakers and implementers; second, the strategies of discursive domination and decentralization for blaming environmental problems on local officials; and lastly, the contextual factor of “hierarchical governmental trust.” Drawing on documentary discursive analysis and extensive fieldwork, this article suggests that the dysfunction of China's decentralized environmental governance structure may in fact be an outcome of a blame-shifting game between central and local governments. This article examines the so-called “central State Owned Enterprise (SOE) problem” in China's environmental governance system, namely central SOEs' defiance of environmental regulation. We present evidence showing that, in the last decade, central SOEs have been the source of a large number of serious pollution incidents and have often failed to comply with environmental guidelines and regulations. Central SOEs in the electricity generation and oil and gas industries are particularly culpable, with six firms alone accounting for 62 per cent of all 2,370 reported violations (2004–2016). We argue that a combination of “central protectionism” of state-owned national champions and insufficient regulatory capacity in the environmental bureaucracy have provided state firms under central management with both incentives and opportunities to shirk on environmental regulations. Yet, while the institutions of central protectionism are deeply rooted, countervailing forces within the complex Chinese state are also gaining momentum. In spite of the considerable regulatory challenges, officials in the environment bureaucracy display increasing resolve and ingenuity in trying to strengthen their enforcement capacity. Reducing greenhouse gas emissions in the world's two largest countries requires feasible governance pathways that integrate politics, policy and administration. Using examples of successful mitigation at the local level in China (Guangzhou) and India (Gujarat), this article identifies integrated governance solutions that work in both cases through different types of linkages. In China, it is mainly intra-governmental linkages, while in India it is mainly state–society linkages. In neither case do international negotiations concerning emissions targets have significant effects, while national frameworks have only marginal effects. Approaching the problem in this comparative manner helps to clarify how greenhouse gas governance operates in each country, the lessons for central–local environmental relations, and the implications for international assistance. In recent years, China has experienced rapid economic development and thousands of people escaped from poverty. However, this high-speed development has also led to increased pressure on the environment. Although the Chinese government has focused on solving environmental problems for the past few decades, it appears to have had little effect. Environmental performance evaluation (EPE) is a quantifiable environmental management tool that can evaluate environmental protection effects and provide guidance to improve government efficiency. We use EPE to evaluate China’s environmental performance at the provincial level between 2006 and 2011. In this study, the theme framework and driver force-pressure-state-impact-response (DPSIR) framework models are used to build the composite index (CI) for environmental performance. This index includes 39 indicators in four categories that were selected based on data that can be acquired from China’s Statistical Bureau. The results indicate that the environmental performance index (EPI) of 30 provincial administrative regions (PARs) from 2006 to 2011 ranges from 44.12 (Shanxi, 2006) to 80.87 (Beijing, 2010), from poor to good, respectively. To help develop more effective policies to improve China’s regional environmental performance, cluster analysis (CLA) is applied to divide the 30 PARs into 3 sub-regions. Recommendations for improving the environmental performance of different sub-regions are made to help guide the Chinese government to adjust environmental governance approaches to local conditions. Domestic regulatory institutions are essential components of emissions trading systems (ETS). Not only do they shape the ways that markets operate, they also condition the environmental value of the carbon credits they produce. However, the literature on global carbon politics has paid little attention to local ETS regulators. In a decentralized system increasingly based on a noodle bowl of diversified environmental markets, the study of carbon markets must integrate the institutions in which they operate. This article focuses on China, which, due to its size, is both keen to and expected to have a significant impact on the global system of market-based instruments. We examine how China's regulatory institutions have worked to implement the seven ETS pilots launched since 2012, and tease out some implications regarding how China's national ETS may contribute to global climate change governance. In this study, we analyze both formal and informal regulatory institutions, through the practice of local actors. The main finding is that the tension between the state and markets in China's ETS implementation has resulted in a reinforcement of state domination rather than the emergence of robust regulatory institutions. The contribution that the ETS makes to China's emissions reduction is also limited by more pressing environmental and industrial policies that local regulators must prioritize. In this study, a decomposition and emissions matrix is developed to identify the roles (giver or taker) played by the sectors in the greenhouse gas emissions for the economy of Beijing in China. Our results indicate that services were the most important emitter if we consider the total (direct and indirect) emissions. In addition to Construction, Scientific studies and technical services and Finance sectors of services were the largest takers. They have a large role in boosting greenhouse gas emissions throughout the economy of Beijing. As the basis and supporter of production activities, the electricity production and the transportation sectors were the greatest givers. More emphasis should be placed on using clean energy and carbon capture and storage technologies to reduce emissions within these sectors. Wetlands play an important role in water conservation, environmental protection, and biodiversity conservation. Remote sensing is an economical and efficient technique for wetland monitoring which can limit disturbance in sensitive areas and support wetland conservation. In this paper, we used three phases of Thematic Mapper/Enhanced Thematic Mapper plus (TM/ETM+) remote sensing images from October 1989, October 1999, and October 2009 to study wetlands in Xingzi County. The images were segmented using the object-oriented remote sensing image interpretation software eCognition Developer 8.64, then segmented images were classified by slope, digital elevation model (DEM) data, Normalized Difference Vegetation Index (NDVI), Specific Leaf Area Vegetation Index (SLAVI), and Land and Water Masks (LWM) index to produce land type classification maps. Land use change information was obtained by analyzing the superposition of two classification maps of the wetland area from different years. The results showed that landscape patches in Xingzi County displayed fragmentation in their spatial distribution over time. Based on an index of changes in landscape patches, the fastest growing landscape type is grassland, while the fastest decreasing type is irrigated land. Air pollution problems in China are related to imperfect legislation and potential integration problems among legislation, plans, and policies from the perspective of legislation, planning, and policy-making. Recent English-language articles focus on revision of the Air Pollution Prevention and Control Law of China. The purpose of this study is to make the overall system for prevention and control of air pollution in China understood by a broader audience by providing an overview of the pertinent legislation, plans, and policies, since such a review has not been presented so far. At the beginning of this article, we clarify the key definitions of legislation, plan, and policy and establish a preliminary analytical framework for evaluating the integration of legislation, plans, and policies. Then we present a variety of pieces of legislation at national, local, and international levels, including the Constitution, national laws, national administrative regulations and departmental rules, and local regulations and rules that were selected because of their direct and close relation to the prevention and control of air pollution, especially particulate matter. We divide the history of legislation since 1956 into four phases: preceding (1956–1978), beginning (1979–1999), development (2000–2013), and improvement (since 2014), putting emphases on changes in legislation in each phase. We also describe the 12th Five-Year Plan for National Economic and Social Development, the 12th Five-Year Plan on Prevention and Control of Air Pollution in Key Regions, the Action Plan on Prevention and Control of Air Pollution, and a series of policies on energy conservation, emission reduction, and energy use. We then comment on challenges of defects within the legislation framework and integration problems among legislation, plans, and policies. Finally, we put forward some improvement measures to address the challenges: (1) stipulating special provisions for prevention and control of motor vehicle pollution, (2) empowering local environmental protection bureaus to enforce the air-pollutant-emission permit system, (3) improving the feasibility of the air-pollutant-emission trading system, (4) clarifying government responsibility and intensifying penalties, and (5) integrating relations among legislation, plans, and policies. This contribution focuses on the challenges that China is confronted with in the energy area and how existing energy policies and strategies are designed to address climate change, especially in the context of the upcoming UNFCCC COP21 in Paris and China's submitted INDC. This article discusses the need for two essential policy shifts in the energy and climate change area: (i) the shift from a purely quantitative targeting approach to a more diversified approach and (ii) the intrinsic challenge of moving to a coherent institutional and legislative approach. The vast majority of the growth in greenhouse gas emissions in the coming decades is expected to come from outside of the developed world. Yet on the whole, scholars have made only modest headway in identifying the distinctive features of effective environmental regulation in the developing world. This Article argues that a particular feature of the emerging economies--sharp regional economic disparities--need not be a barrier to climate change regulation. Instead, these disparities can be harnessed to make climate change regulation more effective. Taking China as its focus, this Article notes that both international law and Chinese domestic regulation have attempted to manage economic disparities according to the principle of common but differentiated responsibilities (CBDR). Building on these examples, it proposes a domestic CBDR approach for confronting China's climate change risks. Such an approach includes more stringent mitigation obligations for China's developed coastal provinces to the east, coupled with fiscal and technical support for developing provinces in China's interior. This Article contends that features of the Chinese sociopolitical context offer advantages in policy development and implementation that render a domestic CBDR approach more likely to succeed than its international counterpart. These advantages include normative legitimacy and confluence with other domestic policy objectives, in particular. Interest group influence and institutional capacity factors offer potential benefits, but also serious challenges. In the end, this Article aims to achieve two main goals: to highlight the importance of differentiated regulation in China's existing regulatory regime, and to argue that more extensive use of the approach can benefit policy formation and on-the-ground implementation alike. In this study, we empirically investigate the issue of strategic interaction among Chinese provincial governments in determining their levels of environmental protection efforts. Based on theoretical models of strategic interaction, which lead to the theoretical reaction function, we specify our empirical model and estimate the reaction slope of our empirical reaction function. By applying a panel data approach, our regression analysis shows that the estimated reaction slope is significantly positive, which suggests that Chinese provincial governments interact strategically in deciding the levels of their efforts in environmental protection. China presents a paradox for scholars of environmental politics. Environmental politics and policymaking in China now includes elements critical to environmental protection in the West, including non-governmental participation and stringent environmental legislation. Yet the country’s authoritarian system constrains popular participation, and environmental outcomes are generally poor. China’s South–North Water Transfer Project (SNWTP) embodies this puzzle: despite the pluralisation and development of environmental politics and policymaking, the SNWTP is a technocratic mega-project that imposes high social, economic, and environmental costs. What explains this puzzle, and what are the implications for understanding environmental politics in other authoritarian developing countries? I evaluate two current theories – Ecological Modernisation and Authoritarian Environmentalism – against the SNWTP case, and argue that it illustrates the ability of governments to co-opt environmental politics to pursue other strategic objectives, in turn necessitating greater attention to the mix of persuasive and coercive strategies in environmental politics.
