China’s Marine Environmental Protection Law was first adopted in August 1982 and came into force on 1 March 1983, and since then, it has gone through two revisions and three amendments. The latest revision in 2023 reflects China’s determination to further strengthen the protection of the marine environment and to prepare itself to meet new challenges and needs. This short article first provides a brief historical background of the Law and then evaluates some key changes in the 2023 revision. Numerous legal requirements regarding the implementation of all kinds of investment projects are extremely important means to attain goals related to environmental protection. The procedures concerning the assessment of the impact exerted by investment plans on Natura 2000 sites, which are discussed in this article, belong to the crucial ones. Their existence in the Polish legal system results from the implementation of Community directives (79/409/EEC and 92/43/EEC). Establishing this type of legal form of nature protection in a given area limits its investment use, introducing the requirement to verify the actions taken in terms of their influence on the conservation objectives of Natura 2000 areas. Confirmation of the negative environmental impact in this respect obligatorily prevents a specific investment project from being undertaken. The described legal procedure serves to implement the basic rules of environmental protection, contained not only in the Environmental Protection Law, but also in the Constitution of the Republic of Poland, which include the principles of sustainable development and the individualisation of environmental costs associated with running a business. This article focuses on the role emotions play as a heuristic tool in determining the hierarchy of norms in EU's Arctic policy. In the Arctic, appropriate behaviour prescribed by the norms regarding climate change mitigation (the European Green Deal and the Paris Agreement), environmental protection according to EU environmental law and UN-recognised Indigenous Peoples' rights contradict each other. When multiple norms are to be applied in a situation and they conflict with each other, a prioritisation needs to be made among these norms. This paper investigates how emotions contribute in a heuristic way to determining this priority. It finds out that fear of climate change enables climate change mitigation and regulations of the European Green Deal to gain primacy over environmental protection norms and Indigenous Peoples' rights. Self-confidence of the EU and its trust in Nordic member states in these two areas constrain the EU from taking further protective measures. [ABSTRACT FROM AUTHOR]

This study examines the impact of China’s new environmental law (NEL, referring to the new Environmental Protection Law implemented in China in 2015, hereafter NEL) on the financial performance (FP) of Chinese A-share companies listed in the heavy pollution industry from 2011 to 2020. Using the DID approach, the study finds that the regulation initially has a negative impact but brings long-term positive results for these companies. It also highlights the impact of the regulation on financing opportunities and R&D investment, with smaller companies facing more significant challenges. Lastly, based on the study’s findings, some policy suggestions are proposed to offer theoretical guidance and policy references for countries to achieve high-quality development. A strong vision of sustainable development requires respect for the limits imposed by the functioning of the planet to ensure its resilience. The framework of planetary boundaries is increasingly relied on to design quantifiable objectives that can guide policy- and decisionmakers to enact measures to ensure such a sustainable society. Yet, to effectively guide, the framework requires a reformulation to make it applicable to human activities. Concretely, planetary boundaries need to be transposed into planetary quotas, which express the maximum absolute quantity of emissions, withdrawals or use that is admissible so as not to exceed the planetary limits. Furthermore, the achievement of planetary quotas depends on the fair allocation of national, sectoral, or even individual quotas. In this context, we question whether and under which institutional conditions environmental quotas could be an appropriate tool to implement planetary boundaries. This article proposes a legal and political theory of quota systems and applies it to the establishment of planetary quota systems in international environmental law. [ABSTRACT FROM AUTHOR]

There is a long tradition of constitutionalising environmental protection in the People's Republic of China ('China'). This is illustrated, for example, by the constitutionalisation of the need to construct 'ecological civilisation' – a set of values and development concepts included in 2018 as part of constitutional amendments. Yet, the Constitution of China is often described as a constitution without constitutionalism. This article examines the constitutional environmental provisions in China, as well as the underpinning constitutional theories, to demonstrate how China enjoys environmental constitutionalism. This version of constitutionalism, however, is absent of rights and overwhelmingly enforced through state-based approaches, which means that it is distinct from the rights-based and courts-centred versions of liberal constitutionalism. This study thus exemplifies how constitutional practices may adopt different formulations and environmental constitutionalism exists without being committed to liberal principles. The article is devoted to the analysis of the legal support of environmental policy in Ukraine. Based on the analysis of the articles of the Constitution of Ukraine, which guarantees citizens the right to a safe environment, it is assumed that the state is obliged to ensure environmental safety and preservation of the environment. It was emphasized that the environmental policy of Ukraine should be aimed at protecting the environment, rational use of natural resources and ensuring environmental safety. The author analyzed a number of normative legal acts that determine the priority vectors of environmental policy in Ukraine at various stages of the development of its statehood - starting from 1991 to the present day. Taking into account the goals of the state environmental policy, declared accordingly in the strategies, a conclusion was made about the urgency of environmental issues in the state management system and increased attention from the state to the definition, detailing, analysis and selection of alternative options for solving the environmental problems that have arisen. It was noted that environmental policy is gradually acquiring the characteristics of a full-fledged state policy and the corresponding sphere of state administration, where the state does not simply declare general goals, but defines tasks in the appropriate directions for the possibility of monitoring the effectiveness of statemanagement decisions and, if necessary, their further adjustment. The growing environmental crisis forces us to recognize that issues of environmental protection should become a priority for the Ukrainian authorities. The state should not only set goals, but also monitor their achievement and adjust plans if necessary. Ukraine should make environmental safety one of its main priorities. Realizing environmental protection and employment stability when facing strict environmental regulations is an essential issue of concern for many developing countries, including China. Based on a dataset of Chinese listed companies and a dataset of Chinese individual labor-force surveys, this paper uses an estimation technique pairing propensity score matching with a difference-in-differences estimator to examine the impact of the new Environmental Protection Law (EPL) on the supply and demand of labor at the micro level and the reallocation effect of interindustry labor at the macro level. The results show that the new EPL generated employment losses at the micro level. The policy reduces firms' labor demand by lowering firms' output and total investment expenditures and, in the process, does not stimulate firms' innovative behavior. Moreover, implementing the new EPL reduces the wage income of workers, which in turn reduces the labor supply. Conversely, at the macro level, the new EPL promotes the transfer of labor from polluting to cleaner industries, realizes the reallocation of labor between industries, and thus promotes the transformation and upgrading of regional industrial structure. China's New Environmental Protection Law (NEPL) is an important adjustment in the face of the "new normal of economic development". Leveraging the Difference-in-Difference (DID) method, we discern the multifaceted positive effects of the NEPL on both the qualitative and quantitative dimensions of green innovation. The mechanism analysis indicates that the enactment engenders heightened environmental awareness among senior management, increased cash holdings, and released financing constraints, leading to enhance the green innovations. Interestingly, a positive tone of management discussion and analysis (MD&A) can amplify the NEPL's effect on green innovation scale, but its moderating effect on the quality development is not significant. Furthermore, the NEPL can more comprehensively and significantly enhance the green innovation activities in capital-intensive industries and large corporations. [ABSTRACT FROM AUTHOR]

The implementation of the Environmental Protection Tax Law was a significant milestone in China's environmental tax reform. The implementation of this law was influenced throughout the three-year period of epidemic prevention and control (from early 2020 to the end of 2022). Heavily polluting enterprises are the primary focus of regulations under the Environmental Protection Tax Law. This study conducts an empirical analysis using a structural equation model, leveraging sample data obtained from heavily polluting enterprises in China. The findings indicate that during the three-year period of epidemic prevention and control, the Porter Hypothesis effect was realized in terms of tax fairness but not in terms of tax rationality. Therefore, environmental tax law reforms should be pursued and tax authorities in China should make vigorous efforts to enhance the rationality of environmental taxation. This would improve the comprehensiveness of the "Porter Hypothesis" effect, fully harnessing the dual functions of environmental protection and the economic driving force embodied by the Environmental Protection Tax Law. The marine economy has become an increasingly important contributor to the global economy due to advancements in science and technology and humans' growing ability to manipulate nature. As a country with a vast marine territory, China has the important responsibility of utilizing marine resources rationally and promoting sustainable development of the marine economy. Since the introduction of the Marine Environmental Protection Law of the People's Republic of China (MEPL) in 1982, China has made significant progress in strengthening the legal framework for marine environmental protection. MEPL has undergone several revisions to improve its legal content under the guidance of national policies. On October 24, 2023, the Standing Committee of the National People's Congress revised and adopted MEPL again. This paper analyzes the changes in the contents of the new law and the legal background at home and abroad while integrating the domestic and international legal backgrounds. This paper provides an in-depth analysis of the changes made in the new law, summarizes the revision ideas, and examines the new law in the context of domestic and international laws. The law onmarine environmental protection is a branch of the law on environmental protection and is the basis for the conduct of marine environmental protection. Since its promulgation in 1982, China's Marine Environmental Protection Law has undergone two revisions and three amendments, forming a legal system based on the Constitution, with the Environmental Protection Law as the overarching principle, the Marine Environmental Protection Law as the core, and various laws on the protection of marine elements as the gripping force. The revision of the Marine Environmental Protection Law in 2023 was based on the 2018 supervision and inspection of the enforcement inspection team of the Standing Committee of the National People's Congress, the implementation of the construction of a strong maritime country, and the adaptation to the reform of the ocean governance system. Compared with the previous Marine Environmental Protection Law, the improvements of the newly revised law are mainly reflected in the following: optimizing the institutional mechanism, reflecting the Land and Sea Coordination, strengthening supervision and management, strengthening marine litter pollution prevention and control, enhancing the protection of marine biodiversity, strengthening the regulation of estuaries, and strict liability. Ocean protection is essential to avoid climate disaster. Phytoplankton, seaweeds, and sea grasses produce more than half of Earth's oxygen-- exceeding all terrestrial forests and plants combined--and absorb about ninety percent of the heat generated by rising emissions. Yet oceans continue to be sites for brazen environmental law violations, from illegal fishing to toxic dumping. International criminal law has largely ignored these crimes, even when they amount to offshore environmental atrocities. Meanwhile, legal structures for ocean governance tend to focus on regulatory compliance, self-policing, and dispute resolution, all of which have proved inadequate to protect oceans and coastal communities. Without more global enforcement, environmental criminals will continue to operate with impunity at sea, even as their crimes exacerbate existential climate threats. Mare liberum or freedom of the seas has been a foundational principle of ocean law for centuries, dating back to the writings of Hugo Grotius. But unconditional free seas are no longer defensible in the Anthropocene. The idea of free seas falsely presumes an inexhaustible ocean too vast to govern. Consequently, governance models based solely on the principle of free seas continue to legitimate careless national policies, destructive relations with marine ecosystems, and exploitation of vulnerable ocean environments. Moving forward the international community must defend oceans as the heritage of all humankind and work together to protect seas against serious environmental harms. This Article develops a blueprint for targeted forms of international criminalization that would deter offshore ecological destruction. It defends international prosecutions for a range of oceanic environmental crimes, including marine pollution, illegal fishing, and seabed destruction caused by illegal trawling or deep-sea mining. Beyond theories of retribution or deterrence, global criminal prosecutions for environmental harms have expressive value during this time of climate crisis. International criminal convictions showcase humanity's shared concern for ocean life and marine environments. Criminalization of grave ocean harms would signal an ecocentric shift in international criminal law and aid multilateral efforts to protect marine environments and to promote new legal duties to nature. Morus sp. is a versatile resource with diverse benefits; however, its cultivation may entail negative environmental impacts. Environmental legislation imposes constraints to mitigate these effects. The current study presents a three-tier classification approach to assess the severity of constraints imposed by environmental legislation on Morus sp. cultivation. The approach is tested in a case study area located in BG0000254 Besaparski vazvishenita, Bratsigovo Municipality, Bulgaria. Approximately 23.6% of this area is under strict protection, thereby prohibiting cultivation. In about 21.3% of the area, Morus sp. cultivation is feasible but most probably an Appropriate Assessment procedure will be required to ensure nonsignificant negative impact. In the remaining 56.4% of the area, notification/screening is necessary, with the likelihood of not requiring a full Appropriate Assessment procedure. Thus, despite a significant portion being under strict protection, there remains potential for Morus sp. cultivation within the study area, albeit with varying procedural complexities. Thе proposed constraints classification approach can inform land use planning, facilitating informed decision-making in site selection not only for Morus sp. but for all types of permanent crops. Green investment is crucial to achieving the green transformation goal. Under increasingly strict environmental protection laws and regulations, whether it can induce the "Porter Hypothesis" effect and stimulate the green investment of enterprises is still controversial. This paper takes the China's new environmental protection law (NEPL) as a quasi-natural experiment, uses the green investment data of listed companies in China's heavy pollution industry, and applies the method of propensity score matching and difference-in-difference (PSM-DID) to verify whether the implementation of the law conforms to the "strong Porter Hypothesis." The results show that as a strict command-and-control environmental regulation tool, the implementation of NEPL has significantly promoted corporate's green investments in heavily polluting industries. The implementation of the NEPL guides to more standardized environmental disclosure regulation, stricter environmental enforcement, and severer financial constraints, and thus propel corporate's green investment. In addition, heterogeneity analysis indicates that the effect of NEPL is more significant in those samples of enterprises located in the regions with higher industrial concentration degree or with higher level of government environmental governance, enterprises of small and medium type, and enterprises with better financial performance and higher degree of equity incentive. To achieve the carbon peaking and carbon neutrality goals, this paper provides evidence to test whether "Porter Hypothesis" is established in transition economies from the view of environmental investment and provides reference for how developing country can further enrich their environmental regulation system and optimize enterprise's environmental protection strategies. The article examines the doctrinal category "environmental law and order ", which is forming in Russian legal science and has no direct analogues in other jurisdictions. Its structure, types and forms of manifestation, correlation with other ecological legal terms are substantiated. The need to use this legal structure lies in the fact that it allows you to justify the degree of effectiveness of environmental legislation, evaluate the activities of executive and judicial authorities. The conclusion is argued that along with quantitative (statistical) methods of evaluating effectiveness, it is necessary to apply sociological methods, ranging from interviewing experts in the field of environmental protection, to finding out the opinions of the population of towns and villages on actual environmental issues. This will improve the "feedback" between public authorities and citizens, as well as to assess the work of environmental authorities more objective. Construction activities are vital to the national economy, as they contribute to the creation of fixed assets through new projects, renovations, repairs, and the restoration of damaged infrastructure. However, these activities also pose environmental challenges. To address this, the government has implemented specific legal measures to mitigate environmental impacts and prevent degradation and pollution caused by construction. Although these regulations have yielded positive results, the environmental protection legal framework in the construction industry still has significant shortcomings and limitations that notably affect the efficacy of environmental safeguarding measures in construction projects. This article aims to provide a thorough analysis and evaluation of the environmental protection laws applicable to construction activities, identifying existing gaps and proposing improvement solutions. The article analyses the role of the criminal legislator in the field of environmental protection guaranteed by both Omani and UAE legislators. The problem of the study was the extent to which the Omani and UAE legislators contributed to the criminal protection of the environment. The study aimed to indicate and determine the content, elements, and penalties imposed by the Omani and UAE legislators for environmental offences. The study found several conclusions and recommendations, the most important of which being that the Omani and UAE legislature has ensured the criminal protection of the environment by criminalizing acts that pose a serious threat to one or more elements of the environment either by an explicit provision in the Penal Code or by special laws relating to the protection of the environment or within the special law on environmental protection and pollution control. The penalties prescribed for the offence of environmental pollution must be reviewed by establishing penalties for deprivation of liberty and not only a fine. [ABSTRACT FROM AUTHOR]

I The Distributive Politics of Environmental Protection in Latin America and the Caribbean i is a detailed but concise review of the LACEP literature that should appeal to anyone - whether researcher or policy maker - concerned with gaining a general overview of the impact of climate change in the Global South (or Latin America, in particular), in grassroots and environmental social movements that are mobilizing for environmental protection, or in public policy and state responses vis-à-vis the sharpening threat of climate change. Discussion of the role of the state is not completely absent from this chapter, but - unlike the following section, which focuses on the role of the state and its agencies in environmental protection - the contributions reviewed put the emphasis on social actors and consider the asymmetric power relationship that each type has with the state. Public policy emerges not only from actions such as regulation and administrative, legislative, and judicial decisions but also from inaction, through which states institutionalize environmental harm. As an important principle of international environmental law, the principle of common but differentiated responsibilities (the CBDR principle) is being applied to various international environment protection regimes including environmental governance on the high seas as an important guiding principle in the law of the sea. This may be beneficial for engaging the international community to protect the high seas in solidarity. However, the application of the CBDR principle encounters difficulties, which include obstacles regarding cross-sector application, different understandings of the CBDR principle and difficulties in implementation of international instruments. This article argues that the differentiation should not depend exclusively on the traditional dichotomy of developing and developed countries but must be determined on a fluid and case-by-case basis. This suggests that the details of the differentiated responsibilities should also be context-specific rather than uniform for all States. Moreover, the implementation of the CBDR principle to address environmental problems on the high seas should be based on substantive fairness. Finally, this article makes several observations. First, the demands of developing countries in the field of maritime emission reduction should be considered. Second, obligation of capacity building and the transfer of marine technology prescribed in the BBNJ Agreement should be encouraged and implemented. Third, strengthening international cooperation in plastic pollution control on the high seas is expected. Fourth, the international community should provide developing countries with the financial support and technical assistance in persistent organic pollutants control. The British Office for Environmental Protection was established in 2021 following the United Kingdom's departure from the European Union. It is the most recent of just a handful of independent environmental watchdog bodies established in global jurisdictions to date, and has a broad range of powers. These include the evaluation of government policy, advice to government on new environmental law, reviewing the implementation of environmental law, and enforcement powers against government and other public bodies for breaches of environmental duties. As one of the world's largest exporters of coal and gas, Australia's domestic regulation of fossil fuels plays an important part in global greenhouse gas emission reduction efforts. This analysis examines the Australian Federal Court's Living Wonders decision—the latest judicial review challenge to coal mines based on Australia's federal environmental law, the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). 1 This legislation has significant flaws as a tool for regulating the climate impacts of fossil fuel projects, which the Living Wonders decision emphasises. The Federal Court found no legal error in the Environment Minister's reasoning that large export-oriented coal mines will produce 'no net increase' in global emissions and/or have emissions which are too 'small' to warrant detailed assessment under the EPBC Act. The Living Wonders judgment delivers a blow to hopes for progressive, climate-friendly interpretation of Australia's federal law in coal litigation and strengthens arguments for law reform. This short Introduction outlines the purpose and structure of the Symposium on Ecosystem Restoration and EU Law. It opens by highlighting the potential relevance of the ecological move taken by the EU political institutions in the framework of the Green Deal. It then presents the issues addressed in the Symposium and the main overall argument emerging from its four contributions: whilst the EU ecological policy reflects the intention to shift from the traditional understanding of environmental protection as social regulation to a genuinely ecological and holistic vision, the functional rationale of such a move remains, for the moment, elusive and under-specified. Clarifying such rationale is an inescapable but complex task, as it requires a fresh discussion on the relationship between law and ecology, as well as a true understanding of the implications of ecosystem restoration for the evolving features of the EU polity. State environmental laws such as the California Environmental Quality Act (CEQA) have historically focused on the conservation and preservation of environmental conditions. This paradigm prioritizes issues such as pollution, land management, and resource sustainability. However, most jurisdictions which have sought to address climate change have expanded their clean energy production capacity through new physical infrastructure. Since this expansion consumes land and water resources and creates other environmental side-effects, it often produces conflicts between historical environmental conservation and preservation mandates and the urgent imperative to expand carbon-free energy generating capacity in order to reduce greenhouse gas emissions (GHGs). California has in the past created exemptions from certain review requirements in CEQA for socially beneficial projects and streamlined the review process for renewable energy generating facilities. This work proposes that California go further and create exemptions from CEQA review requirements for Utility-Scale Renewable Energy Projects (USREPs) in order to prevent vexatious litigation and promote renewable energy development. These exemptions should be modeled on the exemptions created for certain environmentally friendly housing and transit projects and should ensure that sufficient classical environmental safety criteria are still satisfied. While this work focuses specifically on California, its suggestions for regulatory reform are generally applicable to all states with an interest in developing thriving renewable energy sectors and mitigating the effects of climate change. The bioeconomy model provides an alternative view of global economic systems by putting sustainable practices combined with digital approaches at the forefront to tackle issues such as climate change. To address this new business trends, financial institutions began to set up the environmental, social, and governance (ESG) business units to evaluate their business strategies. This paper is aimed at examining the nonfinancial effect created by the digital transformation (DT) activities, highlighting the role of enterprise heterogeneity after the implementation of Environmental Protection Law (EPL) in China. We employ the panel data of A-share listed companies from 2010 to 2020, selecting DT and ESG indicators as the important representations of "Industry 5.0." Our empirical results demonstrate a positive impact of EPL on the ESG performance in sight of resource enterprises (REs), environmental enterprises (EEs), and polluting enterprises (PEs), but a negative impact of EPL on the DT indicators among those environmental related industries. Additional causal relationship regression reveals that enterprise DT has an intrinsic promoting effect on the ESG performance, emphasizing on the high risk of digitization process being the shock transmitters to enterprise nonfinancial indices. Notably, the connectedness of environmental policy illustrates dynamic patterns by parallel trend test and propensity score matching (PSM) DID regression. This paper is prone to benefit lawmakers, regulators, and firm executives responsible for analyzing and assessing enterprise digitization behavior by exploring the influence of macrolevel environmental policy. In the new era of seeking for cleaner production and comfortable life, it is important and necessary to improve environmental social responsibility, especially for the heavily polluting industries. Against this backdrop, the Chinese government put forward the new environmental protection law in 2015, while the effect of it on the environmental social responsibility still remains as a black box, which forms the initial motivation of this essay. Treating the implementation of the new environmental protection law (NEPL) as a quasi-natural experiment, this essay employed the difference-in-differences model to explore its impact on the environmental social responsibility (ESR) of highly polluting enterprises. The results support that implementing the NEPL can enhance the level of environmental social responsibility by strengthening the end-of-pipe governance and green office level of enterprises, in contrast, the affection on the front-end governance is not significant. The results remain unchanged after various robustness tests, such as changing the time point of the policy, placebo test, and elimination of sample selection bias. Further research finds that the scale of corporate financing and the efficiency of capital use have different moderating effects on the effectiveness of the implementation of the NEPL policy. Mechanism analysis shows that the NEPL policy affects the level of corporate environmental social responsibility through the technological innovation crowding-out effect. In addition, heterogeneity analysis reveals that environmental regulation intensity has an "inverted U-shaped" effect on the ESR of businesses. Furthermore, non-state-owned companies and companies with higher levels of executive education have higher levels of environmental social responsibility. The growing importance attributed to the environment and sustainability reflects a global development scenario considered "unsustainable". The ecofeminist theory presents itself as an instrument of contribution to sustainability, which aims at equality, the defense of the environment and the improvement of living conditions. However, the role of women in this context is underestimated. Thus, the research problem presented arises: can ecofeminism boost sustainable development? The hypothesis is that women are becoming protagonists in the environmental protection scenario, highlighting the relevance of the ecofeminist movement for environmental preservation and sustainable development, despite the gap in Brazilian legislation. It is concluded that ecofeminism is vital for sustainable development, but that Brazilian legislation does not adequately recognize ecofeminism nor include women in environmental debates. PFAS are a family of manufactured chemicals that are highly persistent in the environment. Most people in the U.S. have been exposed to PFAS, but different groups of people may have higher exposure due to their environments. In recent years, peer-reviewed scientific studies have shown that PFAS are linked to numerous adverse human health effects. As a result, the U.S. Environmental Protection Agency (EPA) has taken a variety of actions to address PFAS, including proposing to designate PFOS and PFOA, two chemicals in the PFAS family, as hazardous substances under CERCLA, or Superfund. CERCLA is the primary legal mechanism in the U.S. for ensuring that hazardous chemicals are removed from the environment, and this designation would be a first step in protecting communities from ongoing exposure to legacy PFAs contamination. In the U.S., communities of color and low-income communities disproportionately bear the burden of pollution from private industry and the government, and PFAS are no exception. Environmental justice demands equal treatment in enforcement of environmental laws, which means that communities with disproportionately high pollution burdens should be prioritized for cleanups under CERCLA. At the same time that legacy PFAS contamination is being taken seriously at the federal level, the Biden Administration has committed to prioritizing action on environmental justice. This Note explores whether the hazardous substance designation, in combination with policies and guidance from the White House and EPA, will be sufficient to ensure prompt and complete PFAS remediation. On 24 October 2023, the 6th Session of the Standing Committee of the 14th National People's Congress published the newly revised Marine Environment Protection Law of the People's Republic China ("2023 Revised China's MEPL"), which became effective on 1 January 2024. Compared with the previous version, the 2023 Revised China's MEPL mainly involves four changes. Firstly, the 2023 Revised China's MEPL clarifies the legislative purpose and basic principles; secondly, it further strengthens the government's supervision and control over the marine environment; thirdly, it improves the system design of marine environmental management; fourthly, it incorporates stricter legal liability for violations. It is expected that the 2023 Revised China's MEPL will not only help China address many environmental problems and fulfill its legal obligations under treaties with respect to the marine environment, but also contribute to the advancement of global ocean governance. However, it is crucial to acknowledge that further efforts are necessary to achieve the legislative objectives of the 2023 Revised China's MEPL. [ABSTRACT FROM AUTHOR]
