The article focuses on the challenge facing the U.S. Environmental Protection Agency (EPA) in 1997 over clean-air regulations. The clean-air standards are said to be horrendously expensive, and may be quite unachievable because they are in many places close to, or even below, background natural levels, according to estimates from the U.S. National Research Council. Bonner Cohen, editor of the periodical "EPA Watch," commented on the victory of air regulations. However, Cohen also tells the public that it is possible for a backlash to develop. A coalition in the U.S. Congress is forming that is aimed at rolling back the regulations.
