The International Helsinki Federation for Human Rights, in a May 1997 report, criticized the Slavic majority government in the former Yugoslav republic of Macedonia for discriminating against the country's Albanian minority in its higher education policies. The report condemned proposed legislation that permits private institutions of higher education to instruct in any language except those spoken by Macedonia's Albanian, Turkish and Serbian minorities. The federation believes that passage of the law will cause Albanian withdrawal from the coalition government and lead to political instability.
