At the end of the 1950s the signifier "community" was not used to designate indigenous political frameworks; however, forty years later it was widely used. This paper focuses on characterizing and situating the emergence of the "indigenous community" as a political subject within the framework of inter-ethnic relations in the northwest of Chubut. We suggest that the "indigenous community" is configured as the signifier of an articulation between local supra-family frameworks and political, economic, demographic and legal transformations that took place since the 1960s and crystallized during the democratic restoration in the 1980s. We appeal to history and ethnohistory, ethnography, and document and newspaper review to support our hypotheses. [ABSTRACT FROM AUTHOR]

This work is a review article aiming to rebuild significant episodes for the anthropology discipline in its observation experience -through the ethnographical method- of what we call 'power'. I argue that said experience led to an epistemological central finding for the whole group of social sciences which I coined as de-ontology of the State. I explore three examples of diversification of the ethnographic observation objects which paved the road for said de-ontology. I deny any pretension of performing a critical and comprehensive examination of the ethnographies on the State, and finally, I call to reflection on three of the conceptual-theoretical problems which have appeared from the results of the research on said ethnographies: the analysis of the myths and rituals of the State; the problem of the foundation of sovereignty; and the question around the meaning of its margins. In recent decades, the field of anthropological studies have produced different proposals for ethnographic analysis of the state, which have shifted their focus from the centralized government apparatus to the different actors involved in state-building processes. Taking up these proposals, we will analyze how black settlers from High Atrato, in the Colombian Pacific, build their imaginaries around the state, through its interaction with the officials in charge of the policy of collective titling to black communities. This analysis will allow us to see how, far from being a monolithic and coherent entity, the State is presented as a complex organization, as an arena of relationships and inequalities of power and influence between different actors, which when adhering to the dominant institutional structures, end up contributing to the overall project of state domination [ABSTRACT FROM AUTHOR]

Este trabajo analiza la aplicación de sistemas normativos entre los habitantes del municipio tzeltal de Amatenango del Valle, Chiapas. Se estudian los niveles y las áreas de relación en las cuales los tzeltales amatenangueros se apropian, usan, viven y sufren la implementación del sistema legal mexicano y el sistema legal indígena. La relación entre dos o más sistemas legales está dando forma a un derecho propio en la administración de justicia en el Juzgado de Paz y Conciliación Indígena (JPCI) de este municipio tzeltal de Chiapas. El JPCI es un espacio legal sui generis creado por los gobiernos de México y el estado de Chiapas como resultado del levantamiento armado del EZLN en 1994, que contribuye a la protección de los derechos humanos de las personas más vulnerables: mujeres, ancianos y niños., This paper analyzes the application of normative systems among the dwellers of the Tzeltal municipality of Amatenango del Valle, Chiapas. The levels and areas of relationship in which Tzeltales amatenangueros appropriate, use, live and suffer the implementation of the Mexican legal system and the indigenous legal system are studied. The relationship between two or more legal systems is shaping a distinct own Law in the administration of justice in the Peace and Indigenous Reconciliation Courts (JPCI) of this Chiapas Tzeltal municipality. The JPCI is a sui generis legal space created by governments of Mexico and the state of Chiapas as a result of the EZLN armed uprising in 1994, contributing to the protection of the human rights of the most vulnerable people: women, elderly and children., Este artigo analisa a aplicação de sistemas normativos entre os habitantes do município tzeltal de Amatenango del Valle, Chiapas. Os níveis e áreas de relacionamento em que os tzeltales amatenangueros se apropriam, usam, vivem e sofrem a implementação do sistema legal mexicano e do sistema jurídico indígena são estudados. A relação entre dois ou mais sistemas jurídicos está dando forma a um direito próprio na administração da justiça no Tribunal de Paz e Conciliação Indígena (JPCI) deste município tzeltal de Chiapas. O JPCI é um espaço jurídico sui generis criado pelos governos do México e do estado de Chiapas como resultado do levante armado do EZLN em 1994, que contribui para a proteção dos direitos humanos das pessoas mais vulneráveis: mulheres, idosos e crianças.

The strikes of the amazonian indigenous peoples in 2008 and 2009 revealed a kind of society little known in the rest of the country. These are egalitarian and acephalic peoples immersed in a bureaucratic State and surrounded by a stratified society. Some of the awajun leaders were interviewed and the history of this people was examined to understand the motivation and organizational principles of this movement., Los paros indígenas amazónicos de 2008 y 2009 han revelado un tipo de sociedad poco conocida en el resto del país. Se trata de sociedades igualitarias y acéfalas inmersas en un Estado burocrático y rodeadas de una sociedad estratificada. Para comprender las motivaciones y principios de organización del movimiento se realizaron entrevistas a algunos líderes awajún y se examinó la historia de este pueblo.

Propomos revisitar aqui um capítulo muito comentado da historiografia brasileira, mas que permanece à espera de uma análise propriamente etnológica: a assim chamada "confederação dos Tamoio", coalizão de diferentes coletivos tupi da costa quinhentista que pôs em risco a colonização portuguesa, tendo como pano de fundo a disputa entre franceses e portugueses pela região da Guanabara, hoje Rio de Janeiro. Em que medida essa "confederação" consiste numa novidade engendrada pela Conquista, que poderia eventualmente conduzir a uma virada em direção à centralização política? Ou, ao contrário, deveríamos ver nela a realização de uma possibilidade já (sempre) presente nas formas de ação e organização política tupi? Estas são as perguntas que deveremos perseguir, lançando mão tanto de fontes históricas como do sólido conhecimento a respeito de populações Tupi-Guarani desenvolvido por vários autores nas últimas décadas. In this article we revisit a famous chapter of Brazilian history, yet to be properly analysed from an ethnological perspective: the 'Tamoio confederation,' a coalition of 16th century coastal Tupian groups who threatened to undermine Portuguese colonization during the dispute between the French and Portuguese for the Guanabara region (now Rio de Janeiro). Was this 'confederation' a new phenomenon in Tupian politics, engendered by the Conquest and inducing a shift towards political centralization? Or was it, on the contrary, the actualization of a possibility already (always) present in Tupian forms of political organization and action? These are the questions guiding our inquiry, which we seek to answer through the use of both historical sources and the in-depth ethnological knowledge of Tupi-Guarani peoples developed by various authors over recent decades.

En las últimas décadas, el campo de los estudios antropológicos ha visto florecer distintas propuestas encaminadas al análisis etnográfico del Estado, las cuales han desplazado su foco de atención desde el aparato de gobierno centralizado hacia los diferentes actores implicados en los procesos de construcción estatal. Retomando estas propuestas, se analizará cómo los pobladores negros del Alto Atrato, en el Pacífico colombiano, construyen sus imaginarios alrededor del Estado, a través de su interacción con los funcionarios a cargo de la política de titulación colectiva a las comunidades negras. Este análisis nos permitirá constatar cómo, lejos de constituirse en una entidad monolítica y coherente, el Estado se presenta como una organización compleja, como una arena de relaciones y desigualdades de poder y de influencia entre diferentes actores que, al adherirse a las estructuras institucionales dominantes, terminan contribuyendo al apuntalamiento del proyecto global de dominación estatal. Tomando estas propostas, analisara-se como é que os povoadores negros do Alto Atrato, no Pacífico colombiano, constroem seus imaginários ao redor do Estado, através de sua interação com os funcionários encarregados da política de titulação coletiva às comunidades pretas. Esta análise permitir-nos-á constatar como, longe de se constituir em uma entidade monolítica e coerente, o Estado apresenta-se como uma organização complexa, como uma arena de relações e desigualdades de poder e de influência entre diferentes atores que, ao se aderir às estruturas institucionais dominantes, acabam contribuindo no escoramento do projeto global de dominação estatal.
