The study examines the implementation of urban development strategies in Scotland, UK, and the Veneto Region of Italy and fills an important gap in the knowledge about the capacity-building potential of such strategies. Following a principal-agent approach, the investigation shows that narrow delegation models incentivize compliance, are less conducive to capacity-building and reinforce an administrative capacity paradox. By contributing an original framework for the study of delegation models, a fine-grained understanding of administrative capacity that acknowledges the importance of agency for the success of capacity-building initiatives and policy recommendations for the period 2021–27, the research will be of interest to scholars and practitioners alike. In recent years, the debate over the need to address ecological and social concerns has grown substantially. Phenomena such as the Gilets Jaunes in France or the ecological versus social disputes in industrial sites (such as, for example, the ILVA steel plant in Taranto) have constituted a trade-off in terms of potentially conflicting policies, making the understanding of the various underlying preferences very important. Furthermore, growing environmental concerns have challenged more traditional views anchored on the predominance of social and employment concerns. The article, in line with the research questions raised in the introduction of the Symposium, intends to contribute to the above-mentioned debate addressing the following questions: did the European Union take an 'eco-social' path? If so, how and why? The article illustrates the growing intertwining of social and environmental policies at the EU level and tries to explain its genesis by focusing on the role of the various actors involved. The main argument is that the European Commission, and in particular the President of the Commission, developed an eco-social agenda in order to obtain further institutional (i.e. internal) and socio-political (i.e. external) legitimation. Although policy integration research has been burgeoning over the past decade, numerous blank spots exist in our understanding of the rationale, the policy-making implications and implementation challenges of integrated policy designs. This study aims at improving our knowledge in this field by reflecting on the relevance of administrative capacities for the development and implementation of integrated policies. Based on an in-depth analysis of the implementation of European Union (EU) policies for sustainable urban development in two meso-level authorities (Scotland and Veneto), evidence is provided that both administrations have introduced a range of capacity-building provisions in order to enable the replacement of sectoral policies with a comprehensive integrated strategy. However, the specific policy and governance settings designed with the purpose of enhancing administrative capacities differed significantly between the two contexts, largely depending on public administrations' strategies and on the salience of EU policies in the respective political arenas. Numéro spécial avec 7 articles.; International audience; Far from reopening classic debates on EU modes of governance, this special issue uses the governance notion as an organizing concept in order to examine the governing of the EU in times of crisis. More specifically, we argue that focusing on modes of governance contributes to the understanding of ‘where the power lies in the EU system’ especially when an external shock – such as the crisis – hits the EU governance system. A systematic investigation is not possible given the limitation on space, but this introductory article highlights some of the aspects that we consider have been at the heart of the new political challenges to the EU. Our main hypothesis is that the 2008 crisis has offered a new opportunity for the intergovernmental mode of decision-making to prevail, left marginal space for further including citizens in decision-making processes and has provided a very narrow definition of effectiveness. This change of context calls for a re-examination of forms of governing in the EU, and more specifically the so-called‘softening narrative’, in order to go beyond a mere distinction between ‘hard’ and ‘soft’ law and focus more on the governing processes that are in place in various institutional and policy areas.

8. The end of social Europe? Understanding EU social policy change.

The financial and economic crisis has increased attention on EU social policy, yet little policy change has been realized. Drawing on Easton's political system approach, we differentiate demand emanating from the difficult situation following the crisis and support in form of the 2004, 2009 and 2014 European elections. On the output side, we show how social policy has been substantially removed from the priorities of the EU political agenda already prior to the crisis. We argue that it is the contrast between crisis-generated demand and a more long-term lack of policy support that empowered actors interested in deepening economic integration and austerity policies. We present new empirical data that shows how partisan and governmental preferences are channelled through the EU institutions and how thus, changing ideological composition of the Commission as agenda-setter and an asymmetrical intergovenmentalist turn, have been a key driver for the substantial decline of EU social policy provision. This introduction presents the conceptual and analytical framework which constitutes the background for the special issue entitled 'Varieties of Populism in Europe in Times of Crises'. More specifically, this contribution investigates how different populist parties in the European Union have been affected by the recent economic crisis and the more long-lasting political and cultural crises. Analytically, the article disentangles the role of the Great Recession vis-à-vis other factors (such as political and party system factors, but also structural social changes or cultural opportunities) in the growing strength of populist parties in various European countries. It argues that although the economic crisis has without any doubt provided a specific 'window of opportunity' for the emergence of new political actors, which have capitalised on citizens' discontent, long-lasting political factors – such as the increasing distrust toward political institutions and parties – and the more recent cultural crisis connected with migration issues have offered further fertile ground for the consolidation of populist parties in several European countries. Furthermore, as confirmed by the articles presented in the special issue, the various crises have offered differential opportunities for different types of populism – both inclusionary and exclusionary. The abundant literature on welfare state policies, regimes or ‘worlds' has been only limitedly interested in unemployment protection, and even less in youth unemployment protection. What is clearly lacking in the literature is an updated analysis of the most recent policies developed in European countries targeting youth. This mini-symposium aims to fill in this gap by presenting findings from an EU-funded research project entitled ‘Youth, Unemployment and Exclusion in Europe: A Multidimensional Approach to Understanding the Conditions and Prospects for Social and Political Integration of Young Unemployed' (YOUNEX). The main aim of the research endeavour was to develop theory and contribute to empirical knowledge concerning the social and political exclusion of unemployed youth in Europe.

More specifically, after a decade of innovations and new policy developments, the introduction of new types of "policy instruments" were aimed at both rationalising public policies and democratising forms of policy-making. Such tools (e.g., organization charts, framework agreements, European employment strategy, open method of coordination, the so called Bologna process, etc.), which are characterized by their non-hierarchical nature, seek direct involvement from a large variety of social groups and open - at least in principle - new political opportunities for EU institutions, in particular the European Commission. Nevertheless, some recent scholarly work shows how such political opportunities have not always increased the coordination capacity of the European institutions (again, in primis the European Commission), nor has the decision-making process been effectively more open with respect to civil society. In other terms, the overall impact of the new modes of governance on EU policy making still remains contested. Using new modes of governance as an organizing concept, the proposed section aims at addressing the impact of changing patterns of policy making, both in terms of rationalisation and democratization. This focus also enables to address a new important set of questions to be posed with respect to democratization processes within different political systems: to what extent have new modes of governance contributed to the enhancement of the steering capacity of EU institutions and to the democratization of forms of policy making at EU level? Have - and if so, how - 'new' modes of governance redefined the relationship among various levels of government within the EU? Have evolving forms of governance created specific forms of Europeanization? What are the effects of the combination of 'old' and 'new' modes of governance on the production and legitimation of European public action? Organized by the Young ECPR Network on Europeanisation, this section aims at bringing together scholars currently conducting research on governance innovations in different national and EU contexts to examine the link between new modes of governance and policy-making in the EU.

The research seminar has been devoted to the analysis of the new features of EU forms of policy-making by adopting a policy instrument approach, which enables to question the widely shared assumptions that ‘new' modes of governance are conduits for democratization and increase the steering capacity of European institutions. Indeed, the research seminar aimed at discussing from both a theoretical and an empirical perspective the evolution of ‘new' modes of governance and their role in the redefinition of policy-making in the EU. The discussions were organised in two sessions: 1) The effects of ‘new' modes of governance on the opening of European decision-making process (Boussaguet, Ravinet, Halpern) ; 2) The effects of ‘new' modes of governance on the steering capacity of EU institutions (Sabourin, Jacquot, Tholoniat)., A partir d'une réflexion centrée sur les « nouveaux » modes de gouvernance, cette journée d'étude s'est interrogée sur les recompositions de l'action publique européenne. L'approche par les instruments d'action publique permet en effet de mettre en question l'idée selon laquelle ces mécanismes constitueraient a priori des vecteurs de démocratisation de l'action publique européenne et contribueraient au renforcement du rôle joué par les institutions européennes en terme de pilotage de l'action publique. Les contributions, ainsi que les débats qu'elles ont suscités, se sont organisés en deux temps : 1) Les effets des « nouveaux » modes de gouvernance en termes d'ouverture des processus décisionnels (Boussaguet, Ravinet, Halpern) ; 2) Les effets des « nouveaux » modes de gouvernance en termes de pilotage de l'action publique européenne (Sabourin, Jacquot, Tholoniat).

17. Varieties of populism: insights from the Italian case.

Academic attention to populism has sharply increased in recent years. Yet, a commonly accepted definition is still lacking, with scholars disagreeing on categorization, labels, and boundaries between its different manifestations. In this article, through an analysis of Euromanifestos and party statutes, we address the interactions between Italian political parties and populism by adopting the various definitions available in populism theory, that is, populism as (i) ideology, (ii) rhetoric, (iii) communication style, and (iv) organization. Our aim is to identify all major attributes linked to populism and empirically investigate them with lower level indicators, measuring and comparing them across Italian parties and over time. The empirical analysis, conducted through a formalized content analysis of the European electoral programmes and party statutes, considers populism not as a discrete concept but rather as a continuous one and therefore enables us to undercover the variety of populisms within the Italian parties. The main finding of the article is that over the last decades all Italian parties have shown some signs of populism and that the intensification of populist features is strongly linked to the exarcebation of the financial and economic crisis, and its governance. 18. Promoting social Europe? The development of European youth unemployment policies.

Since the beginning of the millennium, the institutions of the European Union have intensified their political efforts to combat youth employment. Youth-specific policy initiatives were launched after the financial and economic crisis of 2008, and the overall subsequent rise of unemployment rates among young people. In this article, we analyse and assess these developments on the basis of an analysis of European policy documents and interviews. Our conclusions are twofold. One, we argue that the Europe 2020 Strategy and its flagship initiatives devoted to youth do not constitute a new policy field or approach, but are rather the outcome of an incrementalist logic of policy development. Two, the European youth strategy is clearly committed to activation, and it pushes policy developments towards a minimalist policy approach of precarious protection. Purpose – The purpose of this article is to examine the relationship between the emerging European activation policies and the evolution of domestic activation policies and its governance. Drawing on the emerging Europeanization debate and comparative literature on activation, the crucial research question will be the following: is there a European Union (EU)-induced convergence in domestic activation policies in the EU? Design/methodology/approach – Following Bonoli's work, the article unpacks activation in two dimensions (human capital investment and employment market orientation) and looks at the trajectories of seven Organisation for Economic Co-operation and Development (OECD) countries using OECD active labour market policy (ALMP) expenditure data. Findings – The article argues that there is only limited EU-induced convergence towards the employment assistance component of the EU hybrid model and similarly limited convergence can be seen with respect to the governance of activation policies. Although fully-fledged explanations of such limited convergence go beyond the scope of this article, the paper puts forward two tentative explanations which should be tested with further research: first, the lack of convergence may lie primarily in the overall "softness" of the European Employment Strategy (which means, among other things, limited resources), but the lack of convergence may also lie in the lack of administrative capacities enabling member state governments to fully implement innovative activation policies. Originality/value – The paper is innovative since it empirically tests the role of European policies and ideas in shaping domestic reforms of activation policies. Contrary to other findings, the article shows that there is a limited degree of convergence and that the role is particularly negligible with respect to implementation capacities of reformed activation strategies. The article deals with the differential domestic employment policy adaptation to the European Employment Strategy that occurred over the past years in two European countries-Italy and France. Building on the Europeanization and welfare state change literature, the contribution operationalizes the 'goodness of fit' hypothesis and develops a 'policy structure' approach for the analysis of domestic employment policy change. The main argument is that domestic adaptation to the European Union depends primarily on the preferences of key institutional and social actors, and not on the specific design of domestic institutions. More in general, the article not only supports the validity of the misfit hypothesis but also shows how the nature and intensity of domestic preferences do explain differential patterns of adaptation to Europe (policy transformation in the Italian case, policy adjustment in the French case) in similar conditions of policy 'misfit.' This article analyses recent developments in Italian regional interest representation. The focus is on European Union cohesion policy and its effects upon regional patterns of interest representation. First, we connect debates on a changing cohesion policy to debates on changing territorial forms of interest representation and interactive processes of Europeanization. Secondly, we focus on Europeanization within four southern Italian regions, Campania, Calabria, Puglia and Basilicata. We show how through adapting to EU policies, southern regions are institutionalizing as 'spaces for politics', i.e. political arenas where decision-making processes are increasingly dependent on the preferences and strategies of regional social and political actors.
