In 2020, the COVID-19 pandemic had a major impact on China's foreign trade. Therefore, the Chinese government has proposed a "dual cycle" policy to promote economic development. In 2021, China's cross-border e-commerce B2B exports accounted for 60 percent. Therefore, this paper studies the impact of government actions on the development of cross-border e-commerce B2B export enterprises under the background of "dual cycle" policy. First, the policies related to the cross-border e-commerce industry in the "dual circulation" policy are screened, and the LDA topic model is used to classify them, i.e., sorting by topic intensity as "fiscal policy", "tax policy", "customs clearance policy", "payment policy" and "talent policy". After that, based on the analysis results of the LDA topic model, a theoretical basis for the impact of different policies on cross-border e-commerce B2B export companies is established; then an evolutionary game model between the government and cross-border e-commerce B2B export enterprises is constructed. This article also carried out experiments to verify our analysis. The simulation results show that: (1) The government's appropriate increase in subsidies, tax incentives, infrastructure investment, talent introduction and cultivation, optimized payment system, and supervision can promote enterprises to participate in cross-border e-commerce B2B export trading; (2) excessive government supervision reduces enterprises' enthusiasm to participate in cross-border e-commerce B2B export trading; (3) the government's subsidies, tax incentives, and supervision strength have the greatest impact on whether enterprises participate in cross-border e-commerce B2B export trading, followed by the government's investment in cross-border e-commerce infrastructure, the introduction and cultivation of cross-border e-commerce talents, and the improvement of the payment system. Finally, this paper puts forward relevant policy recommendations to promote the development of cross-border e-commerce B2B export enterprises. [ABSTRACT FROM AUTHOR]

With the rapid growth of Chinese social network users, the open yet anonymous cyberspace makes the Chinese public more inclined to express their feelings and opinions freely on the Internet, and thus generate opinions that are not conducive to the survival and development of Chinese enterprises, i.e., enterprise negative network public opinion. Based on this, this paper takes a Chinese enterprise's negative network public opinion as the research object. First, our research identifies the stakeholders involved in the dissemination process of public opinion information. Secondly, we model the decision-making behaviors of stakeholders in different stages to obtain the evolutionarily stable strategy. After that, the simulation experiment is conducted to analyze the key points of enterprise strategy adjustment in different stages of negative network public opinion dissemination. The experimental results show that: (1) In its formation stage, opinion leaders usually do not participate in the event, and thus enterprises need to focus on the active ordinary Internet users; (2) In its development stage, if an enterprise wants to reduce the loss caused by negative events, it needs to make use of online media to give corresponding positive guidance; (3) In its control stage, enterprises should take corresponding legal measures to netizens who make improper remarks on the Internet, increase the risk cost of these netizens group, and cooperate with the government's control work to guide the negative public opinion to turn in a beneficial direction. After the outbreak of the COVID-19, offline consumption has been significantly impacted. For the sake of safety, online consumption has become the most common manner, and this has generated e-commerce, which not only breaks the spatio-temporal or regional restrictions, but also conforms to the normal economic development needs for epidemic prevention and control. However, this new business model causes problems such as the shortage of post-sales service, false publicity, and uneven quality of live streaming anchors, seriously affecting the interests of consumers. Therefore, it is urgent to strengthen the management of the chaos of live streaming. This study focuses on exploring the problems and the behavioral strategies of stakeholders in the governance process. The paper obtained online user comments by python, and used topic clustering and subject extraction methods to dig out the problems and related multiple subjects in live streaming at first. Secondly, the theory of social preference was introduced to construct an evolutionary game model among multiple subjects, and how to guide the behavioral decision-making of multiple subjects to standardize and rationalize was studied, so as to control the problem of live streaming. Finally, simulation experiments were conducted and the results demonstrated that: (1) Compared with strengthening the reciprocal preference of the government, live streaming platforms, and consumers, changing the individual's altruistic preference is more effective in controlling the chaos of live streaming; (2) weakening the platform's altruistic preference for anchors is conducive to creating a good live streaming environment; and (3) changing consumers' altruistic preference or reciprocal preference is less effective in promoting the governance of the live streaming environment.
