An increasing amount of California's landscape has burned in wildfires in recent decades, in conjunction with increasing temperatures and vapor pressure deficit due to climate change. As the wildland-urban interface expands, more people are exposed to and harmed by these extensive wildfires, which are also eroding the resilience of terrestrial ecosystems. With future wildfire activity expected to increase, there is an urgent demand for solutions that sustain healthy ecosystems and wildfire-resilient human communities. Those who manage disaster response, landscapes, and biodiversity rely on mapped projections of how fire activity may respond to climate change and other human factors. California wildfire is complex, however, and climate-fire relationships vary across the state. Given known geographical variability in drivers of fire activity, we asked whether the geographical extent of fire models used to create these projections may alter the interpretation of predictions. We compared models of fire occurrence spanning the entire state of California to models developed for individual ecoregions and then projected end-of-century future fire patterns under climate change scenarios. We trained a Maximum Entropy model with fire records and hydroclimatological variables from recent decades (1981 to 2010) as well as topographic and human infrastructure predictors. Results showed substantial variation in predictors of fire probability and mapped future projections of fire depending upon geographical extents of model boundaries. Only the ecoregion models, accounting for the unique patterns of vegetation, climate, and human infrastructure, projected an increase in fire in most forested regions of the state, congruent with predictions from other studies. One consequence of global change causing widespread concern is the possibility of ecosystem conversions from one type to another. A classic example of this is vegetation type conversion (VTC) from native woody shrublands to invasive annual grasslands in the biodiversity hotspot of Southern California. Although the significance of this problem is well recognized, understanding where, how much, and why this change is occurring remains elusive owing to differences in results from studies conducted using different methods, spatial extents, and scales. Disagreement has arisen particularly over the relative importance of short‐interval fires in driving these changes. Chronosequence approaches that use space for time to estimate changes have produced different results than studies of changes at a site over time. Here we calculated the percentage woody and herbaceous cover across Southern California using air photos from ~1950 to 2019. We assessed the extent of woody cover change and the relative importance of fire history, topography, soil moisture, and distance to human infrastructure in explaining change across a hierarchy of spatial extents and regions. We found substantial net decline in woody cover and expansion of herbaceous vegetation across all regions, but the most dramatic changes occurred in the northern interior and southern coastal areas. Variables related to frequent, short‐interval fire were consistently top ranked as the explanation for shrub to grassland type conversion, but low soil moisture and topographic complexity were also strong correlates. Despite the consistent importance of fire, there was substantial geographical variation in the relative importance of drivers, and these differences resulted in different mapped predictions of VTC. This geographical variation is important to recognize for management decision‐making and, in addition to differences in methodological design, may also partly explain differences in previous study results. The overwhelming importance of short‐interval fire has management implications. It suggests that actions should be directed away from imposing fires to preventing fires. Prevention can be controlled through management actions that limit ignitions, fire spread, and the damage sustained in areas that do burn. Invasive grass species can alter fire regimes, converting native terrestrial ecosystems into non‐native, grass‐dominated landscapes, creating a self‐reinforcing cycle of increasing fire activity and flammable grass expansion. Analyses of this phenomenon tend to focus on the ecology and geography of the grass–fire cycle independent of human activities. Yet people introduce non‐native grasses to new landscapes (eg via agriculture), facilitate their spread (eg via road networks), and are a primary source of ignition (eg via debris burning). We propose a new framework for this phenomenon that explicitly recognizes the important role of anthropogenic activities in the human–grass–fire cycle. We review links between land use and invasive species as well as ignitions, with a particular focus on the spatial and temporal co‐occurrences of these activities to show that these two drivers of wildfires are inextricable. The fire regime is a central framing concept in wildfire science and ecology and describes how a range of wildfire characteristics vary geographically over time. Understanding and mapping fire regimes is important for guiding appropriate management and risk reduction strategies and for informing research on drivers of global change and altered fire patterns. Most efforts to spatially delineate fire regimes have been conducted by identifying natural groupings of fire parameters based on available historical fire data. This can result in classes with similar fire characteristics but wide differences in ecosystem types. We took a different approach and defined fire regime ecoregions for California to better align with ecosystem types, without using fire as part of the definition. We used an unsupervised classification algorithm to segregate the state into spatial clusters based on distinctive biophysical and anthropogenic attributes that drive fire regimes – and then used historical fire data to evaluate the ecoregions. The fire regime ecoregion map corresponded well with the major land cover types of the state and provided clear separation of historical patterns in fire frequency and size, with lower variability in fire severity. This methodology could be used for mapping fire regimes in other regions with limited historical fire data or forecasting future fire regimes based on expected changes in biophysical characteristics. Although most maps of fire regimes are derived from fire data, we spatially delineated eight distinctive fire regime ecoregions in California based on an unsupervised classification of biophysical and anthropogenic variables. Fire activity has increased in western US aridland ecosystems due to increased human-caused ignitions and the expansion of flammable exotic grasses. Because many desert plants are not adapted to fire, increased fire activity may have long-lasting ecological impacts on native vegetation and the wildlife that depend on it. Given the heterogeneity across aridland ecosystems, it is important to understand how trends and drivers of fire vary, so management can be customized accordingly. We examined historical trends and quantified the relative importance of and interactions among multiple drivers of fire patterns across five aridland ecoregions in southeastern California from 1970 to 2010. Fire frequency increased across all ecoregions for the first couple decades, and declined or plateaued since the 1990s; but area burned continued to increase in some regions. The relative importance of anthropogenic and biophysical drivers varied across ecoregions, with both direct and indirect influences on fire. Anthropogenic variables were equally important as biophysical variables, but some contributed indirectly, presumably via their influence on annual grass distribution and abundance. Grass burned disproportionately more than other cover types, suggesting that addressing exotics may be the key to fire management and conservation in much of the area. [ABSTRACT FROM AUTHOR]

The increasing extent of wildfires has prompted investigation into alternative fire management approaches to complement the traditional strategies of fire suppression and fuels manipulation. Wildfire prevention through ignition reduction is an approach with potential for success, but ignitions result from a variety of causes. If some ignition sources result in higher levels of area burned, then ignition prevention programmes could be optimised to target these distributions in space and time. We investigated the most common ignition causes in two southern California sub-regions, where humans are responsible for more than 95% of all fires, and asked whether these causes exhibited distinct spatial or intra-annual temporal patterns, or resulted in different extents of fire in 10-29-year periods, depending on sub-region. Different ignition causes had distinct spatial patterns and those that burned the most area tended to occur in autumn months. Both the number of fires and area burned varied according to cause of ignition, but the cause of the most numerous fires was not always the cause of the greatest area burned. In both sub-regions, power line ignitions were one of the top two causes of area burned: the other major causes were arson in one sub-region and power equipment in the other. Equipment use also caused the largest number of fires in both sub-regions. These results have important implications for understanding why, where and how ignitions are caused, and in turn, how to develop strategies to prioritise and focus fire prevention efforts. Fire extent has increased tremendously in southern California, and because most fires are caused by humans, ignition reduction offers a potentially powerful management strategy, especially if optimised to reflect the distinct spatial and temporal distributions in different ignition causes. With the potential for worsening fire conditions, discussion is escalating over how to best reduce effects on urban communities. A widely supported strategy is the creation of defensible space immediately surrounding homes and other structures. Although state and local governments publish specific guidelines and requirements, there is little empirical evidence to suggest how much vegetation modification is needed to provide significant benefits. We analysed the role of defensible space by mapping and measuring a suite of variables on modern pre-fire aerial photography for 1000 destroyed and 1000 surviving structures for all fires where homes burned from 2001 to 2010 in San Diego County, CA, USA. Structures were more likely to survive a fire with defensible space immediately adjacent to them. The most effective treatment distance varied between 5 and 20 m (16-58 ft) from the structure, but distances larger than 30 m (100 ft) did not provide additional protection, even for structures located on steep slopes. The most effective actions were reducing woody cover up to 40% immediately adjacent to structures and ensuring that vegetation does not overhang or touch the structure. Multiple-regression models showed landscape-scale factors, including low housing density and distances to major roads, were more important in explaining structure destruction. The best long-term solution will involve a suite of prevention measures that include defensible space as well as building design approach, community education and proactive land use planning that limits exposure to fire. Wildfires can pose a significant risk to people and property. Billions of dollars are spent investing in fire management actions in an attempt to reduce the risk of loss. One of the key areas where money is spent is through fuel treatment – either fuel reduction (prescribed fire) or fuel removal (fuel breaks). Individual treatments can influence fire size and the maximum distance travelled from the ignition and presumably risk, but few studies have examined the landscape level effectiveness of these treatments. Here we use a Bayesian Network model to examine the relative influence of the built and natural environment, weather, fuel and fuel treatments in determining the risk posed from wildfire to the wildland-urban interface. Fire size and distance travelled was influenced most strongly by weather, with exposure to fires most sensitive to changes in the built environment and fire parameters. Natural environment variables and fuel load all had minor influences on fire size, distance travelled and exposure of assets. These results suggest that management of fuels provided minimal reductions in risk to assets and adequate planning of the changes in the built environment to cope with the expansion of human populations is going to be vital for managing risk from fire under future climates. Abstract: Fuel treatment of wildland vegetation is the primary approach advocated for mitigating fire risk at the wildland–urban interface (WUI), but little systematic research has been conducted to understand what role fuel treatments play in controlling large fires, which factors influence this role, or how the role of fuel treatments may vary over space and time. We assembled a spatial database of fuel breaks and fires from the last 30 years in four southern California national forests to better understand which factors are consistently important for fuel breaks in the control of large fires. We also explored which landscape features influence where fires and fuel breaks are most likely to intersect. The relative importance of significant factors explaining fuel break outcome and number of fire and fuel break intersections varied among the forests, which reflects high levels of regional landscape diversity. Nevertheless, several factors were consistently important across all the forests. In general, fuel breaks played an important role in controlling large fires only when they facilitated fire management, primarily by providing access for firefighting activities. Fire weather and fuel break maintenance were also consistently important. Models and maps predicting where fuel breaks and fires are most likely to intersect performed well in the regions where the models were developed, but these models did not extend well to other regions, reflecting how the environmental controls of fire regimes vary even within a single ecoregion. Nevertheless, similar mapping methods could be adopted in different landscapes to help with strategic location of fuel breaks. Humans influence the frequency and spatial pattern of fire and contribute to altered fire regimes, but fuel loading is often the only factor considered when planning management activities to reduce fire hazard. Understanding both the human and biophysical landscape characteristics that explain how fire patterns vary should help to identify where fire is most likely to threaten values at risk. We used human and biophysical explanatory variables to model and map the spatial patterns of both fire ignitions and fire frequency in the Santa Monica Mountains, a human-dominated southern California landscape. Most fires in the study area are caused by humans, and our results showed that fire ignition patterns were strongly influenced by human variables. In particular, ignitions were most likely to occur close to roads, trails, and housing development but were also related to vegetation type. In contrast, biophysical variables related to climate and terrain (January temperature, transformed aspect, elevation, and slope) explained most of the variation in fire frequency. Although most ignitions occur close to human infrastructure, fires were more likely to spread when located farther from urban development. How far fires spread was ultimately related to biophysical variables, and the largest fires in southern California occurred as a function of wind speed, topography, and vegetation type. Overlaying predictive maps of fire ignitions and fire frequency may be useful for identifying high-risk areas that can be targeted for fire management actions. [ABSTRACT FROM AUTHOR]

Frequent wildfire disasters in southern California highlight the need for risk reduction strategies for the region, of which fuel reduction via prescribed burning is one option. However, there is no consensus about the effectiveness of prescribed fire in reducing the area of wildfire. Here, we use 29 years of historical fire mapping to quantify the relationship between annual wildfire area and antecedent fire area in predominantly shrub and grassland fuels in seven southern California counties, controlling for annual variation in weather patterns. This method has been used elsewhere to measure leverage: the reduction in wildfire area resulting from one unit of prescribed fire treatment. We found little evidence for a leverage effect (leverage = zero). Specifically our results showed no evidence that wildfire area was negatively influenced by previous fires, and only weak relationships with weather variables rainfall and Santa Ana wind occurrences, which were variables included to control for inter-annual variation. We conclude that this is because only 2% of the vegetation burns each year and so wildfires rarely encounter burned patches and chaparral shrublands can carry a fire within 1 or 2 years after previous fire. Prescribed burning is unlikely to have much influence on fire regimes in this area, though targeted treatment at the urban interface may be effective at providing defensible space for protecting assets. These results fit an emerging global model of fire leverage which position California at the bottom end of a continuum, with tropical savannas at the top (leverage = 1: direct replacement of wildfire by prescribed fire) and Australian eucalypt forests in the middle (leverage ∼ 0.25).
