Inland fisheries and their freshwater habitats face intensifying effects from multiple natural and anthropogenic pressures. Fish harvest and biodiversity data remain largely disparate and severely deficient in many areas, which makes assessing and managing inland fisheries difficult. Expert knowledge is increasingly used to improve and inform biological or vulnerability assessments, especially in data-poor areas. Integrating expert knowledge on the distribution, intensity, and relative influence of human activities can guide natural resource management strategies and institutional resource allocation and prioritization. This paper introduces a dataset summarizing the expert-perceived state of inland fisheries at the basin (fishery) level. An electronic survey distributed to professional networks (June-September 2020) captured expert perceptions (n = 536) of threats, successes, and adaptive capacity to fisheries across 93 hydrological basins, 79 countries, and all major freshwater habitat types. The COVID-19 pandemic has led to environmental recovery in some ecosystems from a global "anthropause," yet such evidence for natural resources with extraction or production value (e.g., fisheries) is limited. This brief report provides a data-driven global snapshot of expert-perceived impacts of COVID-19 on inland fisheries. We distributed an online survey assessing perceptions of inland fishery pressures in June and July 2020 to basin-level inland fishery experts (i.e., identified by the Food and Agriculture Organization of the United Nations across the global North and South); 437 respondents from 79 countries addressed 93 unique hydrological basins, accounting for 82.1% of global inland fish catch. Based on the responses analyzed against extrinsic fish catch and human development index data, pandemic impacts on inland fisheries 1) add gradation to the largely positive environmental narrative of the global pandemic and 2) identify that basins of higher provisioning value are perceived to experience greater fishery pressures but may have limited compensatory capacity to mitigate COVID-19 impacts along with negative pressures already present., Competing Interests: The authors declare no competing interest., (Copyright © 2020 the Author(s). Consumption of wild-caught freshwater fish is concentrated in low-income countries, where it makes a critical contribution to food security and livelihoods. Underestimation of inland harvests in official statistics has long been suspected due to unmonitored subsistence fisheries. To overcome the lack of data from extensive small-scale harvests, we used household consumption surveys to estimate freshwater fish catches in 42 low- and middle-income countries between 1997 and 2014. After accounting for trade and aquaculture, these countries collectively consumed 3.6 MT (CI, 1.5-5.8) more wild-caught freshwater fish than officially reported, reflecting a net underreporting of 64.8% (CI, 27.1-103.9%). Individual countries were more likely to underestimate ( n = 31) than overestimate ( n = 11) catches, despite conservative assumptions in our calculations. Extrapolating our findings suggests that the global inland catch reported as 10.3 MT in 2008 was more likely 16.6 MT (CI, 2.3-30.9), which accords with recent independent predictions for rivers and lakes. In human terms, these hidden harvests are equivalent to the total animal protein consumption of 36.9 (CI, 30.8-43.4) million people, including many who rely upon wild fish to achieve even minimal protein intake. The widespread underreporting uncovered by household consumption surveys indicates that inland fisheries contribute far more to global food security than has been recognized previously. The reported annual yield from inland capture fisheries in 2008 was over 10 million tonnes, although real catches are probably considerably higher than this. Inland fisheries are extremely complex, and in many cases poorly understood. The numerous water bodies and small rivers are inhabited by a wide range of species and several types of fisher community with diversified livelihood strategies for whom inland fisheries are extremely important. Many drivers affect the fisheries, including internal fisheries management practices. There are also many drivers from outside the fishery that influence the state and functioning of the environment as well as the social and economic framework within which the fishery is pursued. The drivers affecting the various types of inland water, rivers, lakes, reservoirs and wetlands may differ, particularly with regard to ecosystem function. Many of these depend on land-use practices and demand for water which conflict with the sustainability of the fishery. Climate change is also exacerbating many of these factors. The future of inland fisheries varies between continents. In Asia and Africa the resources are very intensely exploited and there is probably little room for expansion; it is here that resources are most at risk. Inland fisheries are less heavily exploited in South and Central America, and in the North and South temperate zones inland fisheries are mostly oriented to recreation rather than food production.

Inland waters support the livelihoods of up to 820 million people and provide fisheries that make an essential contribution towards food security, particularly in the developing world where 90% of inland fisheries catch is consumed. Despite their importance, inland fisheries are overlooked in favour of other water use sectors deemed more economically important. Inland fisheries are also driven by external factors such as climate change and habitat loss, which impedes our ability to manage them sustainably. Using a river basin approach to allocate fish catch, we have provided an integrated picture of how different inland water bodies contribute to global inland fisheries catches. There is a substantial amount of information available on inland fisheries, but it has never been synthesised to build this global picture. Fishery statistics from river basins, lakes, floodplains, hydrobasins, and countries covering a time span from 1960–2018 were analysed. Collation of basin‐scale fisheries statistics suggests a global inland catch of ≈17.4 million tonnes (PSE = ±3.93 million tonnes) in 2010, considerably more than the 10.8 million tonnes published by the United Nations Food and Agriculture Organization (FAO), but in line with estimates based on household consumption. The figure is considered a likely maximum due to recent reductions in catches because of closures, threats, and fisheries declines in the most productive fisheries. It is recommended that sentinel fisheries, which are important for food provision, employment, or where threats facing a fishery could cause a deterioration in catch, are identified to provide the baseline for a global monitoring programme. Inland fisheries make substantial contributions to food security and livelihoods locally, regionally, and globally but their conservation and management have been largely overlooked by policy makers. In an effort to remedy this limited recognition, a cross-sectoral community of scientists, practitioners, and policy makers from around the world convened a high-level meeting in 2015 at the Food and Agriculture Organization of the United Nations headquarters in Rome, Italy to develop recommendations for sustainable inland fisheries management. This meeting resulted in the production of the Rome Declaration, outlining ten key steps needed to achieve responsible inland fisheries. When the Ten Steps were conceived, they were framed in a global context because inland fisheries around the world face similar challenges, and it was hoped that these large-scale and ambitious steps would draw the attention of regional or international bodies for greater investment in their proper management. Most inland fisheries, however, are managed at a local (often community, watershed, or waterbody) scale with the "on-the-ground" practitioners, managers, assessment biologists, and stewardship officers responsible for achieving the promise of the Ten Steps. Here, we reflect on the relevance of the Ten Steps to practitioners using six regional case studies from around the globe (North America, South America, Europe, Asia, Australia, and Africa) to identify the extent to which existing efforts align with the Ten Steps and where there are opportunities to do more. Learning what is effective from local/regional actions should better inform a more global "action plan" and provide tangible guidance for implementation recognizing that global guidance needs to be informed by and acted upon by local practitioners. We conclude by considering the common challenges, synergies, and other emergent properties that arise from these case studies, and use these as a path forward to advancing responsible management of inland fisheries through the Rome Declaration. Of particular importance is the need to balance the high-level aspirational goals of the Ten Steps with the local cultural, socio-economic, and institutional realities that ultimately influence how humans interact with fisheries resources and aquatic ecosystems. This assessment provides valuable information on how to refine and implement the Ten Steps recognizing that success will require coordinated efforts among on-the-ground practitioners, scientists, stakeholders, rightsholders and international decision makers. Inland capture fisheries provide food for nearly a billion people and are important in the livelihoods of millions of households worldwide. Although there are limitations to evaluating many of the contributions made by inland capture fisheries, there is growing recognition by the international community that these services make critical contributions, most notably to food security and livelihoods in rural populations in those low‐income countries with extensive freshwater resources. With the increasing appreciation of the key role of inland fisheries to the health and well‐being of human populations globally, the Food and Agriculture Organization of the United Nations and Michigan State University convened the 2015 global conference, Freshwater, fish, and the future – cross‐sectoral approaches to sustain livelihoods, food security, and aquatic ecosystems. What emerged from the interactions between inland fisheries' scientists, resource managers, policymakers and community representatives from across the world was a forward‐looking call to action culminating with the 2015 Rome Declaration "Ten Steps to Responsible Inland Fisheries" (FAO & MSU, Rome declaration on responsible inland fisheries: 5735E/1/06.16). Four years after this landmark conference and declaration, we seek to advance discussion on the "Ten Steps," namely what successful implementation looks like, assess current examples of implementation, suggest potential signals of progress and provide some specific, indicative examples of progress for each step. While there are promising signs of progress, we conclude that there remains a strong need to galvanize momentum for sustained action to ensure that inland fish and fisheries are accounted for and incorporated into broader water resource management discussions and frameworks. The role of inland fisheries in livelihoods, food security and sustainable development is often overshadowed by the higher profile interest in ocean issues. Whilst inland fisheries' catch and contribution to global nutrition, food security and the economy, are less than that of marine fisheries, global‐level comparisons of fish production obscure considerable livelihood impacts in certain countries and sub‐national areas. To highlight these contributions, this paper synthesizes recent data and innovative approaches for assessing such livelihood contributions and their importance in countries with limited access to ocean resources and aquaculture. Inland fisheries are crucial for many socially, economically and nutritionally vulnerable groups of people around the world, but the challenges in monitoring inland fisheries preclude a complete understanding of the magnitude of their contributions. This situation is rapidly improving with increasing recognition of inland fisheries in development discourses, which has also encouraged research to enhance knowledge on the importance of inland fisheries. We review this work, including collated information published in a recent Food and Agriculture Organization report, to provide an up to date characterization of the state of knowledge on the role of inland fisheries. Inland fisheries are often complex, spatially dispersed, and seasonal. A lack of monitoring can result in unreliable or incomplete catch data, suggesting a role for assessment methods based on population size structure. This paper evaluates and compares empirical size‐based indicators and the length‐based spawning potential ratio model as candidate tools for assessing data‐limited commercial fisheries in inland systems. Case study applications are presented for a contrasting set of important fisheries in the Amazon Basin (Brazil, Bolivia, Colombia, and Peru), the Tonlé Sap River (Cambodia), Paraná River (Argentina), and Bayano Reservoir (Panama). These case studies were selected to explore the effects on assessment of factors including lack of life history information, spatial separation of life history stages, modality in population size structure of floodplain river fish, and fishing gear selectivity. An international workshop was organized to bring together experts from the study systems and elsewhere to discuss the results, and to highlight potential issues and caveats. It was concluded that length‐based models may work well in cases where size‐selective gears are used to target a few larger species with reliable life history parameter estimates. Empirical surveillance indicators are more flexible for integrating quantitative data with local expert knowledge in common data‐poor situations. Inland fisheries, defined as finfish caught in lakes, rivers, and other water bodies, provide economic value and a source of protein at local and international levels. However, no comprehensive compilation of U.S. inland commercial fisheries exists. We sought to obtain data across all 50 states during 1990–2015 and noted a small, but significant, decline in harvest. The minimum harvest averaged 41,427 tonnes during 2009–2015 and peaked in 1995 with a minimum harvest of 49,951 tonnes. During 2009–2015, harvest and taxonomic composition varied regionally: eastern interior (the highest regional harvest, dominated by coregonines and carp), western interior (carp and Clupeidae), Gulf (catfish and Clupeidae), Pacific (salmonines), and Atlantic (the lowest regional harvest, dominated by catfish and Clupeidae). Our data compilation of commercial landings was more than double the current limited national inland harvest statistics, which might be indicative of an under appreciation for the value of inland fisheries that can have consequences when policy decisions are made regarding competing sectors for water usage. Inland fishes and fisheries make substantial contributions to individuals, society, and the environment in a changing global landscape that includes climate, water allocations, and societal changes. However, current limitations to valuing the services provided by inland fish and their fisheries often leaves them out of key decision‐making discussions. InFish is a voluntary professional network with over 120 members from over 50 organizations in over 20 countries that seeks to address challenges facing inland fish through novel approaches and international collaborations. InFish fosters opportunities to share knowledge, pursue proposals, publications, and conference‐related events focused on inland fisheries. InFish has become a source of inland fisheries expertise, working collectively towards global conservation and sustainable use of inland fish through informing scientifically sound management practices.
