Successful fisheries management systems tend to be underpinned by harvest strategies, specifying formally agreed data collection systems, assessment approaches and management measures used to regulate fishing pressure. While harvest strategies can be effective even in data‐ and capacity‐limited (DCL) situations, their development remains challenging in such contexts. We present a process and decision‐support tool, FishPath, to guide the identification of suitable harvest strategy component options given often debilitating conditions: (i) resource limitations and lack of technical management capacity; (ii) 'uniqueness' of DCL fisheries; (iii) the concept of harvest strategies is unfamiliar to managers and scientists, and the universe of options is hard to navigate; and (iv) the lack of an effective participatory process to identify solutions tailored to local contexts. These conditions can lead to either management paralysis or generic solutions that may be poor fits to specific conditions. The FishPath Tool uses a diagnostic questionnaire that elicits the key characteristics and specific circumstances of a fishery. It compares these with the requirements of alternative options from an inventory of possible harvest strategy components, identifies where these requirements are met and provides customised, transparent guidance on the appropriateness of component options of a harvest strategy, specific to the fishery of interest and its governance context. The FishPath Process is a facilitated multi‐stakeholder, participatory engagement process aimed to set fisheries on the path to develop a harvest strategy. Bottom trawling is widespread globally and impacts seabed habitats. However, risks from trawling remain unquantified at large scales in most regions. We address these issues by synthesizing evidence on the impacts of different trawl-gear types, seabed recovery rates, and spatial distributions of trawling intensity in a quantitative indicator of biotic status (relative amount of pretrawling biota) for sedimentary habitats, where most bottom-trawling occurs, in 24 regions worldwide. Regional average status relative to an untrawled state (=1) was high (>0.9) in 15 regions, but <0.7 in three (European) regions and only 0.25 in the Adriatic Sea. Across all regions, 66% of seabed area was not trawled (status = 1), 1.5% was depleted (status = 0), and 93% had status > 0.8. These assessments are first order, based on parameters estimated with uncertainty from meta-analyses; we recommend regional analyses to refine parameters for local specificity. Nevertheless, our results are sufficiently robust to highlight regions needing more effective management to reduce exploitation and improve stock sustainability and seabed environmental status—while also showing seabed status was high (>0.95) in regions where catches of trawled fish stocks meet accepted benchmarks for sustainable exploitation, demonstrating that environmental benefits accrue from effective fisheries management. Furthermore, regional seabed status was related to the proportional area swept by trawling, enabling preliminary predictions of regional status when only the total amount of trawling is known. This research advances seascape-scale understanding of trawl impacts in regions around the world, enables quantitative assessment of sustainability risks, and facilitates implementation of an ecosystem approach to trawl fisheries management globally. We review the status of groundfish stocks using published scientific assessments for 349 individual stocks constituting 90% of global groundfish catch. Overall, average stock abundance is increasing and is currently above the level that would produce maximum sustainable yield (MSY). Fishing pressure for cod‐like fishes (Gadiformes) and flatfishes (Pleuronectiformes) was, for several decades, on average well above levels associated with MSY, but is now at or below the level expected to produce MSY. In contrast, fishing pressure for rockfishes (Scorpaeniformes) decreased from near MSY‐related levels in the mid‐1990s, and since the mid‐2000s has remained on average at only one third of MSY‐related levels. Regions with the most depressed groundfish stocks are the Northwest Atlantic and the Pacific coast of South America, while stocks from the Northeast and Eastern Central Pacific, Northeast Atlantic, Southeast Atlantic and Southwest Pacific tend to have greatest average abundance relative to MSY‐based reference points. In the most recent year available for each stock, the catch was only 61% of MSY. Equilibrium yield curves indicate that 76% of global potential groundfish yield could be achieved using current estimates of fishing pressure. 15% of this is lost by excess fishing pressure, 67% results from lower than optimal fishing pressure on healthy stocks and 18% is lost from stocks currently overfished but rebuilding. Thus, there is modest opportunity to increase catch of global groundfish fisheries by reducing overfishing on some stocks, but more by increasing harvest on others. Participatory approaches to fisheries management are gaining increasing support from researchers, non-governmental organizations, and governments in Latin America, and different forms of participatory monitoring have been implemented over the last few decades. Among several advantages, these initiatives allow incorporation of fishers' knowledge on ecology, fishing practices, social aspects, markets, regulations, into different stages of management. In this paper, we analyze key features of participatory monitoring programs in small-scale coastal fisheries in South America (Argentina, Brazil, Chile and Uruguay) through a literature review complemented by expert opinion. Our review considered the fisheries and variables monitored; objectives, duration, institutional context of the monitoring programs; and factors that affect the extent of fishers' participation and the incorporation of fishers' knowledge. We found 14 case studies described in the literature, most of which correspond to benthic fisheries. Most cases focused on ecological and/or catch and effort variables; few initiatives included social variables. Initiatives were mainly driven by researchers in partnership with fishers and other stakeholders under formal or informal institutional arrangements. Institutional arrangements were largely responsible for the effectiveness of participation. In most cases, fishers' participation in monitoring was fostered as a component of a broader participatory co-management approach. Despite the challenges, participatory monitoring approaches are gaining traction in South America, receiving significant support from researchers in most cases, and from nongovernmental organizations in some cases. Marine fish stocks are an important part of the world food system and are particularly important for many of the poorest people of the world. Most existing analyses suggest overfishing is increasing, and there is widespread concern that fish stocks are decreasing throughout most of the world. We assembled trends in abundance and harvest rate of stocks that are scientifically assessed, constituting half of the reported globalmarine fish catch. For these stocks, on average, abundance is increasing and is at proposed target levels. Compared with regions that are intensively managed, regions with less-developed fisheries management have, on average, 3-fold greater harvest rates and half the abundance as assessed stocks. Available evidence suggests that the regions without assessments of abundance have little fisheries management, and stocks are in poor shape. Increased application of area-appropriate fisheries science recommendations and management tools are still needed for sustaining fisheries in places where they are lacking. [ABSTRACT FROM AUTHOR]

The majority of the world's fisheries, by number, are data‐poor/limited, and there is a growing body of literature pertaining to approaches to estimate data‐limited stock status. There are at least two drivers for assessing the status of data‐limited fisheries. The first is to try to understand and report on the global or regional status of fisheries across many stocks. The second is to attempt to assess individual data‐limited stocks, for status reporting and/or guiding management decisions. These drivers have led to attempts to find simple, generic, low‐cost solutions, including the broad application of generically parameterised models, and the blanket application of a single, or limited number of possible, analytical approach(es). It is unclear that generic methods function as intended, especially when taken out of their original design context or used without care. If the intention is to resolve individual stock status for the purposes of management, there is concern with the indiscriminate application of a single method to a suite of stocks irrespective of the particular circumstances of each. We examine why caution needs to be exercised, and provide guidance on the appropriate application of data‐limited assessment methods (DLMs). We recommend: (a) obtaining better data, (b) using care in acknowledging and interpreting uncertainties in the results of DLMs, (c) embedding DLMs in harvest strategies that are robust to the higher levels of uncertainty in the output of DLMs by including precautionary management measures or buffers and (d) selecting and applying DLMs appropriate to specific species' and fisheries' data and context. Commercial tunas and billfishes (swordfish, marlins and sailfish) provide considerable catches and income in both developed and developing countries. These stocks vary in status from lightly exploited to rebuilding to severely depleted. Previous studies suggested that this variability could result from differences in life-history characteristics and economic incentives, but differences in exploitation histories and management measures also have a strong effect on current stock status. Although the status (biomass and fishing mortality rate) of major tuna and billfish stocks is well documented, the effect of these diverse factors on current stock status and the effect of management measures in rebuilding stocks have not been analysed at the global level. Here, we show that, particularly for tunas, stocks were more depleted if they had high commercial value, were long-lived species, had small pre-fishing biomass and were subject to intense fishing pressure for a long time. In addition, implementing and enforcing total allowable catches ( TACs) had the strongest positive influence on rebuilding overfished tuna and billfish stocks. Other control rules such as minimum size regulations or seasonal closures were also important in reducing fishing pressure, but stocks under TAC implementations showed the fastest increase of biomass. Lessons learned from this study can be applied in managing large industrial fisheries around the world. In particular, tuna regional fisheries management organizations should consider the relative effectiveness of management measures observed in this study for rebuilding depleted large pelagic stocks. Individual quota (IQ) management systems in commercial marine fisheries are highly diverse, differing in the security, durability and exclusivity of the harvesting privilege and the transferability of quota units. This diversity in the degree of harvest rights may influence the effectiveness of IQ fisheries to meet management objectives. We conducted a global meta-analysis of 167 stocks managed under IQs to test whether the strength of harvest rights impacts the conservation status of stocks in terms of catch, exploitation rate and biomass relative to management targets. We used non-parametric methods to assess non-linear relationships and linear regression models to explicitly consider interactions among predictors. Most IQ fisheries consistently met fleet-wide quota limits (94% of stocks had recent catches below or within 10% of quotas), but only 2/3 of IQ fisheries adhered to sustainable management targets for biomass and exploitation rate (68% of stocks had exploitation rates below or within 10% of targets and 63% of stocks had biomass above or within 10% of biomass targets). Strikingly, when exclusivity of the harvesting privilege was low, exploitation rates depended on whether IQ implementation was industry-driven (exploitation below targets) or government-mandated (exploitation above targets). At high levels of exclusivity, exploitation rates converged to just below management targets. Transferability of quota units was associated with stock biomass closer to and slightly above target levels than stocks with non-transferable quota. However, regional differences had the strongest effect on biomass, suggesting that other management or biological attributes of regional fishery systems have greater influence on marine populations. Management of recreational fisheries may greatly benefit from accurate and precise estimates of catch and effort. The reliable estimation of recreational boat-fishing effort is particularly challenging due to the methodologies, logistics and high costs involved. Here, we propose a two-stage approach to estimate the number of boat-fishing trips based on an access-point survey developed for situations in which boaters often stay in the area for more than one day, making several fishing trips during their stay. The two-stage approach consists of, first, estimating the total number of boat-days for the fishing season, where boats present in the coast may potentially go fishing, and, second, estimating the probability that a boat present in the coast does go fishing on a given day. We illustrate the method by applying it to a recreational fishery targeting rocky-reef fishes in the San José Gulf, Península Valdés, Argentina. When used on simulated data the new method produced unbiased and more precise estimates of the number of boat-days compared to the traditional access-point survey method. Gains in precision varied depending on the number of survey visits, the survey schedule (random or regular visits) and the actual (simulated) number of boat-days. • We propose a two-stage novel approach to estimate recreational boat-fishing effort. • It was designed for boaters that often stay more than one day in the access-sites. • Information on the length of stays must be collected to apply the novel method. • A real-life case study and a simulation-estimation exercise are presented. • Estimates were unbiased and more precise than obtained with traditional methods. Fisheries management based on catch shares - divisions of annual fleet-wide quotas among individuals or groups - has been strongly supported for their economic benefits, but biological consequences have not been rigorously quantified. We used a global meta-analysis of 345 stocks to assess whether fisheries under catch shares were more likely to track management targets set for sustainable harvest than fisheries managed only by fleet-wide quota caps or effort controls. We examined three ratios: catch-to-quota, current exploitation rate to target exploitation rate and current biomass to target biomass. For each, we calculated the mean response, variation around the target and the frequency of undesirable outcomes with respect to these targets. Regional effects were stronger than any other explanatory variable we examined. After accounting for region, we found the effects of catch shares primarily on catch-to-quota ratios: these ratios were less variable over time than in other fisheries. Over-exploitation occurred in only 9% of stocks under catch shares compared to 13% of stocks under fleet-wide quota caps. Additionally, over-exploitation occurred in 41% of stocks under effort controls, suggesting a substantial benefit of quota caps alone. In contrast, there was no evidence for a response in the biomass of exploited populations because of either fleet-wide quota caps or individual catch shares. Thus, for many fisheries, management controls improve under catch shares in terms of reduced variation in catch around quota targets, but ecological benefits in terms of increased biomass may not be realized by catch shares alone. The social and economic importance of small-scale fisheries is frequently under-valued, and they are rarely effectively managed. There is now growing consensus on how these fisheries could be managed for sustainability and to minimize the risks of crossing undesirable thresholds. Using a concept developed in health care, these approaches have been referred to as primary fisheries management. By encouraging the use of best-available information in a precautionary way, the approaches will facilitate sustainable use and should therefore be encouraged, but they accept high scientific and implementation uncertainties as unavoidable because of limited management and enforcement resources and capacity. It is important to recognize that this limitation will result in social costs, because application of a precautionary approach in the face of high uncertainties will require forgoing potential sustainable benefits. Acceptance of primary fisheries management as a final and sufficient goal could therefore add a further constraint on the possibility of fishing communities escaping the poverty trap. Primary fisheries management should be seen as a first and minimum target for fisheries where there is currently no or inadequate management, but the longer-term goal should still be well informed and adaptive management that strives for optimal benefits, referred to here as tertiary management. Purported flaws in management strategy evaluation: basic problems or misinterpretations? – ICES Journal of Marine Science, 67: 567–574.Rochet and Rice, while recognizing management strategy evaluation (MSE) as an important step forward in fisheries management, level a number of criticisms at its implementation. Some of their points are sound, such as the need for care in representing uncertainties and for thorough documentation of the process. However, others evidence important misunderstandings. Although the difficulties in estimating tail probabilities and risks, as discussed by Rochet and Rice, are well known, their arguments that Efron's non-parametric bootstrap re-sampling method underestimates the probabilities of low values are flawed. In any case, though, the focus of MSEs is primarily on comparing performance and robustness across alternative management procedures (MPs), rather than on estimating absolute levels of risk. Qualitative methods can augment MSE, but their limitations also need to be recognized. Intelligence certainly needs to play a role in fisheries management, but not at the level of tinkering in the provision of annual advice, which Rochet and Rice apparently advocate, inter alia because this runs the risk of advice following noise rather than signal. Instead, intelligence should come into play in the exercise of oversight through the process of multiannual reviews of MSE and associated MPs. The article discusses the consideration of space and place in fisheries science and governance. It discusses the spatial dimensions in fisheries science and management which include governance, resources and habitats, and fisheries exploitation. The spatial management measures that can be adopted in fisheries science and governance include temporary and permanent fishing restrictions. The use of a participatory planning process in addressing fisheries management is also mentioned, which includes identification of governance models.

Nearshore temperate reefs are highly diverse and productive habitats that provide structure and shelter for a wide variety of fishes and invertebrates. Recreational and commercial fisheries depend on nearshore reefs, which also provide opportunities for non-extractive recreational activities such as diving. Many inhabitants of nearshore temperate reefs on the west coast of North America have very limited home ranges as adults, and recent genetic evidence indicates that the dispersion of the larval stages is often restricted to tens of kilometers. Management of temperate reef resources must be organized on very small spatial scales in order to be effective, offering unique technical challenges in terms of assessment and monitoring. New enabling legislation could assist in specifying mandates and adjusting institutional design to allow stakeholders and concerned citizens to formulate management policies at local levels, and to aid in implementing and enforcing these policies. These principles underscore the need to address the causes of management failures directly by creating institutional structures that provide incentives to stop the race for fish and to increase responsibility and accountability of all stakeholders.

The article examines the performance of territorial use rights in fisheries (TURFs) using data on the benthic loco fishery from 1989-1992 in Chile. It has been shown that abundance within TURFs and legal catch are stabilized, the fishery appears orderly, and perception of TURF is generally positive. However, the system is dual and at least half of the catch is illegal.

This paper explores the impact of fishing low trophic level “forage” species on higher trophic level marine predators including other fish, birds and marine mammals. We show that existing analyses using trophic models have generally ignored a number of important factors including (1) the high level of natural variability of forage fish, (2) the weak relationship between forage fish spawning stock size and recruitment and the role of environmental productivity regimes, (3) the size distribution of forage fish, their predators and subsequent size selective predation (4) the changes in spatial distribution of the forage fish as it influences the reproductive success of predators. We show that taking account of these factors generally tends to make the impact of fishing forage fish on their predators less than estimated from trophic models. We also explore the empirical relationship between forage fish abundance and predator abundance for a range of U.S. fisheries and show that there is little evidence for a strong connection between forage fish abundance and the rate of change in the abundance of their predators. We suggest that any evaluation of harvest policies for forage fish needs to include these issues, and that models tailored for individual species and ecosystems are needed to guide fisheries management policy. After a long history of overexploitation, increasing efforts to restore marine ecosystems and rebuild fisheries are under way. Here, we analyze current trends from a fisheries and conservation perspective. In 5 of 10 well-studied ecosystems, the average exploitation rate has recently declined and is now at or below the rate predicted to achieve maximum sustainable yield for seven systems. Yet 63% of assessed fish stocks worldwide still require rebuilding, and even lower exploitation rates are needed to reverse the collapse of vulnerable species. Combined fisheries and conservation objectives can be achieved by merging diverse management actions, including catch restrictions, gear modification, and dosed areas, depending on local context. Impacts of international fleets and the lack of alternatives to fishing complicate prospects for rebuilding fisheries in many poorer regions, highlighting the need for a global perspective on rebuilding marine resources.
