Future flood risk assessments typically focus on changing hazard conditions as a result of climate change, where flood exposure is assumed to remain static or develop according to exogenous scenarios. However, this study presents a method to project future riverine flood risk in Europe by simulating population growth in floodplains, where households' settlement location decisions endogenously depend on environmental and institutional factors, including amenities associated with river proximity, riverine flood risk, and insurance against this risk. Our results show that population growth in European floodplains and, consequently, rising riverine flood risk are considerably higher when the dis-amenity caused by flood risk is offset by insurance. Nature-based solutions may actively reduce hydro-meteorological risks in urban areas as a part of climate change adaptation. However, the main reason for the increasing uptake of this type of solution is their many benefits for the local inhabitants, including recreational value. Previous studies on recreational value focus on studies of existing nature sites that are often much larger than what is considered as new NBS for flood adaptation studies in urban areas. We thus prioritized studies with smaller areas and nature types suitable for urban flood adaptation and divided them into four common nature types for urban flood adaptation: sustainable urban drainage systems, city parks, nature areas and rivers. We identified 23 primary valuation studies, including both stated and revealed preference studies, and derived two value transfer functions based on meta-regression analysis on existing areas. We investigated trends between values and variables and found that for the purpose of planning of new NBS the size of NBS and population density were determining factors of recreational value. For existing NBS the maximum travelling distance may be included as well. We find that existing state-of-the-art studies overestimate the recreational with more than a factor of 4 for NBS sizes below 5 ha. Los Angeles (LA) County's coastal areas are highly valued for their natural benefits and their economic contributions to the region. While LA County already has a high level of exposure to flooding (e.g. people, ports, and harbors), climate change and sea level rise will increase flood risk; anticipating this risk requires adaptation planning to mitigate social, economic, and physical damage. This study provides an overview of the potential effects of sea level rise on coastal LA County and describes adaptation pathways and estimates associated costs in order to cope with sea level rise. An adaptation pathway in this study is defined as the collection of measures (e.g., beach nourishment, dune restoration, flood-proofing buildings, and levees) required to lower flood risk. The aim of using different adaptation pathways is to enable a transition from one methodology to another over time. These pathways address uncertainty in future projections, allowing for flexibility among policies and potentially spreading the costs over time. Maintaining beaches, dunes, and their natural dynamics is the foundation of each of the three adaptation pathways, which address the importance of beaches for recreation, environmental value, and flood protection. In some scenarios, owing to high projections of sea level rise, additional technical engineering options such as levees and sluices may be needed to reduce flood risk. The research suggests three adaptation pathways, anticipating a +1 ft (0.3 m) to +7 ft (+2 m) sea level rise by year 2100. The global impacts of river floods are substantial and rising. Effective adaptation to the increasing risks requires an in-depth understanding of the physical and socioeconomic drivers of risk. Whereas the modeling of flood hazard and exposure has improved greatly, compelling evidence on spatiotemporal patterns in vulnerability of societies around the world is still lacking. Due to this knowledge gap, the effects of vulnerability on global flood risk are not fully understood, and future projections of fatalities and losses available today are based on simplistic assumptions or do not include vulnerability. We show for the first time (to our knowledge) that trends and fluctuations in vulnerability to river floods around the world can be estimated by dynamic high-resolution modeling of flood hazard and exposure. We find that rising per-capita income coincided with a global decline in vulnerability between 1980 and 2010, which is reflected in decreasing mortality and losses as a share of the people and gross domestic product exposed to inundation. The results also demonstrate that vulnerability levels in low- and high-income countries have been converging, due to a relatively strong trend of vulnerability reduction in developing countries. Finally, we present projections of flood losses and fatalities under 100 individual scenario and model combinations, and three possible global vulnerability scenarios. The projections emphasize that materialized flood risk largely results from human behavior and that future risk increases can be largely contained using effective disaster risk reduction strategies.

A central tool in risk management is the exceedance-probability loss (EPL) curve, which denotes the probabilities of damages being exceeded or equalled. These curves are used for a number of purposes, including the calculation of the expected annual damage (EAD), a common indicator for risk. The model calculations that are used to create such a curve contain uncertainties that accumulate in the end result. As a result, EPL curves and EAD calculations are also surrounded by uncertainties. Knowledge of the magnitude and source of these uncertainties helps to improve assessments and leads to better informed decisions. This study, therefore, performs uncertainty and sensitivity analyses for a dike-ring area in the Netherlands, on the south bank of the river Meuse. In this study, a Monte Carlo framework is used that combines hydraulic boundary conditions, a breach growth model, an inundation model, and a damage model. It encompasses the modelling of thirteen potential breach locations and uncertainties related to probability, duration of the flood wave, height of the flood wave, erodibility of the embankment, damage curves, and the value of assets at risk. The assessment includes uncertainty and sensitivity of risk estimates for each individual location, as well as the dike-ring area as a whole. The results show that for the dike ring in question, EAD estimates exhibit a 90% percentile range from about 8 times lower than the median, up to 4.5 times higher than the median. This level of uncertainty can mainly be attributed to uncertainty in depth-damage curves, uncertainty in the probability of a flood event and the duration of the flood wave. There are considerable differences between breach locations, both in the magnitude of the uncertainty, and in its source. In the aftermaths of Hurricanes Irene, in 2011, and Sandy, in 2012, New York City has come to recognize the critical need to better prepare for future storm surges and to anticipate future trends, such as climate change and socio-economic developments. The research presented in this report assesses the costs of six different flood management strategies to anticipate long-term challenges the City will face. The proposed strategies vary from increasing resilience by upgrading building codes and introducing small scale protection measures, to creating green infrastructure as buffer zones and large protective engineering works such as storm surge barriers. The initial investment costs of alternative strategies vary between $11.6 and $23.8 bn, maximally. We show that a hybrid solution, combining protection of critical infrastructure and resilience measures that can be upgraded over time, is less expensive. The devastating impact by Hurricane Sandy (2012) again showed New York City (NYC) is one of the most vulnerable cities to coastal flooding around the globe. The low-lying areas in NYC can be flooded by nor'easter storms and North Atlantic hurricanes. The few studies that have estimated potential flood damage for NYC base their damage estimates on only a single, or a few, possible flood events. The objective of this study is to assess the full distribution of hurricane flood risk in NYC. This is done by calculating potential flood damage with a flood damage model that uses many possible storms and surge heights as input. These storms are representative for the low-probability/high-impact flood hazard faced by the city. Exceedance probability-loss curves are constructed under different assumptions about the severity of flood damage. The estimated flood damage to buildings for NYC is between US$59 and 129 millions/year. The damage caused by a 1/100-year storm surge is within a range of US$2 bn-5 bn, while this is between US$5 bn and 11 bn for a 1/500-year storm surge. An analysis of flood risk in each of the five boroughs of NYC finds that Brooklyn and Queens are the most vulnerable to flooding. Waterfronts are attractive areas for many-often competing-uses in New York City (NYC) and are seen as multifunctional locations for economic, environmental, and social activities on the interface between land and water. The NYC waterfront plays a crucial role as a first line of flood defense and in managing flood risk and protecting the city from future climate change and sea-level rise. The city of New York has embarked on a climate adaptation program (PlaNYC) outlining the policies needed to anticipate the impacts of climate change. As part of this policy, the Department of City Planning has recently prepared Vision 2020: New York City Comprehensive Waterfront Plan for the over 500 miles of NYC waterfront (NYC-DCP, 2011). An integral part of the vision is to improve resilience to climate change and sea-level rise. Advances in the field of extreme event attribution allow to estimate how anthropogenic global warming affects the odds of individual climate disasters, such as river floods. Extreme event attribution typically uses precipitation as proxy for flooding. However, hydrological processes and antecedent conditions make the relation between precipitation and floods highly nonlinear. In addition, hydrology acknowledges that changes in floods can be strongly driven by changes in land‐cover and by other human interventions in the hydrological system, such as irrigation and construction of dams. These drivers can either amplify, dampen or outweigh the effect of climate change on local flood occurrence. Neglecting these processes and drivers can lead to incorrect flood attribution. Including flooding explicitly, that is, using data and models of hydrology and hydrodynamics that can represent the relevant hydrological processes, will lead to more robust event attribution, and will account for the role of other drivers beyond climate change. Existing attempts are incomplete. We argue that the existing probabilistic framework for extreme event attribution can be extended to explicitly include floods for near‐natural cases, where flood occurrence was unlikely to be influenced by land‐cover change and human hydrological interventions. However, for the many cases where this assumption is not valid, a multi‐driver framework for conditional event attribution needs to be established. Explicit flood attribution will have to grapple with uncertainties from lack of observations and compounding from the many processes involved. Further, it requires collaboration between climatologists and hydrologists, and promises to better address the needs of flood risk management. Flood events are expected to increase in their frequency and severity, which results in higher flood risk without additional adaptation measures. The information gained from flood risk models is essential in effective disaster risk management. However, vulnerability estimations are often a large driver of uncertainty, and flood damage is rarely estimated due to a lack of empirical damage data from flood events. This study uses a unique data set with experienced damages and the implementation of flood damage mitigation (FDM) measures on the household level, collected after the flood event in the Netherlands in 2021. Flood damage models that control for several hazard, exposure, and vulnerability indicators are estimated and allow for additional input in flood risk models. Previous estimates of the effectiveness of FDM measures are prone to a selection bias, as households that do, and do not implement FDM measures systematically differ in their risk profiles. By using an instrumental variable‐estimation, this study overcomes this selection bias and finds significant reductions in flood damage due to FDM measures. These reductions can be incorporated in multivariate flood vulnerability estimations, which indicate that FDM measures significantly reduce flood damage. Providing information on flood hazard, as well as implementing early warning systems, is crucial for ensuring effective flood risk management. Coastal flooding is driven by the combination of (high) tide and storm surge, the latter being caused by strong winds and low pressure in tropical and extratropical cyclones. The combination of storm surge and the astronomical tide is defined as the storm tide. To gain an understanding of the threat posed by coastal flooding and to identify areas that are especially at risk, now and in the future, it is crucial to accurately model coastal inundation. Most models used to simulate the coastal inundation scale follow a simple planar approach, referred to as bathtub models. The main limitations of this type of models are that they implicitly assume an infinite flood duration, and they do not capture relevant physical processes. In this study we develop a method to generate hydrographs called HGRAPHER, and we provide a global dataset of storm tide hydrographs based on time series of storm surges and tides derived from the Global Tide and Surge Model (GTSM) forced with the ERA5 reanalysis wind and pressure fields. These hydrographs represent the typical shape of an extreme storm tide at a certain location along the global coastline. We test the sensitivity of the HGRAPHER method with respect to two main assumptions that determine the shape of the hydrograph, namely the surge event sampling threshold and coincidence in the time of the surge and tide maxima. We investigate hydrology during a past climate slightly warmer than the present: the last interglacial (LIG). With daily output of preindustrial and LIG simulations from eight new climate models we force hydrological model PCR‐GLOBWB and in turn hydrodynamic model CaMa‐Flood. Compared to preindustrial, annual mean LIG runoff, discharge, and 100‐yr flood volume are considerably larger in the Northern Hemisphere, by 14%, 25%, and 82%, respectively. Anomalies are negative in the Southern Hemisphere. In some boreal regions, LIG runoff and discharge are lower despite higher precipitation, due to the higher temperatures and evaporation. LIG discharge is much higher for the Niger, Congo, Nile, Ganges, Irrawaddy, and Pearl and lower for the Mississippi, Saint Lawrence, Amazon, Paraná, Orange, Zambesi, Danube, and Ob. Discharge is seasonally postponed in tropical rivers affected by monsoon changes. Results agree with published proxies on the sign of discharge anomaly in 15 of 23 sites where comparison is possible. Plain Language Summary: It is still uncertain how the water cycle will respond to a warmer climate in the coming decades. To increase our understanding of the relationships between climate and hydrology, we study the past climate of the last interglacial, which was slightly warmer than the present. We present the results of a modeling approach, showing that while Northern Hemisphere precipitation was higher during the last interglacial, discharge of rivers was even higher, and floods were even larger. On the contrary, in the Southern Hemisphere precipitation, discharge and floods were lower. We show that, for some regions, precipitation, discharge, and floods do not have the same direction of change. The seasonal timing of discharge also changes for some large basins of the Northern Hemisphere. Finally, for 23 sites, we compare our results to geological evidence. These results form a useful term of comparison to both projections of the future and geological studies of past hydrology. A mega-flood in 1998 caused tremendous losses in China and triggered major policy adjustments in flood-risk management. This paper aims to retrospectively examine these policy adjustments and discuss how China should adapt to newly emerging flood challenges. We show that China suffers annually from floods despite large-scale investments and policy adjustments. Rapid urbanization and climate change will exacerbate future flood risk in China, with cascading impacts on other countries through global trade networks. Therefore, novel flood-risk management approaches are required, such as a risk-based urban planning and coordinated water governance systems with public participation, in addition to traditional structural protection. Flood disasters severely impact human subjective well-being (SWB). Nevertheless, few studies have examined the influence of flood events on individual well-being and how such impacts may be limited by flood protection measures. This study estimates the long term impacts on individual subjective well-being of flood experiences, individual subjective flood risk perceptions, and household flood preparedness decisions. These effects are monetised and placed in context through a comparison with impacts of other adverse events on well-being. We collected data from households in flood-prone areas in France. The results indicate that experiencing a flood has a large negative impact on subjective well-being that is incompletely attenuated over time. Moreover, individuals do not need to be directly affected by floods to suffer SWB losses since subjective well-being is lower for those who expect their flood risk to increase or who have seen a neighbour being flooded. Floodplain inhabitants who prepared for flooding by elevating their home have a higher subjective well-being. A monetisation of the aforementioned well-being impacts shows that a flood requires €150,000 in immediate compensation to attenuate SWB losses. The decomposition of the monetised impacts of flood experience into tangible losses and intangible effects on SWB shows that intangible effects are about twice as large as the tangible direct monetary flood losses. Abstract: Protection motivation theory (PMT) has become a popular theory to explain the risk‐reducing behavior of residents against natural hazards. PMT captures the two main cognitive processes that individuals undergo when faced with a threat, namely, threat appraisal and coping appraisal. The latter describes the evaluation of possible response measures that may reduce or avert the perceived threat. Although the coping appraisal component of PMT was found to be a better predictor of protective intentions and behavior, little is known about the factors that influence individuals’ coping appraisals of natural hazards. More insight into flood‐coping appraisals of PMT, therefore, are needed to better understand the decision‐making process of individuals and to develop effective risk communication strategies. This study presents the results of two surveys among more than 1,600 flood‐prone households in Germany and France. Five hypotheses were tested using multivariate statistics regarding factors related to flood‐coping appraisals, which were derived from the PMT framework, related literature, and the literature on social vulnerability. We found that socioeconomic characteristics alone are not sufficient to explain flood‐coping appraisals. Particularly, observational learning from the social environment, such as friends and neighbors, is positively related to flood‐coping appraisals. This suggests that social norms and networks play an important role in flood‐preparedness decisions. Providing risk and coping information can also have a positive effect. Given the strong positive influence of the social environment on flood‐coping appraisals, future research should investigate how risk communication can be enhanced by making use of the observed social norms and network effects. In a cross-disciplinary study, we carried out an extensive literature review to increase understanding of vulnerability indicators used in the disciplines of earthquake- and flood vulnerability assessments. We provide insights into potential improvements in both fields by identifying and comparing quantitative vulnerability indicators grouped into physical and social categories. Next, a selection of index- and curve-based vulnerability models that use these indicators are described, comparing several characteristics such as temporal and spatial aspects. Earthquake vulnerability methods traditionally have a strong focus on object-based physical attributes used in vulnerability curve-based models, while flood vulnerability studies focus more on indicators applied to aggregated land-use classes in curve-based models. In assessing the differences and similarities between indicators used in earthquake and flood vulnerability models, we only include models that separately assess either of the two hazard types. Flood vulnerability studies could be improved using approaches from earthquake studies, such as developing object-based physical vulnerability curve assessments and incorporating time-of-the-day-based building occupation patterns. Likewise, earthquake assessments could learn from flood studies by refining their selection of social vulnerability indicators. Recent major flood disasters have shown that single extreme events can affect multiple countries simultaneously, which puts high pressure on trans-national risk reduction and risk transfer mechanisms. So far, little is known about such flood hazard interdependencies across regions and the corresponding joint risks at regional to continental scales. Reliable information on correlated loss probabilities is crucial for developing robust insurance schemes and public adaptation funds, and for enhancing our understanding of climate change impacts. Here we show that extreme discharges are strongly correlated across European river basins. We present probabilistic trends in continental flood risk, and demonstrate that observed extreme flood losses could more than double in frequency by 2050 under future climate change and socio-economic development. We suggest that risk management for these increasing losses is largely feasible, and we demonstrate that risk can be shared by expanding risk transfer financing, reduced by investing in flood protection, or absorbed by enhanced solidarity between countries. We conclude that these measures have vastly different efficiency, equity and acceptability implications, which need to be taken into account in broader consultation, for which our analysis provides a basis. Early event detection and response can significantly reduce the societal impact of floods. Currently, early warning systems rely on gauges, radar data, models and informal local sources. However, the scope and reliability of these systems are limited. Recently, the use of social media for detecting disasters has shown promising results, especially for earthquakes. Here, we present a new database for detecting floods in real-time on a global scale using Twitter. The method was developed using 88 million tweets, from which we derived over 10,000 flood events (i.e., flooding occurring in a country or first order administrative subdivision) across 176 countries in 11 languages in just over four years. Using strict parameters, validation shows that approximately 90% of the events were correctly detected. In countries where the first official language is included, our algorithm detected 63% of events in NatCatSERVICE disaster database at admin 1 level. Floods are the most devastating of global natural disasters, and flood adaptation measures are needed to reduce future risk. Researchers have started to evaluate the costs and benefits of flood adaptation, but information regarding the cost of different flood adaptation measures is often not available or is hidden in non-peer-reviewed literature. Recent review studies have explored cost estimates for different aspects of flood adaptation, such as nature-based solutions. This study aims to contribute empirical data regarding the cost of flood adaptation by compiling peer-reviewed literature and research reports. The focus is on construction costs and expenses for operation and maintenance. This paper integrates the unit cost information of six main flood adaptation measure categories: (1) the flood-proofing of buildings, (2) flood protection, (3) beach nourishment and dunes, (4) nature-based solutions for coastal ecosystems, (5) channel management and nature-based solutions for riverine systems, and (6) urban drainage. Centrally administered bureaucracies are ill suited to managing the environmental resources of complex social-ecological systems. Therefore management approaches are required that can better deal with its complexity and uncertainty, which are further exacerbated by developments such as climate change. Adaptive comanagement (ACM) has emerged as a relatively novel governance approach and potential solution to the challenges arising. Adaptive comanagement hinges on certain institutional prescriptions intended to enhance the adaptability of management by improving the comprehension of and response to the complex context and surprises of social-ecological systems. The ACM literature describes that for enhanced adaptability, institutional arrangements should be polycentric, aligned with the scale of ecosystems (the bioregional approach), feature open and participatory governance, and involve much experimentation. The case of flood management in the German part of the Rhine basin is used to provide an assessment of these ideas. We analyze whether and to what degree the prescriptions have been implemented and whether or not certain fundamental changes seen in German flood management can be traced back to the application of the prescriptions. Our study demonstrates a transition from the traditional engineering and "flood control" approach to a more holistic management concept based on a risk perspective. In this process, the four ACM prescriptions have made an important contribution in preparing or facilitating policy changes. The findings suggest that the application of the prescriptions requires the right supporting context before they can be applied to the fullest extent possible, such as a high problem pressure, new discourses, or leading actors. A major constraint arises in the misalignment of political power and of the different interests of the actors, which contribute to reactive management and inadequate interplay. To address this, we recommend further analysis of the role of coordinated and long term planning. This might reveal evidence to overcome institutional coordination failures, improve knowledge transfer and communication, and increase adoption of the ACM prescriptions, with the aim to enhance adaptability of the system.
