The article reports that the U.S. State Department invited 120 college leaders to talk about how to make American higher education more engaged with the world and counter the perception that the U.S. no longer welcomes foreign students. President George W. Bush announced a $114-million proposal to increase the teaching of critical foreign languages, including Arabic, Chinese and Farsi. This year 536 low-income undergraduates will each receive a $5,000 Gilman scholarship to study abroad for at least four weeks.
