The article discusses a decision in a U.S. federal court to uphold a restriction by President George W. Bush that restricts academics traveling to Cuba. The scholars who brought the suit are members of the Emergency Coalition to Defend Educational Travel and were represented by lawyer Robert L. Muse. They argued that the prohibition obstructed academic freedom and have plans to appeal the decision. Any institution that wishes to send faculty or students to Cuba must first obtain permission from the U.S. Department of the Treasury's Office of Foreign Assets Control to do so. Judge Ellen S. Huvelle decided that since the government created the restriction to hasten the downfall of the communist government there, the rule is justified.
