Partial results of a NIOSH-funded study for "Protecting the Logging Workforce: Development of Innovative Logging Techniques for a Safer Work Environment" by a team of researchers at Oregon State University are presented that review safety in steep slope logging. Comparisons are made for hazards and exposures of "conventional" and new technologies for steep slopes. Hazards of new technologies are identified. Safety assessments are addressed for forestry sectors internationally, for the firm and for workers. Important questions of technical feasibility, economic viability and environmental performance are raised. Ongoing research on operators using tethered and untethered systems are described. Results will help inform training and selecting operators. New Best Operating Practices and safety code regulations will result from the research. New technologies will reduce worker hazards and exposures for steep slope logging.

The industrial production of long-lived charcoal products (commonly referred to as biochar) from otherwise shorter-lived logging resides (commonly referred to a slash) has been proposed as a means to increasing terrestrial carbon storage thus mitigating global warming caused by anthropogenic greenhouse gas emissions. We present a generalized model that describes the temporal dynamics of biochar carbon stocks, relative to carbon of unmodified logging residue, and evaluate the sensitivity of carbon storage to various biophysical and production parameters. Using this model, we then attribute net carbon storage to several potential biochar production scenarios, specifically engineered to use wood recovered from harvests prescribed to reduce fire hazard in mixed-conifer forests of South-central Oregon. Relative to a baseline scenario where logging residue is left to decay on site, the net carbon storage attributed to 20 years of biochar production is generally negative for the first several decades, then remains positive for several centuries at levels approximately one-fourth the total feedstock carbon processed. Positive net carbon storage and the time required for it to manifest is notably sensitive to biochar conversion efficiencies, logging residue decay rates, and alternate baseline fates of logging residue. The magnitude of net carbon storage, and the time required for it to become positive, is largely similar across range of production facility types. Moreover, the time required for net carbon storage to become positive, and its magnitude over the first 100 years is notably insensitive to biochar decomposition rates provided biochar decays at least ten-times slower than the logging residue it is made from., Competing Interests: The authors have declared that no competing interests exist.

We analyzed the economics of mobile chipping and transport of biomass from forest residues for energy purposes under uncertainty. A discrete-event simulation model was developed and utilized to quantify the impacts of controllable and environmental variables on productivity in order to determine the most cost effective transportation options under steep terrain conditions. Truck-chipper interactions were analyzed to show their effect on truck and chipper standing time. A costing model was developed to account for operating and standing time cost (for the chipper and trucks). The model used information from time studies of each activity in the productive cycle and spatial-temporal information obtained from geographic information system (GIS) devices, and tracking analysis of machine and truck movements. The model was validated in field operations, and proved to be accurate in providing the expected productivity. A cost distribution was elaborated to support operational decisions of forest managers, landowners and risk-averse contractors. Different scenarios were developed to illustrate the economic effects due to changes in road characteristics such as in-highway transport distance, in-forest internal road distance and pile to trailer chipper traveling distances.

The management of low-volume roads has transitioned from focusing on maintenance designed to protect a capital investment in road infrastructure to also include environmental effects. In this study, two models using mathematical programming are applied to schedule forest road maintenance and upgrade activities involving non-monetary benefits. Model I uses a linear objective function formulation that maximizes benefit subject to budgetary constraints. Model II uses a non-linear objective function to maximize the sum of benefits divided by the sum of all costs in a period. Because of the non-linearity of the constraints and the requirements that the decision variables be binary, the solutions to both problem formulations are found using two heuristics, simulated annealing and threshold accepting. Simulated annealing was found to produce superior solutions as compared to threshold accepting. The potential benefit for completing a given road maintenance or upgrade project is determined using the Analytic Hierarchy Process (AHP), a multi-criterion decision analysis technique. This measure of benefit is combined with the economic cost of completing a given project to schedule maintenance and upgrade activities for 225 km (140 miles) of road in forested road systems within western Oregon. This combination of heuristics, cost-benefit analysis, environmental impacts, and expert judgment produces a road management schedule that better fits the current road management paradigm.

As both spatial and temporal characteristics of desired future conditions are becoming important measures of forest plan success, forest plans and forest planning goals are becoming complex. Heuristic techniques are becoming popular for developing alternative forest plans that include spatial constraints. Eight types of heuristic planning techniques were applied to three increasingly difficult forest planning problems where the objective function sought to maximize the amount of land in certain types of wildlife habitat. The goal of this research was to understand the relative challenges and opportunities each technique presents when more complex difficult goals are desired. The eight heuristic techniques were random search, simulated annealing, great deluge, threshold accepting, tabu search with 1-opt moves, tabu search with 1-opt and 2-opt moves, genetic algorithm, and a hybrid tabu search / genetic algorithm search process. While our results should not be viewed as universal truths, we determined that for the problems we examined, there were three classes of techniques: very good (simulated annealing, threshold accepting, great deluge, tabu search with 1-opt and 2-opt moves, and tabu search / genetic algorithm), adequate (tabu search with 1-opt moves, genetic algorithm), and less than adequate (random search). The relative advantages in terms of solution time and complexity of programming code are discussed and should provide planners and researchers a guide to help match the appropriate technique to their planning problem. The hypothetical landscape model used to evaluate the techniques can also be used by others to further compare their techniques to the ones described here.

This paper developed six cable logging incident scenarios that were modeled in a simulated environment, and conducted a pilot study in the Pacific Northwest to assess the potential for collecting worker risk assessment data. All the subjects in the pilot study reported that they understood the simulated incidents, and they were able to move around in the simulation to see what they needed. When reporting management requiring conditions (MRC) before performing the simulated task, the subjects consistently identified the first main MRC; however, there was variation in reporting the second main MRC. The results from the pilot study indicate that the simulations effectively modeled the spatial aspects of the incidents; however, the simulations lacked avatars to represent people in the simulations and this may have limited the ability to include cognitive aspects such as communication. Variation in the severity assigned by the subjects to the MRC, and to the unexpected events, revealed important differences in risk sensitivity between the subjects, and the importance of experiential learning in a safe environment when considering energized systems. This study investigates the environmental burdens of three logistics system scenarios for residue processing and transportation under different road type distributions using life cycle assessment (LCA). The three scenarios are as follows: bin truck with stationary grinder at centralized landing (base case); bundler with electric grinder; and mobile chipper at slash piles. The total distance between the forest site and the bioenergy facility is set at 50 miles one way. The functional unit is 1 bone-dry ton (BDT) of residues transported from the forest site to the bioenergy facility. Results indicate that the mobile chipper system posts the lowest global warming impact under all types of road distributions (38.2 - 41.4 kg CO2 eq [84.2-91.3 lb CO2 eq]), whereas the base case shows the most rapid reduction in global warming impact as highway distance increases (43.8 -56.9 kg CO2 eq [96.6 -125.4 lb CO2 eq]). Potential impacts from acidification, eutrophication, and smog indicate reduction as highway distance increases. Along these LCA metrics, road conditions play an important role in determining the most efficient residue collection system. As the residue piles are located further from paved highway, the bundler and the mobile chipper systems present greater environmental advantages. [ABSTRACT FROM AUTHOR]
