Heavy-duty trucks account for 27% of the European greenhouse gas emissions in the transport sector. To decarbonize road freight transport, the European Union plans to build a fast charging network for trucks. This paper presents two scenarios, covering European highways with charging stations at regular intervals every 50 or 100 km along the most important highways. For each location, the required number of charging points at 15% battery electric trucking is calculated individually using queueing theory. A third scenario takes into account the infrastructure ramp-up in 2025 and assumes a share of 5% battery electric trucking in a network with a 100 km distance. We define a network of 660 (100 km distance) or 1468 stations (50 km distance). Depending on the scenario and the individual station, the projected number of charging points per station varies between 1 and 18 in 2030. The results give a first insight into what a fast charging infrastructure for trucks in Europe might look like. In particular, we show that large charging stations with more than ten charging points could be necessary in the next few years. Urban Consolidation Centers (UCCs) constitute an appealing solution to urban freight distribution that ensures environmental-friendly and cost-efficient distribution in densely populated areas. Existing relevant research has placed the emphasis on the analysis of the underlying characteristics, services and operational advantages of UCCs, with limited focus on key determinants of long-term viability of UCC initiatives. The objective of this paper is to provide a comprehensive state-of-practice review of UCCs in Europe. The research capitalises on positive and negative experiences and practices so that it comes up with key success factors and viability drivers, common sources of failure, as well as key determinants for the successful operation and management of UCCs. A hybrid approach combining Systematic Literature Review (SLR) methodology with multiple case study research was adopted. Efficient planning of freight transportation requires a comprehensive look at wide range of factors in the operation and management of any transportation mode to achieve safe, fast, and environmentally suitable movement of goods. In this regard, a combination of transportation modes offers flexible and environmentally friendly alternatives to transport high volumes of goods over long distances. In order to reflect the advantages of each transportation mode, it is the challenge to develop models and algorithms in Transport Management System software packages. This paper discusses the principles of green logistics required in designing such models and algorithms which truly represent multiple modes and their characteristics. Thus, this research provides a unique practical contribution to green logistics literature by advancing our understanding of the multi-objective planning in intermodal freight transportation. Analysis based on a case study from hinterland intermodal transportation in Europe is therefore intended to make contributions to the literature about the potential benefits from combining economic and environmental criteria in transportation planning. An insight derived from the experiments conducted shows that there is no need to greatly compromise on transportation costs in order to achieve a significant reduction in carbon-related emissions. The works to double the capacity of the Panama Canal were completed in 2016. This may have significant implications on the maritime flows of goods, both locally and on international shipping routes between the US, Asia and Europe. This paper examines the impact of the expanded Panama Canal on potential shifts of cargo flows from different port regions in either the US or Europe via different case studies. The analysis uses a model designed for calculating the generalised cost of transporting a container from origin to destination. This model has been extended with more detailed geographical coverage for the US and additional functionalities. From the different performed case studies, before and after the expansion of the Panama Canal, for cargo flows form the US to Europe, it can be concluded that there is an effect of the new Panama Canal on the port range selection, in both the US and even, to a lesser extent, also in Europe. Purpose: A fully electrified transport chain offers considerable potential for CO2 savings. In this paper, we examine the conditions necessary to introduce a fully electrified, large-scale, high-speed rail freight transport system in Europe in addition to high-speed passenger trains, aiming to shift goods transport from road to rail. We compare a novel high-speed rail freight concept with road-based lorry transport for low-density high value goods to estimate the potential for a modal shift from road to rail in 2030. Methods: To characterize the impacts of different framework conditions, a simulation tool was designed as a discrete choice model, based on random utility theory, with integrated performance calculation assessing the full multimodal transport chain regarding costs, emissions and time. It was applied to a European reference scenario based on forecast data for freight traffic in 2030. Results: We show that high-speed rail freight is about 70% more expensive than the conventional lorry but emits 80% less CO2 emissions for the baseline parameter setting. The expected mode share largely depends on the cargo's value of time, while the implementation of a CO2-tax of 100 EUR/tCO2eq has an insignificant impact. The costs of handling goods and the infrastructure charges are highly influential variables. Conclusion: High-speed rail track access charges are a suitable political instrument to create a level playing field between the transport modes and internalize external costs of freight transport. With the given access charge structure, a reduction of the maximum operating speed to 160 km/h has a positive impact on the expected mode share of rail transport while it still reacts positively to a wide range of the cargo's time sensitivity (compared to a maximum operating speed of 350 km/h). The flexibility of rail freight's operating speed is important for an effective implementation. Towards the strive of developing sustainable freight transport networks in Europe, the EU and the developing South-Eastern Europe in particular, this paper initially examines the feasibility of establishing a navigable link along the Axios–Morava waterway, for freight transport between the Eastern Mediterranean Sea (via the Aegean) and the Danube River, and then proceeds with its energy and air quality comparison with the competing modes of rail and road. It was found that this waterway service is technically feasible and offers an energy and carbon efficient alternative to road-borne and rail-borne freight. However, the land-based services were found to be superior with regard to their impact upon the air quality of the region, mainly attributed to the stricter emission standards applicable to these transport modes. Finally, it is proposed to build on the ongoing international policy and funding interest in this project in order to implement all the necessary infrastructural and operational changes which will make the proposed waterway service a commercially and environmentally sustainable freight transport alternative in South-Eastern Europe. The aim of this paper is to showcase different decarbonization pathways for Europe with varying Carbon dioxide (CO2) constraints until 2050. The Global Energy System Model (GENeSYS-MOD) framework, a linear mathematical optimization model, is used to compute low-carbon scenarios for 17 European countries or regions. The sectors power, lowand high-temperature heating, and passenger and freight transportation are included, with the model endogenously constructing capacities in each period. Emission constraints differ between different scenarios and are either optimized endogenously by the model, or distributed on a per-capita basis, GDP-dependent, or based on current emissions. The results show a rapid phase-in of renewable energies, if a carbon budget in line with established international climate targets is chosen. It can be shown that the achievement of the 2° target can be met with low additional costs compared to the business as usual case, while reducing total emissions by more than 30%. Rail-based intermodal freight transportation systems in the European Union have been regarded as being more environmental friendly than truck-only freight systems, particularly for long-distance haulage and in terms of CO2 emissions. However, to date there has been no clear comparison of CO2 emissions between different freight systems. Therefore, this paper examines whether the intermodal freight system really does emit less CO2 than their road-based counterparts. A research framework is established in which the methods and data of earlier studies are assessed. Based on a conceptualisation of intermodal and truck-only systems, the semi-life cycle assessment technique, which excludes emissions from infrastructure and vehicle manufacturing and includes emissions from the production of fuel and direct emissions, is used in order to examine the short- and medium-term environmental impact of different freight systems. The main conclusion is that in general rail-based intermodal freight systems emit less CO2 than truck-only systems, regardless of the type of locomotive. For electric locomotives, the electricity power-generating source is the definitive factor in deciding which type of train in an intermodal freight system offers the most environmental friendly alternative: if power plants use only coal or oil fuel sources, intermodal systems using electric trains could emit more CO2 than their competitors. In accelerating the integration of the European Union (EU) and achieving more equal modal split, short sea shipping (SSS) has become an increasingly important component in European transport planning. Despite the active promotion by the EU, however, questions have been raised on whether SSS can realistically compete with unimodal road transport as it is required to overcome considerable hurdles, notably efficiency and cohesiveness between different parts of the multimodal transportation chain. This paper attempts to address this issue by undertaking an economic feasibility analysis investigating the potential competitiveness of SSS in the Baltic Region. The generalized costs of different SSS options will be simulated and the potential of different options in maximizing SSS competitiveness will be visualized through applying geographical information system. Freight transport accounts for about half of all distances travelled in Europe. Therefore, freight transport is one of the decisive factors for reducing greenhouse gases and air pollutants. For this reason, the electrification of road freight transport is being promoted as part of the project "BEV Goes eHighway—[BEE]". The data basis for the modelling used in this project is an electric drive axle for a heavy commercial vehicle, which was developed in the "Concept-ELV2" project. Based on the results of the previous project, the methodological tools that were developed are presented in this paper. These allow a wide range of possible powertrain topologies to be considered at the concept stage of development based on an estimation of future system characteristics. For this purpose, the components are automatically designed taking into account the mutual influence of the requirements and are evaluated in the context of the holistic system. This publication focuses on the efficiency and thermal evaluation of the transmission stages of the addressed electric drive units and validates the developed models using a pototypically designed electric commercial vehicle axle. We explore how the hub-and-spoke system in the international freight transportation network contributes to the global shrinkage of space. The friction in long-distance trade routes varies by the location of shippers and nodal characteristics of traversed ports, and is mitigated by the quality of scale economies driven by the hub-and-spoke distribution system along the trajectory of the logistic process. In order to confirm the shrinkage of space brought about by the hub-and-spoke shipping economies through transshipment routes via hub ports, we examine disaggregated cross-Atlantic cargo shipping trajectory data from Europe to the U.S. recorded both on landside and seaside with a discrete choice model. The results present that hub-and-spoke shipping economies arise with the scales of landside and maritime port operations and with shipping line diversity. Generally, they are found to offset distance friction that occurs along landside and maritime shipping voyages, but hub-and-spoke shipping economies arise differently depending on how hub-and-spoke configurations are set. They mainly stem from larger scale of ports' operation and more diverse shipping lines serving the final port of export. The past decade has seen many new freight transport models for use in transport planning by public authorities. Some of these models have developed new concepts, such as logistics modules, inclusion of transshipments, storage and sourcing and the determination of shipment size. This paper provides a review of the European literature on freight transport models that operate at the national or international level and have been developed since 2004. The introduction of elements of logistics thinking is identified as a common theme in recently developed models, and further worked out. Around the world, interest in urban and metropolitan goods movements is increasing because they account for a substantial share of traffic in urban and metropolitan areas. In this context, many city administrators have implemented measures to mitigate the negative effects of freight transportation. Starting from an analysis of existing studies relative to freight policies implemented at the urban scale in Europe, this paper proposes a general classification of measures adopted at the urban scale and an analysis of expected goals and tested results. Each described measure is analyzed by considering the temporal reference scale (strategic, tactical, and operative) of the actors and decision makers involved. Each measure pursues and is linked to one or more expected goal, and the empirical results obtained in the European cities and demonstrated by specific indicators representing the goal are presented. The enormous potential of combined transport (rail-road) makes rail the main alternative to the transport of freight by road in the Europe. Unfortunately, the European railway network is strongly fragmented, having different bottleneck points. This paper presents research that centers on the transhipment tasks in the Port Bou terminal. This terminal is a bottleneck point because of the different track gauges of the Spanish and French railways. In order to optimize the use of gantry cranes and the means available for train-train transhipment, a linear programming model that allows for the automation of container transhipment plans is proposed. An Analytic Decision Support application is used to develop the model. As a result of this research it can be concluded that the problem can be solved through linear programming and the model proposed could be transferred both to other transhipment terminals and to cargo terminals in general. The upgrade of JT-60U to JT-60 Super Advanced (JT-60SA), a fully superconducting tokamak, will be performed in the framework of the Broader Approach (BA) agreement between Europe (EU) and Japan. In particular, the Toroidal Field (TF) system, which includes 18 coils, is foreseen to be procured by France, Italy and Germany. This work covers activities from design and manufacturing to shipping to Japan. The present paper is mainly devoted to the analyses that lead to the conductor design and to the technical specifications of the joints for the JT-60SA TF coils. The conductor geometry is described, which is derived from Cable-In-Conduit concept and adapted to the actual JT-60SA tokamak operating conditions, principally the ITER-like scenario. The reported simulations and calculations are particularly dealing with the stability analysis and the power deposition during normal and off-normal conditions (AC losses, nuclear heating). The final conductor solution was selected through a trade-off between scientific approach and industrial technical orientation. Besides, the TF system connections layout is shown, derived from the industrially assessed twin-box concept, together with the associated thermo-hydraulic calculations ensuring a proper temperature margin. Intense co-operation as well as severe competition are two characteristics of the current sea-port cargo-handling sector. This paper contributes to remedying the lack of understanding of the effects that such strategies may have on operating conditions in the sector. It analyses the geographical strategies pursued by the major operators up to 2006, as well as the functional directions in which co-operation is sought. It appears that most domestic ventures for the majority of container-handling operators are non-co-operative ones, except for PSA and HPH. Abroad, all of the cargo-handling operators except DPA/CSXWT have more co-operative than non-co-operative ventures. As to nationality of acquired subsidiaries, it is observed that most co-operative ventures have two nationalities involved. In terms of functional direction of operations, the major container-handling companies, except APM Terminals, start up most of their co-operative ventures with non-cargo-handling partners. Furthermore, it can be observed that HPH, APM Terminals, P&O Ports and DPA/CSXWT have started up, acquired or merged with more limited companies in cargo-handling than in non-cargo-handling activities. Most of the non-horizontal partners in cargo-handling ventures appear to be industrial or investment companies. PSA's, Eurogate's and DPA's non-cargo-handling ventures predominantly are in logistics. Combining geography and functional direction graphically shows that the major operators have had very diverging strategies. According to the mid-term review of the EU White Paper on Transport, short sea shipping is expected to grow at a rate of 59% in metric tonnes, from 2000 to 2020. If we consider that the overall expected growth in freight exchanges is of some 50%, sea transport is one of the most feasible ways to reduce traffic congestion on European roads. High speed vessels are a possible way to compete with road transport on certain routes; however, these ships are highly affected by heavy weather. During the 1950s, the share of freight carried by railroads was similar and declining in both the United States and Europe. By 2000, the railroads’ share of freight (measured in ton–kilometers) had reached 38% in the United States while falling to 8% in Europe. This paper examines the reasons for the difference in rail’s share of freight in Europe and the United States. We find that almost 83% of the gap in 2000 is probably due to natural or inherent differences, principally geography, shipment distance, and commodity mix. However, 17% of the gap cannot be explained by these inherent differences and is presumably due to public policies including priority of passenger service, lack of interoperability at borders, service quality and rates, and incentives of the rail operators. We estimate that if that policy gap were closed, railroads’ share of freight in Europe would increase from 8% to 13%. [ABSTRACT FROM AUTHOR]

The location of logistics facilities significantly affects not only the activities of urban goods movement, but also the urban environment as these facilities represent major originators and receivers of freight. Recently, the phenomenon of logistics sprawl, i.e. the relocation of logistics facilities away from inner urban areas to suburban areas has received an increasing level of attention from both academics and policy makers. In this paper, a literature review of the various impacts of logistics sprawl is provided with a detailed taxonomy of the impacts. It has been observed that logistics sprawl contributed changes in geography of urban freight, increasing trucks' travelled distance and consequent emissions and impacting the commuting of logistics employment. The paper presents a summary of the empirical findings illustrating the additional distance trucks travel due to logistics sprawl in several European and North American cities. Furthermore, the paper provides an overview of the measures and policies implemented in various metropolitan areas to reintegrate small-scale logistics facilities within inner urban areas to act as consolidation centres. The paper presents and analyses appraisal methods used for the assessment of potential investments in Nodal Centers for Goods (also called Freight Villages), which constitute an essential element of the Trans-European Network for Intermodal Transport. A methodological procedure is applied to identify the underlying factors that influence the choice of an appraisal method, without assessing or comparing the appraisal methods themselves. Following this procedure, issues addressed by the methods are grouped into three broad dimensions and with the use of non-parametric statistical tests, existing relationships are identified between nodal centres' characteristics, the appraisal methods, as well as the actors involved in the decision process. On applying the above procedure to European Nodal Centres for goods, it is found that the choice of appraisal method and the decision criteria for the investment are linked primarily to the nodal centre's size, catchment area, and the support or absence of political approval for the investment. The results of the analysis can be particularly useful at the policy making level, serving as non-formal "qualitative guidelines" to identify the appraisal method to be applied, as well as the options and impacts to be considered. ABSTRACT This paper analyses the European freight transport network from the viewpoint of its efficiency in overcoming severe barriers. Based on a broad overview of modern issues in European transport policy, the paper identifies various bottlenecks--at both national and European levels. Based on a survey among European transport experts an assessment of the importance of these barriers is made, using rough set analysis. As a traditional way for transporting containerized cargoes, international liner shipping has long played a dominant role in the China-Europe freight transportation market. In recent years, China Railway Express has offered a new and competitive freight transportation option, contributing to a significant increase in the trade volume by rail between China and Europe. With the goal of providing a holistic computational tool that can predict and analyze the spatial distribution of containerized freight flows and suggest strategic transportation infrastructure and service expansion options, this paper develops and implements a multimodal multicommodity freight transportation network equilibrium model, based on a newly constructed supernetwork integrating international liner shipping lines, international freight rail services, and international and domestic highway networks in relevant countries. The combined transportation mode-route choice behavior of individual shippers is characterized by the widely used multinomial logit model, where the values of time of different commodity categories are included in its utility functions. The congestion effects arising from bottleneck facilities along liner shipping and freight rail lines (i.e., seaports, water channels, and break-of-gauge stations) are first captured by queueing models and then approximated by polynomial delay functions, while the accommodation capacity of individual service lines is explicitly embedded into the model as hard constraints. This supernetwork equilibrium model is tackled by a subgradient algorithm in the Lagrangian relaxation framework embedding a disaggregate simplicial decomposition algorithm. Computational experiments are conducted with a multi-layer, hetero-structure set of supply and demand data collected from multiple data repositories, government agencies, freight carriers, and research papers and reports. The preliminary results exhibit the computational performance of the solution procedure and reveal the variation of congestion levels of bottleneck facilities, capacity usage profiles of service lines, and competitiveness conditions between liner shipping and freight rail services under different monthly demand patterns. This paper introduces a microscopic Multi-Commodity Flow Service Selection Problem for freight transport under the BRI and provides a decision tool for shippers to make door-to-door service plans. The minimizing objective function considers transportation costs, in-transit inventory costs, and carbon emissions. A series of sampled data of each provincial region of China are collected from Chinese multimodal transport operators. Results show that inland regions are strongly attracted to the rail mode for shipments to Europe. However, the "last mile" (including "first mile") transport from the shipper to the long-haul transport terminal strongly influences this choice, and carbon emissions are strongly influenced by the available last mile transport links. The increase in traffic, freight and passengers has led to an overload of road routes that were no longer able to absorb the growing amount of traffic, and this resulted in unexpected problems related to traffic jams, increased costs and environmental pollution. It was very important to find a suitable alternative that would fully meet all users' criteria and would be able to follow current and future economic expansions, increase in trade and population growth. As a possible solution, the European Union proposed a program of short sea shipping connections, which represents a certain type of innovation. Its aim is to unburden the overloaded road routes and offer sea routes as an alternative. On its path of development the implementation of the program meets many obstacles. Firstly, it is necessary to identify these obstacles, and then to remove them, in order to enable faster and better progress. Therefore, this paper gives a special attention to identifying obstacles that impede the implementation of short sea shipping connection in developed countries of the European Union, and also in the Republic of Croatia. The paper also presents a part of the 'Motorways of the Sea' program, which refers to the introduction of a new intermodal logistics chain, based on ship transport, which should bring structural changes into the organization of European transport. In late 2008 the State of Victoria, in Australia, released 'Freight Futures: The Victorian Freight Network Strategy' (DoT, 2008). This was the first major Australian State Freight Strategy that recommended the implementation of an information communication technology (ICT) public domain portal that would enable small and medium enterprises (SMEs) within the freight transport sector to achieve higher levels of productivity and efficiency through access to, and use of, an internet based e-freight portal, utilising software-as-a-service (SaaS) applications. This was a planning initiative that may be seen as a next step compared to the Tsinghua University e-freight software applications that were listed on a 'public domain' marketplace, or even wider in application than the Port community efreight portals that Singapore and other major ports have already built. The paper looks at the practical implications of liberalizing the railway market in the EU. In particular, it outlines the problems and dilemmas faced by the stakeholders (authorities and industry) during the phase of moving towards a more competitive market. In addition, the paper also examines the expected rail freight development as a result of this change in terms of competition, need for innovation and new market features. This paper analyses air transport dependence and the level of airport provision in 14 European countries. Based on a study undertaken for Avinor, the analysis includes airports that handled at least 2,000 commercial passengers in 2003. Five elements of air transport demand are analysed: domestic and international travelling frequencies per capita; the volumes of freight and post carried on domestic flights; domestic and international aircraft movements per 1,000 inhabitants; and the modal split and purpose of domestic journeys. The institutional environment of rail transport has changed as a result of recent European directives, but the changes have taken different forms from one country to another. In the case of international maritime chains, the development of door‐to‐door services makes inland haulage from the loading and discharging ports extremely important, and it highlights the need to reshape the rail freight industry. This paper analyses the degree of involvement of different actors drawn from the maritime industry in developing and commercializing rail services in the changing regulatory environment. Several maritime operators, shipping lines, port‐handling companies and port authorities have been involved in some container rail services since the early days of liberalization. Their commitments take very different forms, however. Whereas contracts are mainly used for the provision of service, particularly for train haulage, integration by means of shareholding or creating subsidiaries or joint ventures is used for marketing. Important differences between France, the UK, Germany and the Netherlands are detailed. In the latter two countries, there is more involvement in the provision of rail services. The strong expansion of freight road transports throughout Europe is an important source of congestion and pollution, as well as a cause of many accidents. To solve this problem will require the conjunction of many different remedies. One element of solution would be the promotion and substitution of transportation modes with less negative effects. This paper is focused on this solution. It presents some results obtained from a detailed GIS modelling of the Belgian multimodal freight transport network inserted within the overall trans-European network. It outlines the results of a simulation of the flows over the Belgian network in 1995 which allows to estimate some of the costs of several external effects of freight transports: the costs of pollution, congestion, accidents, noise and road damages. This paper provides also the simulated impacts on modal choice of a marginal external cost internalisation, and an estimation of the corresponding external cost savings. [Copyright &y& Elsevier]

Modal shift in freight transport entails moving freight from road to rail, inland waterways, and short sea shipping. In current Dutch and European freight transport policy, modal shift is foreseen to play an important role to mitigate external effects of freight transport. Policy efforts on modal shift are legitimate because the size of the external costs of freight transport are considerable. But can modal shift policies also be effective? In other words, can policy efforts on modal shift result in a decrease of external costs and infrastructure costs due to freight transport? Our research approach falls apart into three steps. In the first step we analyse the transported weight by road on four international freight corridors in North-western Europe that could be transported against at least 10% lower private costs by rail or inland waterways. The share of road transport (transported weight) on the corridors in total road transport in the Netherlands is about 10%. The weight of the cargo that could potentially be shifted on the basis of the transport cost criterium is called the modal shift potential (MSP). We estimate the MSP for the base year 2018 and for the future year 2050. Also in this step, we translate the MSP into changes in transport performance per transport mode. In the second step we determine differences in external costs and user dependent infrastructure costs per unit of transport performance (tonkm) between the transport modes road, rail, and inland waterways. The following external effects are included: greenhouse gas emissions (tank-to-wheel), air pollutant emissions (tank-to-wheel), noise, traffic accidents, congestion, and emissions from fuel and electricity production (well-to-tank) for freight vehicles. Including all these effects, we take a more integral approach than existing studies on the effect of modal shift on the external costs of freight transport. In the third step, we combine the results of steps 1 and 2 and calculate the changes in external costs and infrastructure costs that result from the MSP's. We find MSP's of between 35 and 55%, depending on the market segment (container, or non-container transport, and year). These percentages may seem substantial, but we emphasize that on the freight transport corridors rail and inland waterways are (very) competitive to road. Estimates for the decrease in external- and user dependent infrastructure costs if the MSP's are fully realized point to reductions of €67 million to €150 million for the Netherlands, and €87 million to €136 million abroad for 2018 (considering all countries through which the corridors pass). We emphasize that these are maximum annual savings which can only be achieved if all non-transport cost obstacles for modal shift can be removed. For 2050 estimating a maximum and minimum for the change in external- and infrastructure costs is impossible due to uncertainties in the development of the transport costs and the external costs of freight transport. Because for the year 2018 the MSP's result in a decrease of external costs and infrastructure costs from freight transport on the corridors, we conclude that in the coming years policy efforts on modal shift can be effective. We can however not conclude anything about the efficiency: are the benefits of policy efforts on modal shift larger than the costs? ABSTRACT The paper focuses on the Transalpine Freight Transport systems in the light of the future integration of single national transport systems into the European transport network. The environmental, social and institutional peculiarities of this 'region' have favoured--in the past--the development of strong nationally-oriented policies, which are largely in contrast with the goals promoted by the European Union. The present analysis aims to highlight opportunities and limits inherent in the implementation of various new network projects, with a particular view on the planned changes of the Alpine transport system. In this framework, a concise description of the existing and 'planned' situation will be offered. In addition, some new forecasting analyses for road transport will be provided on the basis of environmentally-based transport scenarios. In particular, given the large size of our database on European transport flows, two different approaches will be compared, viz. the logit model and the neural network model. Logit models are well-known in the literature; however, applications of logit analysis to large samples are more rare. Neural networks are nowadays receiving a considerable attention as a new approach that is able to capture major patterns of spatial flows, on the basis of fuzzy and incomplete information. The tentative results of both approaches in this context may then be used as a benchmark for judging the results of other transport flow models and offer also a more 'flexible' range of results to policy actors. Furthermore, our study will present the assessment of trans-European freight flows based on interesting future scenarios related to further congestion and the introduction of eco-taxes on transport in Europe. China Railway Express (CR Express) has been fast developed, offering an alternative to transportation of the containerized cargo between China and Europe. This paper examines CO 2 emissions and social welfare implications of the intermodal competition between the emerging CR Express and incumbent maritime shipping. An analytical model is developed, which shows that the implications depend in general on the relative emission intensities of the two transport modes on a per-trip basis. The entry of CR Express and the resultant intermodal competition, while likely improving welfare, will increase emissions unless CR Express is sufficiently emission efficient. Such impacts on emissions and welfare are enhanced when there are more CR Express operators, or when there are fewer shipping carriers. The competition among Chinese local governments in supporting their own CR Express services also strengthens the impacts. The analytical model is further calibrated with real market and operational data on the route between China's Yangtze River Delta and Central Europe. Our numerical simulations show that intermodal competition leads to more emissions unless CR Express can achieve an approximately 90% reduction in emission intensity and that overall welfare is nonetheless improved. Recently, many European local authorities have set up Urban Consolidation Centres (UCC) for dealing with challenges arising from the environmental and social impacts of logistical activities in urban contexts through shipment synchronisation and carrier coordination policies. However, the number of successful UCC projects led by local authorities in Europe is low, with most of the UCCs failing to achieve financial sustainability after the initial experimental phase, which is often heavily supported by public funds. In order to propose mechanisms that could favour the economic and financial sustainability of UCC systems, this research develops an adaptation of game-theoretic approaches to the problems of responsibility and cost allocation among stakeholders participating in a UCC delivery network. A solution based on the Shapley Value concept is employed to derive cost allocations; applications of the model to a real-world scenario are evaluated. An extensive sensitivity analysis shows that the proposed cost allocation rules can provide alternative arrangements, based on extended responsibility concepts, which can alleviate the burden on local authorities for the set up of UCCs. As such, results provide useful policy and practice implications on how to safeguard UCCs' viability under different scenarios, including the outsourcing of the last-mile deliveries. Despite high ambitions, policies for a modal shift in Europe have largely been unsuccessful. Part of the explanation relates to the inelasticity of freight transport demand. Understanding the demand elasticity of freight transport is important to design and appraise policies for external cost reductions in the transport sector. There have been many studies focused on estimating the elasticity of demand for short-sea shipping, a mode which policy makers have often aimed to strengthen to facilitate a modal shift from road freight. The objective of this review is to build upon the available literature by presenting and comparing estimated elasticities and to demonstrate the state of evidence through the application of two methodological approaches. Our review shows that there is a surprising degree of variation in elasticity estimates, part of which can likely be explained by differing methodological approaches. Applying a deterministic cost-minimising freight transport model and a stochastic multinomial logit approach based on responses from the Swedish Cargo Flow Survey, we demonstrate the inelasticity of Swedish maritime freight flows and provide suggestions for future research and policy discussions. For future studies of maritime transport demand elasticities to arrive at reliable and policy-relevant results, we highlight the need for combined and pluralistic methodological approaches and an increased use of real-world data. Abstract: This paper explores rail freight services provided by the private sector in the context of a rail freight corridor through Europe with new EU policy directives in place and assesses the corridor using time series analysis. Comparisons between three different operational time periods are discussed; analysis suggests that these types of services operated on trans-European rail freight corridors appear to be a viable and reliable concept in the near future. Abstract: Freight pipelines represent a novel way for the movement of freight transport and offer an alternative to conventional transport modes. The aim of this paper is to examine the potential for this transport mode within the UK and Europe. Firstly, the latest technological developments are identified, building on the last major review by . There is then an analysis of the policy landscape towards freight pipelines, as successful implementation will require the support of policy makers. Finally, some of the major benefits and issues with freight pipelines are highlighted. We conclude that there are still opportunities for the use of freight pipelines, but that further research is yet required to fully understand the supply chain, logistics and other related activities that the introduction of this technology may influence. Abstract: The emergence of inland ports took place in several regions around the world, notably where the growth of inland freight distribution required a massification of flows. Yet, there is no definitive consensus about how such inland facilities should be labeled, with terms such as dry ports being advocated. It is suggested in the paper that the term inland port is a more appropriate construct since it considers terminal activities as well as the crucial logistics activities taking place in co-location or in proximity of inland terminals. This perspective requires the investigation of how transport and supply chain functions and the various actors involved in their setting and operations are taking shape in inland ports. Case studies pertaining to European and North American inland ports are presented. Although inland ports are planned, set and operated by a wide variety of actors, ranging from public to private interests, transport and supply chain functions tend to label them as satellite terminals, load centers or transmodal centers. Abstract: The global freight distribution system has been impacted by convergence in terms of technology, infrastructure, modes and terminals. Still, in spite of strong converging forces, it can be argued that logistical practices are far from being uniform. This paper analyses the regionalism in freight transport systems by providing a comparative analysis of gateway logistics practices in North America and Europe. It is demonstrated that Europe and North America are not walking the same paths when it comes to the configuration of transport and logistics networks, via operational decisions and the setting of a regulatory framework. The attributes of gateways, corridors, hinterlands, regulation, governance, value chains and labor provide an analytical framework to understand the regionalism of freight distribution in the North American and European contexts, as well as anywhere else. Abstract: Motorways, which were devised at the beginning of their history as dedicated roads intended to be traveled by cars only, are at present also traveled by considerable flows of trucks. This fact has deeply changed the motorway transport system with respect to its original conception, owing to the interactions between two categories of vehicles whose characteristics are very different. These interactions greatly increase the transport cost perceived by car drivers with respect to truck drivers. This paper studies the consequences of this cost asymmetry on the evolution of the transport system when the geometric characteristics of a motorway remain unchanged in time, while transport demand increases. By using a theoretical model of competition between cars and trucks, it is shown that, if both the geometric characteristics of a motorway and the increase rate of the activities that feed the transport demand remain unchanged over time, the competition between cars and trucks, as well as the fact that in general passengers have better transport alternatives than freight, make the increase rate of truck traffic greater than that of cars, causing a progressive increase in the proportion of trucks in the time periods in which a motorway is traveled by both the vehicle categories. Since truck traffic on motorways, at least in Europe, is very scarce on weekends and in holiday periods, in which motorways are traveled almost only by cars, these results seem to indicate a tendency to the specialization of motorways, which are likely to be used in the future mostly by only one category of vehicles in different periods of time. Abstract: This paper addresses a hub-and-spoke network problem for railroad freight, where a central planner is to find transport routes, frequency of service, length of trains to be used, and transportation volume. Hub-and-spoke networks, often found in air freight, have not been favoured by railways in the past. Such a structure could be profitable, however, if there exist concentrated freight flows on some service links. We formulate a linear integer programming model whose objective function includes not only the typical operational cost, but also cost due to the transit time spent by freight in the network. We then develop heuristic algorithms to solve large scale instances occurring in rail freight systems in France plus Italy; Germany; and a 10-country European network. By assuming that every node is equipped with consolidation capability, we let the final solution naturally reveal potential hub locations, the impact of several of which is studied by sensitivity analysis. This paper deals with the problem of optimally locating rail/road terminals for freight transport. A linear 0-1 program is formulated and solved by a heuristic approach. The model is applied to the rail/road transportation system in the Iberian Peninsula. Five planning scenarios are considered. It is shown that modal shares are very sensitive to the cost of rail and to that of track gauge changes at the Spanish border. Conversely, the location of the terminals has little or no impact on the market shares of the combined traffic, but location changes in the Peninsula generate consequences on the entire European transportation system. By exemplifying the feeder service for the port of Kotka, this study proposed a multi-objective optimization model for feeder network design. Innovative for difference from the single-objective evaluation system, the objective of feeder network design was proposed to include single allocation cost, intra-Europe cargo revenue, equipment balance, sailing cycle, allocation utilization, service route competitiveness, and stability. A three-stage control system was presented, and numerical experiment based on container liner's real life data was conducted to verify the mathematical model and the control system.
