In order to upgrade the WebGIS legacy systems smoothly, and improve the response speed of traditional WebGIS and user experience, this paper designs and develops a tile map service based on middleware technology. Through systematic analysis of its basic principle and system architecture, this paper gives several optimization strategies. Finally, we make a performance comparison between tile map service middleware and traditional OGC (Open Geospatial Consortium, OGC) standard WMS service. Our experimental results show that the average response time of tile map service reduced by 46% than sending WMS request to WMS server directly, and the TMS middleware has a high efficiency when cutting map tiles dynamically because of its meta-tiling strategy. The study shows that tile map service middleware has important application value both in improving traditional WebGIS performance and in upgrading existing legacy systems.

WMS (Web Map Service) is the standard that is formulated by OGC (Open Geospatial Consortium), and TMS (Tile Map Service) is the specification that is formulated by OSGeo (Open Source Geospatial Foundation), the objective of both are to realize the sharing and interoperability of geographical information, using those standards, we can build the network that is composed of distributed map servers, the client can use them to request layers from the server, so we can release remote sensing image data into WMS or TMS in order to realize the sharing of remote sensing information. Through the comparative analysis, the speed of TMS requests and generates layers is greatly faster than WMS, which has an important meaning for improving the response speed of the traditional WebGIS server and ameliorating users' experience, therefore, this paper mainly studies the segmentation and release of remote sensing images that are based on Tile Map Service (TMS).

Take open source GeoWebCache tile map service middleware as an example, through analysis of its basic principle and system architecture, this paper give three optimization strategies which are tile spatial index, extension mechanism and the deployment strategy. Finally, we make a performance comparison between GeoWebCache and traditional OGC (Open Geospatial Consortium, OGC) standard WMS(Web Map Service). Our experimental results show that the average response time of GeoWebCache reduced by 36% than sending WMS request to WMS server directly. The study shows that GeoWebCache middleware has important application value both in improving traditional WebGIS performance and in upgrading existing legacy systems.

Information technologies and sport resources aid the potential to transform governmental organizations services, and play an important role in contributing to sustainable communities, respectively. Low-cost tools combining a user-friendly and customized data interaction (forms, mapping, media support) are still in an early stage. Recognizing benefits – efficiency, effectiveness, proximity to citizens – that Mozambican Minister of Youth and Sports (MJD) can achieve employing a low-cost data collection solution, this paper describes the development and implementation of a Geospatial Information System (GIS) mapping application (app) – m-SportGIS – under Open-Source (OS) technologies, customizing an evolutionary and incremental methodology. The app development embraced the combination of mobile web technologies and Application Programming Interfaces (APIs) (e.g. Sencha Touch (ST), Apache Cordova) to deploy a native-to-the-device (Samsung Galaxy Tab 2 running Android OS 4.0) app, taking advantage of device capabilities (e.g. File system, Geolocation, Camera). In addition to the integrated Web Map Service (WMS), a tile caching procedure was carried out to produce a network-communication-independent (offline) Tile Map Service (TMS) regarding IT infrastructures limitations in several Mozambican areas. m-SportGIS is currently being exploited by Mozambican Government staff to inventory all kind of sport facilities, which feeds a WebGIS platform to manage Mozambican sport resources.
