How climate change will unfold in the years to come is a central topic in today's environmental debate, in particular at the regional level. While projections using large ensembles of global climate models consistently indicate a future decrease in summer precipitation over southern Europe and an increase over northern Europe, individual models substantially modulate these distinct signals of change in precipitation. So far model improvements and higher resolution from regional downscaling have not been seen as able to resolve these disagreements. In this paper we assess whether 2 decades of investments in large ensembles of downscaling experiments with regional climate model simulations for Europe have contributed to a more robust model assessment of the future climate at a range of geographical scales. We study climate change projections of European seasonal temperature and precipitation using an ensemble-suite comprised by all readily available pan-European regional model projections for the twenty-first-century, representing increasing model resolution from ~ 50 to ~ 12 km grid distance, as well as lateral boundary and sea surface temperature conditions from a variety of global model simulations. Employing a simple scaling with global mean temperature change we identify emerging robust signals of future seasonal temperature and precipitation changes also found to resemble current observed trends, where these are judged to be statistically significant. Climate change is already having impacts on biodiversity within Europe, with habitats and species needing to change and adapt to rising global temperatures and shifts in bio-climatic zones. Spatial planning represents an important intervention to further European, national and local biodiversity objectives for climate change adaptation. Drawing on case-studies of plans for inland and coastal areas, and involving stakeholder workshops, this paper reports on a trans-national study examining the scope of spatial plans in the Netherlands, England and France in addressing the impact of climate change. It concludes that spatial planning is making provision for biodiversity and dynamic natural processes. However, while good practice in planning for biodiversity under conditions of climate change is developing, systematic use is not being made of available procedures. The paper examines some of the barriers to implementation of this new policy commitment to climate change adaptation. Recommendations are made covering policy development to include climate change impacts upon biodiversity, modified procedures for plan-making and the appraisal of plans and projects. Amongst the specific measures recommended are the climate-proofing of projects and plans through the use of EIA and SEA; the integration of plans through adoption of common objectives and review of time horizons and boundaries; and an ecosystem-based planning approach. June, in the Cluj County area, has been a month of extremes, in both heat and precipitation. In this paper, the synoptic situation for June, over Europe and Romania, was analysed. The first part of June was characterized by the persistence of a hot North African ridge over the European territory. Thus, at the beginning of the month, daily maximum temperatures were close to the normal, then, gradually, the maximum temperatures increased from day to day, reaching very high values - up 34 °C by the middle of the month when the temperature-humidity index (ITU) reached and exceeded, in relatively large areas, the critical level of 80. In the second part of June, the target area was characterized by atmospheric instability. At the 500 hPa at isobaric level across the continent the presence of a trough that extends from the north-east- over the central European countries, to the south-west, between two high pressure zones- one located above the North Atlantic (Azores High) and another over the Russian Plain (Eastern European anticyclone), can be detected. The synoptic structure from the altitude characterizes a strong blockage that will favor the polar cold air penetration to the south part of the continent, and cut-off type structure positioned above the Italian Peninsula will quickly cross the Mediterranean basin to the Balkan Peninsula. The presence of the thermal blocking to the east and northeast sides of the Black Sea will cause the stationing and reactivation of the cut-off core by the end of June. Strong convective structures developed- which led to the recording of large amounts of water from showers and heavy rain, that were associated with floods and strong winds, which turned into storms with hail and lightning. For the second half of the month, a particular case dated 06/21/2010 was analyzed, the day which registered the most destructive effects of the floods. The outcome of the floods were, as reported by the Inspectorate for Emergency Situations Emergency (ISU) in Cluj County: the death of a person, the flooding of 250 homes and landslides. This paper presents an analysis of the precipitation climate signal in Europe emerging from a simulation of heterogeneous regional climate models (RCMs) using five observational datasets as the reference for present day climate conditions. Current climate simulations, as well as those from the A2 family of scenarios from the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios (SRES-A2), from eight RCMs involved in the Prediction of Regional Scenarios and Uncertainties for Defining European Climate Change Risks and Effects (PRUDENCE) project have been cross-compared with data from the Climate Research Unit (CRU), the Global Precipitation Climatology Project (GPCP), the Global Precipitation Climatology Centre (GPCC), the Climate Prediction Center (CPC), and the CPC Merged Analysis of Precipitation (CMAP) databases for Europe. The RCMs used are HIRHAM, the Climate High Resolution Model (CHRM), the Rossby Centre Atmosphere–Ocean (RCAO) model, the GKSS Climate Version of the Local Model (CLM), the Hadley Center RCM (HadRM3H), the Atmospheric Hydrostatic Regional Model (REMO), the Prognostic Model at the Mesoscale (PROMES), and the regional coupled ocean–atmosphere–ice model (RACMO). The comparison shows that the climate signal has to be interpreted depending on the reference data used. Although each validation dataset has its own relative merits and shortcomings, it is known that all of the datasets present variable uncertainties and error sources, which impedes consideration of a single dataset as the only valid representation of actual precipitation. Hence, it is suggested that a robust joint estimate of changes in future precipitation might include the uncertainties of both the RCMs and those of the observational datasets. After accounting for the difference between observed and simulated precipitation in the present climate, the analysis of such joint estimates reveals significant agreement in the climate signal for most of Europe. The estimation of soil carbon content is of pressing concern for soil protection and in mitigation strategies for global warming. This paper describes the methodology developed and the results obtained in a study aimed at estimating organic carbon contents (%) in topsoils across Europe. The information presented in map form provides policy-makers with estimates of current topsoil organic carbon contents for developing strategies for soil protection at regional level. Such baseline data are also of importance in global change modelling and may be used to estimate regional differences in soil organic carbon (SOC) stocks and projected changes therein, as required for example under the Kyoto Protocol to the United Nations Framework Convention on Climate Change, after having taken into account regional differences in bulk density. The study uses a novel approach combining a rule-based system with detailed thematic spatial data layers to arrive at a much-improved result over either method, using advanced methods for spatial data processing. The rule-based system is provided by the pedo-transfer rules, which were developed for use with the European Soil Database. The strong effects of vegetation and land use on SOC have been taken into account in the calculations, and the influence of temperature on organic carbon contents has been considered in the form of a heuristic function. Processing of all thematic data was performed on harmonized spatial data layers in raster format with a 1 km × 1 km grid spacing. This resolution is regarded as appropriate for planning effective soil protection measures at the European level. The approach is thought to be transferable to other regions of the world that are facing similar questions, provided adequate data are available for these regions. European climate is associated with variability and changes in the mid-latitude atmospheric circulation. In this study, we aim to investigate potential future change in circulation over Europe by using the EURO-CORDEX regional climate projections at 0.11° grid mesh. In particular, we analyze future change in 500-hPa geopotential height (Gph), 500-hPa wind speed and mean sea level pressure (MSLP) addressing different warming levels of 1 °C, 2 °C and 3 °C, respectively. Simple scaling with the global mean temperature change is applied to the regional climate projections for monthly mean 500-hPa Gph and 500-hPa wind speed. Results from the ensemble mean of individual models show a robust increase in 500-hPa Gph and MSLP in winter over Mediterranean and Central Europe, indicating an intensification of anticyclonic circulation. This circulation change emerges robustly in most simulations within the coming decade. There are also enhanced westerlies which transport warm and moist air to the Mediterranean and Central Europe in winter and spring. It is also clear that, models showing different responses to circulation depend very much on the global climate model ensemble member in which they are nested. For all seasons, particularly autumn, the ensemble mean is much more correlated with the end of the century than most of the individual models. Abstract: Global temperature rise over the long term will be proportional to the total amount of CO2 emitted. Any given probability of exceeding a targeted maximum temperature rise implies a maximum limit on the cumulative total of CO2 that can be emitted: a CO2 “budget”. This paper describes an approach to modelling cumulative emissions from light and heavy duty road transport from the present to 2050, focussing on the USA and Europe, and comparing the potential impacts of a range of technological and behaviourally-based abatement measures with such cumulative emissions budgets. The model shows that abatement measures would have a lower effect on cumulative emissions from 2000 to 2050 than on annual emissions in 2050, so that focussing only on annual emissions could be misleading. It shows that technological developments would be insufficient on their own to enable Europe and the USA to meet CO2 budgets for road transport. Behavioural changes, which potentially can be implemented much sooner, would be essential too. There is potential to keep European light duty emissions very close to CO2 budgets, and US light duty emissions not far above the least restrictive budget, but the model predicts that heavy duty emissions in both regions are likely to exceed their CO2 budgets. Deeper emissions reductions in other regions and sectors will be needed to compensate for this. Nonlinear responses to externally forced climate change are known to dampen or amplify the local climate impact due to complex cross-compartmental feedback loops in the Earth system. These feedbacks are less well represented in the traditional stand-alone atmosphere and ocean models on which many of today's regional climate assessments rely (e.g., EURO-CORDEX, NOSCCA and BACC II). This has promoted the development of regional climate models for the Baltic Sea region by coupling different compartments of the Earth system into more comprehensive models. Coupled models more realistically represent feedback loops than the information imposed on the region by prescribed boundary conditions and, thus, permit more degrees of freedom. In the past, several coupled model systems have been developed for Europe and the Baltic Sea region. This article reviews recent progress on model systems that allow two-way communication between atmosphere and ocean models; models for the land surface, including the terrestrial biosphere; and wave models at the air–sea interface and hydrology models for water cycle closure. However, several processes that have mostly been realized by one-way coupling to date, such as marine biogeochemistry, nutrient cycling and atmospheric chemistry (e.g., aerosols), are not considered here. In contrast to uncoupled stand-alone models, coupled Earth system models can modify mean near-surface air temperatures locally by up to several degrees compared with their stand-alone atmospheric counterparts using prescribed surface boundary conditions. The representation of small-scale oceanic processes, such as vertical mixing and sea-ice dynamics, appears essential to accurately resolve the air–sea heat exchange over the Baltic Sea, and these parameters can only be provided by online coupled high-resolution ocean models. In addition, the coupling of wave models at the ocean–atmosphere interface allows for a more explicit formulation of small-scale to microphysical processes with local feedbacks to water temperature and large-scale processes such as oceanic upwelling. Over land, important climate feedbacks arise from dynamical terrestrial vegetation changes as well as the implementation of land-use scenarios and afforestation/deforestation that further alter surface albedo, roughness length and evapotranspiration. Furthermore, a good representation of surface temperatures and roughness length over open sea and land areas is critical for the representation of climatic extremes such as heavy precipitation, storms, or tropical nights (defined as nights where the daily minimum temperature does not fall below 20 ∘C), and these parameters appear to be sensitive to coupling. For the present-day climate, many coupled atmosphere–ocean and atmosphere–land surface models have demonstrated the added value of single climate variables, in particular when low-quality boundary data were used in the respective stand-alone model. This makes coupled models a prospective tool for downscaling climate change scenarios from global climate models because these models often have large biases on the regional scale. However, the coupling of hydrology models to close the water cycle remains problematic, as the accuracy of precipitation provided by atmosphere models is, in most cases, insufficient to realistically simulate the runoff to the Baltic Sea without bias adjustments. Many regional stand-alone ocean and atmosphere models are tuned to suitably represent present-day climatologies rather than to accurately simulate climate change. Therefore, more research is required into how the regional climate sensitivity (e.g., the models' response to a given change in global mean temperature) is affected by coupling and how the spread is altered in multi-model and multi-scenario ensembles of coupled models compared with uncoupled ones. Previous studies indicate that the temperature changes from a day to the following day are not normally distributed either in winter or in summer. However, this study is the first to investigate the causes of the asymmetry in these temperature changes. We hypothesised that the asymmetries are driven by the passages of atmospheric fronts and by the radiative processes during anticyclonic circulation conditions. We used the maximum and minimum temperatures observed at the Praha-Karlov station, the records of front passages, and 7 different catalogues of circulation types over central Europe. We demonstrated that the asymmetries in the large temperature changes (5 °C and larger) were related to the passages of all three front types in winter and to the passages of cold fronts in summer. The asymmetries in the slight temperature changes (up to 3 °C) were mainly caused by cold advection from the north and the northeast in winter and by warm advection from the south, the southeast, and the east in summer. We suppose that our results can be generalized; that is, the passages of atmospheric fronts and cold/warm advection are the likely causes of the asymmetries of the day-to-day temperature changes elsewhere in Europe. Around 70 Mha of land cover changes (LCCs) occurred in Europe from 1992 to 2015. Despite LCCs being an important driver of regional climate variations, their temperature effects at a continental scale have not yet been assessed. Here, we integrate maps of historical LCCs with a regional climate model to investigate air temperature and humidity effects. We find an average temperature change of −0.12 ± 0.20 °C, with widespread cooling (up to −1.0 °C) in western and central Europe in summer and spring. At continental scale, the mean cooling is mainly correlated with agriculture abandonment (cropland-to-forest transitions), but a new approach based on ridge-regression decomposing the temperature change to the individual land transitions shows opposite responses to cropland losses and gains between western and eastern Europe. Effects of historical LCCs on European climate are non-negligible and region-specific, and ignoring land-climate biophysical interactions may lead to sub-optimal climate change mitigation and adaptation strategies. The Land Use and Climate Across Scales Flagship Pilot Study (LUCAS FPS) is a coordinated community effort to improve the integration of land use change (LUC) in regional climate models (RCMs) and to quantify the biogeophysical effects of LUC on local to regional climate in Europe. In the first phase of LUCAS, nine RCMs are used to explore the biogeophysical impacts of re-/afforestation over Europe: two idealized experiments representing respectively a non-forested and a maximally forested Europe are compared in order to quantify spatial and temporal variations in the regional climate sensitivity to forestation. We find some robust features in the simulated response to forestation. In particular, all models indicate a year-round decrease in surface albedo, which is most pronounced in winter and spring at high latitudes. This results in a winter warming effect, with values ranging from +0.2 to +1 K on average over Scandinavia depending on models. However, there are also a number of strongly diverging responses. For instance, there is no agreement on the sign of temperature changes in summer with some RCMs predicting a widespread cooling from forestation (well below -2 K in most regions), a widespread warming (around +2 K or above in most regions) or a mixed response. A large part of the inter-model spread is attributed to the representation of land processes. In particular, differences in the partitioning of sensible and latent heat are identified as a key source of uncertainty in summer. Atmospheric processes, such as changes in incoming radiation due to cloud cover feedbacks, also influence the simulated response in most seasons. In conclusion, the multi-model approach we use here has the potential to deliver more robust and reliable information to stakeholders involved in land use planning, as compared to results based on single models. However, given the contradictory responses identified, our results also show that there are still fundamental uncertainties that need to be tackled to better anticipate the possible intended or unintended consequences of LUC on regional climates. Changes in temperature extreme events are expected as a result of anthropogenic climate change, but uncertainties exist in when and how these changes will be manifest regionally. This is especially the case over Europe due to different methodologies and definitions of temperature extreme events. An alternative approach is to examine changes in record-breaking temperatures. Datasets of observed temperature combined with ensembles of climate model simulations are used to assess the possible causes and significance of record-breaking temperature changes over the late twentieth and twenty-first centuries. A simple detection methodology is first applied to evaluate the extent to which the effect of anthropogenic forcing can be detected in present-day observed and simulated changes in record-breaking temperature. We then study the projected evolution of record-breaking daily minimum and maximum temperatures over the twenty-first century in Europe with a climate model. The same detection approach is used to identify the time of emergence of the anthropogenic signal relative to a model-derived estimate of internal variability. From the 1980s onwards, a change in the evolution of cold and warm records is observed and simulated, but it still remains in the range of internal variability until the end of the twentieth century. Minimum and maximum record-breaking temperatures tend to occur (respectively) less and more often than during the 1960s and 1970s taken as representative of a stationary climate. Model simulations with natural forcing only fail to reproduce the observed changes after the 1980s while the latter are compatible with simulations constrained by anthropogenic forcings. The deviation from the characteristic behavior of a stationary climate record-wise initiated in the 1980s is projected to accentuate during the twenty-first century. Annual changes become inconsistent with the model-derived internal variability between the 2020s and 2030s. Over the last three decades of the twenty-first century and under the RCP8.5 scenario, warm records occur on average five times more often than initially. Conversely, breaking new cold record become extremely difficult. The Mediterranean region is particularly affected in summer, whereas central and northeastern Europe is more impacted in winter. There is general agreement among scientists that global temperatures are rising and will continue to increase in the future. It is also agreed that human activities are the most important causes of these climatic variations, and that water resources are already suffering and will continue to be greatly impaired as a consequence of these changes. In particular, it is probable that areas with limited water resources will expand and that an increase of global water demand will occur, estimated to be around 35-60 % by 2025 as a consequence of population growth and the competing needs of water uses. This will cause a growing imbalance between water demand (including the needs of nature) and supply. This urgency demands that climate change impacts on water be evaluated in different sectors using a cross-cutting approach (Contestabile in Nat Clim Chang 3:11-12, ). These issues were examined by the EU FP7-funded Co-ordination and support action 'ClimateWater' (bridging the gap between adaptation strategies of climate change impacts and European water policies). The project studied adaptation strategies to minimize the water-related consequences of climate change and assessed how these strategies should be taken into consideration by European policies. This article emphasizes that knowledge gaps still exist about the direct effects of climate change on water bodies and their indirect impacts on production areas that employ large amounts of water (e.g., agriculture). Some sectors, such as ecohydrology and alternative sewage treatment technologies, could represent a powerful tool to mitigate climate change impacts. Strong tropical volcanic eruptions have significant effects on global and regional temperatures. Their effects on precipitation, however, are less well understood. Analyzing hydroclimatic anomalies after 14 strong eruptions during the last 400 years in climate reconstructions and model simulations, a reduction of the Asian and African summer monsoons and an increase of south-central European summer precipitation in the year following the eruption was found. The simulations provide evidence for a dynamical link between these phenomena. The weaker monsoon circulations weaken the northern branch of the Hadley circulation, alter the atmospheric circulation over the Atlantic-European sector, and increase precipitation over Europe. This mechanism is able to explain, for instance, the wet summer in parts of Europe during the 'year without a summer' of 1816, which up to now has not been explained. This study underlines the importance of atmospheric teleconnections between the tropics and midlatitudes to better understand the regional climate response to stratospheric volcanic aerosols. The dynamic nature and diversity of species' responses to climate change poses significant difficulties for developing robust, long-term conservation strategies. One key question is whether existing protected area networks will remain effective in a changing climate. To test this, we developed statistical models that link climate to the abundance of internationally important bird populations in northwestern Europe. Spatial climate-abundance models were able to predict 56% of the variation in recent 30-year population trends. Using these models, future climate change resulting in 4.0 °C global warming was projected to cause declines of at least 25% for more than half of the internationally important populations considered. Nonetheless, most EU Special Protection Areas in the UK were projected to retain species in sufficient abundances to maintain their legal status, and generally sites that are important now were projected to be important in the future. The biological and legal resilience of this network of protected areas is derived from the capacity for turnover in the important species at each site as species' distributions and abundances alter in response to climate. The increasing interconnectedness of the world that characterizes the process of globalization compels us to interlink local, national, and transnational phenomena, such as environmental risks, in both journalistic and academic discourse. Among environmental risks of global scope climate change is probably the one receiving the most attention at present, not least in the media. Globalization notwithstanding, national media are still dominated by a national logic in the presentation of news, and tensions arise between this media logic and the transnational character of environmental risks that call for a collective responsibility transcending the borders of the nation-states. This article presents results from studies of the construction of global climate change in three Swedish newspapers. It discusses the media's attribution of responsibility for collective action along an axis ranging from local to national to transnational, and highlights the media's reluctance to display any kind of scientific uncertainty that would undermine the demand for collective action. The results underline the media's responsiveness to the political setting in which they operate and the growing relevance of the transnational political realm of Europe for the construction of news frames on global climate change in European national media. The article identifies the factors contributing to the return period of windstorms in Europe. Assessment of the magnitude and frequency of extreme wind speed plays a fundamental role in safety, engineering and reinsurance applications and preparations for extreme weather. It is evident that windstorms and strong winds represent a major loss for reinsurance companies. Factors contributing to the occurrence of wind storms include unstable surface wind field and the continued changes in the global climate.

Anomalies of mean air temperature of 12 consecutive months were detected recently at a number of spatial scales: from local via national and continental, to hemispheric. At all these spatial scales, pre-2007 records were exceeded by considerable margins. The recent rise in the mean temperature of 12 consecutive months at several scales has remained largely unnoticed, because the 12-month means are seldom analyzed. Broad attention is typically focused on monthly, seasonal and annual temperatures. Analysis of shifted 12-month periods helps spot peculiar 12-month episodes with remarkable temperature anomalies that do not coincide with a calendar year. The article presents the author's view concerning the carbon footprint mitigation, climate change, and spatial regulation as part of the political responsibility in Europe. The author cites that several governments from different countries around the world are still struggling to find the best solution in order to mitigate the environmental problems, particularly the reduction of carbon emission. Meanwhile, several nations in Europe have launched regulations for carbon mitigation particularly the transecting of the net greenhouse gas emission down to zero by 2050 and the construction of zero-carbon new housing by 2016.

The article offers information on the impacts of persistent atmospheric circulation for the occurrence and severity of temperature extremes in Europe. Using the Hess-Brezowsky catalogue of circulation type and temperature data, the connection between atmospheric circulation and surface air temperature anomalies is studied. The experiment shows that the persistence of circulation patterns is related to surface air temperature anomalies. The severity of temperature extremes and occurrence became more evident under the condition of more persistent circulation. It is inferred that the worsening and frequency of heat waves in Europe is related to enhanced atmospheric circulation. The abnormalities in atmosphere is associated on the worsening climate change.

Operational probabilistic (ensemble) forecasts made at ECMWF during the European summer heat wave of 2003 indicate significant skill on medium (3–10 day) and monthly (10–30 day) time scales. A more general “unified” analysis of many medium-range, monthly, and seasonal forecasts confirms a high degree of probabilistic forecast skill for European temperatures over the first month. The unified analysis also identifies seasonal predictability for Europe, which is not yet realized in seasonal forecasts. Interestingly, the initial atmospheric state appears to be important even for month 2 of a coupled forecast. Seasonal coupled model forecasts capture the general level of observed European deterministic predictability associated with the persistence of anomalies. A review is made of the possibilities to improve seasonal forecasts. This includes multimodel and probabilistic techniques and the potential for “windows of opportunity” where better representation of the effects of boundary conditions (e.g., sea surface temperature and soil moisture) may improve forecasts. “Perfect coupled model” potential predictability estimates are sensitive to the coupled model used and so it is not yet possible to estimate ultimate levels of seasonal predictability. The impact of forecast information on different users with different mitigation strategies (i.e., ways of coping with a weather or climate event) is investigated. The importance of using forecast information to reduce volatility as well as reducing the expected expense is highlighted. The possibility that weather forecasts can affect the cost of mitigating actions is considered. The simplified analysis leads to different conclusions about the usefulness of forecasts that could guide decisions about the development of “end-to-end” (forecast-to-user decision) systems. Climate change can lead to a substantial reduction of the strength of the thermohaline circulation in the world oceans. This is often thought to have severe consequences particularly on the North Atlantic region and Northern and Western Europe. The integrated assessment model FUND is used to estimate the extent of these impacts. The results indicate that, owing to a slower warming (rather than cooling) of the regions most affected by a thermohaline circulation collapse, climate change induced damages in these regions would be smaller in case of a shutdown of the thermohaline circulation. A basic analysis is presented for a series of regional climate change simulations that were conducted by the Swedish Rossby Centre and contribute to the PRUDENCE (Prediction of Regional scenarios and Uncertainties for Defining EuropeaN Climate change risks and Effects) project. For each of the two driving global models HadAM3H and ECHAM4/OPYC3, a 30-year control run and two 30-year scenario runs (based on the SRES A2 and B2 emission scenarios) were made with the regional model. In this way, four realizations of climate change from 1961–1990 to 2071–2100 were obtained. The simulated changes are larger for the A2 than the B2 scenario (although with few qualitative differences) and in most cases in the ECHAM4/OPYC3-driven (RE) than in the HadAM3H-driven (RH) regional simulations. In all the scenario runs, the warming in northern Europe is largest in winter or late autumn. In central and southern Europe, the warming peaks in summer when it locally reaches 10 °C in the RE-A2 simulation and 6–7 °C in the RH-A2 and RE-B2 simulations. The four simulations agree on a general increase in precipitation in northern Europe especially in winter and on a general decrease in precipitation in southern and central Europe in summer, but the magnitude and the geographical patterns of the change differ markedly between RH and RE. This reflects very different changes in the atmospheric circulation during the winter half-year, which also lead to quite different simulated changes in windiness. All four simulations show a large increase in the lowest minimum temperatures in northern, central and eastern Europe, most likely due to reduced snow cover.
