The author examines an article by Erik Thorbecke and Machiko Nissanke on the effect of globalization on the poor in Latin America. The author argues that the paper dealt with the problem of studying a cross-disciplinary phenomenon by concentrating only on the economic aspects of globalization and reporting the results from several studies, which address a different economic aspect. He says that the authors of the paper handle the lack of counterfactuals by comparing Latin American countries with different trade intensity ratios. He also claims that they do not make an explicit statement of what they understand by globalization.

The purpose of this paper is to develop a generalized 7 P-theoretical framework for strategic planning as part of international marketing (Potential, Path, Process, Pace, Pattern, Problems and Performance) with theoretical propositions. Although the 7 P-framework is based on the literature on internationalization of Latin American firms, we present it as a benchmark typology for firms wanting to succeed in international marketing from any similar geographical regions, cultures, or industries, particularly, firms from emerging countries. It was found that firms from developing countries such as Latin America face many challenges such as Cognitive Bias, Liability of foreignness and Resource constraints, while internationalizing their operations. Purpose – The purpose of this paper is to reflect on the impact of globalisation and productive restructuring in contemporary migration flows in Latin America. It analyses two different movements to/from Latin America: Bolivians in São Paulo and Brazilians in London, seeking to highlight the precarious work conditions of migrants from the region. Design/methodology/approach – The paper uses two interrelated research projects. One focuses on Bolivian workers in São Paulo. It used reference documents, and files from the local press and academic articles to map work dynamics of Bolivian migrants working in sweatshops. The other was conducted in London, where in-depth interviews and participant observations were conducted with Brazilians working in low-skilled jobs, to explore motives behind migration and settlement. Findings – There is increasing mobility between different countries that receive immigrants with flexible proposals about constructing "new life projects". These migrants seek to escape unfavourable living and working conditions, yet an overall perspective of flexible capitalism in its forms of production, distribution and consumption is observable. Both contexts feature precarious employment relationships, with informality, illegality and ethnic social networks being the main elements of attraction and support in host countries. Differences are located in the perspectives of return and settlement, given the different economic situations in England, Brazil and Bolivia. Research limitations/implications – Sample size does not allow making representative statements or generalisations about Brazilians in London. In addition, it was not possible to get primary data from Bolivians in São Paulo because the clandestine nature of the sweatshops makes it difficult to gain access, and to obtain reliable data. Originality/value – The paper offers an important departure point to advance discussions about productive restructuring, informality, and Latin American mobilities by addressing the intersections between employment relations, migration and geographical mobility within/from Latin America. Purpose – Increased globalization and cross border trade suggest the importance of consistency in internal controls and the internal auditing activities within organizations when doing business with a region's neighbors. The purpose of this paper is to investigate whether there are differences in the demographics of internal auditors in the neighboring regions of the USA, Canada, and many Latin American countries, their organizations' compliance with the Institute of Internal Auditors' (IIA) International Standards for the Professional Practice of Internal Auditing (Standards), and the skills and competencies that are most important to perform the profession of internal auditing. Design/methodology/approach – Data were selected from the IIA's 2006 Common Body of Knowledge database created by the Institute of Internal Auditors Research Foundation. χ2-tests or F-tests were used to determine if there were differences in the responses between internal auditors from the US, Canadian and Latin American respondents. Findings – Although there is less compliance and greater satisfaction with the Standards in participating Latin American countries, the findings indicate remarkable consistency in the USA, Canada, and Latin American countries in their application and compliance with the Standards and the kinds of skills and competencies respondents indicate are important for the practice of internal auditing. Global competition, increased communication and global stakeholder expectations have resulted in increased utilization of internal auditing in the Americas. Practical implications – Reliability of organizational systems, output and performance must be continually evaluated to ensure effectiveness, efficiency and compliance with entity policies and procedures. One role of the internal auditor is to evaluate this performance using globally accepted Standards, frameworks and procedures. Adding value by making suggestions for system improvements and to provide assurance on the adequacy of system controls to stakeholders at all levels and geographical locations should insure the future of the internal auditing profession. Originality/value – There has been nothing written about the comparison of the internal auditing profession's usage of the IIA Standards in the USA, Canada, and Latin America. As many organizations are doing business across these borders, reliance on the information provided by their suppliers and customers is important to executives. Systems that are monitored by internal auditors who follow the IIA's Standards should provide more assurance about the reliability of that information. Among active labour market programmes, job training is popular in Latin America as an attempt to help the labour market insertion of disadvantaged youth, and also as a way of providing skills to low-income groups to enable them to deal with the challenges of globalisation. This paper summarises the findings from the first rigorous set of evaluations of job training programmes in Latin America that were made in the context of a project undertaken by the Office of Evaluation and Oversight at the Inter-American Development Bank. This research was complemented by two independent impact evaluations of similar training programmes in Chile and Colombia. The paper reports the results of two evaluations with an experimental design (the Dominican Republic and Colombia), one with a natural experiment (Panama), and four non-experimental evaluations (Argentina, Chile, Peru, and Mexico). Overall, in contrast to the evidence for developed countries, the results suggest that employment effects range from modest to meaningful - increasing the employment rate by about 0 to 5 percentage points - although higher and significant for some groups, such as women in Colombia and Panama - with an impact of 6 to 12 percentage points in the employment rate. In most cases there are larger and significant impacts on job quality, measured by getting a formal job, having a contract, and/or receiving health insurance as a benefit. [ABSTRACT FROM AUTHOR]

Introduction to Spaces and Cultures of Quarantine. This special issue assembles a set of short interventions selected by internal blind review from submissions in response to a call for papers. The contributors document the first phase of the pandemic from February to May 2020, reflect on and respond to the first few months of the global spread of COVID-19, its arrival in communities and its personal impacts and effects on the public realm, from travel to retail to work and civil society. They encompass many continents, from Latin America to Asia. Staying six feet apart provides a rubric for the spatial experience and impact of the COVID-19 pandemic on urban life, our understanding of public interaction, crowd practice, and everyday life at home under self-isolation and lockdown. Time changed to a before and after of COVID-19. The temporality of pandemics is noted in its present and historical popular forms such as nursery rhymes (Ring around the Rosie). Place ballets of avoidance, passing by, long days under lockdown and hurried forays into public places and shops create a new social performativity and cultural topology of care at a distance. In the ongoing project of publishing a shared autobiography of the Laboratory of Comparative Human Cognition (LCHC), it is mentioned the year of 1984 as the starting point for the internalization of Laboratory activities. The three authors of this paper visited LCHC between September of 1983 and June of 1987. This work examines how our contact with the LCHC at that time, impacted on our vital trajectories in terms of theoretical approaching and research production, in addition to triggering a sort of cascade of dissemination of the Socio-Cultural perspective in Psychology and Education in our country and Latin America. Theoretically significant research on transnational migrations has usually been based on in-depth qualitative studies with detailed case study data linked to specific contexts. The concept of transnationalism has been used to capture and theorise enduring and complex interchanges of people, things and ideas between places, regions and/or countries, that are separated by borders, and usually by large physical distances. Transnationalism has also been linked to accounts of intense forms of international migration under globalisation, often in contexts of unequal power relations. Rather few studies have tried to grasp the phenomenon in larger samples, examining its importance and characteristics over time in different migratory contexts. While sharing theoretical and epistemological understandings from the transnational research field, this paper explores the phenomenon by analysing a comprehensive set of quantitative data on long-distance frequent movers between Sweden and Asia, Latin America and Africa. By looking at the most mobile of all migrants in this South-North context, the paper explores the characteristics and scope of transnational migrations. The analyses show that transnational circulators, defined here as individuals who have migrated three times or more between Sweden and these regions, constitute a very small proportion of all South-North migrants over a 35-year period. They are more likely than other groups to be highly educated, male, low-income earners and Swedish citizens. These results contrast with other studies where transnational mobility of the highly skilled is often associated with successful career migration and high income groups. The conclusion of this paper is that, despite the high qualification level of circulators, long-distance circulation between Sweden and the global South is associated with negative income and labour market situations. Latin American firms are threatened at home by competition coming from industrial-country multinationals and challenged by the opportunities available in industrial-country markets. Globalization for these emerging market firms thus means responding successfully to these two challenges. This paper identifies competitive strengths of Latin American and other emerging market firms that have been found in previous research by this author and others. It then goes on to present and illustrate a framework of Transformational Management that can be used by these firms to assess their competitive capabilities, and to design strategies to succeed in domestic and international markets against competitors from other countries. Entrepreneurial ventures from Latin American emerging economies are underexplored on the current international entrepreneurship literature. This paper is aimed to contribute empirical evidence on entrepreneurial ventures from Latin American emerging economies and their internationalization and value orientation. Based on the 2009 Global Entrepreneurship Monitor data, we found that institutional voids on Latin American emerging economies were a double-edge sword: on one hand, inefficient and unregulated markets make ventures from Latin American emerging economies encounter the liability of their country of origin; on the other hand, less active governments and absence of influential NGOs alternatively trigger more social entrepreneurial opportunities, with some of them across the national border. Some entrepreneurs from Latin American emerging economies have been active in exploiting those international social opportunities. International social entrepreneurship can be regarded as an alternative solution to social problems which governments, NGOs, or for-profit ventures fail to tackle on Latin American emerging economies. This paper seeks to reiterate the social nature of Pentecostal spirituality. On the one hand, Pentecostals have done very well stressing their evangelistic mission as intrinsic to Spirit Baptism. On the other hand, they have often neglected the importance of issues of social justice. Yet, Latin American Pentecostals have been calling for and embodying an integral Pentecostal spirituality that includes justice within the mission of the Spirit's mission in the world. Focusing on various contemporary challenges raised by globalization in Latin America, the paper will present how Latina/o Pentecostal theologians are challenging the Pentecostal movement to engage the public sphere integrally. This paper, and the special issue it introduces, explores whether, and how, the rise of the regulatory state of the South, and its implications for processes of governance, are distinct from cases in the North. With the exception of a small but growing body of work on Latin America, most work on the regulatory state deals with the US or Europe, or takes a relatively undifferentiated 'legal transplant' approach to the developing world. We use the term 'the South' to invoke shared histories of many countries, rather than as a geographic delimiter, even while acknowledging continued and growing diversity among these countries, particularly in their engagement with globalization. We suggest that three aspects of this common context are important in characterizing the rise of the regulatory state of the South. The first contextual element is the presence of powerful external pressures, especially from international financial institutions, to adopt the institutional innovation of regulatory agencies in infrastructure sectors. The result is often an incomplete engagement with and insufficient embedding of regulatory agencies within local political and institutional context. A second is the greater intensity of redistributive politics in settings where infrastructure services are of extremely poor quality and often non-existent. The resultant politics of distribution draws in other actors, such as the courts and civil society; regulation is too important to be left to the regulators. The third theme is that of limited state capacity, which we suggest has both 'thin' and 'thick' dimensions. Thin state capacity issues include prosaic concerns of budget, personnel and training; thick issues address the growing pressures on the state to manage multiple forms of engagement with diverse stakeholders in order to balance competing concerns of growth, efficiency and redistribution. These three themes provide a framework for this special issue, and for the case studies that follow. We focus on regulatory agencies in infrastructure sectors (water, electricity and telecoms) as a particular expression of the regulatory state, though we acknowledge that the two are by no means synonymous. The case studies are drawn from India, Colombia, Brazil, and the Philippines, and engage with one or more of these contextual elements. The intent is to draw out common themes that characterize a 'regulatory state of the South,' while remaining sensitive to the variations in level of economic development and political institutional contexts within 'the South.' Standard economic theories of wage inequality focus on the factor-biased nature of technological change and globalization. This paper examines the long-run development of industrial wage inequality in Latin America from a global comparative perspective. We find that wage inequality was comparatively modest during the first half of the twentieth century, but rising much faster during the post-war era than in other industrial countries. In-depth analyses of wage inequality trends in Argentina, Brazil, and Chile confirm this pattern, but also reveal notable country peculiarities. In Argentina and Chile, trend breaks coincided with large political-institutional shocks while in Brazil, wage inequality increased unabated under the wage regulation policies of successive post-war administrations. We argue that without taking national policies with respect to education and the labor market into account, economic theory cannot explain 'Latin American' patterns of wage inequality. This paper provides new measures of government enforcement of labor regulations in eighteen Latin American countries between 1985 and 2009, and explores how it is affected by external and domestic factors. The results suggest that governments react to the competitive pressures produced by trade opening by turning a blind eye to noncompliance, but increase enforcement in response to higher FDI. Governments also react to the demands of their constituent base to keep their support and reinforce partisan affinities, and workers are more effective in more democratic systems. Using panel data of 12 middle-income countries in East Asia as well as Latin America, this paper examines how openness in general and outward FDI in particular affects poverty. While economic growth and trade openness are found to be associated with lower poverty, both outward and inward FDI adversely affect the mean income of the poorest quintile of the population. The results hold in both regions, though the Latin American countries seem to be in a somewhat less favorable situation. [ABSTRACT FROM AUTHOR]

This paper provides an overview of changes in Latin American trade regime. The inward-looking import substitution industrialization (ISI) approach to development was replaced in the 1990s by an outward-looking strategy. The protectionist policies of the ISI strategy generated an anti-export bias, but unilateral trade liberalization (UTL) reduced this bias considerably. An issue discussed is why the pro-ISI consensus of the 1960s was replaced by the pro-export consensus of the 1990s? There has been a surprising proliferation of (bilateral) free trade agreements (FTAs) during the 1990s. In the paper it is argued that UTL and FTAs are complementary strategies. Latin America has comparative advantages in natural resources. A new debate over the development strategy has emerged. Information and communication technologies (ICT) are seen as crucial to a country’s growth in the twenty-first century. So, how can Latin American countries incorporate such technologies into their economies. Is it possible to make the leap from producing natural resources to producing ICT? In today’s globalized world, it is essential for Latin American countries to increase its exports. This paper reviews actions on different fronts; some that should be carried at the domestic level, and also, measures at the external level which require that the developed countries provide better market access to Latin American exports. This paper provides an overview of the main mechanisms through which globalisation can affect poverty and household welfare in Latin America and presents supporting evidence from different case studies in the region. One case study explores the impacts of agricultural trade liberalisation in world markets on poverty in Argentina, with an emphasis on labour income effects via real wages. The second case study examines the impacts of CAFTA on net producers and net consumers among the indigenous population in Guatemala. The analysis explores short-run impacts as well as medium-run impacts as households adjust farm decisions. Finally, a last exercise is set up to study the role of agricultural liberalisation on wages, employment and unemployment when there are frictions in labour markets. These case studies show that the impacts of trade on developing countries are heterogeneous. In Argentina, there are gains from liberalisation of world agriculture and higher food prices. In Guatemala, instead, the indigenous population would benefit from lower food prices. It is clear that household adjustments and complementary factors are fundamental ingredients of any reasonable evaluation of the welfare impacts of trade reforms. [ABSTRACT FROM AUTHOR]

The paper argues that the emerging norms on corporate social responsibility (CSR) can be theorised as a constructivist regime, specifically a subset of private authority regimes - a transnational private legitimacy regime. The purpose of this regime is the transnational legitimation of globalised private accumulation strategies. It hypothesises that CSR acts as a framework of principles, norms and practices that enables communication, negotiation and contestation between civil society organisations (CSOs) and transnational corporations about the social impact of foreign investment. The regime inadvertently transforms the terrain on which businesses interact with other actors from one of power (where business was clearly dominant) to a terrain of (at least partial) legitimacy. This implies that actors that control "legitimacy resources", such as CSOs, should see their negotiating power increase vis-à-vis businesses. Labour market and social policies both affect and are affected by the process of trade liberalization and globalization. This two-way interaction and the feedback effects are the focus of this paper. The analysis is mainly conceptual—but examples are illustrated throughout, based mainly in the context of labour markets in North America, Latin America and the Caribbean basin. Attention is paid to outlining the mechanisms whereby globalization and trade liberalization affect labour market and social policy initiatives, and the extent to which these pressures will lead to a harmonization of legislative and policy initiatives, and if that harmonization will necessarily be downward to the lowest common denominator. The paper concludes that: (1) the pressures will lead towards policy harmonization; (2) the harmonization generally will be downwards; (3) such harmonization is not always negative as generally perceived; (4) efficient regulatory and social policy initiatives will survive and indeed expand, with the ‘rent-protecting’ ones under most pressure to dissipate; and (5) pure distributional or equity-oriented initiatives that have no positive feedback effect on efficiency, unfortunately, will also be under jeopardy to dissipate, and this is a serious policy concern. This paper investigates the extent to which expansion of international production by US multinationals reduces labour demand at home and at other foreign locations in the presence of labour adjustment costs. The adjustment-cost model of the firm is applied to estimate short-run and long-run price elasticities between home and foreign labour, using dynamic panel data techniques. Evidence is found of significant adjustment costs for employment in Latin American and Canadian affiliates. Also, due to slow adjustments, the relationship between employment in US parents and in Latin America affiliates is reversed from the short to the long-run, changing from substitution into complementarity. This paper examines the impact of the twin forces of neoliberalism and globalization on culture in Latin America. It argues that the application of a neo-liberal economic strategy over the past 25 years and the increased integration of the region's economy into the global economy have led to changes in cultural values and lifestyles. There is much evidence to support the idea that the changes denote the diffusion of a USstyle market culture, which values individualism, competition, and consumerism. Chile was taken as a case study, as it has the longest and most successful experience with the neo-liberal model and globalization in the region. In Chile, and elsewhere, there are notable changes in political culture, including a less partisan and ideological electorate, increased political apathy, especially among the youth, and campaign formats that emphasize style over substance. At the same time, more complex cultural mixtures are also emerging, in which, for example, new campaign techniques are used to reinforce traditional values. There is also increasing resistance to the application of neo-liberal economic policies and to globalization in the region, although it is unclear to what extent this opposition can stem the international tide. This paper reviews the rise of geographic concentrations of small food-processing units in rural areas of Latin America, in order to show that, drawing on the literature on the development of clusters, they may represent a type of local productive system, namely Local Agri-food Systems. Furthermore it assesses whether they might compete efficiently in global food commodity chains. In this regard it analyses the specific assets of these systems, drawing on some specific cases, and stresses the conditions that can enable them to compete on national or even global markets in the supply of processed products. These conditions appear to be a capacity for collective action which, in this particular case, will be enhanced by qualification processes of the products creating common assets for the actors involved. These elements could provide a rationale as regards the categorization of clusters according to their efficiency. Actually, although they won't be able to achieve competitive efficiency in every case, some might, and it remains useful to set up a research programme on their trajectories of development. This paper describes the integration of Latin American marine fisheries into the global production system in the post-1945 period and the role of foreign and domestic fleets in this process. Through reference to the state-denial theories found in the globalisation literature, it charts the impact that the globalisation process has had upon the exploitation and sustainability of fish stocks in Latin American waters. It argues that while globalisation may indeed boost environmental awareness and lead to a more sustainable level of production through the decreased influence of local political interests, this has yet to happen in the principal Latin American fishing nations. Firstly, the paper shows from a Latin American point of view that the western civilization is ambiguous because at the same time it is generating a new barbarity in our world. Secondly, the paper presents the intercultural dialogue as a perspective to criticize the globalization of the western civilization and as an alternative to come up to reorganization of the relationship be- tween the cultures.
