This paper analyzes the role of the United States, specifically in relation to the dynamics of societies in Latin America and the actions of transnational corporations in the world economy. The above, framed by different problems that conditioned development. This paper highlights that the ideas of underdevelopment are a relevant contribution of Celso Furtado’s studies, as they are presented within international economic and political relations. These are a critique of conventional theories of international trade. This perspective, it is argued, is still in force today, even taking into account globalization, the advancement of productive and financial internationalization and the deployment of transnational corporations. En el texto se analiza el papel de Estados Unidos, específicamente con relación a la dinámica de las sociedades en América Latina y las acciones de las empresas transnacionales en la economía mundial en particular en América Latina, frente al problema de la creación de las condiciones del desarrollo. Se destaca que la explicación del subdesarrollo es un aporte relevante en los estudios de Celso Furtado en tanto se presenta en el espacio de las relaciones económicas y políticas internacionales, como una crítica a las teorías convencionales del comercio internacional. Esa perspectiva conserva en la actualidad su plena vigencia, incluso teniendo en cuenta la globalización, el avance de la internacionalización productiva y financiera y el despliegue de las transnacionales.

Este artículo es un análisis estadístico retrospectivo de la nacionalidad de dos elementos: las agencias de publicidad con sede en Colombia con mayor número de anuncios premiados en festivales nacionales e internacionales, y las marcas que presentan estos anuncios, según los datos referentes a Colombia generados por el ranking UNIR de Publicidad Iberoamericano (2012-2013). Los resultados demuestran que estas agencias son agentes del marketing nacional e internacional, destacando que son los anuncios con temática y recursos nacionales los más premiados. This article presents a retrospective statistical analysis of the nationality of two elements: the advertising agencies based in Colombia with the largest number of awarded commercials within national and international festivals and the brands that these commercials represent according to the data collected by UNIR Ranking of Latin-American Advertising (2012-2013). The results show that, on the one hand, these companies are domestic and international marketing agents, and, on the other hand, the largest number of awarded commercials are those related to national resources and topics. Globalization reflects the internationalization of capital and the free movement of goods and people, which intensifies socioeconomic inequalities, making this scenario not accessible to groups with greater social vulnerability, especially undocumented migrants. Therefore, this work aims to understand the condition of these individuals in relation to their labor exploitation in the business environment. This approach is justified because it deals with the reality of migrants and the violation of human rights by companies, mainly transnational corporations. The Critical Theory of Human Rights was used as a framework to analyze Advisory Opinion 18 of 2003 of the Inter-American Court of Human Rights, the first international document to specifically address the guarantee of the rights of undocumented migrants, structuring the debate on violations committed by public and private entities. Finally, we seek to answer whether or not the document is sufficient for the protection of undocumented migrants in the Human Rights and Business agenda, based on the hypothesis that the simple recognition of rights is not enough for its effectiveness, but serves as a baseline for corporate institutions dealing with the subject to be guided by the respect for such rights. The methodology used was direct consultation of the document and literature review. Finally, we conclude that Advisory Opinion 18 is not enough for the realization of the rights it proposes to discuss, but it represents a legitimate framework for guiding the institutions that deal with the subject. La globalización repercute en la internacionalización del capital y la apertura de los países a la libre circulación de mercancías y personas. Sin embargo, intensifica las desigualdades socioeconómicas, haciendo que este escenario no sea accesible para los grupos más vulnerables, especialmente los inmigrantes indocumentados. Desde esta perspectiva, el trabajo tiene como objetivo comprender la condición de estos individuos frente a la explotación laboral a la que están sujetos en el ámbito empresarial. El enfoque se justifica por la relevancia temática que involucra la violación de los derechos humanos por parte de empresas transnacionales asociadas a la realidad migratoria. La Teoría Crítica de los Derechos Humanos se utiliza como marco para analizar la Opinión Consultiva nº 18 de 2003 de la Corte Interamericana de Derechos Humanos, primer documento de carácter internacional que aborda específicamente la garantía de los derechos de los inmigrantes indocumentados, estructurando el debate sobre sus violaciones por parte de entidades públicas y privadas. Al final, busca responder si el documento es suficiente para la protección de los inmigrantes indocumentados en la agenda de Derechos Humanos y empresas, partiendo de la hipótesis de que el simple reconocimiento de derechos no es suficiente para su realización, sino que sirve como parámetro para que los institutos corporativos que tratan el tema sean orientados por el respeto a tales derechos. La metodología utilizada resultó de la consulta directa del documento analizado y la revisión de la literatura. Se concluye que el documento no es suficiente para la realización de los derechos que se propone discutir, pero representa un marco legítimo para orientar a los institutos que tratan el tema A globalização reverbera a internacionalização de capital e a abertura dos países para a livre circulação de mercadorias e pessoas. Porém, intensifica as desigualdades socioeconômicas, fazendo com que esse cenário não seja acessível aos grupos mais vulneráveis, em especial, migrantes indocumentados. Partindo dessa perspectiva, o trabalho objetiva compreender a condição desses indivíduos frente à exploração trabalhista a que estão sujeitos no meio empresarial. A abordagem justifica-se pela relevância temática envolvendo a violação de direitos humanos por empresas transnacionais associada à realidade migratória. Utiliza-se a Teoria Crítica dos Direitos Humanos como marco para analisar o Parecer Consultivo nº 18 de 2003 da Corte Interamericana de Direitos Humanos, primeiro documento de caráter internacional a tratar especificamente da garantia aos direitos de migrantes indocumentados, estruturando o debate sobre suas violações por entes públicos e privados. Ao final, busca-se responder se o documento é suficiente para a proteção dos migrantes indocumentados na agenda de Direitos Humanos e empresas, partindo da hipótese de que o simples reconhecimento de direitos não basta para sua efetivação. A metodologia utilizada resultou de consulta direta ao documento analisado e revisão bibliográfica. Conclui-se que o documento não é suficiente para a efetivação dos direitos a que se propõe discutir.

El Mercado Común del Sur (MERCOSUR), mundialmente reconocido como una de las entidades de integración regional más avanzadas, atrae crecientemente a empresas multinacionales (EMN) y origina muchas inversiones en el exterior, pese a brechas persistentes en innovación y competitividad. Aquí se analizan las tendencias de internacionalización y tecnología en el MERCOSUR relativas al comercio, las actividades de EMN y los sistemas nacionales de innovación. Mediante el análisis empírico, basado en la estimación de modelos gravitacionales tradicionales, se comprueba el efecto de la inversión extranjera directa (IED) —desde el exterior y en el exterior— en las exportaciones, según su contenido tecnológico. La distribución del ingreso permite aproximar las características institucionales de los países integrantes y, por ello, se analiza su influencia como uno de los aspectos estructurales específicos. Los resultados confirman que las capacidades tecnológicas y de internacionalización —tanto de países inversores como receptores de IED— afectan al comercio dentro del bloque. [ABSTRACT FROM AUTHOR]

In the transformation of legal rules generated by globalization, the transnational company emerges as a hegemonic active subject. From a certain voluntary notion in the regulation of employees working conditions, on the basis of a "social responsibility" of such regulation, there has been built a space of regulation that progressively has been sliding towards negotiation with the union speaker. This paper discusses such experiences, the so-called global outline agreements, their content and their scope and extent, in the context of the emergence of new regulatory work spaces away from the traditional law-making parameters. En la transformación de las reglas jurídicas que genera la globalización, emerge como un sujeto hegemónico activo la empresa transnacional. A partir de una cierta noción voluntaria de la regulación de las condiciones de trabajo de sus empleados sobre la base de una “responsabilidad social” de la misma, se ha ido construyendo un espacio de regulación que progresivamente se ha ido deslizando hacia la negociación con el interlocutor sindical. El texto analiza este tipo de experiencias, los llamados acuerdos marcos globales, sus contenidos y su alcance y extensión, en el contexto del emerger de nuevos espacios regulativos del trabajo alejados de los parámetros tradicionales de creación del derecho.

In this paper we examines the globalization of football by focusing in turn on its historical, cultural, economic and political dimensions. In general terms, we emphasizes how the globalization of football highlights the continuing sociological significance of societal diversity and cultural heterogeneity in regard to global processes. We explore how the game´s hitorical development has been highly uneven and increasingly uncertain. Utilizing the concept of “glocalization”, the paper argues that football´s cultural globalization is characterized by continuing diversity between cultures. We examines how the economic globalization of football is marked in part by the transformation of leading clubs into “transnational corporations”. We discuss how political globalization may facilitate increased democratization of football´s international governance. We conclude by considering how the contemporany political thematization of “humankind” and “human rights” may impact upon football. En este trabajo analizamos la globalización del fútbol basándonos en sus dimensiones históricas, culturales, económicas y políticas, mostrando cómo el desarrollo histórico de este juego ha sido muy irregular y es cada vez más incierto. Utilizamos el concepto de “glocalización” para sostener el argumento de que la globalización cultural del fútbol está caracterizada por una continua diversidad entre culturas. Estudiamos cómo la globalización económica del fútbol está marcada en parte por la transformación de los mejores clubes en “empresas transnacionales”. Discutimos cómo la globalización política puede facilitar un aumento de la democratización de los organismos internacionales del fútbol. Para concluir, consideramos cómo la temática política contemporánea en cuanto a “humanidad” y “derechos humanos” puede afectar al fútbol.

RESUMEN En el presente artículo se plantea como objetivo la caracterización de las empresas transnacionales (ETN), su importancia a escala global y su impacto en los países en desarrollo. Para ello se sistematiza la información relacionada con el tema, teniendo en cuenta su actualidad y pertinencia. Se concluye que el impacto de las ETNs en los países en desarrollo tiende a ser negativa, debido a las condiciones en que estas desarrollan su actividad. Clasificación JEL: F23, F21, F20, F60 ABSTRACT This article seeks characterization of transnational corporations (TNCs), their importance on a global scale and its impact on developing countries. This information related to the subject is systematized, given its timeliness and relevance.
