Alongside production and consumption, bio-waste management is central to the food systems debate. To achieve sustainable food systems—an essential component of the Sustainable Development Goals and the world they envision—public authorities must address the shortage of current bio-waste-management policies and strive towards a new paradigm of bio-waste management, where environmental justice primarily informs policy design and decision making. In order to achieve fair environmental policies, particularly in the context of food systems and bio-waste management, it is essential to understand what drives public policy in these matters. In the present review, we seek to contribute by closing a gap in the literature by proposing a set of bio-waste-management drivers in the European context. Moreover, we focus on the "policy and legislation" driver, hoping to examine its main components and understand both their limitations and the opportunities they provide. Does increasing government transparency in an authoritarian regime, absent electoral forms of accountability, change outcomes? The case of China, which has adopted a number of open governance and public information laws, is examined to see whether increased transparency by local environmental protection bureaus affects key environmental outcomes, specifically reductions in air and water pollution. Several unique environmental performance measurements, developed by the authors, are used to supplement standard government-reported measurements of environmental outcomes, and a widely used environmental transparency index (the PITI). By testing information that is newly supplied to the public, but already available to government, government and public monitoring are distinguished from one another, and the effect of public knowledge of government functions is tested. In the absence of a mechanism for the public to hold local government accountable, public transparency alone has no impact on outcomes other than information provision itself. [ABSTRACT FROM AUTHOR]

Reducing greenhouse gas emissions in the world's two largest countries requires feasible governance pathways that integrate politics, policy and administration. Using examples of successful mitigation at the local level in China (Guangzhou) and India (Gujarat), this article identifies integrated governance solutions that work in both cases through different types of linkages. In China, it is mainly intra-governmental linkages, while in India it is mainly state–society linkages. In neither case do international negotiations concerning emissions targets have significant effects, while national frameworks have only marginal effects. Approaching the problem in this comparative manner helps to clarify how greenhouse gas governance operates in each country, the lessons for central–local environmental relations, and the implications for international assistance. New York municipalities passed more than 60 measures promoting high-volume hydraulic fracturing (HVHF), 2008-12. These policies and resolutions signaled to state officials that municipalities desired HVHF's promised economic benefits and were anxious for an end to the state's HVHF moratorium. They also may be evidence of municipalities proactively preparing for a drilling boom. Why did some jurisdictions adopt these measures while others did not? While scholarship suggests that policy adoption is facilitated when jurisdictions and citizens possess more resources, capacity appears to have a negative or negligible impact on pro-HVHF action. Such action appears more likely when local actors anticipate HVHF's potential gains but have not previously experienced substantial drilling, perceive that the industry could be viable locally, and can access relevant policy examples. Some lessons from conventional adoption scholarship may not apply when policies are symbolic, advocacy may be elite-driven, and mimicry is an important diffusion mechanism. [ABSTRACT FROM AUTHOR]

In 2005, the Ontario government passed the Places to Grow Act and the Greenbelt Act, both major changes in land use policy designed to preserve greenspaces and combat urban sprawl in the Greater Golden Horseshoe, Canada's largest conurbation. This article examines the actors, actor beliefs, and inter-actor alliances in the southern Ontario land use policy subsystem from the perspective of the Advocacy Coalition Framework (ACF). Specifically, this paper undertakes an empirical examination of the ACF's Belief Homophily Hypothesis, which holds that inter-actor alliances form on the basis of shared policy-relevant beliefs, creating advocacy coalitions. The analysis finds strong evidence of three advocacy coalitions in the policy subsystem-an agricultural coalition, an environmentalist coalition, and a developers' coalition-as predicted by the hypothesis. However, it also finds equally strong evidence of a cross-coalition coordination network of peak organizations, something not predicted by the Belief Homophily Hypothesis, and in need of explanation within the ACF. Reducing carbon emissions from the transport sector has become a critical imperative for public policy as our understanding of the impacts of the mobility system on the environment has developed. This paper contrasts policy development in three cities (Aberdeen, Bremen and Malmö) that collaborated as part of a European Union knowledge exchange programme designed to share innovative approaches to carbon reduction in the transport sector. We identify a number of critical aspects of governance, including the approach to policy formulation and implementation, and the status of consensus and cohesion, as key determinants of transport outcomes. We conclude that the degree of institutional alignment evident in each city’s governance network is crucial in explaining their appetite for the pursuit of low carbon policies, and in turn the real potential for policy transfer to occur as envisaged by European Union collaboration frameworks. This paper investigates the beliefs and framing strategies of interest groups during a period of policy change and the factors explaining policy change. We develop propositions to explore questions concerning policy change primarily from the advocacy coalition framework as well as from other theorie. The propositions are tested by examining the promulgation of a Colorado regulation requiring the disclosure of chemicals used in hydraulic fracturing. Using coded data of documents published by organizations involved in the rulemaking process, we find divergence between industry and environmental groups on their beliefs concerning hydraulic fracturing, as well as their portraying themselves and each other as heroes, victims, and villains, but some convergence on their more specific beliefs concerning disclosure of chemicals. Interviews point to the importance of policy entrepreneurs, timing, a negotiated agreement, and learning for explaining policy change. Much of the attention surrounding local climate protection in the United States is associated with two networks: ICLEI Local Governments for Sustainability's Cities for Climate Protection and the U. S. Conference of Mayors' Climate Protection Agreement ( MCPA). However, the impact of these networks on member-city actions has not been clearly established. This paper examines whether, and to what extent, participation in climate networks leads to the implementation of greenhouse gas ( GHG)-reducing policies, above and beyond what would have been done in their absence. To account for the possibility that cities which join climate networks are systematically different from those that do not and control for self-selection induced bias, three statistical techniques-propensity score matching, Heckman full information maximum likelihood, and instrumental variables-are employed to estimate the 'treatment effect' of participation. Results suggest that impact is network specific: ICLEI membership causes small to moderate increases in cities' GHG-relevant activity, whereas the MCPA has no such effect. Policies have many unforeseen impacts on social-ecological systems at different levels of spatial and temporal scales. Partly because of this, both scale and governance have been and continue to be hotly debated and studied topics within many scientific disciplines. Although there are two distinct vocabularies, both communities seem to be struggling to come to terms with a shift that has common elements. This special feature has two types of contributions, three scoping papers, providing a state-of-the-art overview of the conceptual discussion, and six case study papers that set out to deal with the practicalities of combining scale and governance. The scoping papers strongly indicate that using the notion of complex systems, specifically the social-ecological system, is needed to improve the understanding of scale and governance. They furthermore confirm that both communities are shifting. Additionally, the papers show several promising ways forward to link scale and governance, even though they differ in their suggestions on most important courses of action and research agendas. The case study papers show that conceptual advances have not been taken up to their full extent in practice. Importantly, none of the papers is being very specific on the definition of the term governance. Additionally, most attention is given to spatial, temporal, and jurisdictional scales, largely ignoring, for example, network and knowledge scales. What is urgently needed are more case study papers that explicitly make use of the conceptual literature and through that attempt to link scale and governance. Ultimately, there is a challenge to more effectively include nonscientists in the debate. A transdisciplinary arena is required where the concepts of scale and governance are framed such that a broad variety of stakeholders can join the debate and/or the decision making process. Policies in the context of global change involve a high degree of uncertainty, as knowledge about future changes and the effectiveness of potential measures is insufficient. Our study set out to investigate how members of the public evaluate policy options that aim at adaptation to climate change, and more specifically, to reduce the risk from flooding and low flows. We explored how hierarchically structured networks of values and beliefs shape public preferences and attitudes towards two different policies, insurance and a sustainable flood management scheme. In particular, we assessed the role of governance-related values such as efficiency, solidarity and sustainability that allow individuals to evaluate a policy option even if its outcomes are highly uncertain. To this end, we conducted a survey among members of the Scottish public (n=1033). Findings from spike models and structural equation modelling suggested that there was general support for both policy measures, with a preference for the sustainable flood management approach. In particular, we found perceived severity of change, trust in government, governance-related values and fundamental values to inform attitudes and willingness to pay (WTP) for policy measures. More specific constructs, such as attitudes, were embedded in contexts of more abstract and situation-transcendent values. [Copyright &y& Elsevier]

Governing norms by which to steer traditional government functions are well established and understood; however, this is not the case for the new multi-level and collaborative approaches that characterize protected area governance. This is largely new territory that makes novel demands on governance institutions and policy. In this context, establishing and maintaining good governance across the diversity of ownership and responsibility arrangements is critical for the future effectiveness and acceptability of protected areas. Fulfilling the promise and avoiding the pitfalls inherent in contemporary protected area governance will require an understanding of what is meant by ’good governance’ and development of associated mechanisms to assess performance and provide a basis for improvement. This paper’s contribution lies in the guidance it provides for the hitherto under-developed area of governance quality assessment. I first present a framework that positions governance quality in relation to governance and management effectiveness. I then characterize good protected area governance according to a set of seven principles – legitimacy, transparency, accountability, inclusiveness, fairness, connectivity and resilience. Together, the framework, governance principles and related performance outcomes provide a platform for assessment of governance quality for an individual terrestrial protected area, a network of several protected areas, or a national protected area system. This article is concerned with governance of long term socio-technical transitions required to orient development trajectories of advanced industrial counties along more sustainable lines. It discusses the contribution that ‘transition management’ can make to such processes, emphasizes the irreducibly political character of governance for sustainable development, and suggests that the long-term transformation of energy systems will prove to be a messy, conflictual, and highly disjointed process. The decades of conflict in Northern Ireland created divisions between communities, with few opportunities for cooperation. However, in the 1990s opposition to a proposed cross-border incinerator brought the divided communities together. The 1990s economic boom in the Republic of Ireland generated a waste management crisis as the by-products of rampant consumerism overwhelmed the state's rudimentary waste disposal system. Three Irish anti-incinerator campaigns which have pitted local communities against the Irish state or the Northern Ireland Department of the Environment are examined. Community attempts to gain leverage within the political governance frameworks in operation on both sides of the border are examined and the various ways in which environmental movements respond to the crisis of waste management under different governance regimes are illuminated. Intractable industrial legacies present new challenges to governance. Amongst the persistent organic pollutants, now managed internationally under the Stockholm Convention, hexachlorobenzene (HCB) stands out in all three classes of chemicals (pesticides, industrial chemicals and unintended by-products). This paper introduces twelve interdisciplinary papers contributing to our understanding of decision-making processes using a case study of HCB and industry–community relations in Sydney's industrial heartland. In this collection, authors align new political theory and emerging management theory, and they analyse the case study from several disciplines. Disputes such as that over HCB destablilise the political/administrative/technoscientific regime that is the modern state. Citizens engage in ‘sub-political’ processes which require recognition of what Ulrich Beck and others have termed ‘individualisation’. This sees decision-forming and decision-making functions push outwards into community-driven structures. There we find new styles of public participation, resolution of asymmetries between knowledge and expertise, and new corporate behaviour. [Copyright &y& Elsevier]

Proponents of devolution have argued that devolved governing leads to enhanced democratisation. This democratisation process is argued to be the result both of new governance structures and of new practices of governing which produce a new, more democratic, politics. The case of Scottish devolution is one example of where constitutional change was constructed as heralding a ‘new politics’. This proposition is analysed through a specific policy intervention in the devolved Scotland—the designation of a national park in the Cairngorms. This designation is traced from the instigation of national parks legislation to the formal creation of the park. The claim that devolution can bring about a more open and participatory approach to governing is critiqued. It is proposed that, although democratisation has a formed a political rationality of devolution, the actual practices of governing owe more to traditional rationalities of managerialism.
