The goal of this research is to establish the extent of good governance implementation, financial report quality, and the impact of good governance on financial report quality at the West Java Province's Regional Government Financial and Asset Management Agency. The contents of the questionnaire answers have been used in this study to acquire information and data from respondents using descriptive quantitative methodologies. This study included all employees of the West Java Province's Regional Government Financial and Asset Management Agency in the field of accounting and regional financial reporting, reaching 25 people. Simple linear regression analysis was used to investigate the findings of the study. The information gathered was analyzed using SPSS version 22 software. The findings show that the West Java Province's Regional Government Financial and Asset Management Agency strongly applies the good governance principles and produces high-quality financial reports. Can a society suffering contests between rich and poor achieve good governance in the face of endemic corruption? We examine a stylized poor state with weak institutions in which a “culture of evasion” damages state authority. Many evade tax payments, limiting the state’s economic development capability. In the face of extensive corruption, it is challenging for the state to establish and implement policies reflecting good governance: for example, a government that is accountable and transparent, efficient and effective, and follows the rule of law. The rich and poor possess different views on what is the appropriate level of enforcing proper payments of taxes due. The government needs to design an effective tax administration policy that minimizes corruption and is sensitive to the present and future needs of society. To do this, it must understand what drives such widespread corruption.

Problem setting. One of the cross-cutting lines of the current stage of public administration reform is the creation of a professional, efficient, effective, transparent and flexible system of executive authorities, which will be a prerequisite for the development of good governance in Ukraine. To do this, it is important to make the institutional capacity building (ICB) of such organizations. Institutional capacity is the ability of executive authorities to effectively achieve its goals, to maintain sustainable operation in the long run, to make high-quality public administration decisions with the broad involvement of beneficiaries and stakeholders.Recent research and publications analysis. Some aspects of the institutional capacity of public institutions have been the subject of domestic research by L. Kulish, O. Naumov, S. Brekhov, L. Naumova, O. Chemerys, M. Voinovskyi, N. Kolisnychenko, O. Ros, H. Shchedrova, K. Petrenko.Highlighting previously unsettled parts of the general problem. Despite a significant number of publications, the issue of the institutional capacity of the executive authorities still remains poorly explored in the science of public administration. Institutional capacity building instruments, one of which is an institutional audit, in particular, need to be further studied. The usage of institutional audit not only strengthens the institutional capacity of the executive authorities, but also forms the basis for the implementation of good governance approaches in the system of public administration. That is why the selected area of research is extremely important in modern conditions of public administration reform in Ukraine.Paper main body. The concept of audit at the present stage is no longer limited to financial control. The general audit methodology, which includes external assessment or self-assessment in accordance with established standards, establishing a certain current state of affairs, identifying opportunities for development and making recommendations, allows it to be adapted to all procedures, processes, operations and systems of any organization. But the purpose of the audit remains the same – to make sure that the functioning of the institution is carried out within a certain budget, goals, requirements or rules.The need to separate institutional audit from audit in public sector is due to current trends of the institutional capacity building of public institutions.To assist the executive authorities in the institutional capacity building, we use the institutional audit mechanism, by which we mean the instrument of public monitoring and control of institutional capacity of public institutions as the ability of these organizations to effectively achieve its mission and maintain long-term sustainability and quality of public services as a result of public administration functions performed by public institutions. And although the institutional audit is essentially part of the public administration function of monitoring and control, it is focused not on identifying violations and further application of sanctions to responsible persons, but on finding potential for institutional development of executive authorities, effective and efficient performance of its functions.The institutional capacity building of executive authorities involves increasing its capacity for sustainable, consistent and reliable implementation of goals and objectives. In practice, it means improving the organization’s management system, including decision-making, financial management, human resource management processes, establishing effective internal and external communication, and so on.An important component of institutional audit is the actual assessment of institutional capacity, which aims to outline the organizational and behavioral aspects of the system that contribute to its efficiency. Through evaluation, the executive authorities receive a diagnosis of the internal environment, processes and goals, as well as a better understanding of the role of all stakeholders. The results of the assessment are the answer to the question “What are the shortcomings in the planning, implementation and effectiveness of a particular executive authorities?”. And every shortcoming identified today is a potential opportunity for development tomorrow.The efficiency of the institutional capacity assessment process and institutional audit in general depends on many factors, which can be divided into internal and external. Internal factors, as a rule, relate to the transparency of the executive authority, in particular the interest and willingness of its management to communicate with auditors, the presence of the request of the institution itself to undergo an institutional audit. Instead, external factors in the efficiency of institutional audit are more concerned with involving stakeholders in this process. Moreover, researchers and experts consider the involvement of stakeholders not only as subjects of the audit process, but also as drivers for the implementation of measures to increase the institutional capacity of the executive authority.In this context, we consider it appropriate to involve the public in the face of non-government organizations (NGOs) as independent institutional auditors. In particular, these may be organizations or coalitions of organizations operating in a field similar to a public institution. For example, NGOs working with people with disabilities could conduct institutional audits for social policy departments of local government administrations.The process of the institutional capacity building of executive authorities doesn’t give immediate results, because it is accompanied by changes within the organization, which always, despite the positive or negative, cause resistance from personnel. Add to this the over-bureaucratized structures and processes of public administration decision-making, the prevalence of political expediency over economy, efficiency and effectiveness, and the lack of a strategy, but also a clearly defined mission, in most executive authorities, we will be given an incredibly difficult task for an institutional audit. However, without overcoming these obstacles and ensuring sustainable institutional development of public institutions, it is impossible to form an effective system of public administration or build a democratic, social and legal state.Conclusions of the research and prospects for further studies. The institutional capacity building of the executive authorities is an important step towards implementing the concept of good governance in Ukraine and bringing public institutions to a qualitatively new level of functioning. Harmonization of such key components of a public institution as mission and vision, management system, corporate culture, organizational structure, communication within the organization and with the external environment, staff training and motivation system, work practices and procedures, will allow executive authorities to implement its tasks and achieve the objectives. And the continuous connection with the beneficiaries and stakeholders present in the institutional audit will increase the transparency and parity of the government’s interaction with the public, which is the key to the democratization of public relations in the state.However, in the domestic realities, institutional audit does not have sufficient methodological and regulatory support, and what is available is scattered between different laws, regulations and even types of audit. Systematization of legal bases of institutional audit and strengthening of methodological basis of its carrying out is a key direction of further scientific studies.

Los impuestos proporcionan al gobierno fondos para invertir en el desarrollo, aliviar la pobreza, proporcionar servicios públicos y construir infraestructura material y social para el crecimiento a largo plazo. Además, existe un vínculo mutuamente beneficioso entre la fiscalidad y la buena gobernanza. De esta manera, la innovación en la asistencia tributaria y para el desarrollo puede fortalecer el sistema tributario, ya que los impuestos pueden tener un impacto positivo en la calidad de la gobernanza y la relación entre el gobierno y los ciudadanos. A su vez, la buena gobernanza puede tener un impacto positivo en el cumplimiento y la movilización de ingresos. The objectives of this research are to know how setup law on public procurement on goods/ services, how the implementation of public procurement o and what are the barriers factors and alternative solutions in public procurement. The writing methods are normative and empirical methods. The result of this study has shown that Presidential Decree Number 16 Years 2018 as the legal arrangements for public procurement can be used as complete guidelines in the public procurement on goods/services; the implementation of the legal arrangements are not optimal yet; there is an overlap of job function and human resources competencies is not complied yet. The recommendation of this study are the implementation of Presidential Decree Number 16 Years 2018 will be effective since there is local regulations/Mayor Decree as a technical guidance to things that are still not regulated, so that the legal arrangements for the public procurement on goods/services can be used as complete guidelines in the public procurement; must develop the level of compliance in implementing or implementing the Presidential Decree and several other technical regulations; make a clear of job description and human resources competencies need to be improved. Governments have developed and implemented various policies and interventions to fight the COVID-19 pandemic. COVID-19 vaccines are now being produced and distributed globally. This study investigates the role of good governance and government effectiveness indicators in the acquisition and administration of COVID-19 vaccines at the population level.Data on six World Bank good governance indicators for 172 countries for 2019 and machine-learning methods (K-Means Method and Principal Component Analysis) were used to cluster countries based on these indicators and COVID-19 vaccination rates. XGBoost was used to classify countries based on their vaccination status and identify the relative contribution of each governance indicator to the vaccination rollout in each country.Countries with the highest COVID-19 vaccination rates (e.g., Israel, United Arab Emirates, United States) also have higher effective governance indicators. Regulatory Quality is the most important indicator in predicting COVID-19 vaccination status in a country, followed by Voice and Accountability, and Government Effectiveness. Our findings suggest that coordinated global efforts led by the World Health Organization and wealthier nations may be necessary to assist in the supply and distribution of vaccines to those countries that have less effective governance.

Recent advancements in Digital Communication Systems and Web Technology tendered information systems cheaper and allow people to move into the electronic Government (eGov) platforms. eGov is the use of information and communication technologies (ICTs), whereas good governance refers to how well public authorities manage public and social resources. eGov supports excellent governance practices, yet it also has certain limitations. In this article, we enhance the study of Jiyuan City’s Internet-based e-government system based on an analysis of theoretical knowledge and application state. First, we gathered all government affairs platform websites; then, we built the supervision system function code in accordance with the supervision system activity diagram. Finally, the office platform's system deployment was completed, and the government office platform’s analysis environment was provided, and it was validated via experiments. The experimental results show that when there are 300 government affairs tasks to be handled, the data recall rate of the design platform’s government affairs website is 95%, and the design platform’s government affairs processing time is 15 minutes. The proposed government affairs platform has a high processing efficiency and data-carrying capacity.

The village head has an urgent function in development, empowering village communities. As a village head, as a public office, the decisions taken must comply with legality, the principle of protection of human rights, and the general principles of good governance. The fact is, the village government's problems do not always run smoothly because they get rejection and resistance from the community. The refusal and resistance, even to the point of legal issues or resolved through reporting. One of the cases occurred in the Berora Village administration, Lapok District, Sumbawa Regency, in the form of a decision by the Village Head to dismiss four Regional Heads. The above case basically will not happen if the principles of legal certainty and orderly administration of government according to the Sumbawa Regency Regulation Number 3 of 2015 can be carried out correctly. Researchers made in-depth observations of the subjects involved, starting from the Village Head, Hamlet Head, BPD Desa Berora, Camat Lapok, and possibly an in-depth investigation of the regional regulations themselves through the Sumbawa Regency law bureau. The results showed that the Dispute on the dismissal of the Village Apparatus by the Village Head of Berora resolves through two media, namely Administrative Efforts and the Mataram State Administrative Court. The decision has given through administrative efforts (Camat, strengthened by the Head of the Village Community Empowerment Service and the Regional People's Representative Council through Commission one decided that the dismissal of the Berora Village Apparatus must be annual.

This study aims to implement the implementation of village financial management and the implementation of the principles of good governance. With the increasing number of Village Funds accompanied by good village government governance in managing Village Funds by looking at 9 principles, namely the principle of rule of law, the principle of participation, the principle of transparency, the principle of responsiveness, the principle of consensus, the principle of effectiveness and efficiency, the principle of justice, the principle of accountability, strategic vision principle. This type of research is a qualitative descriptive research using normative juridical research methods. Research data collection techniques using literature studies and field studies. Based on theresults of this study and in accordance with the Legislation document and the answers given by the respondents to the researcher, that there is a discrepancy between Government Regulation Number 60 of 2014 and Regent's Regulation Number 2 of 2020 regarding the amount of Village Funds given to each village, in addition to that the level of community participation in the supervision of village fund management. However, in planning, the community is actively involved in village Musrenbang activities, and community participation is also seen in the implementation of village development.

This study was conducted to determine the barrier to the development of selected municipalities of Sulu province. It aimed to find out the Suluanos’ concept of development in terms of political, economic, socio-cultural, technological, and ecological aspects, including how these perceived barriers affect the development of Sulu. This research utilized the descriptive method where the Quantitative aspect gathered the data from 400 adults of ten big municipalities using a checklist questionnaire. The respondents were selected through systematic sampling. For the qualitative part, the collected data were from 90 participants through focus group discussions. The statistical tools used were frequency, percentage, mean, standard deviation, and group means. The finding revealed that the Suluanos’ concept of development upheld the development policies which are participatory, equitable, appropriateness, concertizing, and environment friendly and the corresponding functions of development such as the political, economic, socio-cultural, technological, and ecological aspects. Of the five development functions, the economic aspect (2.95) was the main barrier to development. It is followed by the technological aspect (2.91), the political (2.79), and ecological (2.42) as the fourth rank. On the other hand, the socio-cultural part (2.21) was the least encountered barrier. The perceived barriers that affected the development of Sulu were related to lack of high ethical standards, transparency, accountability, effectiveness, and lack of respect for and commitment to social justice, human rights, environmental life protection, and people's empowerment. Based on the data gathered, the findings made the researcher conclude that the political, economic, technological, socio-cultural, and ecological aspects in Sulu were considered barriers to development. They were not within the bounds of good governance. Bureaucracy was weak due to the leaders' personalities, who were neither transactional nor transformational. At the same time, they were not within the context of the alternative model of development. To minimize if not eliminate the barriers to development, the government's efforts should be geared towards accountability to improve the quality of governance and dispensation of justice. Further studies are recommended to determine other predictors that can similarly evaluate the development conditions of Sulu Province.

This study aims to find out and analyze to find out and analyze: a) a description of the effectiveness of public services, the factors that hinder public services, and efforts to improve public services in Rawalumbu District, Bekasi City, Java. West. Based on the results of the research that has been carried out, it can be concluded that to realize the effectiveness of public services from government officials to community service users, it cannot be separated from the influence of the work discipline of local government officials. With the adequate quality of work discipline of government officials, bureaucrats at the sub-district level can provide services to the community effectively so that they can realize good governance.

In modern legislative institutions rely on Parliament to oversee government action, particularly through select committees (PSCs). PSCs are used in democratic parliaments to achieve good governance and hold the ruling government accountable. Nonetheless, the inadequacy of the current structure hinder the PSCs from operating effectively and efficiently. Therefore, the main objective of this article is to critically analyse the practices of the PSCs in the Parliament of Malaysia during Barisan Nasional from 2004 – 2012. This article adopts a qualitative approach of parliamentary ethnography through analysing documents as instruments in collecting data and library research. This study critically assesses the composition, membership and chairperson of the PSCs based on the provisions in the Standing Orders and other relevant statutes that govern parliamentary select committees in the Parliament. Based on the analysis, the article concluded that the composition of members and chairperson of PSCs during Barisan Nasional (2004 -2012) should be revisited and improved for future practice. Unlike the standards indicated in the Commonwealth Parliamentary Association (CPA) Recommended Benchmarks for Democratic Legislatures, 2018, the study found several areas that need revisiting, including composition, membership and chairperson of PSC.

Purpose: The purpose of the study was to explore the reflection of church members on the involvement of lay or ordained leaders in active politics specifically in MCK Kaaga Circuit Methodology: This study employed descriptive research design. The target population was 11 Kaaga circuit local churches. The study used simple random sampling method to obtain 30% of the 11 local churches to obtain 3 local Methodist churches in Kaaga circuit. The study used purposive sampling method to get a sample of 12 respondents who included 6 church leaders and 6 members. These 12 respondents were purposely selected based on their past experience as political aspirants in various political position in the just concluded 2013 national elections. The study used unstructured interview guides to collect the data. Results: The study results have proved that it is not wrong for spiritual leaders to join politics since they cultivate and incorporate the virtue of honesty, Holy spirit led administration of resources, democracy and bring Godly light in their political platforms. However, one cannot serve two masters (politics and church leadership) since one may bring division in church. In addition, politics is seen a breeding ground for engagement in corruption, unfulfilled promises hence making politicians liars, deviation from God’s purpose of spreading the gospel and accumulation of huge masses of wealth so as to terminate opponents. Nevertheless, politics are not all that bad when their contribution to the community is considered. Politics have been seen to expand of leadership skills of the politicians, growth in developmental agendas and social interactions skills. This reasons therefore makes the church to greatly support the few leaders who have shown interest in politics since they would represent the church members in politics more than what was being done outside the church. In addition, the church also prays for them before venturing into political journey and the church members are requested to vote for them. Unique contribution to theory, policy and practice: The study recommends that church members get empowered with information on the relevance of politics and how they interrelate with religion. The spiritual leaders should be trained on good governance skills before they engage into politics so that they can practice them effectively when they get positioned. The church management should work hand in hand with the government on delivering various projects of the society. This would make it easy and realistic to church members to believe that a spiritual leader has societal interests when they contest any political positions. The church should engage external institutions such as universities that offer leadership and theological courses to its members on how to translate church language to a language the community can understand for effectiveness.

Does good governance matter for exporting to the highly competitive markets of developed countries, especially those committed to a developmental mission centered on promoting good governance? This paper is investigating this research question. The focus of the analysis is the case study of Arab exports to the German economy, where a comparatively poor performance in comparison to that of other regions of the world is witnessed, despite geographical proximity and preferential trade agreements. Using statistical data and the literature on the subject, the paper engages in a discussion on German trade flows from Arab countries and whether governance indicators provide a good explanatory framework. The research question is then investigated empirically by running several regressions using the two-stage least-squares and Poisson pseudo maximum likelihood models. Different indicators of German exports are used as dependent variables while the independent variables are various governance indicators together with the control variables suggested by the gravity model. The obtained empirical results suggest that good governance generally boosts Arab exports to Germany and relatively more than it does for non-Arab exporters to Germany. This is especially true for governance indicators that directly affect exporting activities, such as regulatory quality and government effectiveness. For some indicators that indirectly affect exporting, however, the results are mixed for both Arab and non-Arab countries, especially for the textile industry. This sheds doubts on Germany’s developmental commitment to fostering good governance principles.

Community service activities are one of the activities that aim to assist the government in improving Good Government. Community participation is still very low in implementing the principles of good government. Yet society is a very important part of these principles. Because the role of the community is still very low, community service is held in the form of counseling and socialization about the importance of community participation in improving good government. To realize a civil society, good governance is needed, both at the center and at the local level so that they can work well together so that the goals desired by the community are carried out, and this is not the task of the central government alone but the government under it starting from the village government and local government. that is what we know as the implications of village autonomy. The village community is expected to become a useful community, especially in the process of administering government (at the village level in particular). Because the participation of the village community is a real embodiment of Good governance. This kind of society will be solid and actively participate in determining various government policies. In addition, this kind of society will also carry out an effective supervisory function in the implementation of government administration. If the community is not yet effective in front of the government and there are still many social problems in it such as conflict and group anarchism, it is very unlikely that Good governance can be implemented.

Public–private partnership (PPP) has been extensively applied in transportation infrastructure projects. The specific characteristics of PPP projects cause the allocation of risks and benefits among the public and private sectors, and in practice, multiple decision making processes based on public interest resulting governance problems. The need for private investment in transportation infrastructure projects urges governments to apply good governance practices to attract private investment. The purpose of this study is to examine PPP governance problems and applied practices so as to investigate the governance improvement of PPP transportation projects in Thailand. The findings represent the governance problems and practices applied in PPP transportation projects in Thailand. The discussion of the findings, in relation to the international PPP governance practices, reveals the gaps for further governance improvement in terms of policy, regulation, institution, and stakeholder. This study extends the investigation of PPP problems in transportation project implementation through the lens of governance little shown in previous studies. It contributes to government and local government a more in-depth understanding of governance problems and good practices to better govern the PPP transportation projects to achieve the project goals.

The government as the provider of public services often creates dissatisfaction for the community, this shows that there is still a lack of implementation of good governance, which can lead to maladministration and harm the community. The purpose of this study was to describe the conditions of the implementation of Good Governance on the process of public services and the quality of public services provided by the District government to the community. The research method used is descriptive qualitative in order to explore the problems and modes of public service delivery in sub-district units. Based on the research findings, it shows that overall the implementation of public services observed from 9 aspects or elements in the four sub-districts in Pekalongan City can be said to be relatively good enough and even good in its implementation. In general, the problems that are obtained from the results of all observed aspects that occur in the four (4) districts are related to the 6th point of implementing competence, the 8th point of complaint handling, and the 9th point of infrastructure. The results of this study indicate that descriptively, the implementation of Good Governance which is observed from the aspects of transparency and accountability has generally been applied in the organization of the four sub-districts in Pekalongan City but has not been fully implemented properly. Meanwhile, inferentiallly the implementation of Good Governance has a positive and significant effect on public services in the four districts with different levels of influence in each District Office.

Bureaucracy reform is one of the first steps to support the government’s program. It can be used to organize the good, effective, and efficient system of organizing the national police. It can be applied in realizing good governance and clean government towards clean and free of corruption, collusion, and nepotism in the national police. Not only increasing police service excellence but also capacity and accountability of police performance. Based on these backgrounds, this study aims to determine the description of the strategy for bureaucracy reform of the police, work ethics climate, and leadership commitment. Then, this study also to know the communication climate conditions for the commitment to change at the Depok metro police. This research method used quantitative analysis using the software of Statistical Package for the Social Sciences (SPSS) and Structural Equation Modeling (SEM) Partial Least Square (PLS). In addition, this research also used analysis of SWOT (Strengths, Weaknesses, Opportunities, and Threats) and QSPM (Quantitative Strategic Planning Matrix). The results show that the bureaucracy reform significantly influences work ethics climate, leadership commitment, organizational communication climate, and commitment to change. The growth or stability of the Depok metro police is in a strong position and on the track with alternative priority strategies using strength and taking advantage of opportunities (Strength -Opportunity). So, it will make the Depok metro police follow the grand strategy of the national policy outlined in the bureaucracy reform. The bureaucracy arrangement in the government administration process studied in this research is how the role of the bureaucracy in the government administration process and the factors that influence the bureaucracy in the government administration process. This research is an empirical juridical legal research, by looking directly at the legal behavior of bureaucratic officials. Legal materials obtained regarding the structuring of government administration processes in Maros Regency are analyzed to find solutions to the problems faced. The results showed that the bureaucratic arrangement in the government administration process in Maros Regency, can be seen from the administrative management process by looking at the level of ease of service procedures, speed in service, low costs charged to the people, professionalism of officials in providing services. That the Maros Regency government in realizing the governance administration process has been running even though it is still not optimal. This is because there are still irregularities that occur in terms of public services to the community, although this is still in the stage of reforming towards excellent service standards. The influencing factor in the implementation of the bureaucracy in the implementation of public services in Maros Regency in serving the community is the availability of sufficient budget to support the operational implementation of public services. Following the rural tax-for-fee reform and the abolition of agricultural taxes in the early 2000s, the overall supply of rural public goods has improved, but its performance is still deficient. During a field study of ecological migrants in rural Ningxia, the authors witnessed the problems encountered in the implementation of a public housing project. This episode demonstrates how the provision of rural public goods depends on rural governance that responds to the tension between modern development and the values of rural society. The failure of the project stems from the clash between the logic of peasant actions and the performance indicators of cadres, producing an internal rupture between rural society and rural governance. In the process of modernization and urbanization, grassroots government is becoming more bureaucratic and technical, with the prevalence of e-government and especially with village committees turning increasingly administrativized and beholden to superior levels of government, and thus is failing to fully embed itself in rural society.

This article aims to explain how public services using a humanistic approach are organized by public service institutions to realize good governance. The public service agency under study is the District Government of Gamping Yogyakarta. The humanistic approach in providing public services in this study is understood as an approach that prioritizes humanist/humanitarian values. This study uses a qualitative approach to obtain complete information about public services carried out by public service actors in Gamping District, Yogyakarta, explored through observation, documentation, and in-depth interviews. The method used is the descriptive method, which describes several studies, public service policies from various works of literature. The results show that character education and the implementation of humanism values for service providers (government/political elites, bureaucratic apparatus) are critical and must be of higher quality and provide optimal satisfaction for the public service process service recipients.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

This study provides an overview of the principles of good governance in health services in Indonesia. This needs to be known considering that health services are a constitutional right for citizens and their services must be carried out as well as possible. Providing health services is a state obligation and getting good and guaranteed health services are the right of citizens. This research is normative-legal research using statute, comparative and conceptual approaches. The results show the principles of good governance in health services that are reflected in the principles of participation, the principles of openness and transparency, the principles of effectiveness and efficiency, and the principles of accountability. Providing health services and covering all health insurance costs for the poor and underprivileged will automatically unconditionally be the responsibility of the government following the mandate of the constitution.

Following global trends, Multi-Stakeholder Forums (MSFs) have received attention as mechanisms for addressing deforestation and forest degradation in Ethiopia. However, little is understood on their influence on governance of forests. Based on qualitative research conducted in MSFs organized at Bale and Jamma-Urji in Oromia, Ethiopia, this paper examines how MSFs may influence the governance of communal forests. Results indicate that the majority of informants believe that MSFs improve participation, facilitate collaboration across sectors, and have potential to address power imbalances among stakeholders. Yet, failing to substantially engage the government in MSFs could either lower the success of the MSFs in bringing change in the governance of communal forests or limit the changes to the local community level. Embedding MSFs in government structures could increase the enforcement of MSF outcomes and enable resource mobilization. However, caution is required to prevent the government's control over MSF processes and outcomes.

Good governance is an understanding or basis for the accountability of performance of government agencies. Good governance has a meaning as good management or utilization which is expected to be a good performance achievement. Referring to the phenomenon that there is a decrease in performance in the East Semarang Subdistrict in Semarang City and there are still differences in the results of previous research on Member Exchange Leaders and Empowerment with its effect on performance, the research problem formulated is "How to improve performance through the Exchange Member Leader approach and Empowerment through job satisfaction as mediation? Data on Member Exchange Leaders, Empowerment, Job Satisfaction and Performance were obtained through interviews using questionnaires to 123 employees in the East Semarang District of Semarang City. The data obtained are then analyzed using the Multiple Regression Test carried out through the SPSS program. The results of the data analysis show that Member Exchange and Empowerment Leaders have a positive and significant effect on Work Head and Performance. Job Satisfaction has a positive and significant effect on performance. Member Exchange Leaders are more effective in indirectly influencing performance through job satisfaction and Empowerment more effectively the indirect effect on performance through job satisfaction.

Civil society is one of the three important sectors of society, along with government and business. Civil society is one of the important elements of the democratization process in Indonesia. In accordance with the problems formulated above, the purposes of this discussion are to find out the description of civil society in Indonesia, and to find out efforts to strengthen civil society as a logical consequence of the realization of Good Governance in Indonesia. The development of civil society involves all aspects and dimensions of life. Therefore, efforts and commitment are needed to strengthen the community. Cooperation is needed because no party, organization, institution or anything even the government can carry it out alone. The relationship between civil society and good governance is symmetrical between the two. This is because the two concepts were born from the concept of democracy that upholds the values of justice, freedom, individual and group rights. Furthermore, democracy requires the state in carrying out its activities to be open to the public. Strengthening civil society in the flow of democracy must be realized as an absolute necessity for the implementation of a 'strong' and 'clean' government. The weakness of civil society in Indonesia is marked by widespread rejections of state/government policies by the people and these rejections have not received a meaningful response from the state/government. In the process of determining policies, the government bureaucracy still feels that citizens are used as objects of policy. This kind of narrow view will make the government anti-suggestions from citizens in determining policies.
