Environmental sustainability has been a key policy goal of the European Union (EU), particularly under recent EU Cohesion Policy strategic frameworks. This paper contributes to the analysis of the relevance of EU Cohesion Policy-related environmental sustainability investments, by assessing the impacts of the Operational Programme for Sustainability and Use of Resources (POSEUR 2014–2020), in the Portuguese North NUTS II. In detail, the impact scores of the following five analytical dimensions related to this programme were obtained: (i) low-emissions economy, (ii) adaptation to climate change, (iii) risk prevention and management, (iv) environmental protection and (v) resource efficiency. The analysis was supported by a territorial impact assessment methodology (TARGET_TIA) which was complemented by an online analytic geographic information system (GIS) policy evaluation platform (Impact-WEB_GIS). The results showed that the POSEUR's regional implementation efficiency fell short of the stakeholders' expectations. This can be explained by factors such as the obstacles posed by the prior underdeveloped infrastructural conditions, coupled with the panorama created by the Covid-19 outbreak. Nonetheless, the risk prevention and management dimension had a solid positive impact score that reflected the efficacy of POSEUR in tackling environmental threats, mostly in rural ecosystems. This article studies individual-level attitudes towards long-term investment policies using novel survey data for the case of Germany. Building on a budding literature on the relationship between environmental and social policy attitudes, our first contribution to research is to show that citizens, when prompted to think about their support for long-term investment policies, support welfare state related policies such as investments in education and pensions to a greater degree than non-welfare state issues such as public infrastructure investment or renewable energy. Citizens are most supportive of using present-day redistributive policies – in our case: increasing income taxes on the rich – in order to finance long-term investment. We also find evidence that political trust is positively associated with support for long-term investment policies, but in particular investments in education and renewables. Furthermore, our analysis reveals the importance of individual political ideology. These findings have implications for public demand for tackling the long-term issues faced by society today. Alongside production and consumption, bio-waste management is central to the food systems debate. To achieve sustainable food systems—an essential component of the Sustainable Development Goals and the world they envision—public authorities must address the shortage of current bio-waste-management policies and strive towards a new paradigm of bio-waste management, where environmental justice primarily informs policy design and decision making. In order to achieve fair environmental policies, particularly in the context of food systems and bio-waste management, it is essential to understand what drives public policy in these matters. In the present review, we seek to contribute by closing a gap in the literature by proposing a set of bio-waste-management drivers in the European context. Moreover, we focus on the "policy and legislation" driver, hoping to examine its main components and understand both their limitations and the opportunities they provide. The sustainable development goals (SDGs) constitute an ambitious comprehensive global framework including monitoring mechanisms and indicators to evaluate progress towards precise targets of sustainable development. Most European countries have adapted their national sustainability indicator systems to conform to the UN Agenda 2030 for sustainable development, introducing new indicators and monitoring frameworks and governance processes in which these are embedded. What do we know about the political processes and struggles of implementing this important global framework? How does the politics of indicators differ in national contexts? We propose a classification of national indicator systems along dimensions of indicator selection, appraisal landscape, participatory nature, and political communication. We empirically explore these dimensions for four European national sustainability indicator systems through a comparative analysis based on national policy documents, indicator databases, and web portals as well as inputs from workshops and expert interviews. Given the considerable variation with respect to the trajectory of national sustainability indicator systems, we posit that these differences correspond to different national interpretations of sustainability. The growing urgency of environmental problems, such as climate change, pollution, and waste management, has highlighted the importance of eco-innovation. It includes the development of sustainable solutions for goods and services. As corporations adopt sustainability practices, governments are increasingly essential in propelling eco-innovation. Innovation and economic growth are inextricably linked since innovation helps reduce costs, increases productivity, and builds knowledge. Eco-innovation, requiring stakeholders' collaboration and knowledge sharing where public policy plays a critical role in fostering eco-innovation, is frequently catalyzed by climate change and environmental issues. This paper provides an assessment of the public policy of several countries and its part in promoting eco-innovation. It explores how policy tools such as research and development investments, regulations, incentives, and infrastructure can be used successfully. It also explores how such instruments influence small and medium enterprises due to their importance in environmental sustainability policy. This research contributes to knowledge and adds to the literature by offering a global approach to the subject, complementing previous regional/single-country studies. It demonstrates the worldwide consequences of policy actions on eco-innovation and provides recommendations for policymakers, businesses, academics, and environmental stakeholders. How has the food issue evolved in Portugal and what are the potentialities and challenges for the construction of fairer, healthier and more sustainable food systems? This article addresses these questions by analysing the convergences and divergences between (i) government discourses and public policies around food, (ii) the alternative food networks developed by civil society and local power, and (iii) the proposals and initiatives of the organized family farming sector. Governments develop policies that set strategic directions on matters of national significance, referred to in this paper as strategic policies. Australia's Commonwealth Government develops and influences national environmental and sustainability policies despite having limited constitutional powers in the management of natural resources. The Commonwealth Government has, over the past three decades, developed strategic policies aimed at sustainably managing forests, water, soils and agricultural lands. The design and implementation arrangements of environmental policies that have endured is not well studied, and this paper addresses this knowledge gap in the context of a federal system. The National Forest Policy Statement, the National Water Initiative and the Natural Heritage Trust have endured centre-left Labor and centre-right Coalition Governments, and serve as case studies. These policies have required structural adjustments to industries to varying degrees to limit impacts on the environment, leading to contestations about policy objectives. The policy cycle serves as the primary heuristic for analysis and the research finds that policy objectives are constrained by the Commonwealth Government's limited constitutional powers on environmental matters. In this study, we assess the sustainability of the electricity sector and explore the correlation between government environmental policies and the sector's sustainability. We find that at the national level, the sustainability of the electricity sector has exhibited a notable upward trend in recent years. However, this trend has not been evenly distributed across different regions of the country. Second, government environmental policies have a significant positive impact on promoting the sustainability of the electricity sector. Due to the seriousness of environmental problems, it is necessary for municipalities to acquire a greater role, develop strategies and capacities in order to preserve their natural resources for the benefit of current and future generations. In this context, it is examined, from the perspective of different actors--officers, businessmen and academics--the effectiveness of the programs and actions developed by the municipalities of Ahome, Guasave and Sinaloa to attend the main environmental challenges faced in the region. The study is based on the analysis of the development plans of these municipalities located in the northern area of Sinaloa and on the semistructured interview with the actors already defined. The interviewees agree that there is no authentic environmental public policy that marks the way forward to attend the environmental problems of the region, nor is there a necessary culture or environmental awareness by the population, which is worrying, since the natural environment begins to show signs of exhaustion and today is the time to act and to avoid waiting for irremiadable consequences. Combustion of fossil fuels in the transport sector represents the second largest source of greenhouse gas emissions. For this reason, governments are fostering diversification of energy sources by creating a set of governmental environmental policies and initiatives. In this context, biofuels are expected to represent a substantial part of source diversification, but it is necessary to assess the sustainability of their market to explore its effect on economical, technological, social, political and environmental dimensions. This research presents a dynamic simulation modelling of the Colombian biodiesel market and analyzes the policy support instruments for creating and managing it. A system dynamics based model is proposed to enable decision-makers to understand the influences between the different variables that describe the system and the impact of the biodiesel government policy in Colombia. The primary focus of this paper is to establish the characteristics of each sustainability dimension for the case of study and apply the system dynamics methodology with different types of validation. Finally, the Colombian market status and a sensitivity analysis are developed. The results show that in order to support the development of this sector, it is necessary to diversify the raw materials for the production of biodiesel in the medium term, which means raw materials without competence for the primary rainforest or competition with food productive lands. Sustainability policymaking presents numerous challenges to local governments. Municipal leaders, especially in smaller cities and towns, report that they lack the fiscal capacity and/or technical expertise to adopt many environmental protection policies. This paper investigates whether the more than 2000 municipally owned utilities in the United States have the potential to mitigate those problems. Data from two surveys of USA local governments (n = 861), modeled in a pair of negative binomial regressions, find a positive correlation between those cities with municipal power companies and those with an increased number of community-wide sustainable energy policies. Follow-up interviews with officials reveal the potential mechanisms driving sustainability by local governments that own power companies. These mechanisms are the increased capacity that publicly owned utilities provide by virtue of income generated and access to energy-specific grants as well as the local nature of their operations, which allows a better fit of sustainable energy measures to local circumstances. Since the 1990s, increasing environmental concerns have spurred the need for information and stimulated the development of numerous indicators, yet without a real impact on corresponding policies. To better account for this weakness, a political sociology approach to analyze how these government tools was developed in two cases: the French generic system of sustainable development indicators; and the implementation of the European Water Framework Directive based on indicators of water status. Comparative analysis shows that in both cases a coalition of actors successfully resisted the effective use of indicators by redesigning them and limiting the impact of quantified environmental information on policy making. The purpose of this paper is to make an analysis of the main issues of environmental or ecosystem services regulations in Argentina, and a brief reference of a selection of Latin American countries laws (Peru and Costa Rica). We implemented the documental observation and normative comparative methods. One of the main results is that during last year many bills of laws were presented at the National Congress, which guidelines might be useful as precedents. Notwithstanding, in parallel an integral evaluation must be made in order to state if some valid environmental laws should be or not abolished, in order to avoid new contradictions. One of the main limitations for the argentine case, is that there is not a specific regulation about environmental services. We can conclude that in the case of other countries of the region which already have regulated the ecosystem services payment, there are some relevant issues which might be taken into account for future laws and/or public policies in Argentina. American cities vary considerably in the degree to which they pursue sustainability. What explains this variation? One plausible cause of such differences is that sustainability may be more appealing to high-income cities than to more economically challenged cities. Yet such strict economic determinism seems simplistic and removes politics from an inherently political process. The hypothesis here is that any such relationship between income and commitment to sustainability is conditioned by a city's level of environmental advocacy. The data utilized in this analysis are derived from two large-scale data sources. One is a comprehensive inventory of sustainability programs and policies in 50 large American cities. The other is a set of surveys in those same 50 cities. The multivariate model supports the hypothesis. Controlling for income growth and the predisposition of policymakers to be supportive of sustainability (as well as other alternative explanations), a city's commitment to sustainability is strongly linked to the advocacy of environmental and sustainability groups in the policymaking process. Globalization entails increased interdependence and interconnectivities among distal regions and social-ecological systems. This global interregional connectedness – telecoupling – gives rise to specific sustainability challenges, which require new governance solutions. Moving beyond ‘scaling-up’ governance to address global environmental problems, and exploring the implications of telecoupling for state-led environmental governance, ways the state can effectively address telecoupled environmental issues both within and beyond national borders are addressed, drawing on the example of soy trade between Brazil and Germany. This builds on recent contributions to the literature on governance of interregional ecological challenges to elaborate potential policy and governance options, ranging from classical bilateral, multilateral, and international agreements, to information-based, economic, and hybrid governance modes. While telecoupled environmental problems create governance challenges related to scale, knowledge gaps, coordination, and state capacity, the state has an important role to play. The European Union (EU) is usually described as a promoter of global environmental governance, committed to sustainability and the precautionary principle. Regarding international fisheries management, however, the EU has repeatedly deviated from these principles. This article analyses the EU's policy in two Regional Fisheries Management Organizations (RFMOs): the Northwest Atlantic Fisheries Organization (NAFO) and the International Commission for the Conservation of Atlantic Tunas (ICCAT). The EU's deviation from its environmental principles is explained by the weakness of the pro-environmental advocacy coalition in the EU's fisheries policy subsystem and the overcapacity of the EU's fleet, which first arose when European fishing nations were excluded from traditional fishing grounds during the creation of Exclusive Economic Zones in the 1970s. Governments worldwide are recognising ecosystem services as an approach to address sustainability challenges. Decision-makers need credible and legitimate measurements of ecosystem services to evaluate decisions for trade-offs to make wise choices. Managers lack these measurements because of a data gap linking ecosystem characteristics to final ecosystem services. The dominant method to address the data gap is benefit transfer using ecological data from one location to estimate ecosystem services at other locations with similar land cover. However, benefit transfer is only valid once the data gap is adequately resolved. Disciplinary frames separating ecology from economics and policy have resulted in confusion on concepts and methods preventing progress on the data gap. In this study, we present a 10-step approach to unify concepts, methods and data from the disparate disciplines to offer guidance on overcoming the data gap. We suggest: (1) estimate ecosystem characteristics using biophysical models, (2) identify final ecosystem services using endpoints and (3) connect them using ecological production functions to quantify biophysical trade-offs. The guidance is strategic for public policy because analysts need to be: (1) realistic when setting priorities, (2) attentive to timelines to acquire relevant data, given resources and (3) responsive to the needs of decision-makers. This paper reports an analysis of municipal policies through a population health-promotion lens; its purpose is to identify potential grounds for intersectoral collaboration. Template analysis methods based on widely accepted determinants of health (DOH) and health-promotion strategies were used to study policies from six Western Canadian municipalities: Vancouver, Victoria, Surrey, Edmonton, Calgary and Strathcona County. To illustrate overlapping concepts, findings regarding rich descriptions of social environments (one determinant of health) are highlighted. Similarly, social inclusion as a desired goal and community capacity building (as both process and outcome), appear to be concepts around which health promotion and social sustainability frames converge. These findings identify potentially fertile partnership opportunities: health promoters can deepen their understanding of DOH such as social inclusion and municipal leaders can learn from the evidence of effectiveness in health-promotion strategies. Sustainable development has become daily routine for public administration when strategic planification is to be faced. Environmental policies have traditionally pretended to aim at sustainability, but the extent to which the latter has been universally assumed by institutions, justifies talking about sustainable development policies as such. In this piece of work we will try to analyze the origins and development of such policies in the concrete case of the Basque Country, given the fact that Spanish Constitution gives autonomous communities a prominent role in the management of sustainability. Over the past 200 years society's response to coastal flooding or erosion has been to provide defences to combat or eliminate that threat. A combination of economic pressures, a better understanding of coastal processes and of the impact of those defences on these processes has led to the development of new approaches to coastal management. This paper will show how, by linking planning policies to various types of intervention, a workable, sustainable and equitable approach can be achieved. The need to work closely with communities is emphasised with examples and case studies. Development in zones at risk should be restricted, but equally development should be permitted, perhaps by exception, in other areas to ensure the continuing viability of coastal communities. While the headline issues are around the loss of homes, a part of this process is to ensure that community assets, lost or threatened by coastal change, are also replaced or relocated. The UK's North Norfolk District Council was the recipient of a £3 million grant from the government's coastal change fund to trial a number of different approaches that can be made, working closely with partners and the coastal communities affected. The paper will describe the various projects (e.g. relocating a village hall, removing derelict defences, acquiring and replacing housing, supporting businesses), programme governance, communications, discuss the problems encountered, how they were addressed and report on the undoubted success of many of the measures that were trialled. Abstract: Evidence on the role of information and knowledge for policy making shows that policy actors seldom use information as a direct input to their decisions. Similar patterns of (non)use have been identified in the case of indicators in the environmental and sustainable development policy domains. The objective of the paper is to elucidate the patterns of environmental indicator use and to argue for the introduction of a ‘politics of policy indicators’. With a limited set of characteristics (e.g. legitimacy, credibility and salience) of indicators, which help to apprehend the usability of indicators, we argue that the usability profile of indicators can be analysed as a matter of construction and deliberation by indicator creators and policy actors. The performance of indicators as policy tools – as rendered with their usability profile – is co-dependent of the institutional embeddedness of the indicators. Our conclusion makes the case that if environmental improvements towards more sustainability are partly relying on the quality and uptake of information into policy processes in order to steer decisions, then the ‘usability profile’ of indicators itself should be subject to collective and conscious steering. This call to ‘steer the steering’ is supported by the wider calls to initiate patterns of ‘reflexive governance’ within the sustainability policy domain. [Copyright &y& Elsevier]

This paper assesses technical performance in the water industry in the Southern European region of Andalusia, while accounting for sustainability in the management of water. This allows the opportunity cost of producing sustainability to be evaluated. Given the low cost of raw water in Spain in relation to the estimated opportunity cost of saving this natural resource, wasting water becomes a profitable strategy for utility managers from a private perspective. However, this managerial strategy has a huge social cost in an area of Europe where the sustainable management of water is a pressing need. The conclusion is that environmental policy aimed at discouraging this wasteful behaviour is urgently needed. The relationship between the level of resilience and the level of sustainability plans and policies found in 40 American urban areas is examined. The resilience index reflects motivation, capacity and information; sustainability plans and policies are measured by a content analysis of city documents. The results show that: the presence of sustainability plans and policies is related to resilience, but not to aggregate measures of diversity, formal education or proportion of persons living in poverty; resilience has a significant impact on sustainability plans and policies even when controlling for diversity, education, poverty, and inequality; resilience is more likely to be present in a communitarian political culture; and resilience retains its impact on sustainability plans and policies even when controlling for type of political culture. In recent debates on environmental problems and policies, the strategy of “degrowth” has appeared as an alternative to the paradigm of economic growth. This new notion is critically evaluated by considering five common interpretations of it. One conclusion is that these multiple interpretations make it an ambiguous and rather confusing concept. Another is that degrowth may not be an effective, let alone an efficient strategy to reduce environmental pressure. It is subsequently argued that “a-growth,” i.e. being indifferent about growth, is a more logical social aim to substitute for the current goal of economic growth, given that GDP (per capita) is a very imperfect indicator of social welfare. In addition, focusing ex ante on public policy is considered to be a strategy which ultimately is more likely to obtain the necessary democratic–political support than an ex ante, explicit degrowth strategy. Local governments (LGs) have provided a range of essential services. Initially this did not include specific consideration of the bio-physical environment, however, their role in environmental management has become more prominent since the 1980s. This article argues that LGs have an increasingly important role in environmental and sustainability implementation, and, through an international context, identifies the variety of policy responses LGs in Australia have adopted to engage with environmental and sustainability issues. The literature based review demonstrates the richness of this engagement and that while there is information about the range of engagement, there is little to indicate the effectiveness of these policies. This article is concerned with governance of long term socio-technical transitions required to orient development trajectories of advanced industrial counties along more sustainable lines. It discusses the contribution that ‘transition management’ can make to such processes, emphasizes the irreducibly political character of governance for sustainable development, and suggests that the long-term transformation of energy systems will prove to be a messy, conflictual, and highly disjointed process. Transition management is a new concept for long-term policy design for the reflexive governance of socio-technical systems. It has recently attracted attention beyond its original context, the Netherlands. Yet, considering the local origins of transition management, it is also valid to question whether its assumptions concerning the governance of long-term transitions ‘travel well’. This article aims to explore early experiences of transferring the transition management model into the Finnish context on the basis of two case studies in different sectors. In a set of US urban areas, this study documents patterns of association between multiple measures of sustainability policies and outcomes on the one hand and indicators of three principal political culture theories on the other. Five dimensions of urban sustainability attributes are examined (environmental, public health, economic utility, sprawl, and local government plans and policies) as well as a summative index across the five dimensions. The three political culture theories are creative class, social capital, and historical legacy. First, the analysis examines the relationships among the five dimensions of sustainability. Second, a correlation analysis exhibits further evidence of major effects attributable to social capital and historical legacy cultural heritage. Third, a multiple regression analysis predicts the summative sustainability index score by measures for creative class, social capital, moralistic cultural legacy, and controls for education level and percentage of low income households; both a moralistic cultural heritage and strong social capital are shown to be facilitative contexts for a US city making a commitment to sustainability, even in the presence of demographic controls. The results suggest that environmental professionals engaged in sustainability efforts must be cognizant of their cultural context and of the linkages among different sustainability domains. It considers their strengths, weaknesses and site-specific applicability. It is intended to facilitate their selection (and combination where necessary). Upgrade of the emergy analysis of Sečovlje saltpans [Babič, J., 2005. Emergy analysis of the salt production process at the Sečovlje saltpans, Slovenia. STELLA model of the solar salt production process was constructed to simulate emergy flows and emergy indices. Sensitivity analysis of state variables with regard to various emergy indices was also performed. We compared several process scenarios as well as the process behavior under different environmental and economic conditions. The model structure enables adding new state variables in order to obtain better control over emergy flows within the model and between the model and its environment. Results show that evaporated water contributes the highest identified environmental renewable emergy inflow to the area. Precipitations themselves have very negative effect on actual salt production due to the dilution of concentrated brine with rainwater. However, human labor, as it is driven mostly by nonrenewable emergy, contributes the highest nonrenewable emergy inflow. The general trend of decreasing percentage of renewable emergy in human work as well as the need for additional inputs of nonrenewable emergy aimed at reducing labor demand, limits the possibilities to achieve a higher sustainability and a lower environmental loading of the investigated production process. An opinion piece is presented that argues in favor of government policies related to ecological restoration and offers four principles related to this restoration. Topics discussed include the role of restoration in the increase of ecological integrity, the sustainability of ecological restoration, and the societal benefits to restoration.

The ways in which issues of differential times and time-scales make themselves felt in environmental politics are explored. Official and industrial `control' of time-scales within environmental regulatory processes is seen to be an important determinant of the forms such politics take in countries like the UK. Many of the proposed and foreseeable activities on the Moon, Mars, and elsewhere in our solar system will require construction and similar actions. Most will, by intent, alter those natural environments in a variety of ways. Some impacts may foreclose future options for use of the area, hinder sustained access to resources, impede long-term human occupation, interfere with scientific or other purposes, harm cultural assets, create unsafe conditions, or cause other detriments. A long-proven method for reducing adverse effects here on Earth has been to assess the proposed actions in a structured manner during the planning process, to identify adverse impacts, and to seek opportunities to avoid, minimize, and mitigate harm. However, such a process is currently not required for space actions and has been largely ignored by space industries, academic and scientific organizations, and governments. In addition to advocating the need for an appropriate assessment and review process, this article proposes a simple framework as a starting point for discussion. While it draws upon environmental assessment procedures developed in the US under the National Environmental Policy Act (NEPA), it does not recommend that NEPA be applied to extraterrestrial actions. In fact, NEPA may be counterproductive. Rather, it suggests that space industries and other space actors themselves should consider developing and using an appropriately structured assessment process. • Actions on the Moon and Mars may impact those environments. • A process for environmental impact assessment is needed. • To date, no framework for an assessment process has been described. • This article proposes an extraterrestrial environmental assessment process.
