Abstract

The article argues that regulation can transform products and processes in ways that facilitate economic, health, safety and environmental benefits. According to the Porter hypothesis, significant innovations can be induced by environmental, health and safety regulation. Examples of technological developments that can reduce toxic chemicals in natural and working environments and consumer products are given. It cites key factors influencing the willingness of a firm or government to innovate.
