This paper tests the predictions of various conflicting theories on international trade and development by examining the impact of exporting and importing on economic level and basic needs in two developing countries of two different developing regions of the world; one in Latin America & Caribbean, and one in Sub-Saharan Africa. The two countries are Brazil and South Africa, respectively. Using fifteen-year lagged data that spanned 1984-2019, the paper finds that exporting tends to have negative and significant impact on both economic level and social basic needs in these two countries. Importing, on the other hand, was found to have positive and significant impact on economic level, and social basic needs in both countries. This paper argues that the COVID-19 pandemic can and should be understood as a form of creative destruction (Schumpeter's gale), at a hyper level owing to its biological/medical dimension. Therefore, the critical response to such a hyper force is to rethink how institutions administer Public Policy in South Africa (Path Dependency), most importantly economic development planning institutions and Covid-19 responses, in the form of 'The Economic Reconstruction and Recovery Plan'. It's the contention of this paper that the reason why Covid-19 continues to impact the South African government's economic planning ethos is anchored in its developmental orientation, particularly how constitutional legalism has impaired economic development planning. This could impart be due to the unaddressed influences of the initial waves of Law and Development post-1994. The South African experience with the initial waves of Law and Development were muted owing to the problematic nature of the 1994 transition which sought peace at all costs without necessary addressing substantive economic development reform considerations. The purpose of the present paper is to examine a selection of macro- and micro-linguistic features (at text and sentence/word level respectively) of the South-African Green Paper 'National Climate Change Response' from 2010. Our overarching assumption is that the Green Paper needs to handle competing interests, beliefs and voices in a narrative structure favouring specific courses of action. How does the government portray the complex natural and societal phenomenon of climate change, and how does it take into account the many and often competing national and international views and interests which come into play? Our hypothesis is that the Green Paper constructs a narrative and that it relates to a number of voices other than that of the authors, through linguistic markers of polyphony, such as negation, sentence connectives, adverbs and reported speech. Thus we propose a narrative and polyphonic analysis of the Green Paper, at the level of the text as a whole (macro-level) but also with attention to linguistic constructions of polyphony or 'multi-voicedness' (micro-level). We find that the narrative-polyphonic properties of the Green Paper contribute to a strategy for building consensus on climate change policy. The South African government assumes the role of main hero in its own climate change 'story', and there are subtle forms of interaction with different and typically non-identified voices, such as concessive constructions and presuppositions. Youth unemployment has bewildered governments across the globe, both in developed and emerging economies countries, with South Africa being no exception. This is captured through the accelerating youth unemployment rate in the country. Considering the positive contributions of excessive youth entrepreneurship policies in other countries, this paper, through the lenses of Schumpeter's 1934 economic development theory, demonstrates that through entrepreneurship, the South African government should strive to accelerate the already implemented and discard the less effective youth policies. Consequently, creating an innovative environment centered around the youth eradicates the exacerbating percentage of inactive or discouraged youth due to unemployment. Longer spells of inactivity threaten their human development and their contribution to the South African economy. Therefore, a youth-driven entrepreneurship economy can assist the government in counter-solving upcoming and persistent negative effects of unemployed youth. Climate change is devastating human communities, but it is more devastating to the poor and powerless, especially in the absence of accountable political leadership. This was evident in the recent climate disaster that struck South Africa in KwaZulu-Natal (KZN), where the deadliest storm in April 2022 killed about 489 people and devastated many more. This paints a frightening picture of the impending climate apocalypse not only in South Africa but in the global world. In the face of mounting evidence that the threat of climate change is indeed existential, this paper represents a tacit theological obligation to warn nations or sensitize governments to the impending climate catastrophe. Responsible public theology as per this paper's version calls for pragmatic government policies and a renewed church mission for human security in the face of the looming climate crisis. Although unrelated to the phenomenon of climate change, the Genesis flood narrative is used by analogy to describe the church's mission in the face of the climate crisis encompassing floods. A particular focus is the impact of the environmental and climate change crisis on the impoverished masses living in low-lying risk areas, as was the case with KZN. Given that there seems to be little theological reflection or intensity on this question, this paper represents a potential area for further research that will foster theologically informed dialogue on impacts of climate change. The 'White Paper of Families in South Africa' is critically analysed in this article. It is shown that although family diversity is acknowledged in the aforementioned document, certain implications of the document undermine such professed diversity, not all caretakers of children are acknowledged and supported, and financially vulnerable families are not strengthened. Instead, narrow ideals of family life are at times promoted, suggesting middle-class heterosexual values. It is argued here that the realities of family life should be accepted as such and family in different forms should be supported consistently, not subtly pushed to conform to restricted interpretations of what families should be like. The direct crediting of book allowances to student accounts was, among other reasons, underpinned by the belief that students would be able to substitute prescribed study material with online content. The article attempts to understand if the local open educational resources (OER) funding policy environment was prepared for this significant transformation. The paper applied a critical theory paradigm and a documentary research strategy to identify policy-level documents on OER funding in the South African higher education sector. Content analysis was then applied to review what they said about OER funding. These outcomes were then measured against the National Policy Development Framework 2020, which also dominated the study's conceptual framework. The study's significant findings were that the OER funding policy did not meet the policymaking principles of the framework, and this exposed Higher Education to a poorly funded OER environment. The study recommended hastening the finalization of OER policy and the flexible application of current policy terms to include OER as a fundable higher education cause. [ABSTRACT FROM AUTHOR]

The increasing investment in renewable energy (RE) in Africa has been accompanied by the establishment of a number of local RE component-manufacturing facilities across various African countries. The local manufacture of RE components presents an interesting opportunity for achieving sustainable industrialization in Africa. However, limited research has been devoted to analysing the factors enabling and impeding the localization of RE component production. In this paper, we analyse the determinant conditions for the localization of wind-turbine component production in South Africa in order to improve the understanding of the opportunities and challenges involved in achieving sustainable industrialization on the continent. Specifically, we explore the role of governance structures in the global value chain (GVC) pertaining to specific components in shaping national policy efforts to encourage the industry's localization. We find that the local production of wind-turbine towers has generally made most progress compared to the localization of blade and nacelle production. Further, we find that the GVC's governance structures may contribute both to impeding and to further accelerating the effect of adopted policies on the industry's localization. This article discusses the peculiar features of South Africa's foreign policy, which became the fifth member of BRICS in 2011. The decision for South Africa's accession to BRICS was based on the principles of the country's foreign policy; facilitating the establishment of a multipolar, just, and equitable world order, striving for the development and prosperity of Africa. The focus is on the notion of Ubuntu and the formation of foreign policy in South Africa since the 90s of the 20th century. Ubuntu is one of the basic philosophical concepts and organizational principles of the Bantu-speaking people of Africa. After the fall of the apartheid regime in South Africa and the democratic transformation undertaken in 1994, the philosophy of Ubuntu was adopted by the leaders of the country and became an instrument regulating public life, became a regular fixture of domestic public policy as well as firmly entrenching itself as one of the key principles of foreign policy. The purpose of this paper is to determine when the philosophy of Ubuntu became part of the political landscape of South Africa, to establish the degree of this concept's influence on the external and internal political rhetoric, and to determine the tools for the dissemination of Ubuntu by the government of South Africa. The scientific novelty consists in a comprehensive analysis of state documents and their study with reference to content on the Ubuntu concept. Earlier, such an analysis has not been introduced into the scientific study of our country. Purpose: The purpose of this paper is to discuss South Africa's trajectory of socio-economic development since the advent of democracy a quarter century ago. This is done through a critical discussion and review of major policy interventions that have been implemented to achieve the goal of racial justice. The author argues that while the advent of democracy brought about significant opportunities for social justice, socio-economic development in South Africa has been characterised by increasing wealth and income inequality, which has undermined the cause of racial justice. The key argument the author advances in the paper is that the decline in the power resources of the working class and the poor accounts for the neoliberal turn in economic policy in South Africa. Design/methodology/approach: The paper relies on primary policy documents of the government and on primary political and policy documents of the African National Congress and its political allies such as the Congress of South African Trade Unions and the South African Communist Party. The author also reviews the extensive literature on the subject of development policymaking in the new South Africa. Findings: The main finding is that the advent of democracy a quarter century ago and the policy interventions by the government have brought about social progress in some areas. However, the colonial and apartheid domination still shapes access to social-economic opportunities in South Africa. In anything, income and wealth inequality has increased since 1994. The goal of racial justice appears far from being achieved. Research limitations/implications: The key implication arising from the research is that strengthening political organisations of the working class and the poor is critical to attaining the goal of social equity. This is particularly true in a context where elite interests in the state and the corporate sector have been ascendant for the past two decades. Originality/value: What is original about the paper is that it is one of the first papers that assess the progress that has made in bringing about racial justice 25 years after the advent of democracy in South Africa. Furthermore, the paper uses the power resources theory to explain the dearth of pro-poor social reform in South Africa. This is a departure from the dominant approach, which explains the adoption of neoliberalism in South Africa as either inevitable due to poor economic performance or an outcome of the sell-out by the ANC political elite. Globalisation, migration trends and transformation in labour laws have changed the face of contemporary organisations' workforces from being homogeneous to one that is culturally diverse. In South Africa, the demise of apartheid in 1994 paved the way for culturally diverse workforces in most sectors of the economy, including schools that draw educators and learners from different cultural backgrounds. The paper investigated the implementation of cultural diversity management policies in uMzinyathi District Schools in KwaZulu-Natal, South Africa. The paper is exploratory, and descriptive and adopts a qualitative approach. Thirty-six School Management Team members from ten uMzinyathi District Schools were interviewed after being purposively sampled. Content analysis was used to analyse data. The paper revealed that schools are implementing cultural diversity policies, although policies are adequate, they rely on national policies in redressing past imbalances. Evidence shows that School Management Teams were divided regarding the measures for and adherence to implementing diversity policies. The study recommends the formulation of a cultural diversity plan and strategy by the Department of Basic Education with short- and long-term goals. [ABSTRACT FROM AUTHOR]

National policy documents are important platforms for the prioritisation of social issues which is likely to spur research into the development of evidence-based practice guidelines that are effective and cost-efficient. In relation to the impact of substance abuse on the family, carefully designed policies that magnify support for the family can help lessen the burden of substance abuse on families. Using the Family Impact Lens (FIL) framework, this paper explored how family issues in relation to substance abuse are addressed within three South African policy and strategic documents: thePrevention of and Treatment for Substance Abuse (PTSA) Act(2008), theNational drug master plan(NDMP; 2013–2017) and theWhite paper on families in South Africa(2012). In keeping with the framework of the FIL, we evaluated whether the policies (1) mention the effects of substance abuse on the family, (2) recognise the importance of the family in the relative’s rehabilitation and (3) address the needs of family members by providing policy directives to support families who are affected by substance abuse (affected family members (AFMs)). Although all three policies recognise that families are negatively impacted by a relative’s substance abuse, the policies are overly focussed on individual approaches to deal with substance abuse and fail to adequately address the support needs of AFMs. Research on the support needs of AFMs is warranted in addition to the evaluation or development of evidence-based strategies to support AFMs. Further implications and recommendations for policy-makers, researchers and practitioners are provided in the paper. The Paris Agreement's enhanced transparency framework requires that all Parties track and report progress toward their nationally determined contributions (NDCs). This paper develops a qualitative, multicriteria framework that can be used to either design effective NDC tracking systems or evaluate the extent to which Parties are prepared for NDC tracking. The paper also applies the framework to a case study on South Africa, with results indicating that the country is progressing well in terms of selecting appropriate indicators, enacting legislation, and enhancing transparency. In areas of collecting data, reporting on socioeconomic outcomes, and making changes in national policy, there is room for improvement, and the paper explores options to this end. Since South Africa has a relatively advanced system for tracking mitigation goals, the findings of the paper suggest that other developing country Parties may require additional resources and capacity to track NDCs effectively. The international literature links mining booms with social disruption. The rapid economic and population growth that mining brings increases urban crime and social problems. But insufficient attention has been paid to the reverse situation: the social disruption that can accompany the closure of a mine. We compare crime statistics for four categories of small city, known in South Africa as "intermediate city municipalities," from 2009 to 2018. Contrary to the findings of international studies, we find that those where mining was in decline had some of the highest crime rates, particularly in the category of sexual offences, whereas those where mining was growing had the lowest. Our research shows that mine decline and closure can contribute to social disruption. We argue that South African government policy has exacerbated this problem in the context of mine decline and that several dependencies created by mining further contribute to the problem. We challenge the assumption that fast population growth and an increase in the male population are prerequisites for social disruption. Housing delivery in South Africa continues to dominate conversations on human rights and social development. Using a social development lens, this paper presents the findings of a qualitative study that aimed at exploring the housing experiences of social rental housing (SRH) beneficiaries and how this interlinked with human rights and social development in South Africa. Using the purposive sampling method, the study selected three social housing institutions (SHIs) in Gauteng and two in the Western Cape province. With each SHI, a focus group discussion was conducted with its tenants to establish if there are any linkages with human rights and social development. Participants shared positive sentiments relating to SRH. The authors of this article note that SRH is implemented from a rights-based perspective, in line with international law and the social development perspective. South Africa's conceptualization of its participation in peace missions' has been largely defined by a White Paper in 1999 that evolved from a militaristically-oriented document to a normative framework for peacebuilding activities with a significant civilian element. This reflected the eventual participation of civil society groups and `think tanks' in the formulation of South African policy. The government's challenge was to flesh out the policy, to institutionalize it and implement the White Paper's principles. The intervention in Lesotho in 1998 provided important warnings and lessons concerning South Africa's increasingly prominent regional and continental role, raising issues that need to be addressed if the practice of intervention is to match the sophisticated articulation of peace mission policy. Transracial adoption was legalized in South Africa through legislative reform as South Africa moved into a post‐apartheid era of non‐racialism. Transracial adoption offers one option of placement for Black children in need of alternative care. However, adoption continues to face obstacles to implementation, including cultural obstacles which impact on placement of Black African children. This paper reports on adoption statistics on national adoption in the period 2013–2021 and a documentary analysis of the current legal and policy framework governing transracial adoption. We cover international instruments, local laws, including the Children's Act of 2005, and relevant policy documents designed to facilitate the implementation of adoption. We show that the law is supportive of transracial adoption, but that policy documents offer a somewhat contradictory stance to the practice. The lack of success of transracial adoption as a child protection strategy does not lie within the legal framework but may lie in the difficulties in interpreting and implementing the range of different policies by those implementing these policies. More research into the implementation practice of these bureaucrats is required to understand the underutilization of transracial adoption as a placement option for Black children in South Africa. Globally, migration is to a certain degree an important and highly debated political topic among scholars because of its peculiarity to human movement and relationship between states. Migration is fundamental to liberal democracies and a function of the international system of states. Following the demise of the apartheid system and the adoption of inclusive governance in South Africa in 1994, the country has continued to witness an influx of migrants. However, the call for the deportation and rejection of migrants amongst South Africans has continued to increase with black foreign nationals at the receiving end, sometimes openly or clandestinely done by government officials. Using a qualitative research method, underpinned by the following questions (i) Is South Africa playing politics with its migration policies, while surreptitiously legalizing xenophobism? (ii) Can well-managed migration policies allay the fears of foreign nationals, particularly the blacks in South Africa? (iii) What effects would anti-immigrants' laws and attitudes have on South Africa's relations with other [African] countries? The paper argued that South Africa's preoccupation with restrictionism policies, driven by xenophobism and political interest, seems to have compromised inroads for immigrants that are very important to its economic growth, concluding that unless the rhetoric of a perceived socio-economic threat, posed by migrants, is countered effectively, South Africa's economies stand to lose out substantially from the implementation of anti-immigration policies. Climate change is a key socioeconomic and environmental concern in South Africa. The South African government introduced several climate change initiatives to address the impacts of climate change, resulting in the proliferation of climate adaptation policies across spheres of government. This paper studies different climate change adaptation policies and climate policy paradigms (CPP) to understand the adaptation landscape; it explains and compares the changes in CPP in South Africa over time. We mapped 40 policy documents from 2004 to 2022, which shows 12 national policies, 12 provincial (sub-national) policy documents and 14 metropolitan city policy documents. We then used 12 national policy documents to illustrate and understand the CPP. The research shows that different stakeholders have shaped climate change adaptation policy, both private and public firms advised on climate change policy and there are a number of different funding partners supporting the adaptation policy like GEF, C40 and GIZ. The changing policy environment has introduced new frameworks, objectives and processes. Therefore, more efforts will be needed going forward to guide adaptation policy across national, provincial and local governments. We find that several CPPs have emerged, that is different paradigms encompassing a range of policy goals, framings and instruments. The present National CC Adaptation Strategy (NCCAS) mandates adaptation across all levels of government and allows all important stakeholders to address climate change consequences. This NCCAS increases the number and ambition of adaptation policy, encourages integrated approaches, policy coherence and clear direction on how to handle climate risks and impacts in varied South Africa and its global commitment. Changes in policy paradigm enable the use of new policy instruments, including funding and budget mechanisms. Finally, climate adaptation policy has become more ambitious and stringent, requiring all levels of government to plan for climate change. The climate change policy landscape in South Africa has grown over the past 18 years, with policy development across different spheres of government (national, sectoral, provincial and metros), New CPPs have emerged, supported by new policy frames, goals and instruments. The NCCAS provides a clear policy goal, which also provides new policy instruments to implement climate actions and acts to enhance integrated approaches, The lack of domestic budget allocation remains a challenge for national government, but external partnerships have begun to provide support for policy development. This paper sets out a general framework for analysing long-term care (LTC) systems for older people in different countries and then applies this framework to a specific national setting. The paper considers the extent to which South Africa's emerging LTC system conforms to broader patterns observed across low- and middle-income countries and how far it has been shaped by more local effects. It finds that patterns of demand for LTC vary across different racial categories. Despite having lower rates of ageing that the white population, Africans account for the majority of LTC demand. Residential services cater primarily for older whites and there is a widespread perception that LTC for Africans should be a family responsibility. Across the sector there is evidence of gaps in service availability, limited state oversight and uneven service quality. The South African Defence Industry has undergone several significant changes during the past six decades, with its current state being deemed unfavourable for continued survivability. To develop a robust understanding of the industry, a review of the scientific literature (and government policies) has been undertaken to chart the trends in the industry through the decades. South African political ideologies in the sixties and seventies resulted in a need for self-sufficiency in defence. By the late eighties, increased military spending resulted in a powerful and capable defence industry, but the end of apartheid and regional conflicts saw an expected sharp drop in the defence budget. The Strategic Defence Package offered some respite in terms of exports, but this has declined in the recent past. The defence budget has remained at a steady low value for two decades, with no real possibility of an increase. To maintain relevance and ensure organisational resilience, the remnants of the South African Defence Industry should use the Defence Industry Strategy as a baseline to develop robust local relationships to drive innovation and foster economic growth, while also strengthening international market share by strengthening unique South African technologies. Johannesburg, which is South Africa's largest city and economic center, is still influenced by patterns of inequality of the past. Although spatial transformation has been rapid since 1994, spatial divisions along class lines are still prevalent long after the apartheid era. This is despite the fact that societal values such as inclusivity, spatial justice and equal access to resources have become the core goals of Johannesburg's spatial and urban development. This is particularly true when addressing housing, public open spaces, transport and social infrastructure embedded in a suitable land-use mix. However, despite the adoption of numerous policies by government, this research indicates that even recent urban development projects such as Fleurhof and Waterfall are falling short in delivering those objectives. Based on a case study analysis, we show that significant dysfunctionalities become evident when evaluating these two projects, despite their meeting relevant indicators of spatial inclusion on paper. Tensions are identified between theoretical approaches and the implementation of societally relevant policy goals. These include inclusivity and spatial justice by mostly privatized provision of housing and services, and deficiencies in public maintenance of infrastructure. The research reveals, that 'ticking-the-boxes' behavior on policy and project level does not produce equitable, inclusive neighborhoods and urban spatial patterns, but rather reproduces spatial inequalities of the past. If these policies are to result in real spatial change and improvement in the lives of Johannesburg residents, a more proactive approach by the public sector at different levels will be necessary. INTRODUCTION The increasing use of roll-your own (RYO) cigarettes has been documented globally, but there are no recent data from South Africa, particularly among youths and low-income groups. We assessed changes in prevalence and correlates of RYO smoking among South African adults during 2010--2011 and 2017--2018, and explored expenditure differences between daily smokers of RYO and manufactured cigarettes. METHODS Nationally representative data of South Africans aged ≥16 years used in this study were from the South African Social Attitudes Survey (SASAS) for 2010--2011 (n=6116), and 2017--2018 (n=5799). Current RYO cigarette use included daily and non-daily use. Annual expenditures were estimated based on typical usage patterns for daily users. Descriptive and multivariable analyses were performed using Stata Version 15 with the level of statistical significance set at p<0.05. RESULTS The prevalence of ever RYO cigarette use increased from 6.5% (95% CI: 5.6--7.5) during 2010--2011, to 8.5% (95% CI: 7.0--10.0) during 2017--2018 (p=0.026). Current RYO cigarette use prevalence however remained largely unchanged when we compared 2010--2011 to 2017--2018 (5.2% vs 6.3%, p=0.544). During 2017--2018, current RYO cigarette use prevalence was highest among men (11.6%), those who self-identified as Coloreds (11.1%), people aged 25--34 years (7.8%), those with no schooling (7.5%), and those unemployed (9.8%). Annual expenditures associated with typical patterns of daily RYO cigarette smoking were substantially less than for smoking of manufactured cigarettes. CONCLUSIONS The prevalence of ever RYO cigarette use increased between 2010-- 2011 and 2017--2018. Current RYO cigarette use during 2017--2018 was more prevalent among Coloreds, Black Africans, youths, those with lower education, and the unemployed. This study's findings highlight the need to harmonize taxation of cigarettes and RYO cigarettes, and to intensify implementation of evidence-based tobacco control and prevention interventions in South Africa. This paper complements Vetter's position paper, ‘Development and sustainable management of rangeland commons – aligning policy with the realities of South Africa's rural landscape’ (Vetter in this issue). It seeks to advance the debate regarding the contemporary nature of livestock keeping in South Africa. It sheds some anthropological light on the role of ‘culture’ in accounting for people's values and practices in relation to livestock and reflects on the implications of this for policy-making in this area. Background: Action on the social determinants of health (SDH) is relevant for reducing health inequalities. This is particularly the case for South Africa (SA) with its very high level of income inequality and inequalities in health and health outcomes. This paper provides evidence on the key SDH for reducing health inequalities in the country using a framework initially developed by the World Health Organization. Objective: This paper assesses health inequalities in SA and explains the factors (i.e. SDH and other individual level factors) that account for large disparities in health. The relative contribution of different SDH to health inequality is also assessed. Design: A cross-sectional design is used. Data come from the third wave of the nationally representative National Income Dynamics Study. A subsample of adults (18 years and older) is used. The main variable of interest is dichotomised good versus bad self-assessed health (SAH). Income-related health inequality is assessed using the standard concentration index (CI).ApositiveCI means that the rich report better health than the poor. A negative value signifies the opposite. The paper also decomposes the CI to assess its contributing factors. Results: Good SAH is significantly concentrated among the rich rather than the poor (CI=0.008; pB0.01). Decomposition of this result shows that social protection and employment (contribution=0.012; p>0.01), knowledge and education (0.005; p<0.01), and housing and infrastructure (_0.003; p<0.01) contribute significantly to the disparities in good SAH in SA. After accounting for these other variables, the contribution of income and poverty is negligible. Conclusions: Addressing health inequalities inter alia requires an increased government commitment in terms of budgetary allocations to key sectors (i.e. employment, social protection, education, housing, and other appropriate infrastructure). Attention should also be paid to equity in benefits from government expenditure. South Africa's mobile telecommunications industry boasts four major players, namely Vodacom, MTN, CELL C and Telkom. On the face of it, this suggests a diverse market with healthy competition. However, the costs of mobile services, including data and voice calls remains among the highest in the world, suggesting a distorted and uncompetitive market. Despite increasing awareness of this reality, and growing public outcry, change has been slow and piecemeal, with both policymakers and regulatory authorities not taking decisive action. Using institutional policy analysis, document analysis and interviews with sampled actors from the telecommunication industry, civic society and the regulatory authority, this paper argues that a combination of regulatory paralysis, collusive behaviour by oligopolistic operators, indecisive government policy, and to some degree citizen inaction have led to sustained overpricing of mobile data in South Africa. It highlights the corporate dominance in the policing of this sector, which has implications for citizens' capacity to participate in various spheres of life, and hence for democracy. The paper is premised on the public interest theory and theories of universal (internet) access which are germane to understanding access to information as a human rights issue. In the minds of its victims and critics, South African mine migrancy epitomized everything that was worst about capitalism and apartheid. The system and its associated institutions remain very much intact but do not look particularly comfortable in the new political and human rights-based dispensation of postapartheid South Africa. Historically, the mines enjoyed privileged access to foreign labor, a "right" denied by the state to most other employers. The continued exclusion of other employers from accessing similar rights has led, perhaps inevitably, to greatly increased usage of undocumented or "illegal" foreign labor by South African employers in other sectors. Logically, the state has two options: open up the system to all or close it down once and for all. To date, it has done neither, as we show. This paper traces the postapartheid South African policy debate on regional migration and foreign contract labor to demonstrate how the mining industry has headed off any challenge to the status quo. This article addresses South Africa's Covid relief plan for its creative sector—the Presidential Employment Stimulus Plan (PESP)—as a locus for understanding the evolution of state arts sponsorship since the country's first free elections in 1994. It begins with an historical discussion outlining the evolution of various philosophies of national arts sector caretaking. Particular attention is drawn to the philosophical shift from democratic aspirations during the transition from apartheid in the early 1990s to the sector's steady integration into a broader neoliberal development strategy leading up to the present. National policy papers and development programs from the last two decades demonstrate the steady entrenchment of an economistic approach to the arts, decoupled from principles argued for during the transition to democracy such as education, national cohesion, or cultural representation. Structural dynamics governing the creative sector are crossed by the political prerogatives of artists who rely on state arts funding. To explain the tension between government care regimes for creative and cultural industries intersect with historically situated philosophies of how the arts intervene in communities facing crisis, we end our discussion through an analysis of a project funded by the PESP: i-Yeza, the Covid-19 Awareness Roadshow. Pivoting from macro-level discussion of arts policy to ethnographic analysis of this specific project's conception and reception demonstrates how community consciousness diverges from neoliberalism's instrumental logic. By linking the legacy of socially critical township theatre to Covid awareness and vaccination, i-Yeza performs a politics of care premised on a vision of national moral redemption despite state decay. The Sappi Saiccor mill in Umkomaas, KwaZulu Natal (KZN) Province, is a global pulp producer. It is also a major emitter of noxious substances in the heavily polluted and historically marginalised South Durban area. Taking a qualitative, narrative approach, this paper examines Saiccor's legacy of contamination, community opposition to the mill, and responses of state actors responsible for governing industrial risk. Through a conceptual framework combining theories around participatory environmental governance, legitimacy and state capture, the article explores the extent to which measures deployed by/on behalf of the Sappi Saiccor mill to engage with local residents and activists can be considered legitimate. The paper argues that prevalent corporate instrumentalism and a lack of political will continue to undermine the legitimacy of community engagement processes, which remain characterised by mistrust. It concludes the South African state cannot be relied upon to support genuinely inclusive, deliberative, empowering and reflexive governance practices. It is therefore left to organised civil society to force discourse beyond hegemonic, ecologically-modernised, technocentric ideals, and to bring issues of power, agency, and social justice to the fore of public and policy debate. INTRODUCTION The health consequences of smoking are serious and have been frequently detailed. A reduction in tobacco-related mortality hinges upon the ability to reduce tobacco usage. There is overwhelming evidence that higher cigarette prices reduce the demand for cigarettes, but little is known about the combined effect of price and non-price policies. This paper seeks to extend the analysis of price elasticities by estimating the combined effect of changes in price and non-price legislations in South Africa. METHODS Annual time-series data from 1961 to 2016 are used, with a policy index constructed to capture the instances of non-price tobacco legislation. We estimate the combined impact of changes in tobacco control policy on cigarette consumption using a vector error correction model (VECM) and a two-stage least squares (2SLS) model. RESULTS The estimated long-run own-price elasticities lie between -0.55 and -0.72, while the income elasticities lie between 0.39 and 0.49. The coefficients of the changing tobacco control policies and the changing market structure show that they contribute to a modest reduction in cigarette consumption. The short-run deviations from the steady state are presented using the error correction term (ECT). CONCLUSIONS Cigarette demand is responsive to cigarette prices and non-pricing policies but failure to control for non-pricing policies overstates the price effect. A growing body of evidence indicates that excessive sugar consumption is driving epidemics of obesity and related non-communicable diseases (NCDs) around the world. South Africa (SA), a major consumer of sugar, is also the third most obese country in Africa, and 40% of all deaths in the country result from NCDs. A number of fiscal, regulatory, and legislative levers could reduce sugar consumption in SA. This paper focuses on a sugar-sweetened beverage (SSB) tax. The purpose of the paper is to highlight the challenges that government might anticipate. Policies cannot be enacted in a vacuum and discussion is focused on the industrial, economic, and societal context. The affected industry actors have been part of the SA economy for over a century and remain influential. To deflect attention, the sugar industry can be expected either to advocate for self-regulation or to promote public–private partnerships. This paper cautions against both approaches as evidence suggests that they will be ineffective in curbing the negative health impacts caused by excessive sugar consumption. In summary, policy needs to be introduced with a political strategy sensitive to the various interests at stake. Comparisons between Aboriginal policy in Canada and apartheid in South Africa appear frequently in public discourse, often with claims of actual links between the two systems. This paper interrogates these supposed links, using an analysis of land policy and the pass system in each country to demonstrate the improbability of the claims of direct influences. The paper then goes on to analyze the intellectual history of these comparisons, asking why they have been, and continue to be, made by many different actors in the face of a lack of historical evidence. The paper argues that the claims have served the needs of many different groups in different ways and thus maintained a hold despite their lack of historical foundation. However, good policy must be founded on clear analysis of history, and this paper argues that it is important to de-link South Africa and Canada, and understand oppression in each context on its own terms. Managing water and food systems in South Africa is complex given the factors involved in sustainably managing the sector. To ensure sustainable management of water and agricultural systems, equal access to natural resources, and economic equality, the government has implemented policies to regulate the systems and ensure economic growth. However, the unintended consequences of these policies on the sustainability of water and agricultural systems have not been fully understood in South Africa. This paper identified and analysed four system archetypes believed to have implications for current water and agricultural development policies in South Africa. These are 'Limits to Growth', 'Fixes that Fail', 'Shifting the Burden', and the 'Attractiveness Principle'. The results show that policies implemented by the government ensure inclusiveness, equal access to natural resources, and improve productivity in the short‐term; the unintended consequences will ultimately undermine sustainability and food security over time. This paper presents findings from a study exploring children's participation and protection rights. The research was conducted by the International and Canadian Child Rights Partnership (ICCRP) – a multi-sectoral partnership, involving academic institutions, non-government organisations, and young people in five countries. Although funding came from a Canadian federal agency, partners adopted a decolonial approach to break down inequitable power dynamics. This approach ensured the usage of contextually relevant methods and that children's voices were heard. This paper reports on findings in Brazil, China, and South Africa, where participatory methodologies were used, to explore how young people and adults conceptualise the experience of 'participating together.' Our findings show that there is no single conceptualisation of participation that fits the different contexts where the ICCRP worked. In China, the emphasis is on education and respect for parents' decisions about their lives; in South Africa, it is on respect and duty to elders and community; while in Brazil, participation relates to 'protagonism' where there is a rhetoric of young people's autonomy in public policy. However, in all cases, intergenerational relations are dynamic and evolve over time. Studies of the Tswana culture and language abound. However, incisive studies directed at the Kgotla as a community heritage resource that had been contributing towards social stability mediated by traditional intergenerational relationships among the Tswana-speaking South Africans are not common. This paper examines how the Kgotla's inter-group communications capacity and capability mitigates social isolation and loneliness among elderly Tswana-speaking South Africans. A systematic review method was used to identify high-quality original research outputs from cultural and intergenerational relationships literature. All studies considered for inclusion in this review were critically appraised, and formed the basis for the narrative synthesis. The evidence emanating from this procedure suggests that despite the undervaluing of the mediating roles the Kgotla plays, it remains very relevant in mitigating social isolation and loneliness among elderly Tswana-speaking South Africans. Based on this observation, it was recommended that more extensive and incisive studies should be directed at the phenomenon studied with a view to recommending and applying it as a veritable community heritage resource that is worthy of research and social policy attention. If gender is neglected in the design and implementation of mainstream social welfare models, unequal social and economic outcomes for men and women tend to be reproduced. This paper contributes to debates about how social protection can contribute to promoting gender equality by considering the gendered redistributive and transformative effects of three types of social security instruments in South Africa: social assistance, unemployment insurance and public employment programmes. All the instruments have some pro-poor and gendered design innovations. The Child Support Grant has had better outcomes than the other instruments, but redistributive and transformative gender effects across the social security spectrum are disappointing. Limited social transformation is largely due to implementation inefficiencies and unresponsive institutions. To serve both economically redistributive and socially transformative ends, gender-sensitive synergies between social security instruments and with other multisectoral interventions could be strengthened, such as access to social services (especially quality child care) and access to basic services (such as water, electricity, transport and internet services). This paper explores barriers to gender policy implementation arising from the narratives framing gender as a policy issue. Through examining the influence of gender policy narratives on practitioners, it challenges those who represent policy failures as the result of unsupportive cultural contexts. The paper draws on Fraser’s (1995, 2005; Fraser and Honneth, 2003) conceptualisation of recognition and redistribution to highlight tensions between three different gender policy narratives: (1) gender as instrumental for development; (2) gender as women’s rights and empowerment; and (3) gender as relations of power requiring personal transformation. Interviews with 32 gender practitioners in 26 South African non-governmental organisations and observations of meetings between these organisations show how these narratives lead to unhelpful conflicts between practitioners. These conflicts inhibit both the uptake of gender policy recommendations and collaboration between practitioners in ways that undermine efforts to address gender inequalities in the South African context. Social cohesion, the foundation that keeps society together, is influenced by various inter-related factors such as education social, cultural, religious, and business, among others. Current debates indicates that unless social cohesion in its various dimensions is addressed, be it through reconciliation, tackling inequality, crafting a national identity, or bridging rural-urban divides, the implementation of any Southern African Development Plan will be challenging. In this paper, social cohesion is viewed as an intervention for coexistence; as an invitation to find common ground and allowing the sharing of social spaces; and to forge a common identity whilst recognising societal diversity. This paper postulates that although social cohesion is intended to contribute towards nation-building and national unity, government policies are fundamental to the advancement thereof. The paper defines, unpacks, and identifies the challenges of social cohesion using South Africa as a case study. The paper argues that the family is instrumental in building social cohesion. Government through its policies processes has an important role to play in strengthen the family. Since the advent of democracy in South Africa, the public sector reform initiatives introduced by the National Treasury have focused on matters related to efficiency and effectiveness. These initiatives are intended to enhance a service focus by introducing and implementing performance management systems in the public sector. Looking at global objectives such as the Sustainable Development Goals (SDGs) and national policy frameworks such as the National Development Plan (NDP) the need for policy effectiveness in South Africa rises. The studies that have been carried out have mainly focused on monitoring and evaluation as a general contributing factor to improving the government's efforts. However very little has been done to address the specific need for effective monitoring and evaluation systems in line with South African's sustainable development in greater detail. This article adopted a qualitative approach that utilised a systematic review of the literature. The methodological design enabled one to explore existing data to conduct a systematic enquiry into the identified research questions. The findings of this article revealed that despite the implementation of the monitoring and evaluation mechanisms and policy frameworks, concerns regarding their effectiveness are debatable. This article concluded that the South African government is not employing monitoring and evaluation tools to their maximum potential but executes these mechanisms in compliance with legislative requirements. This article recommends a change of approach in policy development and implementation practices, which includes the design and establishment of a system that enhances South African policy impact. Local Economic Development entered the development lexicon in South Africa in the 1990s and from that time it has become not just an "isolated local development initiative" but an obligation for all local authorities according to a plethora of government policies and the South African Constitution of 1996. While this paper explicates the Local Economic Development episteme in South Africa it also seeks to explore reasons for the demise of local economic development in South Africa. The paper is exploratory and descriptive in design and relied on extensive literature review. It argues that LED in South Africa suffers from both conceptual imprecision and theoretical underdevelopment. The assumption of a local economy underpinning LED is also questioned in an era of globalization. Moreover, other challenges confronting the success of LED in the country highlighted entail lack of local government capacity for implementation, funding for LED, lack of effective planning methodologies and failure to manage participation at the local level. The rationale for the regulation of participants in financial markets, like retirement funds, is sound. It would be strengthened, however, by a clear statement of the objectives of such regulation. In this article the position is taken that the objectives underpinning the regulation of South African privately-managed retirement funds should be enhanced. It presents this argument with reference to international principles concerning systems of old-age provision, and to the examples of regulations in other jurisdictions. Acceleration of access to information through the provision of library and information services to rural communities is recognised with much appreciation by the library and information services (LIS) sector in South Africa. As more community libraries are being built and public libraries refurbished, it becomes important to investigate whether these library and information service centres meet the information needs of the communities they serve. This paper is a report of a qualitative and quantitative study that investigated the prospects and challenges for public and community libraries in Limpopo Province, South Africa. For data collection, a questionnaire with closed- and open-ended questions was distributed to staff in selected public and community libraries in Limpopo Province to complete. The study revealed that most of the challenges to the provision of access to library and information services in Limpopo Province are related to outdated and irrelevant materials, small buildings, lack of databases, insufficient internet access and connectivity, as well as lack of materials for people living with disabilities. It seems, therefore, that there are information needs that cannot be met by even newly established and improved libraries and information service centres. Studies of this nature in the country will make it possible to propose possible solutions and strategies for the future improvement of LIS, especially for future implementation of the national LIS policy for South Africa. Local climate governance has become a key focus of the climate change agenda. Much research has been conducted on the topic in northern countries, but more research is needed in the South, where local governments often are less equipped to deal with challenges associated with climate change. This paper discusses different forms of local climate governance, with a specific focus on the relevance of networks. Local climate governance in eThekwini Municipality, South Africa, is used as a case study, particularly focusing on a campaign that was implemented in 2011 before the international climate conference (COP17). The modes of governing in eThekwini are considered through a framework of local climate governing and identified mainly as self-governing and governing through enabling, the campaign being an example of the latter. The campaign also exemplifies how network governance can shape climate policy and significantly alter a project from initiation to implementation. While networks can contribute to improved communication and information exchange, there may be an inherent risk of private partners having a perverse incentive against implementing effective climate policies due to their own interests in maintaining current structures. It is not clear whether the change from regulative governance to governing by enabling will lead to more effective climate policies in the longer term. More research is required to determine this. While this study is too small to make broader generalizations, it does provide insight into how the introduction of network governance may impact climate governance at the local level in the South.
