Nitrous oxide is a useful inhaled analgesic. Due to its high global warming potential and ozone-depleting properties, the nitrous oxide emissions related to health care are being increasingly scrutinized. In this narrative review, we will discuss the clinical uses of nitrous oxide relevant to anesthetists, in addition to its contribution as a greenhouse gas. Using available data from Australia, we will explore potential strategies for reducing the impact of those emissions, which are likely to be applicable in other countries. These include destruction of captured nitrous oxide, minimizing nitrous oxide waste and reducing clinical use. Anesthesia clinicians are well placed to raise awareness with colleagues and consumers regarding the environmental impact of nitrous oxide and to promote cleaner alternatives. Evaluating the cost-effectiveness of GHG mitigation in the dryland agricultural sector is needed in terms of designing and implementing detailed and efficient mitigation programs, which is currently rarely covered by the literature. In this paper, we use a parametric directional distance approach to explore the farm-level abatement potential and cost (shadow value) of GHG for dryland farms in southwestern Australia. The study indicates that dryland agriculture could abate substantial GHG emissions and save agricultural inputs simultaneously. For the years 2006-2013, the average abatement potential ratios fluctuated between 17 and 33%, with a mean value of 21%. The mean shadow price of dryland agricultural GHG was $17.60 per tonne CO 2 -e in 2013 Australian dollars. In general, the analysis supports that reducing GHG in dryland agriculture is relatively cost-effective.

Abstract: In Australia, a pervasive response to increasing atmospheric greenhouse gasses and the exchange of these gasses between the atmosphere and forests has been to focus on storing carbon (C) in forested landscapes. However, the amount of C stored and able to be stored in the landscape, which is often called carbon carrying capacity, is commonly over-estimated and over-emphasised. This occurs, in part, due to a focus on the continent’s most C-rich forests when discussing landscape C storage or carbon carrying capacity, and by failing to account for wildfires that will prevent all forests from becoming old and C-rich. These effects on forest age-class structure and thus C-stocks, in the Australian landscape currently tend to be overlooked at the policy level. Underemphasised is the widely recognised role of wood products in greenhouse gas mitigation, both as a C-stock and by providing society with low emission products. Improving atmospheric outcomes will only be achieved if variation in landscape C stocks is accurately described and the full role of forests in greenhouse gas mitigation including the role of wood products is explored and reflected in policy. A lifecycle assessment to estimate greenhouse gas emissions in Australia from the paper cycle is summarised. The greenhouse gas emissions from paper in Australia in 1999/2000 were estimated to be 12.1 million tonnes (Mt) of CO2 equivalent. Nearly half of this amount consisted of CH4 emissions from landfilled waste paper. Various waste management options were modelled to investigate the greenhouse impact of a tonne of paper over its whole lifecycle. Options that keep paper out of landfills significantly reduce greenhouse emissions, waste-to-energy recovery being most effective. Recycling is also beneficial, and is of particular interest from a management perspective because it can be controlled by the pulp and paper industry. Increasing the adoption of energy-efficiency measures (EEM) by households is one of the practical strategies to increase energy efficiency and reduce greenhouse gas emissions. For the 3.24 million low-income households in Australia, partly due to their potentially disproportionately large waste of usable energy, there is a gap between the potential for energy efficiency through existing EEM and the actual energy-efficiency level. Many measures increase energy efficiency in buildings; however, barriers persist for such households to adopt these measures, of which limited research has yet to be conducted. In response, this study examines the relationships involved by a questionnaire survey of 212 low-income households in Australia, showing that financial barriers have the greatest influence followed by split incentive barriers, with the provision of information having no significant role to play. This paper contributes to filling the gap of limited energy-efficiency research involving low-income households, revealing the effect of energy-efficiency barriers on their adoption of EEM. Recent events within the Australian National Electricity Market have demonstrated that the system of an energy-only market (a market that only compensates power that has been produced) is no longer fit for purpose. The rate of change in installed capacity and generation requires better planning to ensure reliability is maintained at the lowest total system cost during the transition to net zero. Australian National Electricity Market participants will need sufficient incentives and confidence to invest in new capacity. This paper assesses a "no constraints" scenario and recommends a range of policy and market mechanisms that could be utilized to achieve a net zero National Electricity Market in Australia by 2050. This paper adopts the perspective of total system cost, which allows multiple factors relating to decision-making to be incorporated. In the absence of a carbon price, this paper seeks to put forward technology-based policy and market mechanisms to incentivise the changes required. The "Modelling Energy and Grid Services" model used in this study has shown that this "no constraints" future grid will need to contain approximately 100 GW of variable renewable energy, almost 20 GW of firm, low-emissions generation, such as carbon capture, utilisation and storage, bioenergy with carbon capture and storage, hydroelectric power, or nuclear power. It will also require more than 10 GW of storage, including pumped hydro energy storage and other energy storage technologies, and over 30 GW of firm, dispatchable peaking plants, including thermal power generation. Peatlands are globally significant carbon sinks, but when disturbed, have the potential to release carbon back to the atmosphere as greenhouse gases. Feral horse populations in the Australian Alps degrade Sphagnum peatlands, which are highly sensitive to disturbance. However, the link between this degradation and peatland carbon cycling is not understood. Here, we compared the autumn daytime carbon dioxide (CO 2 ) and methane (CH 4 ) fluxes of 12 alpine and subalpine Sphagnum peatlands in Kosciuszko National Park, Australia. The presence of feral horses at these sites was correlated with higher carbon loss: sites with horses were losing carbon to the atmosphere (4.83 and 8.18 g CO 2 -e m -2 d -1 in areas of Sphagnum moss and bare soil, respectively), whereas sites without horses were removing carbon from the atmosphere (-6.39 g CO 2 -e m -2 d -1 ). Sites with feral horses also had higher soil bulk density, temperature, and electrical conductivity (EC), and higher water pH, EC, and turbidity, than sites without horses. Our findings suggest that excluding feral horses from peatland areas could reduce rates of carbon loss to the atmosphere, in addition to improving overall site condition, peat soil condition, and water quality. Decarbonising road transport needs to be genuine, rapid and deployed at scale. This paper presents an independent and detailed assessment of well-to-wheel greenhouse gas emissions, fuel consumption, electricity and energy use from Australian road transport in 2019 and 2050, using state-of-the art and Australiaspecific software tools and methods. The analysis suggests that Australia will fall short of the net zero target, assuming that we will follow the latest EU scenario with a ten year delay, whilst taking into consideration critical aspects of Australia's unique on-road fleet. TER estimates a reduction of total GHG emissions (CO2-e) from Australian transport in 2050 of 35% to 45%, depending on the dominant hydrogen production pathway. This means that significantly more intensified and farreaching policies need to be developed and implemented if net zero is to be achieved in 2050. In terms of possible solutions, a combination of electrification and lightweighting of road transport appears to be the most effective and robust way forward. The simulation suggests that an on-road passenger vehicle fleet in 2050 that is dominated by small and light battery electric vehicles may get Australia close to achieving the net zero target. Fire management influences the global carbon balance. This systematic literature review of proactive fire management programs as nature-based climate solutions synthesizes findings into four case studies to bring insight to these programs and their additional benefits. We review 136 papers, mostly from Australia, Brazil, Southern Africa, and the USA, reflecting the relevance of proactive fire management to savanna ecosystems. Four themes emerged: governance and policies; methodologies; reduced wildfire and GHG emissions; and co-benefits. Australia provides most literature on methodologies to account for greenhouse gas emissions abated. Australia and the USA focus on the social co-benefits, typically among Indigenous peoples. Biodiversity outcomes are largely discussed in Brazilian and African studies. Evidence of a shift to proactive fire management is documented in the case studies analyzed, but political, technical, and cultural barriers prevent further implementation at broader scales. Planetary health equity – the equitable enjoyment of good health and wellbeing in a sustainable ecosystem – is under threat from anthropogenic climate change and economic and social inequities. Driving these major challenges is the global consumptogenic system that encourages excessive production and consumption goods and services that are harming human and planetary health. Growth models lie at the core of the consumptogenic system. This paper examines the sources of economic growth in Australia, the coalitions that sustain this approach politically, and the implications of these dynamics for planetary health equity. Australia's consumption-led growth model is underpinned by a combination of rising house prices and a permissive credit regime. This growth model is supported by a dominant growth coalition of producer interests, elements of organised labour, and property owners. The growth coalition has been able to successfully generate growth model policy convergence between the mainstream political parties. In turn this growth model, and associated growth coalition, has undermined the pursuit of planetary health equity in Australia by incentivising and driving excessive consumption, greenhouse gas emissions, and economic inequality. Savanna ecosystems are subject to accelerating land use change as human demand for food and forest products increases. Land use change has been shown to both increase and decrease greenhouse gas fluxes from savannas and considerable uncertainty exists about the non-CO2 fluxes from the soil. We measured methane (CH4), nitrous oxide (N2O), and carbon dioxide (CO2) over a complete wet-dry seasonal cycle at three replicated sites of each of three land uses: savanna, young pasture and old pasture (converted from savanna 5-7 and 25-30 yr ago, respectively) in the Douglas Daly region of northern Australia. The effect of break of season rains at the end of the dry season was investigated with two irrigation experiments. Land use change from savanna to pasture increased net greenhouse gas fluxes from the soil. Pasture sites were a weaker sink for CH4 than savanna sites and, under wet conditions, old pastures turned from being sinks to a significant source of CH4. Nitrous oxide emissions were generally very low, in the range of 0 to 5 µg N2O-N m-2 h-1, and under dry conditions soil uptake of N2O was apparent. Break of season rains produced a small, short lived pulse of N2O up to 20 µg N2O-N m-2 h-1, most evident in pasture soil. Annual cumulative soil CO2 fluxes increased after clearing, with savanna (14.6 t CO2-C ha-1 yr-1) having the lowest fluxes compared to old pasture (18.5 t CO2-C ha-1 yr-1) and young pasture (20.0 t CO2-C ha-1 yr-1). Clearing savanna increased soil-based greenhouse gas emissions from 53 to ~70 t CO2-equivalents, a 30% increase dominated by an increase in soil CO2 emissions and shift from soil CH4 sink to source. Seasonal variation was clearly driven by soil water content, supporting the emerging view that soil water content is a more important driver of soil gas fluxes than soil temperature in tropical ecosystems where temperature varies little among seasons. Failure of governments across the world to address climate change has fuelled social movements focused on climate-related policy and action. Research analysing these movements has focused mainly on the types of strategies employed including blockades and occupations, marches and petitions, divestment, boycotts and litigation as well as how groups are framing climate change as a problem. What has been largely missed are the ways these groups are framing the change they want to see, that is their demands to governments. Not all demands and actions have the same potential to create the changes needed to mitigate climate change. Used in public health and health promotion, the systems science Intervention Level Framework (ILF) is a tool that can help analyse to what extent different demands have the leverage to create change in a system. We use the ILF to analyse 131 demands from 35 different climate-related advocacy groups in Australia. Results show demands are more focused on lower system leverage points, such as stopping particular projects, rather than on more impactful leverage points, such as the governance structures that determine climate-related policy and decision-making mechanisms. Further, the results highlight the lack of attention on public health related topics of transport and food systems. This paper shows how a systems science framework used in health promotion, the ILF, could enable climate advocacy groups to more effectively target demands to achieve more impactful outcomes from governments, corporations and the public. Transport is Australia's third-largest source of greenhouse gases accounting for around 17% of emissions. In recent times, and particularly as a result of the global pandemic, the rapid growth within the e-commerce sector has contributed to last-mile delivery becoming one of the main emission sources. Delivery vehicles operating at the last-mile travel long routes to deliver to customers an array of consignment parcels in varying numbers and weights, and therefore these vehicles play a major role in increasing emissions and air pollutants. The work reported in this paper aims to address these challenges by developing an IoT platform to measure and report on real-world last-mile delivery emissions. Such evaluations help to understand the factors contributing to freight emissions so that appropriate mitigation measures are implemented. Unlike previous research that was completed in controlled laboratory settings, the data collected in this research were from a delivery vehicle under real-world traffic and driving conditions. The IoT platform was tested to provide contextualised reporting by taking into account three main contexts including vehicle, environment and driving behaviours. This approach to data collection enabled the analysis of parcel level emissions and correlation of the vehicle characteristics, road conditions, ambient temperature and other environmental factors and driving behaviour that have an impact on emissions. The raw data collected from the sensors were analysed in real-time in the IoT platform, and the results showed a trade-off between parcel weight and total distance travelled which must be considered when selecting the best delivery order for reducing emissions. Overall, the study demonstrated the feasibility of the IoT platform in collecting the desired levels of data and providing detailed analysis of emissions at the parcel level. Australia is falling behind the international trend towards low carbon transport to reduce greenhouse gas (GHG) emissions. For instance, in 2012 the Australian Government forecasts that road transport emissions will continue to increase to 2020 and then slow to 2030 because of higher oil prices and the introduction of mandatory CO2 emissions standards. The forecast assumes vehicle efficiencies of petrol and diesel engines will improve, and there will be a gradual shift to alternative technologies. However, in 2007 the European Union found that while advances in vehicle technology had delivered most of the carbon reductions, these advances were offset by new cars that had become significantly more powerful, larger, and heavier. This is the case in Australia. The paper shows how Australia can accelerate the uptake of low carbon technology through reforming existing vehicle taxes into an environmental related tax. The reform will require basing the tax on CO2 emissions from previously being based on the vehicles technical characteristics such as cylinder capacity, engine size and fuel type. The literature supports the reform of vehicle taxes into an environmental tax, which was found to be a powerful instrument in influencing the purchase decisions of consumers.1 Specifically, the paper examines the literature and reviews the ex post evidence on the successful reform of vehicles taxes. In the case study of Ireland, it was found that the reformed vehicle taxes based on CO2 emissions provided a strong price signal, and consumer response was greater than anticipated. As a result, Irelands ambitious targets in reducing its GHG emissions were met.2 The paper provides evidence to Australia's policy makers, consultants and car manufacturers that reforming existing vehicle taxes into an environmental related tax is an effective measure in transitioning Australia into a low carbon transport and reducing road transport emissions. To fulfil the needs of the future, the Australian building sector seems to contemplate toward sustainable design. A Green Star Environmental Rating System is one of many green-building rating systems that has been employed throughout the world. For this rating system, the “Material” category occupies 14% of credit points, which could be achieved from eight major categories. To help engineers and designers have simple tools to process sustainable projects, this paper develops a computer-aided model to calculate life-cycle greenhouse gas (GHG) emissions for conventional and high-strength concrete to maximize Credit 19B.1: Life-cycle impacts—Concrete in the Green Star Design and As Built in Australia. The model has been built under Microsoft Excel and Visual Basic platforms; thus, it is flexible and appears to be one of the effective ways to provide concrete mixture design using its life-cycle GHG emissions. Options to maximize Credit 19B.1 have also been discussed for normal and high-strength concrete. The model demonstrates the relationship between the utilization of supplementary cementitious material, coarse and fine aggregates used in concrete, a water-to-cement ratio with concrete strength, as well as sustainable points to be achieved. Climate change threatens humanity yet the provision of food that supports humanity is a major source of greenhouse gases, which exacerbates that threatening process. Developing strategies to reduce the emissions associated with key global commodities is essential to mitigate the impacts of climate change. To date, however, there have been no studies that have estimated the potential to reduce GHG emissions associated with the production of wheat, a key global commodity, at a national scale through changes to wheat production systems. Here, we assess the consequences for net GHG emissions of Australian wheat production from applying three changes to wheat production systems: increasing the rates of fertiliser N to achieve the water-limited yield potential; increasing the frequency of lime applications on acid soils; and changing a two year cropping rotation (from wheat-wheat to legume-wheat). We predict that applying these three changes across the key wheat growing regions in Australia would increase production of wheat and legumes by 17.8 and 5.3 Mt, respectively, over the two-year period. Intensifying Australian production would reduce the need to produce wheat and legumes elsewhere in the world. This would free up agricultural land at the global scale and avoid the need to convert forestland and grassland to cropping lands to meet increasing global demands for wheat. We find that applying these changes across wheat growing zones would reduce the GHGs associated with Australian wheat production by 18.4 Mt CO 2 -e over the two-year period. Our research supports the notion that intensification of existing agricultural production can provide climate change mitigation. Background: Clinical activity accounts for 70–80% of the carbon footprint of healthcare. A critical component of reducing emissions is shifting clinical behaviour towards reducing, avoiding, or replacing carbon-intensive healthcare. The objective of this systematic review was to find, map and assess behaviour change interventions that have been implemented in healthcare settings to encourage clinicians to reduce greenhouse gas emissions from their clinical activity. Methods: Studies eligible for inclusion were those reporting on a behaviour change intervention to reduce carbon emissions via changes in healthcare workplace behaviour. Six databases were searched in November 2021 (updated February 2022). A pre-determined template was used to extract data from the studies, and risk of bias was assessed. The behaviour change techniques (BCTs) used in the interventions were coded using the BCT Taxonomy. Results: Six full-text studies were included in this review, and 14 conference abstracts. All studies used a before-after intervention design. The majority were UK studies (n = 15), followed by US (n = 3) and Australia (n = 2). Of the full-text studies, four focused on reducing the emissions associated with anaesthesia, and two aimed at reducing unnecessary test ordering. Of the conference abstracts, 13 focused on anaesthetic gas usage, and one on respiratory inhalers. The most common BCTs used were social support, salience of consequences, restructuring the physical environment, prompts and cues, feedback on outcome of behaviour, and information about environmental consequences. All studies reported success of their interventions in reducing carbon emissions, prescribing, ordering, and financial costs; however, only two studies reported the magnitude and significance of their intervention's success. All studies scored at least one item as unclear or at risk of bias. Conclusion: Most interventions to date have targeted anaesthesia or pathology test ordering in hospital settings. Due to the diverse study outcomes and consequent inability to pool the results, this review is descriptive only, limiting our ability to conclude the effectiveness of interventions. Multiple BCTs were used in each study but these were not compared, evaluated, or used systematically. All studies lacked rigour in study design and measurement of outcomes. The residential building sector & transportation sector has received significant attention in recent years due to carbon emissions affecting the livelihoods of humans. Electric vehicles (EVs) are poised to play a vital role in reducing dependency on non-renewable fuels and the transportation sector's environmental implications. Building integrated Photovoltaics (BIPV), on the other hand, will be able to cut down the energy requirements and contribute to building sustainability. This paper evaluates the energy, economic, and environmental performances of BIPV with EV charging system systems for a building in Canberra, Australia. BIPV with EV charging can assist in fulfilling building energy needs, charging electric vehicles, and reducing grid reliance. Different load scenarios were studied to optimize system size. Different panel layouts with orientation have been studied for the 5.0kWp BIPV system, each module rating 355kWp. The annual energy output of the BIPV system was found to vary between 8.56 MWh for layout one and 7.08MWh for layout 3. It was found that the payback back of the proposed BIPV system is 4.46 years, LCOE of 0.074AUD/kWh and EV charging cost of 0.95AUD/100 km. The BIPV with EV charging system could save approximately 160,198 kgCO 2 e in GHG emissions over its lifespan. • The estimated annual energy for the BIPV system with Layout 1 is 8.56MWh. • The energy supplied to the grid was found to be positive in the BIPV system. • The performance ratio of the proposed layouts for the BIPV system is 81.7 %. Investment in the hydrogen economy is increasing at unprecedented rates. To ensure a swift transition, understanding the diverse perspectives of and how to work collaboratively with all sectors of society is needed. In doing so, how industry stakeholders understand community perceptions and view their role in mediating perceived issues needs to be better understood. Therefore, this study aims to investigate how industry assumptions of community perspectives of hydrogen technologies compare and contrast with those in an Australian context. Using inductive thematic analysis, this exploratory project analysed 45 publicly-available submissions received in 2019 for the National Hydrogen Strategy from the industry perspective, and 62 public submissions received in 2019–2020 for the Victorian Green Hydrogen Discussion Paper from the community perspective. Results show that industry stakeholder assumptions about community concerns tended to reflect specific technical issues as opposed to those reported by the community: moral obligations to climate, environment, and future generations. Findings indicate that further work is needed to better align industry understandings and characterisations of the broader public. Several practical implications for the energy sector are noted. First, hydrogen is unlikely to be immune to community concerns faced by other energy projects; therefore, a robust plan for community inclusion that considers a range of complex, contextual factors is required. Second, there is an opportunity for the formation of a more collaborative approach, which integrates industry and community goals and values. Third, industry and government may benefit from viewing the community as an under-utilised, valuable partnership or resource rather than an object to be managed as part of a development process. The allocation of permits is an important design aspect of an emissions trading scheme. Traditionally, governments have favoured the free allocation of greenhouse gas permits based on individual historical emissions (‘grandfathering’) or industry benchmark data. Particularly in the European Union (EU), the free allocation of permits has proven complex and inefficient and the distributional implications are politically difficult to justify; auctioning emissions permits has therefore become more popular. The EU is now moving to auction more than 50 per cent of all permits in 2013, and in the US the Regional Greenhouse Gas Initiative (RGGI) has begun auctioning more than 90 per cent of total allowances. Another case in point is the Australian proposal for a Carbon Pollution Reduction Scheme (CPRS), which provides for auctioning a significant share of total permits. This paper discusses the proposed Australian CPRS’s auction design. The Stern Report found that Climate Change is the world's greatest market failure, and the United Nations concluded it is likely to be the most signifi cant environmental challenge of our time. This paper aims to illustrate building Greenhouse Gas (GHG) and energy trends, and to provide practical strategies and best practice examples in international low- and high-rise building refurbishments to lower GHG emissions, energy use and operating costs, across building types and Australian Climate Zones. These can be adopted by policy-makers, owners, investors and occupiers. It also aims to provide examples of government policies and important stakeholder behaviour to reduce GHGs, and evaluates one recent project for strategies that proved successful and those that could be improved. The method used was to review international strategies that lower building GHG emissions in countries with more advanced building regulations than Australia, and to discover affordable and effective strategies from associations that publicise case studies. Previous estimates of greenhouse gas emissions from Australian savanna fires have incorporated on-ground dead wood but ignored standing dead trees. However, research from eucalypt woodlands in southern Queensland has shown that the two pools of dead wood burn at similar rates. New field data from semiarid savannas across northern Australia confirmed that standing dead trees comprise about four times the mass of on-ground dead wood. Further, the proportion of total woody biomass comprising dead wood increases with decreasing fire frequency and a decreasing proportion of late dry season (August to December) fires. This gives scope for increasing the carbon stock in the dead wood pool with a reduced fire frequency. Following a previously published approach to quantify total dead wood loads in savannas, new and previously collected data on tree stand structures were used across the whole savanna zone to quantify dead wood loads in equilibrium with historic fire regimes. New parameters are presented for calculating dead wood dynamics including dead trees in Australia's savannas. This paper quantifies dead wood dynamics in Australian savannas. Field observations and modelling demonstrate considerable scope for increasing carbon stocks in woody debris through reducing fire frequency. Analysis of observations, reanalysis, and model simulations, including those using machine learning methods specifically designed for regime identification, has revealed changes in aspects of the Southern Hemisphere (SH) circulation and Australian climate and extremes over the last half-century that indicate transitions to new states. In particular, our analysis shows a dramatic shift in the metastability of the SH climate that occurred in the late 1970s, associated with a large-scale regime transition in the SH atmospheric circulation, with systematic changes in the subtropical jet, blocking, zonal winds, and storm tracks. Analysis via nonstationary clustering reveals a regime shift coincident with a sharp transition to warmer oceanic sea surface temperatures and increased baroclinicity in the large scales of the Antarctic Circumpolar Circulation (ACC), extending across the whole hemisphere. At the same time, the background state of the tropical Pacific thermocline shoaled, leading to an increased likelihood of El Niño events. The SH climate shift in the late 1970s is the first hemispheric regime shift that can be directly attributed to anthropogenic climate change. These changes in dynamics are associated with additional regional tipping points, including reductions in mean and extreme rainfall in south-west Western Australia (SWWA) and streamflow into Perth dams, and also with increases in mean and extreme rainfall over northern Australia since the late 1970s. The drying of south-eastern Australia (SEA) occurred against a background of accelerating increases in average and extreme temperatures across the whole continent since the 1990s, implying further inflection points may have occurred. Analysis of climate model simulations capturing the essence of these observed shifts indicates that these systematic changes will continue into the late 21st century under high greenhouse gas emission scenarios. Here, we review two decades of work, revealing for the first time that tipping points characteristic of regime transitions are inferred to have already occurred in the SH climate system. Abstract Forest fires are a significant contributor to global greenhouse gas (GHG) emissions. Accurate reporting of GHG emissions from forest fires requires development of detailed methodologies and country specific data for estimating emissions. In recent years, Australia has updated its national methodology for reporting GHG emissions from fires on temperate forested lands, using a Tier 2 approach of the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories. This involved refinement of the equation for estimating GHG emissions from fires provided in the Guidance, and the revision of country specific data which was derived from a comprehensive literature review. The refinements were key to transparent reporting and evaluation of the climatic impacts of mitigation actions such as forest fire management. In this paper we describe the steps required to develop a Tier 2 method in reporting fire emissions using this Australian example, the lessons learnt, and the steps required to reduce uncertainties in estimates. This paper may assist other countries seeking to estimate and report GHG emissions from forest fires by moving from the default Tier 1 method to Tier 2 using country-specific information. Abstract Australia is planning to take action to tackle climate change via improvements in light vehicle fuel efficiency. The proposed light vehicle emissions standards are expected to reduce petroleum use as well as greenhouse gas emissions from passenger vehicles, sports utility vehicles and light commercial vehicles. Consumers of light vehicles, including private households and firms, will respond to this policy in a way that maximise their utility based on economic theory. On one hand, these economic agents will use less petrol, through directly purchasing more efficient new cars to react to the mandatory standard. On the other hand, the more efficient vehicle will provide an incentive for the consumers to use it more as the effective cost of driving decreases. Understanding these economic and behavioural responses to the policy is crucial for policymakers. This paper contributes to the empirical studies of the rebound effect by simulating the business-as-usual (BAU) and policy scenarios in a computable general equilibrium framework. The direct rebound effect of the Australian proposed light vehicle fuel efficiency standards are shown to range between 25 per cent and 30 per cent, measured by petroleum use. Each of these policy scenarios is shown to have a much larger economy-wide rebound effect, reaching up to 50 per cent measured by life-cycle greenhouse gas emissions. Although the stringent fuel efficiency standard generates more direct rebound effects measured in percentage than the lenient and medium standards, the stringent policy produces the most reduction in carbon emissions measured in physical units overall. This paper concludes by providing comprehensive understanding of the Australian proposed light vehicle fuel efficiency standards and offering policy recommendations based on the CGE simulation results. Australians are one of the world’s highest per capita emitters of greenhouse gases, yet the country’s target for emissions reductions by 2030 remains modest. This paper looks at policy options for Australian cities to deliver faster emissions reductions than the national commitment level. The main focus is on an accelerated reduction in emissions from urban road transport, through technological improvements and behaviour changes. Targets are proposed for improved emissions intensities, to bring Australia much closer to US and EU performance expectations. A range of behaviour change measures is then tested on Melbourne and Sydney, the Sydney analysis using MetroScan-TI, an integrated evaluation framework, to explore how behaviour changes might enhance emissions outcomes. The potential contribution of public transport is a particular focus. The paper concludes that, with sufficient political will, Australia could reduce its 2030 road transport emissions to 40% below 2005 levels. The magnitude and consequences of current global environmental challenges require partnerships across sectors and scales. Accordingly, there is a need to learn from partnerships that have been effective. This article analyses a successful national partnership that is contributing to implementation of the Montreal Protocol. It uses a case study methodology that draws on expert views from industry, government, and science, and contributes to the literature on partnerships in several ways. First, it highlights the relevance of insights from science-practice interfaces, and on institutions that can work across scales, for partnerships where knowledge is incomplete, and the challenges are dynamic. Second, it identifies five attributes of the successful multi-stakeholder partnership for Montreal Protocol sectors in Australia. While the wider applicability of these attributes needs testing, they are proposed for consideration by researchers and practitioners in partnerships where environmental challenges demand new knowledge and technologies, and systemic industrial practice change across scales. Estuaries play an important role in connecting the global carbon cycle across the land-to-ocean continuum, but little is known about Australia's contribution to global CO2 emissions. Here we present an Australia-wide assessment, based on CO2 concentrations for 47 estuaries upscaled to 971 assessed Australian estuaries. We estimate total mean (±SE) estuary CO2 emissions of 8.67 ± 0.54 Tg CO2-C yr−1, with tidal systems, lagoons, and small deltas contributing 94.4%, 3.1%, and 2.5%, respectively. Although higher disturbance increased water-air CO2 fluxes, its effect on total Australian estuarine CO2 emissions was small due to the large surface areas of low and moderately disturbed tidal systems. Mean water-air CO2 fluxes from Australian small deltas and tidal systems were higher than from global estuaries because of the dominance of macrotidal subtropical and tropical systems in Australia, which have higher emissions due to lateral inputs. We suggest that global estuarine CO2 emissions should be upscaled based on geomorphology, but should also consider land-use disturbance, and climate. Combustion power plants emit carbon dioxide (CO2), which is a major contributor to climate change. Direct emissions measurement is cost-prohibitive globally, while reporting varies in detail, latency, and granularity. To fill this gap and greatly increase the number of power plants worldwide with independent emissions monitoring, we developed and applied machine learning (ML) models using power plant water vapor plumes as proxy signals to estimate electric power generation and CO2 emissions using Landsat 8, Sentinel-2, and PlanetScope imagery. Our ML models estimated power plant activity on each image snapshot, then an aggregation model predicted plant utilization over a 30-day period. Lastly, emission factors specific to region, fuel, and plant technology were used to convert the estimated electricity generation into CO2 emissions. Models were trained with reported hourly electricity generation data in the US, Europe, and Australia and were validated with additional generation and emissions data from the US, Europe, Australia, Türkiye, and India. All results with sufficiently large sample sizes indicate that our models outperformed the baseline approaches. In validating our model results against available generation and emissions reported data, we calculated the root mean square error as 1.75 TWh (236 plants across 17 countries over 4 years) and 2.18 Mt CO2 (207 plants across 17 countries over 4 years), respectively. Ultimately, we applied our ML method to plants that constitute 32% of global power plant CO2 emissions, as estimated by Climate TRACE, averaged over the period 2015–2022. This dataset is the most comprehensive independent and free-of-cost global power plant point-source emissions monitoring system currently known to the authors and is made freely available to the public to support global emissions reduction. Understanding the change in soil organic carbon (C) stock in a warmer climate and the effect of current land management on that stock is critical for soil and environmental conservation and climate policy. By simulation modeling, we predicted changes in Australia's soil organic C stock from 2010 to 2100. These vary from losses of 0.014–0.077 t C ha−1 year−1 between 2020 and 2045 and 0.013–0.047 t C ha−1 year−1 between 2070 and 2100, under increasing emissions of greenhouse gases and temperature. Thus, Australian soil will be a net emitter of CO2. Depending on the future socio-economic conditions, we predict that croplands will accrue as much as 0.19 t C ha−1 year−1 between 2020 and 2045 due to their management, but accrual will decrease with warming and increased emissions by 2070–2100. The gains will be too small to counteract the losses of C from the larger areas of rangelands and coastal regions that are more sensitive to a warmer climate. In principle, prudent management of the rangelands, for example, improving grazing management and regenerating biodiverse, endemic native plant communities, could sequester more C and mitigate the loss; in practice, it may be more difficult, requiring innovation, interdisciplinary science, cultural awareness and effective policies. To quantify the climate change impacts of forestry and forest management options, we must consider the entire forestry system: the carbon dynamics of the forest, the life cycle of harvested wood products, and the substitution benefit of using biomass and wood products compared to more greenhouse gas intensive options. This paper presents modelled estimates of the greenhouse gas balance of two key native forest areas managed for production in New South Wales for a period of 200 years, and compares it to the option of managing for conservation only. These two case studies show that forests managed for production provide the greatest ongoing greenhouse gas benefits, with long-term carbon storage in products, and product substitution benefits critical to the outcome. Thus native forests could play a significant part in climate change mitigation, particularly when sustainably managed for production of wood and non-wood products including biomass for bioenergy. This article outlines international measures undertaken to combat climate change and in this context discusses the potential legal issues faced by the Australian States and Territories in implementing a National Emissions Scheme. The article argues that when considered in light of the legal and structural issues that impact upon the proposed design of the National Emissions Scheme and the current ad hoc regulatory framework in Australia that attempts to regulate the emission of greenhouse gases in the energy sector, the National Emissions Scheme may create uncertainty and could impede an ideal regulatory model in Australia's attempts to address climate change. The emission of greenhouse gases, particularly carbon dioxide, and the consequent potential for climate change are the focus of increasing international concern. Temporary land-use change and forestry projects (LUCF) can be implemented to offset permanent emissions of carbon dioxide from the energy sector. Several approaches to accounting for carbon sequestration in LUCF projects have been proposed. In the present paper, the economic implications of adopting four of these approaches are evaluated in a normative context. The analysis is based on simulation of Australian farm–forestry systems. The livestock industry accounts for a considerable proportion of agricultural greenhouse gas emissions, and in response, the Australian red meat industry has committed to an aspirational target of net-zero emissions by 2030. Increasing soil carbon storage in grazing lands has been identified as one method to help achieve this, while also potentially improving production and provision of other ecosystem services. This review examined the effects of grazing management on soil carbon and factors that drive soil carbon sequestration in Australia. A systematic literature search and meta-analysis was used to compare effects of stocking intensity (stocking rate or utilisation) and stocking method (i.e, continuous, rotational or seasonal grazing systems) on soil organic carbon, pasture herbage mass, plant growth and ground cover. Impacts on below ground biomass, soil nitrogen and soil structure are also discussed. Overall, no significant impact of stocking intensity or method on soil carbon sequestration in Australia was found, although lower stocking intensity and incorporating periods of rest into grazing systems (rotational grazing) had positive effects on herbage mass and ground cover compared with higher stocking intensity or continuous grazing. Minimal impact of grazing management on pasture growth rate and below-ground biomass has been reported in Australia. However, these factors improved with grazing intensity or rotational grazing in some circumstances. While there is a lack of evidence in Australia that grazing management directly increases soil carbon, this meta-analysis indicated that grazing management practices have potential to benefit the drivers of soil carbon sequestration by increasing above and below-ground plant production, maintaining a higher residual biomass, and promoting productive perennial pasture species. Environmental context: Mine tailings are a mixture of fine materials obtained after crushing, processing and extracting the valuable minerals from ore. Ultramafic and mafic mine tailings have the potential to mineralise carbon, offering a solution to offset greenhouse gas emissions from the mining sector. The study revealed that the effects of wetting and drying ultramafic and mafic mine tailings under atmospheric conditions have the potential for carbon sequestration and acid mine drainage. Rationale: As the result of their carbon mineralisation potential, there is an increasing interest in using ultramafic and mafic (U+M) mine tailings as a feedstock for carbon (C) sequestration. However, little is known about the relative chemical stability of U+M minerals, and it is unclear whether acid mine drainage may be generated during weathering. Methodology: This study determined the relative stability of the constituent minerals of several U+M tailings from mines in British Columbia, Canada, and Australia using selective chemical extractions and an 18-week laboratory experiment of cycles of wetting and drying to simulate conditions that may be experienced under field conditions. Tailings were mixed with topsoil to investigate the potential use as a soil amendment. Results: Initially, the tailing sample's pH was 8.4–9.7 and decreased to 7.7–9.1 over the 18 weeks. Soil additions lowered the initial pH and converged with the tailing's pH over 18 weeks. Sequentially weathered minerals determined by X-ray diffraction were consistent with the empirical Goldich weathering sequence. Metal concentrations from inductively coupled plasma–mass spectrometry supported X-ray diffraction results, confirming the stability of the U+M tailings using different methods and the need for future studies on potential metal contamination. Discussion: Minor concentrations of sulfur seemed to have resulted in larger fluctuations in pH when low amounts of carbonates were present. However, reactive oxides and basic cations in the U+M tailings maintained pH above 7. Therefore, C sequestration was likely supported, although there was a slight reduction in total C content for almost all samples. This study suggests future research is required under field conditions to confirm C sequestration and to investigate the use of U+M tailings for restoration applications. Environmental context. Objective: To quantify the full life cycle impacts of ultra-processed foods (UPF) for key environmental, economic and nutritional indicators to identify trade-offs between UPF contribution to broad-scope sustainability. Design: Using 24-h dietary recalls along with an input–output database for the Australian economy, dietary environmental and economic impacts were quantified in this national representative cross-sectional analysis. Food items were classified into non-UPF and UPF using the NOVA system, and dietary energy contribution from non-UPF and UPF fractions in diets was estimated. Thereafter, associations between nutritional, environmental and economic impacts of non-UPF and UPF fractions of diets were examined using a multi-dimensional nutritional geometry representation. Setting: National Nutrition and Physical Activity Survey 2011–2012 of Australia. Participants: Respondents (n 5344) aged > 18 years with 1 d of 24-h dietary recall data excluding respondents with missing values and outlier data points and under reporters. Results: Australian diets rich in UPF were associated with reduced nutritional quality, high greenhouse gas emissions, energy use, and increased employment and income associated with the food supply chains. The environmental and economic impacts associated with the UPF portion of diets become more distinct when the diets are standardised to average protein recommendation. Conclusion: Increased consumption of UPF has socio-economic benefits, but this comes with adverse effects on the environment and public health. Objective. This study aimed to calculate the baseline carbon inventory of Mercy Health, a provider of health and aged care services in Australia, across emission Scopes 1, 2 and 3. The carbon inventory has clarified the baseline environmental impact, identified carbon hotspots and will inform emissions reduction interventions and a decarbonisation trajectory. Methods. A hybrid carbon footprinting methodology was devised. Established carbon footprinting standards provided methodological guidance. A consulting firm with health service carbon accounting experience provided expertise, rigour and objectivity to the work. Results. In the 2020–21 financial year, the carbon footprint of Mercy Health was 102.96k tCO2-e. Scope 1 emissions accounted for 11.07% (11.40k tCO2-e), followed by Scope 2 with 29.80% (30.68k tCO2-e) and Scope 3 with 59.13% (60.88k tCO2-e). The largest carbon impost group was Building energy (42.01%; 43.25k tCO2-e), followed by Food and catering (9.42%; 9.70k tCO2-e) and Business services (7.74%; 7.97k tCO2-e). Mercy Health’s Health Services, Aged Care and Support Services divisions contributed 49.16, 47.81 and 3.03% (50.61k, 49.23k and 3.12k tCO2-e) of total greenhouse gas emissions respectively. Conclusions. Mercy Health’s Health Services division and Aged Care division each comprised around half of total organisation carbon emissions. Building energy dominated emissions, particularly electricity. The study discovered meaningful differences in the composition of carbon emissions in operational divisions of the organisation, indicating tailored interventions will be required to meet carbon abatement targets. Anaerobic digestion (AD) is a viable technique to address food waste (FW) problems by converting FW into sustainable energy. Despite the advantages of the AD process, large-scale AD plants like in Germany and the USA have not been developed in Australia. Therefore, this paper aims to study the technological, economic, and environmental feasibility of sustainable energy production from household FW in Australia. In addition, this paper discusses the different waste to energy (WtE) technologies along with the operational parameters as well as the challenges in developing a biogas plant. The energy and economic potential analysis of the AD process indicates that the processing of 10% FW from Australian states and territories can generate 1.22 GWh to 35.4 GWh electricity which can subsequently earn AUD 0.54 million to AUD 15.7 million revenue per year. The greenhouse gas (GHG) emissions analysis indicates that conversion of the 10% of Australian FW has the potential to lower GHG emissions by 639,852 tonnes per annum. Healthy governance systems are key to delivering effective outcomes in any broad domain of natural resource management (NRM). One of Australia's emerging NRM governance domains is our national framework for greenhouse gas abatement (GGA), as delivered through a wide range of management practices in the Australian landscape. The emergingLandscape-Based GGA Domainrepresents an innovative governance space that straddles both the nation's broaderNRM Policy and Delivery DomainandAustralia's GGA Domain. As a point-in-time benchmark, we assess the health of this hybrid domain as it stood at the end of 2013. At that time, the domain was being progressed through the Australian government's Clean Energy Package and, more particularly, its Carbon Farming Initiative (CFI). While significant changes are currently under development by a new Australian government, this paper explores key areas of risk within the governance system underpinning this emerging hybrid domain at that point in time. We then map some potential reform or continuous improvement pathways required (from national to paddock scale) with the view to securing improved landscape outcomes over time through widespread GGA activities. The global construction sector contributes a significant share of total greenhouse gas (GHG) emissions. In Australia, infrastructure activity alone generates 18% of the GHG emissions. The use of low-embodied carbon building materials is crucial to decarbonise the construction sector and fulfil national and international climate goals. Industrial hemp (Cannabis sativa L.) is a promising feedstock for low-carbon construction materials because of its carbon sequestration capacity, fast-growing cycles, and technical functionality comparable to traditional materials. This study utilised the life cycle assessment (LCA) guideline ISO 14040:2006 to estimate the carbon footprint (CF) of hemp-based building materials in Western Australia capturing region-specific variations in terms of inputs, soil, productivity, and energy mix. The functional unit was 1 m2 of a hemp-based board, and the system boundary was cradle-to-gate, i.e., pre-farm, on-farm, and post-farm activities. The CF of 1 m2 of hemp-based board was estimated to be −2.302 kg CO2 eq. Electricity from the public grid for bio-based binder production during the post-farm stage was the main contributor to total CO2 eq emissions (26%), followed by urea production (14%) during the pre-farm stage. Overall, the use of electricity from the public grid during the post-farm stage accounted for 45% of total emissions. Sensitivity analysis showed that the CF of hemp-based boards was highly sensitive to the source of energy; i.e., total replacement of the public grid by solar power decreased the CF by 164% (−2.30 to −6.07 kg CO2 eq). The results suggested that hemp-based boards exhibit lower embodied GHG emissions compared to traditional materials, such as gypsum plasterboards. [ABSTRACT FROM AUTHOR]

The rapid growth of the energy and transport sectors has led to an increase in fuel consumption, resulting in a significant rise in greenhouse gas emissions. Switching to renewable energy sources and replacing internal combustion engines with electric vehicles (EVs) can significantly reduce greenhouse gas emissions. In recent years, the electrification of the transportation sector has become a primary focus of research and development efforts. However, if EVs are charged using conventional energy sources, we are unable to fully capitalize on their potential to reduce emissions. Charging EVs using renewable energy sources is the optimal solution. Otherwise, the increased number of EVs on the roads can significantly impact the stability of existing electric grids. As a result, smart homes with EV charging stations are becoming increasingly popular worldwide. This review focuses on the concept of grid-connected rooftop solar photovoltaic (PV) smart homes integrated with EVs and energy management systems in Australia. Australia can reduce emissions in the building and transport sectors by electrifying a range of vehicles and ultimately powering them with 100% renewable energy sources. The benefits of EV integration alongside rooftop solar systems for smart homes with house-to-vehicle or vehicle-to-house, as well as vehicle-to-grid or grid-to-vehicle (bidirectional EV charging) capabilities are also explored in this article. One of the major challenges for the Australian feedlot and meat sectors is to have accurate and robust long-term greenhouse gas (GHG) emissions data. Long-term measurements of methane (CH4) emissions (2015–2017) were made at two Australian beef feedlots having different climates, cattle types, and management practices. Emissions were measured using the inverse-dispersion model (IDM) micrometeorological technique, using CH4 concentrations measured at the feedlots with a closed-path Fourier transform infrared spectroscopic technique (CP-FTIR). The emissions data were used to evaluate methods used by the Department of Climate Change, Energy, the Environment and Water to estimate CH4 emissions from feedlots in Australian national inventory calculations. Expressed as a CH4 yield (emissions per unit dry matter intake, DMI), the two feedlots had emissions of 13.1 and 18.9 g CH4 kg−1 DMI. The lower-emitting feedlot had emissions that were 30% lower than the national inventory calculations based on feed intakes, while the second feedlot had emissions that were similar to the inventory calculations. The accurate quantification of emissions from feedlots, as demonstrated as part of this study, is important for validating the national accounting methods and therefore the sector's GHG emissions profile. Globally, sea-level rise is expected to impact on many coastal regions and settlements. While mitigation of global greenhouse gas emissions remains an important task, adaptation is now seen as a critical component of the policy equation. Local government is a key player in adaptation planning and managing risk through their mandated role in land use planning and development control. Yet, managing the predicted impacts of climate change is proving to be a complex and difficult task for planners and policy makers. This paper reports on a case of local government deliberation on possible planning responses to address future sea-level rise impacts in New South Wales, Australia. Using structured, expert opinion of planners and other technical experts engaged in a collaborative network in the Sydney region, we explore the feasibility of implementing planning and policy measures at the local and regional scales to respond to inundation risk as a result of sea-level rise and storm surge events. Our research shows how local governments employ specific scale-oriented strategies to engage private and public actors at different scales to manage legal, financial, and technical risks in coastal adaptation.
