Tropical peatlands are globally significant in the terrestrial carbon cycle as they are comprised of a large forest carbon sink and a large peat carbon store—both of which can potentially be exchanged with the atmosphere on decadal time frames. Greenhouse gas emissions from fire-disturbance and development of tropical peatlands over the last few decades, and the potential for ongoing emissions, highlights the need for policy to slow or halt emissions and to activate mechanisms to sequester carbon through restoration of degraded peatlands. The UN REDD + scheme provides a means for developing countries to receive payments for avoided deforestation and forest degradation, but the steps to achieve REDD+ compliance are rigorous and the details required can be a barrier to activating benefits—especially for peatlands where repeated cycles of fire interrupt forest recovery and create a range of recovery classes. Therefore, to improve estimates of peat fire emissions and of carbon balance of tropical peatlands, the biomass and combustion factor parameters need to be developed and applied according to forest recovery stage. In this study we use published activity data from the extensive 1997 fires in the peatlands of Indonesian Borneo to detail a transparent and accountable way to estimate and report emissions from tropical peatland fires. This example for estimating and reporting emissions is provided to assist REDD+ countries to efficiently develop their capacity for improving emissions estimates from fire-impacted tropical peatlands. Abstract Forest fires are a significant contributor to global greenhouse gas (GHG) emissions. Accurate reporting of GHG emissions from forest fires requires development of detailed methodologies and country specific data for estimating emissions. In recent years, Australia has updated its national methodology for reporting GHG emissions from fires on temperate forested lands, using a Tier 2 approach of the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories. This involved refinement of the equation for estimating GHG emissions from fires provided in the Guidance, and the revision of country specific data which was derived from a comprehensive literature review. The refinements were key to transparent reporting and evaluation of the climatic impacts of mitigation actions such as forest fire management. In this paper we describe the steps required to develop a Tier 2 method in reporting fire emissions using this Australian example, the lessons learnt, and the steps required to reduce uncertainties in estimates. This paper may assist other countries seeking to estimate and report GHG emissions from forest fires by moving from the default Tier 1 method to Tier 2 using country-specific information. A high-intensity wildfire burnt through a dry Eucalyptus forest in south-eastern Australia that had been fuel reduced with fire 3 months prior, presenting a unique opportunity to measure the effects of fuel reduction (FR) on forest carbon and greenhouse gas (GHG) emissions from wildfires at the start of the fuel accumulation cycle. Less than 3% of total forest carbon to 30-cm soil depth was transferred to the atmosphere in FR burning; the subsequent wildfire transferred a further 6% to the atmosphere. There was a 9% loss in carbon for the FR-wildfire sequence. In nearby forest, last burnt 25 years previously, the wildfire burning transferred 16% of forest carbon to the atmosphere and was characterised by more complete combustion of all fuels and less surface charcoal deposition, compared with fuel-reduced forest. Compared to the fuel-reduced forests, release of non-CO[sub 2] GHG doubled following wildfire in long-unburnt forest. Although this is the maximum emission mitigation likely within a planned burning cycle, it suggests a significant potential for FR burns to mitigate GHG emissions in forests at high risk from wildfires.
