Coastal habitats provide important benefits to people, including habitat for species targeted by fisheries and opportunities for tourism and recreation. Yet, such human activities also can imperil these habitats and undermine the ecosystem services they provide to people. Cumulative risk assessment provides an analytical framework for synthesizing the influence of multiple stressors across habitats and decision-support for balancing human uses and ecosystem health. To explore cumulative risk to habitats in the U.S. Northeast and Mid-Atlantic Ocean Planning regions, we apply the open-source InVEST Habitat Risk Assessment model to 13 habitats and 31 stressors in an exposure-consequence framework. In doing so, we advance the science priorities of EBM and both regional planning bodies by synthesizing the wealth of available data to improve our understanding of human uses and how they affect marine resources. We find that risk to ecosystems is greatest first, along the coast, where a large number of stressors occur in close proximity and secondly, along the continental shelf, where fewer, higher consequence activities occur. Habitats at greatest risk include soft and hard-bottom nearshore areas, tidal flats, soft-bottom shelf habitat, and rocky intertidal zones—with the degree of risk varying spatially. Across all habitats, our results indicate that rising sea surface temperatures, commercial fishing, and shipping consistently and disproportionally contribute to risk. Further, our findings suggest that management in the nearshore will require simultaneously addressing the temporal and spatial overlap as well as intensity of multiple human activities and that management in the offshore requires more targeted efforts to reduce exposure from specific threats. We offer a transparent, generalizable approach to evaluating cumulative risk to multiple habitats and illustrate the spatially heterogeneous nature of impacts along the eastern Atlantic coast and the importance of spatial scale in estimating such impacts. These results offer a valuable decision-support tool by helping to constrain the decision space, focus attention on habitats and locations at the greatest risk, and highlight effect management strategies. Coastal protection of communities and property using “green infrastructure” approaches is gaining popularity as the science and practice improve. Guidance is limited for decision makers interested in taking action to protect shorelines. Here, we offer practical guidance for decision makers interested in moving beyond generalities for coastal protection strategies. We present three case examples from the U.S. Gulf of Mexico and in Belize, each posing different questions, and thus using different approaches, to evaluate whether green infrastructure strategies could be useful. For basic questions about where habitat-based approaches are likely to add value, index-based models are useful in identifying priority areas for habitat protection or restoration. Process-based models are best used to examine strategies where the interest is in the likely magnitude of value from gray and green infrastructure approaches. Process-based models in coastal Texas demonstrate that marsh habitats are spatially variable in their ability to reduce the height and costs of levees necessary to protect property from storms and sea-level rise. Such spatial variation in the value of green infrastructure can be readily incorporated in a variety of decisions, allowing action now, before more science and lessons from applications emerge. Emerging development policies and lending standards call for consideration of ecosystem services when mitigating impacts from development, yet little guidance exists to inform this process. Here we propose a comprehensive framework for advancing both biodiversity and ecosystem service mitigation. We have clarified a means for choosing representative ecosystem service targets alongside biodiversity targets, identified servicesheds as a useful spatial unit for assessing ecosystem service avoidance, impact, and offset options, and discuss methods for consistent calculation of biodiversity and ecosystem service mitigation ratios. We emphasize the need to move away from area- and habitat-based assessment methods for both biodiversity and ecosystem services towards functional assessments at landscape or seascape scales. Such comprehensive assessments more accurately reflect cumulative impacts and variation in environmental quality, social needs and value preferences. The integrated framework builds on the experience of biodiversity mitigation while addressing the unique opportunities and challenges presented by ecosystem service mitigation. Extreme weather, sea-level rise and degraded coastal ecosystems are placing people and property at greater risk of damage from coastal hazards. The likelihood and magnitude of losses may be reduced by intact reefs and coastal vegetation, especially when those habitats fringe vulnerable communities and infrastructure. Using five sea-level-rise scenarios, we calculate a hazard index for every 1 km2 of the United States coastline. We use this index to identify the most vulnerable people and property as indicated by being in the upper quartile of hazard for the nation's coastline. The number of people, poor families, elderly and total value of residential property that are most exposed to hazards can be reduced by half if existing coastal habitats remain fully intact. Coastal habitats defend the greatest number of people and total property value in Florida, New York and California. Our analyses deliver the first national map of risk reduction owing to natural habitats and indicates where conservation and restoration of reefs and vegetation have the greatest potential to protect coastal communities. Eelgrass beds provide valuable refuge, foraging, and spawning habitat for many marine species, including valued species such as Pacific salmon ( Oncorhynchus spp.), Pacific herring ( Clupea pallasi), and Dungeness crab ( Metacarcinus magister). We used dynamic simulations in a food web model of central Puget Sound, Washington, USA developed in the Ecopath with Ecosim software, to examine how the marine community may respond to changes in coverage of native eelgrass ( Zostera marina), and how these modeled responses can be assessed using an ecosystem services framework, expressing these services with economic currencies in some cases and biological proxies in others. Increased eelgrass coverage was most associated with increases in commercial and recreational fishing with some small decreases in one non-market activity, bird watching. When we considered ecosystem service categories that are aggregations of individual groups of species, we saw little evidence of strong tradeoffs among marine resources; that is, increasing eelgrass coverage was essentially either positive or neutral for all services we examined, although we did not examine terrestrial activities (for example, land use) that affect eelgrass coverage. Within particular service categories, however, we found cases where the responses to changes in eelgrass of individual groups of species that provide the same type of ecosystem service differed both in the magnitude and in the direction of change. Abstract: The declining health of marine ecosystems around the world is evidence that current piecemeal governance is inadequate to successfully support healthy coastal and ocean ecosystems and sustain human uses of the ocean. One proposed solution to this problem is ecosystem-based marine spatial planning (MSP), which is a process that informs the spatial distribution of activities in the ocean so that existing and emerging uses can be maintained, use conflicts reduced, and ecosystem health and services protected and sustained for future generations. Because a key goal of ecosystem-based MSP is to maintain the delivery of ecosystem services that humans want and need, it must be based on ecological principles that articulate the scientifically recognized attributes of healthy, functioning ecosystems. These principles should be incorporated into a decision-making framework with clearly defined targets for these ecological attributes. This paper identifies ecological principles for MSP based on a synthesis of previously suggested and/or operationalized principles, along with recommendations generated by a group of twenty ecologists and marine scientists with diverse backgrounds and perspectives on MSP. The proposed four main ecological principles to guide MSP—maintaining or restoring: native species diversity, habitat diversity and heterogeneity, key species, and connectivity—and two additional guidelines, the need to account for context and uncertainty, must be explicitly taken into account in the planning process. When applied in concert with social, economic, and governance principles, these ecological principles can inform the designation and siting of ocean uses and the management of activities in the ocean to maintain or restore healthy ecosystems, allow delivery of marine ecosystem services, and ensure sustainable economic and social benefits. The article presents a study on quantitative threat analysis for management of Chinook salmon. It mentions that Chinook salmon have decreased in number due to destruction of their habitat, hydroelectric dams, hatchery production, and harvesting. The study examines the population density and trends in the status of two hundred and one Chinook populations through multi-model inference. It found that population density is significantly affected by dams while trends in the Chinook population is significantly affected by hatchery production and harvesting.

Throughout the world, efforts are under way to restore water-sheds, but restoration planning rarely accounts for future climate change. Using a series of linked models of climate, land cover, hydrology, and salmon population dynamics, we investigated the impacts of climate change on the effectiveness of proposed habitat restoration efforts designed to recover depleted Chinook salmon populations in a Pacific Northwest river basin. Model results indicate a large negative impact of climate change on freshwater salmon habitat. Habitat restoration and protection can help to mitigate these effects and may allow populations to increase in the face of climate change. The habitat deterioration associated with climate change will, however, make salmon recovery targets much more difficult to attain. Because the negative impacts of climate change in this basin are projected to be most pronounced in relatively pristine, high-elevation streams where little restoration is possible, climate change and habitat restoration together are likely to cause a spatial shift in salmon abundance. River basins that span the current snow line appear especially vulnerable to climate change, and salmon recovery plans that enhance lower-elevation habitats are likely to be more successful over the next 50 years than those that target the higher-elevation basins likely to experience the greatest snow-rain transition. The article shows how siting algorithms can help identify potential networks of marine reserves that represent target habitat types with the use of benthic habitat data from the Florida Keys. A flexible optimization tool representing a fixed proportion of different marine habitat types within a geographic area is applied. It examines the relative influence of spatial information, planning-unit size, detail of habitat classification, and magnitude of the overall conservation goal.
