The purpose of this paper is to discuss the implications of COVID-19 on container import flows via the US port distribution system. We employ statistics collected for more than 21 US ports and for more than 550,000 container shipments by Walmart and Nike to identify trends and potential shifts in the US port distribution system. Results unveil different changes in distribution channels during the pandemic era, between aggregated port level and industry level. These differences are specific to firms and could be explained by the origin of flows, carrier selection to transport cargos and US port/inland distribution systems. Our study contributes to a better understanding of the different role played by ports for industries (retailers, footwear and apparel) and shows that the ability to adapt supply chains to a major disruption remains subject to the initial choices on the location of production, on carrier choices and on port/inland distribution networks. This paper aims at defining generic characteristics of dry ports by carrying out an analysis using a large sample of dry ports from around the world. The dataset includes details on 107 inland terminals worldwide. All dry ports in the database have been selected from studies in the extant literature before being shortlisted to fit our research scope. Data collected include terminologies used, actors driving the development, terminal throughput, total area, services provided and the relation with the corresponding seaport(s). Using statistical analysis, the paper examines how dry port parameters are influenced by (1) a different terminal set up, like sea-driven and land-driven development, developed and developing system, dry port functions; (2) specifications of the seaport with which the dry port is connected, i.e. seaport traffic, connectivity, utilization, etc. and (3) the transport leg linking dry ports and seaports. Market players active in the port industry deploy a range of financial sources to meet the growing investment requirements in port infrastructure and to fund their (overseas) expansion strategies. Recent empirical evidence shows that equity capital markets are expected to extend their role in this regard. This paper deals with the long-term performance of IPOs in the seaport industry as a strategic financial dimension for determining the success/failure of the issuance. The study goes beyond general finance theories on IPO performance as it places institutional theory side by side with informational asymmetry theories and symmetric information theories to assess the determinants of long term IPOs’ success in the port domain. The paper presents an overarching conceptual framework for addressing IPO performance, thereby focusing on the explanatory power of “financial markets”, “institutional factors” and “industry specific variables”. An ordinary least squares (OLS) regression analysis is performed on a dataset of over 90 port-related IPOs to test the antecedents of the long-term performance of port-related IPOs. The performance of extant IPOs is expected to influence both the capacity of ports and terminal operating companies to gather additional financial resources from equity capital markets in the future, and the related cost of funding. Port system development is a key theme in port geography literature. Recent decades have brought a rise in container terminal development at estuarine, coastal and offshore port locations, in part driven by scale increases in vessel size. This paper examines how container ports located upstream on rivers use processes of adaptive capacity building in an attempt to remain competitive in port systems. We link the development path of upstream seaports to a range of economic, technological, social and political factors. When combined, these factors shape the willingness and capacity of an upstream seaport to adapt to changing conditions such as an increasing demand for nautical accessibility. The case study results on Antwerp and Hamburg show that the discussion on the future of these upstream seaports cannot be detached from broader public policy and stakeholder management concerns and the influences of retention mechanisms, power, politics and collective action by the port community. All facets of present day society are subjected to an ever increasing rise in uncertainty. Seaports are no exception. As complex clusters of industrial activity and gateways for distribution networks, they are vulnerable to external and internal shocks disrupting supply chains. This evolution forces stakeholders to ponder on “sustainable development,” and to foster adaptive capabilities and create opportunities. The development and further substantiation of the notion of ‘resilience’ underlined the need to study how clusters and networks (should) respond to major disturbances. In this paper, we scrutinize the concept of port resilience by revisiting the Panarchy and adaptive cycle theorem of Holling (2001) . The objective is to determine if this framework can be applied to a port development context. The paper outlines the literature on Panarchy and adaptive cycles and links it to ports. It also provides an overview of the general theorem and explains the value for maritime research. The framework is linked to a set of cases on port infrastructure and development. Regional trade co-operation, economic growth and greater political stability have enabled increased container throughput and container port capacity development. Earlier academic work has indicated that the functional position of this port region in the global maritime network might be shifting from a remote region in the periphery of the network to a more intermediate position. This paper aims to analyze the changing level of peripherality and remoteness of the Southern African container port system as part of the global container shipping network. The central hypothesis is that Southern Africa has moved from a remote shipping region to a more central shipping region in the global network. The methodology consists of the calculation of network measures for Southern African ports. The changing geographical distribution of flows among the main container ports in South Africa, Namibia, Mozambique, Mauritius and Madagascar will also be explored in terms of their respective shipping services, port calling patterns, market structure (in terms of the number of active carriers) and the up-scaling of vessel and port capacity. The overall result is a mapped port hierarchical structure with a clear indication of the shifted maritime centrality of Southern African ports from 1996 to the present decade. In the last three decades, transport economists and geographers have published an array of studies on port institutions and governance. Many of these publications emphasize the role of institutions in enabling or inhibiting port efficiencies, port competition (inter and intra) and the development of a port's resources and capabilities. Political instabilities and their consequential economic lags have to some extent misaligned the pace of institutional reforms in Southern African ports compared with ports in the developed world. Some ports in this region (South Africa, Mozambique, Namibia, Mauritius and Madagascar) have however, over the last 10 to15 years begun to follow the port reform trend, and as such have undergone various degrees of institutional reform. This work seeks to provide a detailed case study which discloses a holistic overview of recent and on-going institutional reforms of Southern African ports from two perspectives. Firstly, by assessing the extent to which institutional structures have shaped and mediated port development in Southern Africa. Secondly, by conducting a port institutional positioning comparison between a range of North European and Southern African container ports in order to determine how similarly Southern African ports resemble more established first world ports. Southern African ports effectively present a unique case of mixed port institutional development trends compared to those in more developed regions of the world. As such, this case study reinforces the fact that different port institutional structures are locally embedded and do matter in port competition, and that institutional reform has supported port development to varying degrees. From the policy and management perspective, this study aims to investigate the port management tools that port/public authorities have at their disposal and then to analyse to what extent the tools are used to enforce or encourage green port development at functional activities of port operations and development. We conduct an exploratory and comparative review based on two axes: on the one hand, the range of tools available to port authorities (pricing, monitoring and measuring, market access control and environmental standard regulation) and on the other hand, the functional activities in ports (shipping traffic, cargo handling and storage operations, intermodal connection, industrial activities, and port expansion). The situations in the leading ports in Asia and Europe, namely Singapore, Shanghai, Antwerp and Rotterdam are studied and compared, whereby the policies' effectiveness is discussed accordingly. Findings show that the ports are particularly mature in exercising environmental standard regulations which reveals that the enforcement approach is more prevalent. The most focused functional activity is shipping traffic which reflects that the ports are driven by the International Maritime Organisation. The respective port authorities in Antwerp and Rotterdam have a higher level of influence on devising green port policy in comparison to the two Asian ports. [ABSTRACT FROM AUTHOR]

Port economics, management and policy have progressively emerged as a distinctive research field, and a core part of maritime economics. This paper provides an analysis of all the 267 port studies published inMaritime Policy & Management(MPM) since its inception in 1973. This paper provides a content analysis for seven interrelated research theme categories including main research topics and methods, authorship distribution and citation counts. It is demonstrated thatMPMplayed, and continues to play, a key role in publishing research on seaports. The published research increasingly applies established analytical frameworks to ports. Abstract: The cruise industry is a highly concentrated business in terms of players and markets. Vessel deployment strategies and itinerary design by cruise operators are primordial and are affected by market and operational considerations. This paper focuses on capacity deployment and itineraries in two major cruise markets: the Caribbean and the Mediterranean. We argue that the cruise industry sells itineraries, not destinations, implying a level of flexibility in the selection of ports of call, but still bound to important operational considerations. The paper also reveals that the two cruise markets are not functioning independently but are interconnected in an operational manner, particularly through the repositioning of vessel units to cope with variations in seasonal demand among the regional markets. Abstract: This paper deals with path dependence in seaport governance. A central notion in this respect is lock-in. Economic geographers have recently started to reconsider the deterministic perspective on lock-in and developed the concept of institutional plasticity. Such plasticity is the result of actions of actors to purposefully ‘recombine and convert or reinterpret institutions for their new objectives or transfer institutions to different contexts’ (Strambach, 2010). This concept is applied to seaports, where so far, path dependence and lock-in have not been studied in detail. Our main conclusion is that a process of institutional stretching takes place when port authorities see a need to develop new capabilities and activities. In this process new layers are added to existing arrangements, gradually leading to a formalised governance reform but without breaking out of the existing path of development. Latin America and the Caribbean have evolved as a region of increased interest for the maritime and port industry as well as for academic research. Maritime transport activity in the region has experienced sustained growth rates over the last decades, resulting in ever-increasing demand for maritime services and port infrastructure. At the 2011 Annual Conference of the International Association of Maritime Economists (IAME), Latin America received significant attention. This editorial responds to growing research by giving a brief overview of the current situation and contemporary issues in maritime transport within the region. Container ports provide the primary interface where physical exchange between buyers and sellers of containerised shipping capacity can be consolidated and realised. Consequently, ports that are able to complement and add value to the objectives of shipping lines and shippers will become focal points for containerised cargo flows. To evaluate container port competition, the authors propose a practical and direct approach based on revealed preferences of shipping lines with respect to container shipping service dynamics. The container shipping networks are generated as carriers formulate their service schedules to capitalise on opportunities that are presented by evolving container trade patterns along trade routes and relative changes in the competitive profile of the ports of call. Empirical results showed that this approach offers a deeper understanding on the workings and evolution of competitive dynamics between ports, which may not be obvious from observations of port performance at the aggregated level. Benefits of the approach also include raising awareness that policy makers should be aware of the need to understand the nature, extensity and intensity of competitive relationships between ports as they craft and implement policies to correct for the actual or perceived market failures in the industry. How do seaports evolve in relation to each other? Recent studies in port economics and transport geography have been focused on how supply-chain integration has structurally changed the competitive landscape in which individual ports and port actors operate. Port regionalization has been addressed as the corresponding new phase in the spatial and functional evolution of port systems. However, these studies lack theoretical foundations that allow us to assess empirically the role either of the institutional context or of strategic agency in the competitive (spatial and functional) evolution of regional (integrated) port systems. The authors present an evolutionary framework to analyze the development of seaports in a regional context by making use of the concept of 'windows of opportunity'. The role of seaport-based evolution in the processes aimed at positioning market players and ports on the container scene in the Rhine-Scheldt Delta is examined. [ABSTRACT FROM AUTHOR]

Abstract: This paper sheds an empirical light on port development patterns by discussing the structure and the development of the Yangtze River ports system. We argue that the Yangtze River system is going through a regionalization phase, mainly in relation to the port of Shanghai. This process started on the lower Yangtze but is now also moving upstream. The transition towards the port regionalization phase is typically a gradual and market-driven process that mirrors the increased focus of market players on logistics integration. This paper builds on the existing literature on port systems and adapts port development models to river ports. Furthermore, we employ some statistical techniques that are common to the analysis of port systems, and introduce some techniques that have not been used much by transport geographers in ports. This paper will address the dynamics in the Yangtze River ports system by analyzing the level of cargo concentration and the degree of inequality in operations of the container ports. The paper also assesses observed differences in development of ports in different areas along the river (upstream/downstream) and reflects on the role of ownership structures in shaping regional load centre networks. Abstract: The decision on the scale of a port terminal affects the terminal’s managerial, operational and competitive position in all the phases of its life. It also affects competition structures in the port in which the terminal is operating, and has a potential impact on other terminals. Port authorities and terminal operators need to know the scale of the terminal when engaging in concession agreements. In economic theory the scale of a plant/firm is typically defined in relation to the Minimum Efficient Scale (MES), the long-run output where the internal economies of scale are fully exploited. However, there are a number of theoretical and empirical indications that in ports the scale of a terminal is commonly guided by a combination of the MES and other determining factors. The “preferred” scale is the result of a complex interaction between the MES, the port governance framework and objectives, the market size and structure, technological change and operational considerations, physical and geographical limitations, and the business patterns of shipping lines. This study analyses the factors resulting in a preferred container terminal scale that in most of the times is different from the MES. The analysis of the technical, market-related and governance-related factors is supported by theoretical and empirical insights that illustrate the presence of a range of actual ”preferred” scales of terminal concessions that usually are different, below or above, MES. Abstract: The European container port system features a unique blend of different port types and sizes combined with a vast economic hinterland. This paper provides an update of the detailed container traffic analysis developed by by extending it to the period 1985–2008 and to 78 container ports. The paper also aims at identifying key trends and issues underlying recent developments in the European container port system. These trends include the formation of multi-port gateway regions, changes in the hinterland orientation of ports and port regionalization processes. While the local hinterland remains the backbone of ports’ traffic positions, a growing demand for routing flexibility fuels competition for distant hinterlands between multi-port gateway regions. The prevailing assumption that containerisation would lead to further port concentration is not a confirmed fact in Europe: the European port system and most of its multi-port gateway regions witness a gradual cargo deconcentration process. Still, the container handling market remains far more concentrated than other cargo handling segments in the European port system, as there are strong market-related factors supporting a relatively high cargo concentration level in the container sector. Abstract: Terminal concessions in seaports have only recently gained interest in academic circles. Issues such as the allocation mechanisms (to be) used for granting those concessions, the determination of the concession term and concession fees, as well as the inclusion of special clauses aimed at assuring that the terminal operator will act in the interest of the port authority and the wider community, are increasingly relevant to both academics and the port industry. So far, insights from established economic theories have rarely been applied to terminal concessions in seaports. It, therefore, remains to be seen which kind of awarding procedure would be best for which type of terminal concession. This contribution provides a detailed overview of the different phases of the terminal awarding process, including a classification scheme for awarding procedures, and contains an extensive discussion on the economic issues that require further investigation. Abstract: Development and changes in port hinterlands have received considerable attention as they represent substantial opportunities to improve the efficiency of global freight distributions. Port regionalization was a concept brought forward by to articulate the emerging port hinterland dynamics in light of containerization, supply chain management and the setting of inland terminals. This paper expands this concept by focusing on a particular dimension of the regionalization paradigm concerning the evolving role of intermediate hubs. It is argued that, in addition to hinterland-based regionalization, there is also a foreland-based regionalization where intermediate hubs capture a maritime hinterland. This intensity and viability of processes of foreland-based regionalization depend on multiple geographical, technical and market-related factors, and this paper identifies and analyzes these underlying parameters. By doing so, it assesses whether foreland-based regionalization is simply a transitional phase in port development or, alternatively, represents emerging functional characteristics of contemporary freight distributions. This paper deals with the importance of port choice and container terminal selection for deep-sea container carriers. The paper focuses on the research question: on what basis do deep-sea container operators select container ports (strategy) and container terminals (financial reasons) in the Hamburg-Le Havre range over others? In answering this research question, three dimensions are addressed in detail: the buying decision characteristics; port choice strategy; and terminal selection. The results show that strategic considerations at company level are important. For port choice the most important criteria from a carrier's perspective are: availability of hinterland connections; reasonable tariffs; and immediacy of consumers (large hinterland). In addition to these criteria, shipping lines attach great value to often neglected factors, such as feeder connectivity, environmental issues and the total portfolio of the port. The study reveals that port selection and terminal selection are not the same with terminal selection criteria mainly depending on: handling speed; handling costs; reliability; and hinterland connections. The analysis also brought forward that the decision making is different per container carrier, per trade and per port type, implying that a one size fits all approach is not relevant. Container ports located in a delta of navigable waterways generally strive to develop the inland river services as a competitive transport mode, with a view to serving local and distant hinterland regions. The spatial and functional development of river-based container networks is location-specific and time-specific. While each barging network and associated seaport system has its own dynamics, similarities in development patterns cannot be excluded. This paper discusses similarities and dissimilarities between the spatial and the functional development of the container river service networks of the Yangtze River and the Rhine River. It is shown that the Yangtze service network has the tendency to converge, in more than one aspect, with the (historical) development pattern of inland container services in the Rhine basin. The ports of Hong Kong, Busan and Kaohsiung have long dominated container handling in East Asia. However, the emergence of new transhipment and gateway hub candidates, which include Shanghai, Shenzhen, Kwangyang and Qingdao, among others, will vie with these incumbents for a greater share of container traffic. Some might even unseat the incumbents. This study finds, through evidences from container shipping services connecting the region to major markets and trade routes between 1995 and 2001, that Mainland Chinese ports are increasingly attractive as direct ports of call for mainline services. The evidence also suggests that new services started by mainline operators calling at Mainland China are bypassing Japanese and Taiwanese ports. Nonetheless, these services continue to call at Hong Kong. Although the composition of containers handled at Mainland Chinese ports consists largely of gateway cargo, these ports are expected to handle a rising share of transhipment traffic. The market environment in which ports operate has changed dramatically, and this continuous process of change raises questions on the role of port authorities. This paper discusses the impact of some structural changes in international trade, transport and shipping on strategic and operational issues in the framework of port management. The central hypothesis put forward is that a successful port (authority), like a successful actor, must be prepared to constantly adopt new roles in order to cope with the changing market environment. Since the inception of China's Belt and Road Initiative (BRI) in 2013, the associated infrastructure and transport and economic corridor developments have been widely addressed in the research field of transportation, logistics and supply chain management. Such developments open windows of opportunity for accommodating trade flows in new or upgraded intermediate hub nodes and gateway locations along the BRI corridors. This paper aims to propose strategic locations for global logistics distribution centers (LDCs) along the Belt and Road from the viewpoint of China, considering regional economic and trade blocks, maritime transport routes, China's overseas port developments, China Railway Express services, trade conflicts between China and US, and deteriorated mobility of resources and human power caused by COVID-19. We present a set of strategic locations for establishing LDCs by analyzing qualitative and quantitative facility location factors supported by the findings in existing literature. Eight locations for global LDCs are identified in the Sub-Saharan region, Sri Lanka, the Middle East, Northern Oceania, Southern Europe, Northern Europe, and key dry hub port locations in Minsk, Belarus and Northeast Asia along the Silk Road Economic Belt.
