Abstract: This document presents the initial scientific case for upgrading the Continuous Electron Beam Accelerator Facility (CEBAF) at Jefferson Lab (JLab) to 22 GeV. It is the result of a community effort, incorporating insights from a series of workshops conducted between March 2022 and April 2023. With a track record of over 25 years in delivering the world's most intense and precise multi-GeV electron beams, CEBAF's potential for a higher energy upgrade presents a unique opportunity for an innovative nuclear physics program, which seamlessly integrates a rich historical background with a promising future. The proposed physics program encompass a diverse range of investigations centered around the nonperturbative dynamics inherent in hadron structure and the exploration of strongly interacting systems. It builds upon the exceptional capabilities of CEBAF in high-luminosity operations, the availability of existing or planned Hall equipment, and recent advancements in accelerator technology. The proposed program cover various scientific topics, including Hadron Spectroscopy, Partonic Structure and Spin, Hadronization and Transverse Momentum, Spatial Structure, Mechanical Properties, Form Factors and Emergent Hadron Mass, Hadron-Quark Transition, and Nuclear Dynamics at Extreme Conditions, as well as QCD Confinement and Fundamental Symmetries. Each topic highlights the key measurements achievable at a 22 GeV CEBAF accelerator. Furthermore, this document outlines the significant physics outcomes and unique aspects of these programs that distinguish them from other existing or planned facilities. In summary, this document provides an exciting rationale for the energy upgrade of CEBAF to 22 GeV, outlining the transformative scientific potential that lies within reach, and the remarkable opportunities it offers for advancing our understanding of hadron physics and related fundamental phenomena.

Abstract: We report a new measurement of the beam-spin asymmetry $\boldsymbol{\Sigma}$ for the $\vec{\gamma} n \rightarrow K^+\Sigma^-$ reaction using quasi-free neutrons in a liquid-deuterium target. The new dataset includes data at previously unmeasured photon energy and angular ranges, thereby providing new constraints on partial wave analyses used to extract properties of the excited nucleon states. The experimental data were obtained using the CEBAF Large Acceptance Spectrometer (CLAS), housed in Hall B of the Thomas Jefferson National Accelerator Facility (JLab). The CLAS detector measured reaction products from a liquid-deuterium target produced by an energy-tagged, linearly polarised photon beam with energies in the range 1.1 to 2.3 GeV. Predictions from an isobar model indicate strong sensitivity to $N(1720)3/2^+$, $\Delta(1900)1/2^-$, and $N(1895)1/2^-$, with the latter being a state not considered in previous photoproduction analyses. When our data are incorporated in the fits of partial-wave analyses, one observes significant changes in $\gamma$-$n$ couplings of the resonances which have small branching ratios to the $\pi N$ channel., Comment: 9 pages, 4 figures, Hadron Spectroscopy

Abstract: The Heavy Photon Search experiment (HPS) at the Thomas Jefferson National Accelerator Facility searches for electro-produced dark photons. We report results from the 2016 Engineering Run consisting of 10608/nb of data for both the prompt and displaced vertex searches. A search for a prompt resonance in the $e^+e^-$ invariant mass distribution between 39 and 179 MeV showed no evidence of dark photons above the large QED background, limiting the coupling of {\epsilon}^2 {\geq} 10^-5, in agreement with previous searches. The search for displaced vertices showed no evidence of excess signal over background in the masses between 60 and 150 MeV, but had insufficient luminosity to limit canonical heavy photon production. This is the first displaced vertex search result published by HPS. HPS has taken high-luminosity data runs in 2019 and 2021 that will explore new dark photon phase space., Comment: 28 pages, 46 figures

Abstract: The cross section for coherent $\omega$-meson photoproduction off the deuteron has been measured for the first time as a function of the momentum transfer $t = (P_{\gamma}-P_{\omega})^2$ and photon energy $E_{\gamma}$ using the CLAS detector at the Thomas Jefferson National Accelerator Facility. The cross sections are measured in the energy range $1.4 < E_{\gamma} < 3.4$ GeV. A model based on $\omega-N$ rescattering is consistent with the data at low and intermediate momentum transfer, $|t|$. For $2.8 < E_{\gamma} < 3.4$ GeV, the total cross-section of $\omega-N$ scattering, based on fits within the framework of the Vector Meson Dominance model, is in the range of 30-40 mb., Comment: 8 pages, 5 figures

Abstract: The Heavy Photon Search experiment took its first data in a 2015 engineering run using a 1.056 GeV, 50 nA electron beam provided by CEBAF at the Thomas Jefferson National Accelerator Facility, searching for an electro-produced dark photon. Using 1.7 days (1170 nb$^{-1}$) of data, a search for a resonance in the $e^{+}e^{-}$ invariant mass distribution between 19 and 81 MeV/c$^2$ showed no evidence of dark photon decays above the large QED background, confirming earlier searches and demonstrating the full functionality of the experiment. Upper limits on the square of the coupling of the dark photon to the Standard Model photon are set at the level of 6$\times$10$^{-6}$. Abstract: New results on the single-differential and fully-integrated cross sections for the process $\gamma_{v} p \rightarrow p' \pi^{+} \pi^{-}$ are presented. The experimental data were collected with the CLAS detector at Jefferson Laboratory. Measurements were carried out in the kinematic region of the reaction invariant mass $W$ from 1.3 to 1.825 GeV and the photon virtuality $Q^2$ from 0.4 to 1.0 GeV$^2$. The cross sections were obtained in narrow $Q^{2}$ bins (0.05 GeV$^{2}$) with the smallest statistical uncertainties achieved in double-pion electroproduction experiments to date. The results were found to be in agreement with previously available data where they overlap. A preliminary interpretation of the extracted cross sections, which was based on a phenomenological meson-baryon reaction model, revealed substantial relative contributions from nucleon resonances. The data offer promising prospects to improve knowledge on the $Q^{2}$-evolution of the electrocouplings of most resonances with masses up to $\sim$1.8 GeV., Comment: 22 pages, 22 figures, will be sent to Phys. Abstract: The photoproduction of $\omega$ mesons off the proton has been studied in the reaction $\gamma p\to p\,\omega$ using the CEBAF Large Acceptance Spectrometer (CLAS) and the frozen-spin target (FROST) in Hall B at the Thomas Jefferson National Accelerator Facility. For the first time, the target asymmetry, $T$, has been measured in photoproduction from the decay $\omega\to\pi^+\pi^-\pi^0$, using a transversely-polarized target with energies ranging from just above the reaction threshold up to 2.8 GeV. Significant non-zero values are observed for these asymmetries, reaching about 30-40% in the third-resonance region. New measurements for the photon-beam asymmetry, $\Sigma$, are also presented, which agree well with previous CLAS results and extend the world database up to 2.1 GeV. These data and additional $\omega$-photoproduction observables from CLAS were included in a partial-wave analysis within the Bonn-Gatchina framework. Abstract: The double-polarization observable $E$ was studied for the reaction $\gamma p\to p\omega$ using the CEBAF Large Acceptance Spectrometer (CLAS) in Hall B at the Thomas Jefferson National Accelerator Facility and the longitudinally-polarized frozen-spin target (FROST). The observable was measured from the charged decay mode of the meson, $\omega\to\pi^+\pi^-\pi^0$, using a circularly-polarized tagged-photon beam with energies ranging from the $\omega$ threshold at 1.1 to 2.3 GeV. A partial-wave analysis within the Bonn-Gatchina framework found dominant contributions from the $3/2^+$ partial wave near threshold, which is identified with the sub-threshold $N(1720)\,3/2^+$ nucleon resonance. To describe the entire data set, which consisted of $\omega$ differential cross sections and a large variety of polarization observables, further contributions from other nucleon resonances were found to be necessary. With respect to non-resonant mechanisms, $\pi$ exchange in the $t$-channel was found to remain small across the analyzed energy range, while pomeron $t$-channel exchange gradually grew from the reaction threshold to dominate all other contributions above $W \approx 2$ GeV., Comment: 12 pages, 8 figures

Abstract: We measured the ratios of electroproduction cross-sections from a proton target for three exclusive meson-baryon final states: $\Lambda K^+$, $p\pi^0$, and $n\pi^+$, with the CLAS detector at Jefferson Lab. Using a simple model of quark hadronization we extract q-qbar creation probabilities for the first time in exclusive two-body production, in which only a single q-qbar pair is created. We observe a sizable suppression of strange quark-antiquark pairs compared to non-strange pairs, similar to that seen in high-energy production., Comment: 5pages, 2figures

Abstract: A determination of the spin and parity of the $\Lambda(1405)$ is presented using photoproduction data from the CLAS detector at Jefferson Lab. The reaction $\gamma + p \to K^+ + \Lambda(1405)$ is analyzed in the decay channel $\Lambda(1405) \to \Sigma^+ + \pi^-$, where the decay distribution to $\Sigma^+ \pi^-$ and the variation of the $\Sigma^+$ polarization with respect to the $\Lambda(1405)$ polarization direction determines the parity. The $\Lambda(1405)$ is produced, in the energy range $2.55 < W < 2.85$ GeV and for $0.6 < \cos \theta_{K^+} < 0.9$, with polarization $P = 0.45 \pm 0.02 (\text{stat}) \pm 0.07 (\text{syst})$. The analysis shows that the decays are in $S$ wave, with the $\Sigma^+$ polarized such that the $\Lambda(1405)$ has spin-parity $J^P = 1/2^-$, as expected by most theories., Comment: 6 pages, 4 figures, accepted by Phys. Abstract: We report the exclusive photoproduction cross sections for the Sigma(1385), Lambda(1405), and Lambda(1520) in the reactions gamma + p -> K+ + Y* using the CLAS detector for energies from near the respective production thresholds up to a center-of-mass energy W of 2.85 GeV. The differential cross sections are integrated to give the total exclusive cross sections for each hyperon. Comparisons are made to current theoretical models based on the effective Lagrangian approach and fitted to previous data. The accuracy of these models is seen to vary widely. The cross sections for the Lambda(1405) region are strikingly different for the Sigma+pi-, Sigma0 pi0, and Sigma- pi+ decay channels, indicating the effect of isospin interference, especially at W values close to the threshold., 21 pages, 18 figures, to be submitted to PRC, revised to include a missing reference

Abstract: The reaction gamma + p -> K+ + Sigma + pi was used to determine the invariant mass distributions or "line shapes" of the Sigma+ pi-, Sigma- pi+ and Sigma0 pi0 final states, from threshold at 1328 MeV/c^2 through the mass range of the Lambda(1405) and the Lambda(1520). The measurements were made with the CLAS system at Jefferson Lab using tagged real photons, for center-of-mass energies 1.95 < W < 2.85 GeV. The three mass distributions differ strongly in the vicinity of the I=0 ��(1405), indicating the presence of substantial I=1 strength in the reaction. Background contributions to the data from the Sigma0(1385) and from K^* Sigma production were studied and shown to have negligible influence. To separate the isospin amplitudes, Breit-Wigner model fits were made that included channel-coupling distortions due to the NKbar threshold. A best fit to all the data was obtained after including a phenomenological I=1, J^P = 1/2^- amplitude with a centroid at 1394\pm20 MeV/c^2 and a second I=1 amplitude at 1413\pm10 MeV/c^2. The centroid of the I=0 Lambda(1405) strength was found at the Sigma pi threshold, with the observed shape determined largely by channel-coupling, leading to an apparent overall peak near 1405 MeV/c^2., Figure got replaced during submission, fixed

Abstract: We report measurements of the exclusive electroproduction of $K^+\Lambda$ and $K^+\Sigma^0$ final states from an unpolarized proton target using the CLAS detector at the Thomas Jefferson National Accelerator Facility. The separated structure functions $\sigma_U$, $\sigma_{LT}$, $\sigma_{TT}$, and $\sigma_{LT'}$ were extracted from the $\Phi$-dependent differential cross sections acquired with a longitudinally polarized 5.499 GeV electron beam. The data span a broad range of momentum transfers $Q^2$ from 1.4 to 3.9 GeV$^2$, invariant energy $W$ from threshold to 2.6 GeV, and nearly the full center-of-mass angular range of the kaon. The separated structure functions provide an unprecedented data sample, which in conjunction with other meson photo- and electroproduction data, will help to constrain the higher-level analyses being performed to search for missing baryon resonances., Comment: 27 pages, 23 figures

Abstract: The electromagnetic decay $\Sigma^0(1385) \to \Lambda \gamma$ was studied using the CLAS detector at the Thomas Jefferson National Accelerator Facility. A real photon beam with a maximum energy of 3.8 GeV was incident on a proton target, producing an exclusive final state of $K^+\Sigma^{*0}$. We report the decay widths ratio $\Sigma^0(1385) \to \Lambda\gamma$/ $\Sigma^0(1385) \to \Lambda\pi^0$ = $1.42 \pm 0.12(\text{stat})_{-0.07}^{+0.11}(\text{sys})$%. This ratio is larger than most theoretical predictions by factors ranging from 1.5-3, but is consistent with the only other experimental measurement. From the reported ratio we calculate the partial width and electromagnetic transition magnetic moment for $\Sigma^0(1385) \to \Lambda\gamma$.

Abstract: High-statistics measurements of differential cross sections and recoil polarizations for the reaction $\gamma p \rightarrow K^+ \Sigma^0$ have been obtained using the CLAS detector at Jefferson Lab. We cover center-of-mass energies ($\sqrt{s}$) from 1.69 to 2.84 GeV, with an extensive coverage in the $K^+$ production angle. Independent measurements were made using the $K^{+}p\pi^{-}$($\gamma$) and $K^{+}p$($\pi^-, \gamma$) final-state topologies, and were found to exhibit good agreement. Our differential cross sections show good agreement with earlier CLAS, SAPHIR and LEPS results, while offering better statistical precision and a 300-MeV increase in $\sqrt{s}$ coverage. Above $\sqrt{s} \approx 2.5$ GeV, $t$- and $u$-channel Regge scaling behavior can be seen at forward- and backward-angles, respectively. Our recoil polarization ($P_\Sigma$) measurements represent a substantial increase in kinematic coverage and enhanced precision over previous world data. At forward angles we find that $P_\Sigma$ is of the same magnitude but opposite sign as $P_\Lambda$, in agreement with the static SU(6) quark model prediction of $P_\Sigma \approx -P_\Lambda$. This expectation is violated in some mid- and backward-angle kinematic regimes, where $P_\Sigma$ and $P_\Lambda$ are of similar magnitudes but also have the same signs. In conjunction with several other meson photoproduction results recently published by CLAS, the present data will help constrain the partial wave analyses being performed to search for missing baryon resonances., Comment: 23 pages, 17 figures

Abstract: The exclusive electroproduction process $\vec{e}p \to e^\prime n \pi^+$ was measured in the range of the photon virtuality $Q^2 = 1.7 - 4.5 \rm{GeV^2}$, and the invariant mass range for the $n\pi^+$ system of $W = 1.15 - 1.7 \rm{GeV}$ using the CEBAF Large Acceptance Spectrometer. For the first time, these kinematics are probed in exclusive $\pi^+$ production from protons with nearly full coverage in the azimuthal and polar angles of the $n\pi^+$ center-of-mass system. The $n\pi^+$ channel has particular sensitivity to the isospin 1/2 excited nucleon states, and together with the $p\pi^0$ final state will serve to determine the transition form factors of a large number of resonances. The largest discrepancy between these results and present modes was seen in the $\sigma_{LT'}$ structure function. In this experiment, 31,295 cross section and 4,184 asymmetry data points were measured. Because of the large volume of data, only a reduced set of structure functions and Legendre polynomial moments can be presented that are obtained in model-independent fits to the differential cross sections.

Abstract: The reaction $\gamma p \to pK^+K^-$ was studied at Jefferson Lab with photon energies from 1.8 to 3.8 GeV using a tagged photon beam. The goal was to search for a $\Theta^{++}$ pentaquark, a narrow doubly charged baryon state having strangeness S=+1 and isospin I=1, in the $pK^+$ invariant mass spectrum. No statistically significant evidence of a $\Theta^{++}$ was found. Upper limits on the total and differential production cross section for the reaction $\gamma p \to K^-\Theta^{++}$ were obtained in the mass range from 1.5 to 2.0 GeV/c$^2$, with an upper limit of about 0.15 nb, 95% C.L. for a narrow resonance with a mass $M_{\Theta^{++}}=1.54$ GeV/c$^2$. This result places a very stringent upper limit on the $\Theta^{++}$ width., Comment: 6 pages, 4 figures

Abstract: PHASE; Inclusive electron scattering off the deuteron has been measured to extract the deuteron structure function F2 with the CEBAF Large Acceptance Spectrometer (CLAS) at the Thomas Jefferson National Accelerator Facility. The measurement covers the entire resonance region from the quasielastic peak up to the invariant mass of the final-state hadronic system W~=2.7 GeV with four-momentum transfers Q2 from 0.4 to 6 (GeV/c)2. These data are complementary to previous measurements of the proton structure function F2 and cover a similar two-dimensional region of Q2 and Bjorken variable x. Determination of the deuteron F2 over a large x interval including the quasielastic peak as a function of Q2, together with the other world data, permit a direct evaluation of the structure function moments for the first time. By fitting the Q2 evolution of these moments with an OPE-based twist expansion we have obtained a separation of the leading twist and higher twist terms. The observed Q2 behavior of the higher twist contribution suggests a partial cancelation of different higher twists entering into the expansion with opposite signs. This cancelation, found also in the proton moments, is a manifestation of the "duality" phenomenon in the F2 structure function.

Abstract: As part of a measurement of the cross section of $\phi$ meson photoproduction to high momentum transfer, we measured the polar angular decay distribution of the outgoing $K^+$ in the channel $\phi \to K^+K^-$ in the $\phi$ center-of-mass frame (the helicity frame). We find that s-channel helicity conservation (SCHC) holds in the kinematical range where $t$-channel exchange dominates (up to $-t \sim 2.5$ GeV$^2$ for $E_{\gamma}$=3.6 GeV). Above this momentum, $u$-channel production of a $\phi$ meson dominates and induces a violation of SCHC. The deduced value of the $\phi NN$ coupling constant lies in the upper range of previously reported values., Comment: 6 pages; 5 figures

At low four-momentum transfer, the differential cross section is well described by Pomeron exchange. At large four-momentum transfer, above -t = 1.8 GeV^2, the data support a model where the Pomeron is resolved into its simplest component, two gluons, which may couple to any quark in the proton and in the $\phi$., Comment: 5 pages; 7 figures
