In the renovation cause initiated and guided by the Communist Party of Vietnam,along with economic though reform, the Party has gradually implemented socio-economic policies with the aim to boosting economic developing attached to social advancements and equality. The national social policy system has been completed and more people are offered these policies. The assistance levels have been increased and the State’s investment is also on the rise. Therefore, social areas have reached important achievements, particularly in poverty reduction, job creation and giving priorities to education and training sector and people who make contributions to the country’s revolutions. In this article, the writer focuses on clarifying the Party’s awareness process of social policies from the renovation time to date. Based on this, the writer mentions several gained achievements and also proposes solutions to raises quality and efficiencies of social policies in the current condition.

Over the past years, the State and Party have paid special attention to developing the social security system, considering this as a central factor in the development process of the country. During the 25-year development process, the social security system has been gradually finalised, making significant contribution to the national socio-economic stabilisation and development. However, the system still shows its weakness. In the article, the author focuses on analysing structure, function, tasks as well as compulsory institutions and operation principles of the social security system. This helps analyse the situation and assess strong points, weakness, causes and challenges for the process of building and completing the country’s social security. This also helps to promote some solutions to boost quality and operation effectiveness of the social security system in the industrilisation, modernisation and global integration process.
