The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. These papers are from the CIAE 2020 Virtual International Pre-Conference. The global aberration, called COVID-19, defined 2020 beyond national borders. COVID-19 reshaped the format of the 69th annual AAACE conference by replacing the traditional bustling human interaction with virtual meetings and presentations. These "Proceedings" contain 12 papers from 17 authors. The preeminence of COVID-19 in the 2020 International Pre-Conference papers demonstrates CIAE's commitment to being globally responsive and relevant. The word COVID appearing 88 times and COVID-19 appearing 86 times with mentions in two paper titles are an acknowledgement of the common threads of humanity and of hope for a surpassing future. Nine papers delivered at the Division of Libraries Serving the General Public at the International Federation of Library Associations and Institutions 1992 annual meeting are presented. Papers on the impact of information technology on library services and the provision of library services to ethnic and linguistic minorities which were presented at the 1982 International Federation of Library Associations (IFLA) conference include: (1) "The Challenge of Electronic Technologies to the Information Society: A Call for Policy-Planning in the Library Field" by Alex Eisenberg (Denmark), which discusses the adjustment to new information technology required of the library profession, the principle of free services for all users regardless of type of information medium, and the role of libraries in the national and international information society; (2) "Multitype Library Cooperation in Illinois, USA," a description by Eva R. Brown (United States) of the development and services of the Illinois Library and Information Network (ILLINET); (3) "Library Services to Ethno-Cultural Minorities: Philosophical and Social Basis and Professional Implications," a discussion by Leonard Wertheimer (Canada) of heterogeneous societies and appropriate library services for immigrants and migrant workers; (4) "Networks: A General Principle of Library Development" by Gotthard Ruckl (German Democratic Republic), which lists fundamental aspects of public library networks in East Germany; and (5) reports of the IFLA Working Group on the Impact of Information Technology Upon Libraries Serving the General Public and the IFLA Working Group on Library Service to Ethnic and Linguistic Minorities. Demographic and economic conditions in the Caribbean region combine with social and historical factors to create a structural migration situation: direction and magnitude of the flow might shift, pressures pushing Caribbean Islanders toward migration are constant. Five structural "pull" features encourage migration: (2) the self-contained geographical space of the Caribbean; (2) the tendency of movement to the United States to be preceded by earlier moves, very often to sites of American-financed or managed job opportunities; (3) successful assimilation of Caribbeans into United States society; (4) the continuing role in international relations of ethnicity; and (5) Federal immigration law and national sentiment that support the principle of family reunification. Structural"push" factors, such as overpopulation, land hunger and land scarcity, also encourages migration. Caribbean nations' own efforts to industrialize and regulate migration (such as those made in Trinidad and Haiti) have not managed to solve the problems created by the large-scale migration of poor and unskilled workers, and the emigration to the United States of professionals and skilled workers. While measures such as the Caribbean Basin Initiative cannot cure the pressures of migration, they can help to alleviate internal economic problems and, therefore, they should be supported. Given the overall level of concern among all Caribbean governments, however, it appears that a Caribbean-wide approach to migration is overdue. (KH)

The purpose of this study is to explore the experience of Chinese immigrant mothers in Canada and the US overcoming the challenges through adult learning during the COVID-19 pandemic. Transformative learning theory is utilized as a theoretical framework. Transformative learning, as an important component of adult learning theory, emphasizes the expansion of consciousness through which an individual can critically reflect on their personal experiences and feelings (Mezirow, 2009). Based on this theoretical framework, we aim to understand how Chinese immigrant mothers as adult learners experience the pandemic and learn mothering during these uncertainties and at the same time, reorient their self-consciousness and self-directed learning skills in the new normal. Adopting qualitative research, we have conducted 50 semi-structured interviews among Chinese immigrant mothers in Canada and United States. This study reveals that Chinese immigrant mothers are increasingly marginalized as a result of the global pandemic and capitalism, which accelerate their motivations for enhancing their self-consciousness and self-directed learning. These "Proceedings" are from the Commission of International Adult Education's (CIAE) 2021 International Pre-Conference. This year's "Proceedings" contain 17 papers from 37 authors, representing CIAE's usual diversity of authors and topics. Researcher and research sites include Belgium, Belize, Burkina Faso, Canada, China, Germany, Ghana, Italy, Nigeria, Norway, Serbia, and the United States. Not surprisingly, a major theme explored is the impact of COVID-19 on learners in a variety of settings, including school teachers, communities, parents, and higher education. A second major theme concerns digital resources and addressing the digital divide. Some papers address practices and research methods that enhance adult learning and others explore professional development, workplace learning, and cultural aspects of learning. This paper focuses on job transitions and professional development of immigrants in the United States. Using narrative as a method and exploring Bulgarian immigrants' personal experience stories, this report shares some of the findings from the author's dissertation. Upon coming to the United States, the Bulgarian immigrants experienced a different language and culture in their host country. In addition, the initial lack of recognition of their credentials forced many of them to take low-skilled jobs. However, they successfully adapted over time by improving their host language skills, continuing their education, and learning and fulfilling requirements in the local labor market so they could eventually obtain the more high-skilled jobs they desired. These Bulgarian immigrants took different career paths toward achieving their goals and aspirations. However, being highly motivated, hard-working, and persistent individuals, they not only persevered and survived, but they also said they felt successful doing their jobs in their new environment. This study explores how playing "Papers, Please" (PP), a serious game that puts players in the role of an immigration officer, affects attitudes toward immigration after repeated exposure. The results are compared to a control group longitudinally playing "The Westport Independent" (WI), a game that puts players in the role of a newspaper editor. Though PP and WI players' attitudes showed no difference at baseline and after the first play session, PP players showed decreased attitudes toward migrants after the second play session compared with WI players. PP players also showed decreased perceived behavioral control in helping migrants relative to WI players after the first play session, but PP players' baseline and second session perceived behavioral control scores showed no differences. Additionally, perceived behavioral control for helping immigrants significantly decreased among PP players after the first and second play sessions relative to baseline scores, but the first and second PP play sessions showed no differences in perceived behavioral control scores. WI players' scores did not change over time. Overall, preliminary findings imply that playing PP reduced attitudes toward migrants relative to WI players. The results are linked to the cultivation hypothesis and vicarious reinforcement effects. [ABSTRACT FROM AUTHOR]

This study demonstrates how to simulate intercultural immersion while in a domestic setting to offer opportunities for teacher candidates to enhance their abilities to teach in culturally diverse settings, to develop cultural knowledge, and to reflect on their roles as educators. The paper presents a comparative case study of intercultural immersion across two contexts with similar course content and pedagogy, and the impact of that cultural immersion on pre service teachers' cultural competence. The study compares the development of cultural competence among six teacher candidates in an American teacher preparation program, and six teacher candidates in an Israeli college of education, based on the Cultural Competence for Teacher Education (CCTE) Framework.

This paper aims to encourage a broader dialogue about how Lao immigrant parents from low socio-economic environment are able to support their children's development. It discusses how despite the challenges that immigrant Lao parents face daily (i.e., lack of English proficiency, mental health issues, and lack of familiarity with U.S. schools), they are invested in their children and support their learning. My discussion will complicate the extant literature on Southeast Asian American and parent engagement by highlighting the mechanisms through which current parent involvement strategies are not responsive to the Lao community. We need to do a better job of training both Lao parents and school members to collaborate together to support Lao American students.

The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. We are delighted to welcome you to the International Psychological Applications Conference and Trends (InPACT) 2016, taking place in Lisbon, Portugal, from 30 of April to 2 of May, 2016. Psychology, nowadays, offers a large range of scientific fields where it can be applied. The goal of understanding individuals and groups (mental functions and behavioral standpoints), from this academic and practical scientific discipline, is aimed ultimately to benefit society. This International Conference seeks to provide some answers and explore the several areas within the Psychology field, new developments in studies and proposals for future scientific projects. The goal is to offer a worldwide connection between psychologists, researchers and lecturers, from a wide range of academic fields, interested in exploring and giving their contribution in psychological issues. The conference is a forum that connects and brings together academics, scholars, practitioners and others interested in a field that is fertile in new perspectives, ideas and knowledge. There is an extensive variety of contributors and presenters, which can supplement the view of the human essence and behavior, showing the impact of their different personal, academic and cultural experiences. This is, certainly, one of the reasons there are nationalities and cultures represented, inspiring multi-disciplinary collaborative links, fomenting intellectual encounter and development. InPACT 2016 received 332 submissions, from 37 different countries, reviewed by a double-blind process. Through in-depth interviews and observations, I have begun to explore the meanings and implications of female coming-of-age rituals for the lives and experiences of the immigrant individuals, families, and communities who celebrate them in the United States. In particular, I ask: What can Filipino American debutantes and Mexican American quinceañeras tell us about the individuals, families, and communities who organize and participate in them? And, what can studying quinceañeras and debutantes reveal about how actors can transform ?culture?? This paper-in-progress explores how debutantes and quinceañeras are sites for the production of multiple and intersecting identities, including gender, race and ethnicity, class, and age, and can therefore help us better understand immigrants, the fastest growing proportion of the US population; as well as the processes by which by which we are shaped into gendered, racialized, socioeconomic, and national beings; and/ or how we might be able to change the conditions that disadvantage certain beings over others. Preliminary findings discussed include debutantes and quinceañeras as immigrant strategies for trying to survive and transcend ?multiple liminalities,? and experiences of limited economic and social mobility. END 2015 received 528 submissions, from 63 different countries, reviewed by a double-blind process. Submissions were prepared to take form as Oral Presentations, Posters, Virtual Presentations and Workshops. It was accepted for presentation in the conference, 176 submissions (33% acceptance rate). The conference also includes a keynote presentation from an internationally distinguished researcher, Professor Dr. Martin Braund, Adjunct Professor at Cape Peninsula University of Technology in Cape Town, South Africa and Honorary Fellow in the Department of Education at the University of York, UK, to whom we express our most gratitude. This volume is composed by the proceedings of the International Conference on Education and New Developments (END 2015), organized by the World Institute for Advanced Research and Science (W.I.A.R.S.) and had the help of our respected media partners that we reference in the dedicated page. Ogbu and Simon's (1998) and Ogbu's (2003) cultural-ecological theoretical framework postulates that voluntary immigrants, those who chose to migrate to a new land, would perform well academically because of their perceived beliefs that they could get a good education and could succeed more in their "new" land of opportunity than in their "native" country. However, does the aforementioned notion hold true for both African and Afro-Caribbean immigrants to North America (USA & Canada) and Europe (U.K.)? The present study addresses a gap identified by Pinder (2010); in which, she called for more studies to explore and document differences in African heritage students' performances in North America and Europe. Thus, this study examines and compares the academic performance of African and Afro-Caribbean immigrant students in STEM in North America and Europe. Findings do suggest that African students consistently do well academically in North American countries and in the U.K. (Europe), and these findings align with Ogbu's cultural-ecological assumptions about voluntary immigrants' performance in a "new" land of opportunity. On the other hand, although data findings suggest Afro-Caribbean students are performing well academically in North American countries, data findings also suggest that they are underperforming in comparison to their peers in the U.K., this finding conflicts with Ogbu and Simon's cultural-ecological assumption.
