International audience; Relevant for engineering a wide range of technological systems, Property Model Methodology (PMM) is applied in this paper to the development process of a helicopter function in the frame of the ARP4754A/ED79A. After a short presentation of the method, the case study is presented: "to retract and to extend airborne the landing gear system". Then, each stage of the PMM development process is illustrated by examples from the case study: (1) Modeling the top level requirements specification, (2) Validating the requirements specification by proof and simulation, (3) Modeling the architectural design, Refining the top level requirements into requirements specified to the different subsystems contributing to the function and Modeling the terminal subsystems detailed designs (4) Validating the requirements specified to the contributing subsystems by proof or simulation, (5) Verifying the design models by simulation and finally (6-8) Verifying physical implementations by test on the basis of all validation and verification scenarios accumulated throughout the development. At end, lessons learnt and industrial perspectives are summarized highlighting how PMM is a methodology adapted to the challenges facing to systems engineering by the globalization of development processes and showing how PMM can provide a powerful conceptual framework to support digital continuity within globalized Design Organizations. Introduction The aeronautic industry has to deliver more and more complicated systems in term of functions while maintaining high level of quality and safety/reliability. In the same time, competition is driving aircraft manufacturers to strongly improve their costs (including non-recurring costs) and development lead time. At the age of globalization, these systems are designed and produced by large, multicultural, geographically distributed teams belonging to different industrial organizations. This case study documents an organizational change intervention concerning the implementation of a novel information technology at a university-owned research foundation (URF). It evidences the disparate expectations and reactions by key actors toward the change event, marking a mismatch between a new paradigm required by the new technology and existing information technology practices. Drawing upon change management and management information systems (MIS) literature, we discuss the perceived change management issues hindering the change process at URF. Our discussion is tempered by a theoretical lens that attempts to integrate the literature bases drawn upon in this research. In particular, resistance from in-house IT specialists was observed as the strongest force obstructing the novel IT implementation. This study offers a forum to stimulate both researchers and practitioners to rethink the necessary elements required to enact change, especially with respect to novel IT implementations.

We investigate conditions under which a government facing a large set of small private agents can implement its desired outcome when it has only a limited commitment ability to policy actions. We show that, in static contexts, more commitment ability always improves equilibrium outcomes and, in some widely used macro models, an arbitrarily small commitment ability suffices to implement a unique outcome. This contrasts with repeated settings where reputation forces make necessary a more substantial commit- ment ability to obtain a unique outcome and, paradoxically, more commitment ability may lead to worse outcomes and/or to a wider set of equilibria. We derive implications for models of bailouts, inflation bias, and capital taxation.

Conference of 61st IEEE International Electron Devices Meeting, IEDM 2015 ; Conference Date: 7 December 2015 Through 9 December 2015; Conference Code:119534; International audience; Since the rapid development of post-CMOS technologies in the last decade, there has been a growing interest in utilizing them for implementing neuromorphic or brain-like computing machines. Besides attempts to build realistic circuits that would mimic the functioning of biological neurons as close as possible [1][2], our team is focused on implementing neuromorphic circuits suitable for embedded applications. This objective puts the emphasis on two majors concerns: integration and energy efficiency. In our quest for ultimate integration, we first report on investigating for the best synapse-like technology among the realm of potential candidates. We then report our investigations on the feasibility of large crossbars of synapse-like devices and show that there is still a long way ahead. Finally in an effort to tackle the energy problem, we introduce spike based coding for deep neuromorphic architectures and discuss our argument that spike coding combined with memristive synaptic devices could pave the way for future embedded neuromorphic circuits.

This paper considers dynamic implementation problems with evolving private information (according to Markov processes). A social choice function is approximately implementable if there exists a dynamic mechanism such that the social choice function is implemented by an arbitrary large number of times with arbitrary high probability in every communication equilibrium. We show that if a social choice function is strictly efficient in the set of social choice functions that satisfy an undetectable condition, then it is approximately implementable. We revisit the classical monopolistic screening problem and show that the monopolist can extract the full surplus in almost all periods with arbitrary high probability.
