Using new data matching remittances and monthly payroll disbursals, we demonstrate how fluctuations in migrants' earnings in the United Arab Emirates affect their remittances. We consider three types of income fluctuations that are observable by families at home: seasonalities, weather shocks and a labor reform. Remittances move with all of these income changes. Remittances do not move with an individual's growth in earnings over time. The slope of the relationship between earnings and time in the UAE varies across individuals and is not easy to observe by families. Thus, a key characteristic that drives remittance behavior is the observability of income rather than other features of these fluctuations. The results are consistent with a private information model where remittances are viewed by the migrant worker as payments to their families in an income-sharing contract.

In this paper, we assess empirically whether financial inclusion contributes to reducing income inequality when controlling for other key factors, such as economic development and fiscal policy. We conclude that financial inclusion contributes to reducing income inequality to a significant degree, while the size of the financial sector does not. Although our results are still preliminary and constrained by data limitations, they still bear significant policy implications. More specifically, fostering financial inclusion has one more important by-product, which had hardly been analyzed yet, namely reducing income inequality. More specifically, given the broad definition of financial inclusion used in our analysis, promoting financial inclusion implies facilitating the use of credit to low-income households, as well as granting credit to small and medium-sized enterprises.

Why do legal permanent migrants return to their home countries? How do home country conditions influence this decision? This paper uses exogenous home country exchange rate shocks arising from the 1997 Asian Financial Crisis to distinguish return motivations of a national sample of Australian immigrants. On average, a 10% favorable exchange rate shock (a depreciation in the home country currency) leads to a reduced likelihood of return of 0.37 percentage points for migrants. The effect is found to be stronger for those who had pre-existing intentions to return, weaker for those undecided, and zero for those who initially stated their desire to stay. These results favor a life-cycle explanation for migrant behavior and reject the theory that migrants are target earners who seek to invest upon return home.

This paper considers the political economy of financial development in an overlapping generations model that incorporates credit market imperfections, and shows that income inequality is a determinant of financial and economic development. Individuals have an opportunity to start an investment project at a fixed cost, but their income to finance the cost is unequal. The government proposes a policy financed by taxation that mitigates credit market imperfections, the implementation of which is determined through majority voting. The policy benefits middle-income individuals who can start the investment only after the implementation of the policy. The policy is, however, against the interest of the rich who wish to block such new entry, and that of the poor who wish to avoid the tax burden. Whether the policy obtains majority support depends on income inequality. High income inequality makes the policy hard to implement, which causes financial and economic underdevelopment.

An extensive body of research related to immigrants in a variety of countries has documented a "healthy immigrant effect" (HIE). When immigrants arrive in the host country they are healthier than comparable native populations, but their health status may deteriorate with additional years in the country. HIE is explained through the positive self-selection of the health of immigrants and the positive selection, screening and discrimination applied by the host countries. In this paper we study the health assimilation of immigrants within the context of selection and migration policies. Using SHARE data we are able to compare Israel and Europe that have fundamentally different migration policies. Israel has virtually unrestricted open gates for Jewish people around the world, who in turn have ideological rather than economic considerations to move. European countries have selective policies with regards to the health, education and wealth of migrants, who self-select themselves. Our hypothesis is that the HIE, evidenced in many countries will not be found in Israel. Instead, immigrants to Israel may arrive with lower health than that of natives and improve their health with residence in the country, due to the universal health coverage and generous socio-economic support of the government. Our results provide evidence that a) immigrants to Israel have compromised health and suffer from many health ailments upon arrival, making them less healthy than comparable natives. Their health does not improve for up to twenty years of living in Israel, after which they become similar to natives; b) immigrants to Europe have better health than natives upon arrival and up to eleven years since arrival in the host country, after which they are not significantly different than natives. Our results are important for policy.

This paper examines the effects of both permanent and temporary emigration on human capital formation and economic growth of the source regions. To achieve this end, this paper explores the Chinese provincial panel data from 1980 to 2005. First, the fixed effects model is employed to estimate the effect of emigration on school enrollment rates in the source regions. Relative to this aspect, we find that the magnitude (scale) of permanent emigrants (measured by the permanent emigration ratio) is conducive to the improvement of both middle and high schools enrollments. In contrast, the magnitude of temporary emigrants has a significantly positive effect on middle school enrollment but does not have a significant effect on high school enrollment. More interestingly, different educational attainments of temporary emigrants have different effects on school enrollment. Specifically, the share of temporary emigrants with high school education positively affects middle school enrollment, while the share of temporary emigrants with middle school education negatively affects high school enrollment. Second, the instrumental variable method is applied to estimate the effect of emigration on economic growth within the framework of system Generalized Method of Moments (GMM). The estimation results suggest that both permanent and temporary emigrations have a detrimental effect on the economic growth of the source regions. Our empirical tests provide some new evidence to the "brain drain" debate, which has recently received increasing attention.

This paper evaluates the effect of an anti-poverty program, Chile Solidario, during its first two years of operation. We find that the program tends to increases significantly their take-up of cash assistance programs and of social programs for housing and employment, and to improve education and health outcomes for participating households. There is no evidence that the participation to employment program translates into improved employment or income outcomes in the short term. Finally, we provide suggestive evidence of the key role that the psycho-social support had in enabling this change, by increasing awareness of social services in the community as well as households’ orientation towards the future., En este estudio se evalúa el efecto de un programa de lucha contra la pobreza, Chile Solidario, durante sus primeros dos años de funcionamiento. Encontramos que el programa tiende a aumentar significativamente su asimilación para los programas de asistencia en efectivo y los programas de vivienda sociales y empleo, así como a mejorar los resultados de la educación y la salud de los hogares participantes. No hay evidencia de que la participación en programas de empleo se traduzca en mejoras en el empleo o los ingresos en el corto plazo. Finalmente, la evidencia sugiere que el apoyo psicosocial ha tenido un rol fundamental en generar este cambio, tanto por medio de aumentar el conocimiento acerca de los servicios sociales en la comunidad como a través de la orientación de los hogares hacia el futuro.

Many severe health risks in developing countries could be substantially reduced with access to appropriate preventive measures. However, the associated costs are often high enough to restrict access among poor households, and free provision through public health campaigns is often not financially feasible. We describe findings from the first large-scale cluster randomized controlled trial in a developing country context that evaluates the uptake of a health-protecting technology, insecticide-treated bednets (ITNs), through micro-consumer loans, as compared to free distribution and control conditions. Numerous studies have shown that widespread, regular use of ITNs is one the most effective preventive measures against malaria. However, ownership rates remain very low in most malarious areas, including our study areas in rural Orissa (India). Despite the un-subsidized price, 52 percent of sample households purchased at least one ITN, leading to 16 percent of individuals using a treated net the previous night, relative to only 2 percent in control areas where nets were not offered for sale. However, the increase fell significantly short of the 47 percent previous-night usage rate achieved with free distribution. Most strikingly, we find that neither micro-loans nor free distribution led to improvements in malaria and anemia prevalence, measured using blood tests. We examine and rule out several plausible explanations for this latter finding. We conjecture that insufficient ITN coverage is the most likely explanation, and discuss implications for public health policy.

One in five Zambian children lives with an HIV/AIDS-infected adult. We estimate the effect that the availability of adult antiretroviral therapy (ART) has on the health of such children. Using a triple difference specification, we find that adult access to ART resulted in increased weight-for-age and decreased incidence of stunting among children younger than 60 months who resided with an infected father or other infected adult in an intact household. Because the increased availability of adult ART in sub-Saharan Africa has multigenerational effects, cost-effectiveness estimates restricted to direct recipients understate the economic benefit of the treatment.

Life in rural areas of developing countries is prone to many kinds of risk, such as illness or mortality of household members, crop or other income loss due to natural phenomena (weather, insect infestations, or fire, for example), and civil conflict. In addition to their contemporaneous effects, the effects of certain types of shocks may still be felt many years or even decades later. From a public policy standpoint, it is particularly important to identify shocks that have large long-run effects. Moreover, the mechanics underlying the persistence of shocks may be of con siderable interest. For example, a health shock may have a long-run effect simply because the health shock itself persists over time. Alternately, the health shock may not directly affect long run outcomes, but it could affect some other outcome?such as educational attainment?that helps determine long-run well-being. In this paper, we focus on shocks that occur at the very beginning of life. We ask how sensi tive long-run individual well-being is to environmental conditions around the time of birth. In particular, we examine the effect of weather shocks around the time of birth on the adult health, education, and socioeconomic outcomes of Indonesian women and men born between 1953 and 1974. In addition, we attempt to shed light on the intervening pathways connecting early-life rainfall to adult outcomes, illuminating the roles of health and educational attainment in deter mining adult socioeconomic status. This investigation has considerable data requirements. It necessitates information on weather shocks experienced by individuals several decades earlier, as well as detailed current informa tion on adult outcomes. We use information in the Indonesian Family Life Surveys (IFLS) on an individual's year and location of birth, and link each individual in that survey to locality specific rainfall data for their birth year. For individuals born in rural areas (on whom we focus), rainfall variation across space and time should generate corresponding variation in agricultural output and thus household income. To deal with measurement error in the rainfall data, we run instrumental variables regressions where variables for rainfall measured at slightly more distant rainfall stations serve as instruments for rainfall in the individual's birthplace and birth year. We examine the impact of early-life rainfall on a range of adult outcomes observed in 2000. We find that higher early-life rainfall leads to improved health, schooling, and socioeconomic status for women. Women with 20 percent higher rainfall (relative to normal local rainfall) in their year and location of birth are 3.8 percentage points less likely to self-report poor or very poor health. This study complements existing literature on the relationship between HIV/AIDS and human capital by introducing previously unexplored indicators and more robust empirical strategies. The overarching purpose is to assess whether previous findings on the relationship withstand empirical scrutiny when alternative indicators and methodologies are employed. Four main HIV/AIDS measurements are regressed on intelligence for a maximum of 195 cross-sectional averages over the past decade. The empirical evidence is based on OLS, IWLS and 2SLS. The following findings are established. First, human capital decreases HIV prevalence, with a higher magnitude on ‘Women's share of population aged 15 and above living with HIV’. This implies improving average human capital levels across communities may be more beneficial to girls above the age of 15 living with HIV. The relatively similar negative magnitudes across other dependent variables implies that increasing human capital decreases deaths from HIV/AIDS by almost the same rate at which it reduces infections to the disease. Moreover, the HIV infection rate in children between the ages of 0 and 14 does not significantly change with improvements in human capital. More policy implications are discussed.

This paper uses a production function to examine the channels through which remittances affect output per worker in 31 Sub-Saharan African countries from 1980 to 2010. Lagged remittances increase physical capital per worker, average years of schooling and total factor productivity, but the effectiveness of remittances varies with the income level of the recipient nation. Although remittances have increased both physical capital and total factor productivity among the upper middle income nations, among the lower middle income, they have increased only the physical capital. Meanwhile a reduction in institutional risk has encouraged investment and efficiency, but its relationship to the effectiveness of remittances has been inconclusive.

Purpose – How do economic prosperity, health expenditure, savings, price-stability, demographic change, democracy, corruption control, press freedom, government effectiveness, human development, foreign aid, physical security, trade openness and financial liberalization play-out in the fight against health-worker crisis when existing emigration levels matter? Despite the acute concern of health-worker crisis in Africa owing to emigration, lack of relevant data has made the subject matter empirically void over the last decades. The paper aims to discuss these issues. Design/methodology/approach – A quantile regression approach is used to assess the determinants of health-worker emigration throughout the conditional distributions of health-worker emigration. This provides an assessment of the determinants when existing emigrations levels matter. Findings – Findings provide a broad range of tools for the fight against health-worker brain-drain. As a policy implication, blanket emigration-control policies are unlikely to succeed equally across countries with different levels of emigration. Thus to be effective, immigration policies should be contingent on the prevailing levels of the crisis and tailored differently across countries with the best and worst records on fighting health-worker emigration. Originality/value – This paper has examined the theoretical postulations of a World Health Organization report on determinants of health-worker migration.

This paper examines the relationship between income, pollution, and mortality in China from 1991-2012. Using first-difference models, we document a robust positive association between city-level GDP and life expectancy. We also find a negative association between city-level particulate air pollution exposure and life expectancy that is driven by elevated cardiorespiratory mortality rates. The results suggest that while China's unprecedented economic growth over the last two decades is associated with health improvements, pollution has served as a countervailing force.

During the 1990s the Kagera region of Tanzania experienced a forced migration shock. A series of geographical barriers led to a higher concentration of forced migrants in some parts of the region relative to others, resulting in a natural experiment. Using panel data (pre and post forced migration shock), we find that greater exposure to the refugee shock resulted in Tanzanians having a lower likelihood of working outside the household as employees. However, employees more affected by the shock had a higher probability of being in professional occupations and being part of a pensions program.

Trade economists have long studied the effects of globalization on wage differences between workers with different levels of skill or education. 1 This literature has generally sought to link globalization to changes in the economy-wide skill premium. Attanasio, Goldberg, and Pavcnik (2004) and Gonzaga, Menezes Filho, and Terra (2006) are salient examples that investigate whether changes in sector-specific prices or tariffs, changes in skill composition within and across sectors, and movements in the skill premium are consistent with the predictions of workhorse trade models, such as the HeckscherOhlin model. However, there is little evidence directly establishing a causal effect of globalization on the skill premium. 2 More recently, a growing body of research has focused on trade’s differential effects across local markets within a country. 3 In this paper, we combine these two strands of literature by developing a theoretically consistent approach to studying the causal

We study a Conditional Cash Transfer program in which the cash transfers to the mother only depend on the fulfilment of the national preventive visit schedule by her children born before she registered in the program. We estimate that preventive visits of children born after the mother registered in the program are 50 percent lower because they are excluded from the conditionality requirement. This book explores the relationship between the material standard of living and health, both across countries and over time. Above all, Deaton is interested in the question of whether income growth contributes significantly to better health. His answer is no: saving lives in poor countries is not expensive, and there are many episodes of massive health improvements in the absence of income growth. As an alternative, he argues that the cross-sectional correlation between health and income is induced by variation in institutional quality, while over time, parallel improvements in income and health have been a result of advancing knowledge. How does income affect religiousness? Using self-collected survey data, we estimate the effects of income on religious behavior. As a source of exogenous income variation we use a change in the eligibility criteria for a government cash transfer in Ecuador and apply a regression discontinuity strategy to estimate causal effects. We find significant effects of income on religiousness. Families that earn more go to church more often. Families that earn more are also more likely to be members of an Evangelical community rather than of the mainstream Catholic Church. (JEL D14, H23, J12, J31, O15, Z12)

The past decades the problem of income inequality and welfare segregation has presented itself as one of the biggest faults for modern economic systems. Republic of Macedonia as a country in development is presented with a serious challenge into decreasing the income inequality witch has risen for average 4% annually over the past 15 years, according to the GINI index. The problem of income inequality for Republic of Macedonia starches further as the country presents itself as one the highest ranking of income inequality in comparison the South-East European countries. The impact of different types of taxes on the income inequality in Republic of Macedonia measured through the GINI index, the econometric model of regression and correlation was conducted towards determination the type of tax that has the most impact on the income inequality in Republic of Macedonia for the observational period, the Personal income tax have the utmost impact on the income inequality measured through the GINI index.

Causal evidence on microcredit impacts informs theory, practice, and debates about its effectiveness as a development tool. The six randomized evaluations in this volume use a variety of sampling, data collection, experimental design, and econometric strategies to identify causal effects of expanded access to microcredit on borrowers and/or communities. These methods are deployed across an impressive range of locations—six countries on four continents, urban and rural areas—borrower characteristics, loan characteristics, and lender characteristics. Summarizing and interpreting results across studies, we note a consistent pattern of modestly positive, but not transformative, effects. We also discuss directions for future research. But efforts to decrease one run the risk of increasing the other. Using rich experimental data on household treatment-seeking behavior in Kenya, we study the implications of this tradeoff for subsidizing life-saving antimalarials sold over-the-counter at retail drug outlets. We show that a very high subsidy (such as the one under consideration by the international community) dramatically increases access, but nearly half of subsidized pills go to patients without malaria. We study two ways to better target subsidized drugs: reducing the subsidy level and introducing rapid malaria tests over-the-counter.

Using historical data on the size of state-specific Mexican birth cohorts and geographic migration networks between Mexican states and US metropolitan areas, I construct an instrumental variable that predicts decadal migration from Mexico to the United States. The intuition behind this identification strategy is that larger historical birth cohorts in Mexico yield more potential migrants once each birth cohort reaches prime migration age. I report evidence that Mexican immigration is associated with a decline in property crimes and an increase in aggravated assaults. The available evidence suggests that this is not an artifact of reduced crime reporting among immigrants.

We estimate the effect of a large rural workfare program in India on private employment and wages by comparing trends in districts that received the program earlier relative to those that received it later. Our results suggest that public sector hiring crowded out private sector work and increased private sector wages. We compute the implied welfare gains of the program by consumption quintile. Our calculations show that the welfare gains to the poor from the equilibrium increase in private sector wages are large in absolute terms and large relative to the gains received solely by program participants. We study the operation of local governments (Panchayats) in rural Maharashtra, India, using a survey that we designed for this end. Elections are freely contested, fairly tallied, highly participatory, non-coerced, and lead to appointment of representative politicians. However, beneath this veneer of ideal democracy we find evidence of deeply ingrained clientelist vote-trading structures maintained through extra-political means. Elite minorities undermine policies that would redistribute income toward the majority poor. We explore the means by which elites use their dominance of land ownership and traditional social superiority to achieve political control in light of successful majoritarian institutional reforms. We present evidence from a randomized field experiment in rural Mongolia to assess the poverty impacts of a joint-liability microcredit program targeted at women. We find a positive impact of access to group loans on female entrepreneurship and household food consumption but not on total working hours or income in the household. A simultaneously introduced individual-liability microcredit program delivers no significant poverty impacts. Additional results on informal transfers to families and friends suggest that joint liability may deter borrowers from using loans for noninvestment purposes with stronger impacts as a result. This paper estimates the constituency-level development effects of quotas for the Scheduled Castes (SCs) in India, using a unique dataset of development indicators for more than 3,100 state assembly constituencies in 15 Indian states in 1971 and 2001. Matching constituencies on pretreatment variables from 1971, I find that 30 years of quotas had no detectable constituency-level effect on overall development or redistribution to SCs. Interviews with politicians and civil servants in 2010 and 2011 suggest that these findings can be explained by the power of political parties and the electoral incentives created by the quota system. The premise of this paper is twofold. First, people’s aspirations for their future wellbeing (or that of their children) aect their incentives to invest. Second, the experiences of others help shape one’s aspirations. This paper marries a model of aspirations-based choice with a simple theory of aspirations formation to study the relationship between aspirations and the distribution of income. Through its impact on investments, aspirations aect economic mobility and the income distribution, which in turn shape aspirations. Thus aspirations, income, and the distribution of income evolve jointly, and in many situations in a self-reinforcing way. We study the consequences of this model for income distribution as well as for growth rates over dierent quantiles of the distribution. We show that extreme equality is unstable. Moreover, when the same aspirations are shared in a society, polarization arises. The theory we propose captures both the complacency stemming from low aspirations and the frustration resulting from aspirations that are too high. As a result, for commonly held aspirations, growth rates have an inverted U-shape along the income distribution.

In 2002, the Mexican government began an effort to improve health access to the 50 million uninsured in Mexico, a program known as Seguro Popular (SP). The SP offered virtually free health insurance to informal workers, altering the incentives to operate in the formal economy. We find that the SP program had a negative effect on the number of employers and employees formally registered in small and medium firms (up to 50 employees). Our results suggest that the positive gains of expanding health coverage should be weighed against the implications of the reallocation of labor away from the formal sector. This paper examines whether individual and team incentives can improve student learning and performance using a theoretical analysis and a randomized eld experiment. If individual incentives are provided to students based on a specied target or performance standard for all, on the one hand it may not work for the low-ability students if they perceive the target to be too high, while on the other hand the high-ability students will win the prizes without extra eort if the target is too low. Only students with an ability level close to the target will attempt to win by working harder. If the students are grouped in teams and evaluated based on the team average, incentives can have an eect for all students across the spectrum of ability, because the average team abilities are pushed toward the target and there is also an incentive to help each other within teams. A team incentive augmented with a tournament component may be even more desirable because it eliminates the target, inducing all teams to work harder, because they do not know what the quality and eort of their competitors will be. However, team incentives may be prone to free riding and coordination problems. This paper presents the results of a randomized eld experiment for a representative sample of 100 Beninese secondary schools to compare these three methods of incentivizing students.

This study shows the relationship between income distribution and other relevant economic variables and their impact on income distribution. Panel data analysis is used to study 200 world economies and identify main income determinants. Using such a large panel to study income distribution and inequality of household income make empirical results of this study significant. Paper results show there is a large discrepancy of income distribution measured by household consumption for different classes (income deciles). Inflation, unemployment, export, labour force, population and unemployment however are the main determinants between income distribution dynamics according to the result of this study.

Recent studies argue that cross-country labor productivity differences are much larger in agriculture than in the aggregate. We reexamine the agricultural productivity data underlying this conclusion using new evidence from disaggregate sources. We find that for the world's staple grains-maize, rice, and wheat-cross-country differences in the quantity of grain produced per worker are enormous according to both micro- and macrosources. Our findings validate the idea that understanding agricultural productivity is at the heart of understanding world income inequality.

We investigate whether women's political representation in state legislatures improves public provision of antenatal and childhood health services in the districts from which they are elected, arguing that the costs of poor services in this domain fall disproportionately upon women. Using large representative data samples from India and accounting for potential endogeneity of politician gender and the sample composition of births, we find that a 10 percentage point increase in women's representation results in a 2.1 percentage point reduction in neonatal mortality, and we elucidate mechanisms. Women's political representation may be an underutilized tool for addressing health in developing countries. (JEL D72, I12, I15, J16, O15, O17)

This paper measures the demand for adult medical male circumcision using an experiment that randomly offered varying-priced subsidies and comprehensive information to 1,600 uncircumcised men in urban Malawi. We find low demand for male circumcision: only 3 percent are circumcised over a three month period. Despite the low overall level of take-up, both price and information are significant determinants of circumcision. Still, the main barriers to male circumcision—cultural norms and fear of pain—are not affected by prices or information. Significant demand generation efforts are needed for this HIV prevention strategy to be effective. (JEL I11, I18, O15, Z13)

The authors use an original panel dataset of migrant departures from the Philippines to identify the responsiveness of migrant numbers and wages to gross domestic product shocks in destination countries. They find a large significant elasticity of migrant numbers to gross domestic product shocks at destination, but no significant wage response. This is consistent with binding minimum wages for migrant labor. This result implies that labor market imperfections that make international migration attractive also make migrant flows more sensitive to global business cycles. Difference-in-differences analysis of a minimum wage change for maids confirms that minimum wages bind and demand is price sensitive without these distortions.

We develop a model of informal risk-sharing in social networks, where relationships between individuals can be used as social collateral to enforce insurance payments. We characterize incentive compatible risk-sharing arrangements and obtain two results. (1) The degree of informal insurance is governed by the expansiveness of the network, measured by the number of connections that groups of agents have with the rest of the community, relative to group size. Two-dimensional networks, where people have connections in multiple directions, are sufficiently expansive to allow very good risk-sharing. We show that social networks in Peruvian villages satisfy this dimensionality property; thus, our model can explain Townsend's (1994) puzzling observation that village communities often exhibit close to full insurance. (2) In second-best arrangements, agents organize in endogenous "risk-sharing islands" in the network, where shocks are shared fully within, but imperfectly across islands. As a result, network based risk-sharing is local: socially closer agents insure each other more.

In this paper we argue that a better understanding of the relationship between inequality and growth can be obtained by shifting the analysis from the space of final achievements to the space of opportunities. To this end, we introduce the Opportunity Growth Incidence Curve (OGIC) that can be used to evaluate the income dynamics of specific groups of the population and to infer the role of growth in the evolution of inequality of opportunity over time. By employing a rank dependent social welfare function we provide a rigorous normative justification for the use of the OGIC: We obtain suitable dominance conditions and we show how they can be interpreted in terms of OGIC dominance. We also propose an index that can be used to measure the impact of growth in terms of opportunity redistribution. Finally, we provide two empirical illustrations, for Italy and for Brazil, which show the potentials of the tools we have introduced.

This paper tests whether such paternalistically motivated transfers are justified compared to cash, using a randomized controlled trial of Mexico’s food assistance program. In relation to total food consumption, the in-kind transfer was infra-marginal and nondistorting. However, the transfer contained ten food items, and there was large variation in the extent to which individual foods were extra-marginal and distorting. Small differences in the nutritional intake of women and children under in-kind transfers did not lead to meaningful differential improvements in health outcomes compared to cash.

We estimate the causal effect of a large development program on conflict in the Philippines through a regression discontinuity design that exploits an arbitrary poverty threshold used to assign eligibility for the program. We find that barely eligible municipalities experienced a large increase in conflict casualties compared to barely ineligible ones. This increase is mostly due to insurgent-initiated incidents in the early stages of program preparation. Our results are consistent with the hypothesis that insurgents try to sabotage the program because its success would weaken their support in the population. In Mexico, as in most Latin American countries with indigenous populations, it is commonly believed that European phenotypes are preferred to mestizo or indigenous phenotypes. However, it is hard to test for such racial biases in the labor market using official statistics since race can only be inferred from native language. Moreover, employers may think that married females have lower productivity, and hence they may be more reluctant to hire them. We are interested in testing both hypotheses through a field experiment in the labor market. The experiment consisted on sending fictitious curriculums (CVs) responding to job advertisements with randomized information of the applicants. The CVs included photographs representing three distinct phenotypes: Caucasian, mestizo and indigenous. We also randomly vary marital status across gender and phenotype. Hence, our test consists on finding whether there are significant differences in the callback rates. We find that females have 40 percent more callbacks than males. We also find that indigenous looking females are discriminated against, but the effect is not present for males. Interestingly, married females are penalized in the labor market and this penalty is higher for indigenous-looking women. We did not find an effect of marital status on males.

This paper examines the consequences of rapid disinflation for downward wage rigidities in two emerging countries, Brazil and Uruguay. Although wage rigidities are altered by disinflation, in neither of the two countries does price stability eliminate frictions in wage-setting mechanisms. In a context of individual wage negotiations and weak unions, disinflation in Uruguay puts an end to its history of indexation, but strong resistance to nominal wage cuts emerges. In strongly unionized Brazil, wage indexation is highly persistent, but the introduction of inflation targeting by the Central Bank in 1999 moves the focal point of wage negotiations to expected inflation. This study identifies income convergence in Europe over 1960 to 2012. The Great Recession since 2008 reversed the GDP per capita convergence in the EU-15, but the extransition countries have mostly continued to catch up. We found this by analysing the Sigma convergence of GDP per capita in the European Union. With a few pauses, there has been convergence in the European Union since 1960. Historically, convergence has been faster when aggregate GDP growth has been faster. On top of that, we link evolvement in national income distributions with Europe-wide convergence. It is meaningful because if many people are left outside of income increases, then the general development is not in line with the spirit of the EU convergence. Generally, wealthier countries are found to have lower income disparities as measured by Gini coefficients than poorer countries. The GDP per capita convergence was not correlated with changes in income distribution over the period of 2000~2011 except for a group of six catching-up countries, namely Cyprus, the Czech Republic, Hungary, Latvia, Lithuania, and Poland.

This paper explores macroeconomic linkages among family planning, human capital and economic growth in Rwanda. Based on a disaggregated social accounting matrix (SAM), welfare effects of alternative exogenous injections are investigated, and the high and low-income pathways are identified by graph-theoretic path analysis. Three important findings follow from the analysis. First, rural income gains spread over the entire economy, while urban income gains are largely contained within urban areas. This suggests a relatively larger income multiplier effect of rural investments. Second, investing in family planning and health promotes agricultural production, with a considerable rural employment effect. Thus, targeted rural investment should yield economic growth followed by an improvement in income equality. Third, a unit increase in the consumption of family planning and health commodities is respectively associated with 1.3 unit, 1.2 unit and 0.74 unit increase in the agricultural, service and manufacturing production; It further generates 60% more income for the urban-Kigali households than rural households. To sum up, benefits of investing in family planning-health should not be overlooked in terms of improvement in rural employment, agricultural production and poverty reduction.

The most desirable Kenyan secondary schools are elite government schools that admit the best students from across the country. We exploit the random variation generated by the centralized school admissions process in a regression discontinuity design to obtain causal estimates of the effects of attending one of these elite public schools on student progression and test scores in secondary school. Despite their reputations, we find little evidence of positive impacts on learning outcomes for students who attended these schools, suggesting that their sterling reputations reflect the selection of students rather than their ability to generate value-added test score gains. (JEL H52, I21, I28, O15) E lite, prestigious, and highly selective government secondary schools are common in education systems throughout the world. These schools admit a relatively small number of high achieving students each year, cost significantly more than other public school options, and are coveted by both students and their par ents in part due to their students’ superior performance on nationwide assessments. Their alumni are luminaries in business, politics, and civil service and have a disproportionate influence on the economic progress of their countries as a result of their careers in the upper echelons of government and business. 1 While such schools are perceived to be academically superior, whether their reputations simply reflect selective admissions or value-added learning is unclear. Fair Trade is a labeling initiative aimed at improving the lives of the poor in developing countries by offering better terms to producers and helping them to organize. Although Fair Trade–certified products still comprise a small share of the market—for example, Fair Trade–certified coffee exports were 1.8 percent of global coffee exports in 2009— growth has been very rapid over the past decade. Whether Fair Trade can achieve its intended goals has been hotly debated in academic and policy circles. In particular, debates have been waged about whether Fair Trade makes “economic sense” and is sustainable in the long run. The aim of this article is to provide a critical overview of the economic theory behind Fair Trade, describing the potential benefits and potential pitfalls. We also provide an assessment of the empirical evidence of the impacts of Fair Trade to date. Because coffee is the largest single product in the Fair Trade market, our discussion here focuses on the specifics of this industry, although we will also point out some important differences with other commodities as they arise.

The global expansion of urban slums poses questions for economic research as well as problems for policymakers. We provide evidence that the type of poverty observed in contemporary slums of the developing world is characteristic of that described in the literature on poverty traps. We document how human capital threshold effects, investment inertia, and a “policy trap” may prevent slum dwellers from seizing economic opportunities offered by geographic proximity to the city. We test the assumptions of another theory—that slums are a just transitory phenomenon characteristic of fastgrowing economies—by examining the relationship between economic growth, urban growth, and slum growth in the developing world, and whether standards of living of slum dwellers are improving over time, both within slums and across generations. Finally, we discuss why standard policy approaches have often failed to mitigate the expansion of slums in the developing world. Our aim is to inform public debate on the essential issues posed by slums in the developing world.

This paper provides regression discontinuity evidence on development impacts of intergovernmental transfers. Extra transfers in Brazil increased local government spending per capita by about 20 percent over a 4 year period with no evidence of crowding out own revenue or other revenue sources. Schooling per capita increased by about 7 percent and literacy rates by about 4 percentage points. In line with the effect on human capital, the poverty rate was reduced by about 4 percentage points. Somewhat noisier results also suggest that the reelection probability of local incumbent parties in the 1988 elections improved by about 10 percentage points. (JEL H72, H75, I21, I28, I32, I38, O15)

We study how financial and educational institutions affect the evolution of income and income inequality in an overlapping generations model with heterogenous agents. While the literature mostly focuses on either physical or human capital, we make an attempt to study the joint evolution of these variables. In our model, we find that better educational institutions increase income of the individuals and are associated with lower income inequality. Better financial institutions also foster economic growth, but are associated with higher income inequality. Our model also demonstrates that focusing on aggregate measures of financial and educational institutions provides misleading results if one neglects the possibility of unequal access to these institutions.

This paper considers the potential role of marriage in improving labor market outcomes through the expansion of an individuals' networks. I focus on the impact of a father-in-law on a young man's career using panel data from China. Particular features of the Chinese context allows for an identification strategy that isolates the network effects related to a man's father-in-law by comparing the post-marriage death of a father-in-law with the death of a mother-in-law. The estimates suggest that the loss of the father-in-law translates into a decrease in a man's earnings by 20%. Furthermore, the evidence indicates that the decline in wages can be attributed to nepotism rather than a decline in job information.

We conduct a randomized evaluation of the effect of village-based schools on children's academic performance using a sample of 31 villages and 1,490 children in rural northwestern Afghanistan. The program significantly increases enrollment and test scores among all children, but particularly for girls. Girls' enrollment increases by 52 percentage points and their average test scores increase by 0.65 standard deviations. The effect is large enough that it eliminates the gender gap in enrollment and dramatically reduces differences in test scores. Boys' enrollment increases by 35 percentage points, and average test scores increase by 0.40 standard deviations. (JEL I21, J16, O15, O18)
