As important carriers of local innovation activities, innovative industrial clusters are attracting increasing attention. Therefore, several countries have started promotion policies for innovative industrial clusters. However, there are few empirical studies on relevant policies. This paper investigates the impact of China's "innovative industrial cluster pilot" (IICP) policy on regional innovation. Taking the implementation of IICP policy as a quasi-natural experiment and using the panel data of 266 prefecture-level cities in China in 2008-2019, this paper provides strong evidence that IICP policy promotes regional innovation. The conclusion still holds after a battery of robustness checks. The heterogeneity test shows that the promoting effect of IICP policy on innovation is more significant in central and western region than in eastern region. Moreover, the lower the city administrative level and the lower the dependence on natural resource, the more prominent the innovation effect of IICP policy. Further, the mechanism test shows that the IICP policy can promote regional innovation indirectly by strengthening government support for innovation and attracting the agglomeration of science and technological talents, but the mediation effect of industrial structure has not been verified. Using the labour dispute mediation and arbitration data in the China Labour and Social Security Statistical Yearbook, this paper analyses and describes the development of labour disputes in China since the Labour Law came into effect. It shows that under the influence of many factors, labour disputes in China will continue to increase and be characterized by an increase in collective disputes and antagonism, and conflict between competing interests. This paper puts forward some suggestions and policy ideas for directing and regulating labour relations effectively and improving the labour dispute resolution system. [ABSTRACT FROM AUTHOR]

This paper examines the factors influencing members' intent to participate in their union, drawing on a study of Hong Kong firefighters. As in Western studies, the main direct predictor of intent to participate is affective union commitment, but instrumentality is a relatively more important antecedent of affective union commitment and participation than in the Western studies. We found some evidence of frustration-aggression effects on intent to participate in 'militant' and 'general' union activities, although the latter was significant only among individuals who perceive management-employee relations as co-operative and trusting. Purpose: This study explores labor relations management behaviors of administrators and Party organizations in resource-based state-owned enterprises (SOEs) in China based on social exchange theory and embeddedness theory. It builds up a process model for managing collective labor conflicts in resource-based SOEs in the Chinese context. Design/methodology/approach: A comparative case study is conducted using two resource-based SOEs with similar backgrounds but differing in effectiveness of the management of collective labor conflicts. Data are collected from interviews, archival sources and a one-month participatory investigation. Findings: The administrators and Party organizations of resource-based SOEs manage collective labor conflicts by means of human resource practices (HRPs) and Party organizations' boundary-spanning behaviors (PBSBs), respectively; foremen and unions perform a mediation role, especially under circumstances where administrators employ high-performance HRPs and PBSBs are closely integrated with the production process. The marketization of the "new danwei system" exerts a "provocation effect" but does not necessarily lead to collective labor conflicts. The root cause of conflicts lies in the inherent defects of specific HRPs and PBSBs, as well as the absence of the Simmelian tie in the social exchange interaction of actors. Originality/value: First, this study develops a new construct of PBSBs for enterprises' Party organizations and explores its underlying mechanisms, which enriches the range of actors studied in the context of Chinese labor relations; Second, the authors develop a new dimension called "exemplification" building on the existing three-dimensional structure of boundary-spanning behaviors, which expands boundary-spanning theory. Third, the findings that Simmelian tie structure could better maintain the stability of labor relationship in the mediation process of labor-capital conflict management enrich the social exchange theory from the perspective of structure. We study whether and to what extent the electoral dynamics in Italy over the 1994–2008 period can be explained by the development of economic factors associated with globalization. To measure the level of exposure to globalization for local labor markets, our main unit of analysis, we use the intensity of import competition from China and the presence of immigrants. Looking at parties' political positions and employing an estimation strategy that accounts for endogeneity and time‐invariant unobserved effects across local labor markets, we find that both immigration intensity and exposure to import competition from China have contributed positively to the electoral outcomes of far‐right parties, whereas only immigration intensity has increased the vote shares of right‐wing and traditionalist/authoritarian/nationalist parties. Some evidence, albeit not robust, shows that immigration may have also had a positive impact on far‐left parties, thus possibly further contributing toward political polarization. Moreover, electoral turnout has responded negatively to an increased presence of migrants. While the above effects seem to work through the mediation of labor markets, our results, especially those related to immigration, suggest that other mechanisms at the level of local communities are also at play. Existing literature regards flexibility and authority as key characteristics of informal justice. We further contend that the combination of the two is crucial for informal justice to be effective. We investigate the process of dispute resolution by a Chinese labor agency. Following the life cycles of a sample of 810 labor disputes, we find that this informal justice forum was efficient and effective, made possible by the combination of flexibility and authority. Flexibility means that the agency attracts certain types of cases that are usually screened out of the formal legal system and that agency officials use "informal," hence flexible, techniques. Authority means that the administrative agency possesses additional powers over the disputants; hence, the disputants are under pressure to follow its suggestions and decisions. A comparative analysis of various cases of informal justice reinforces the importance of combining flexibility and authority. We further demonstrate that flexibility without authority is insufficient and that some informal justice forums are effective because they enjoy both. [ABSTRACT FROM AUTHOR]

Purpose This study aims to advance and test a multi-dimensional operationalization of absorptive capacity (ACAP) to ascertain its mediating role in the transformation of R&D expenses in actual performance.Design/methodology/approach This study departs from the conceptualization of ACAP as a reflective higher-order R&D-based construct, by specifying ACAP into its components and using an operationalization that encompasses both R&D and non-R&D measures to perform mediation analysis on a sample of 1,096 Chinese mainland firms.Findings This study's findings report evidence of positive but different roles of the components of ACAP, with specific reference to the positive but partial mediating role of realized ACAP between both R&D expenses and potential ACAP on a firm’s performance. Relevant research and practical implications for both management and policymaking are discussed.Originality/value The approach to ACAP conceptualization and measurement taken in this study provides empirical support to an often assumed and, incidentally, under-explored relationship. Moreover, it contributes with a multi-dimensional, non-exclusively R&D-based and process-oriented perspective to the analysis of the role played by ACAP in Chinese firms’ R&D effectiveness. The article discusses dispute resolution for foreign investors in China. In commercial and industrial matters in China, the four primary forms of dispute resolution are mediation, negotiation, arbitration, and litigation. Negotiation is promoted by Chinese law as the primary method of resolving disputes because it is affordable and non-adversarial. In China, the three mediation options are institutional mediation by an independent mediation center, mediation by an arbitrator prior to arbitration proceedings, and mediation administered by the Chinese courts prior to litigation. During arbitration, parties can choose a Chinese or foreign arbitration institution and foreign lawyers are allowed to serve. Enforcement of an arbitration award through the court system can be difficult.

The use of project dispute resolution satisfaction (DRS) as a project success measurement responds to the increasing concern over the spread of the dispute epidemic within the construction industry in Hong Kong. The DRS of a project is considered as favourable where disputes are resolved within the site level. With the use of 48 project data sets and the technique of multivariate discriminant analysis, a discriminant model function was derived to classify projects into favourable DRS and adverse DRS. The multivariate discriminant analysis model function identified eight discriminating variables, among which the degree of design changes offered the highest separation power. The reliability of the discrminating variables was reinforced by a separate relative importance index study. Through the use of principal component factor analysis, these variables were grouped into three factors generically described as substantive influence, facilitation and indirect influence.
