The article examines the activity of the municipality from the point of view of the education management system in modern realities, namely in the conditions of digital transformation of society and its life, in particular, digitalization of educational activities. The main advantages and disadvantages of the digitalization of education are analyzed and presented. In the context of the research, the theoretical, normative and legal aspects of the current educational activity are presented, as a key link in solving problems of any nature for the benefit of the local population, in particular at the municipal level. In conclusion, the priority directions of the development of education management in the conditions of digitalization are given, which should effectively influence the optimization of organizational and management processes in the field of digital transformation, as well as the active penetration of digital technologies into the educational process of various educational organizations. This study explores the impact of supply chain finance on industrial efficiency and the internal mechanism. The super-efficiency model and quantitative analysis method were used based on the time series data of the ICT industry in Shenzhen from 2005 to 2020. In order to better investigate the impact of supply chain finance on industrial efficiency, this study categorized industrial efficiency into operational efficiency and innovation efficiency to reflect the durability and virtuousness of the industry development. Results indicate that supply chain finance has an inverted U-shaped nonlinear effect on industrial efficiency. Even though the long-term effect on operational efficiency is positive, the effect on innovation efficiency reveals an inverted U-shape, mainly due to the mediating effect of industrial concentration. Theoretically, this study sheds light on the intricate effects of supply chain finance at the industrial level, and also provides valuable insights into the potential inhibition mechanism, which enriches and deepens the related research on the supply chain finance from the nonlinear perspective, make the research findings more consistent with the fact of industrial development and avoid the linear stereotypes of the existing theory consensus. Practically, it is conductive to an objective understanding for managers and policymakers, so that supply chain finance can facilitate both operational and innovation efficiencies and realize the effective integration of supply chain finance and industrial development. The purpose of the research is to test the effect of intellectual capital efficiency on firm profitability and firm value of firms operating in the information and communication technologies sector in Borsa Istanbul (BIST). The research sample consists of thirteen firms and covers the years between 2010 and 2020. The relationship between the effectiveness of intellectual capital components and firm performance is tested by constructing two different models and panel regression analysis. The dependent variables in the models are ROA (Return on Assets) and MTB (Market Value / Book Value) and the independent variables are the efficiency coefficients of the components in the VAICTM (Value Added Intellectual Capital Coefficient) model (HCE - human capital efficiency, SCE - structural capital efficiency, CEE - working capital efficiency). According to the research findings, the impact of intellectual capital components on firm performance is quite limited. Among the intellectual capital efficiency coefficients, only CEE has a positive effect on ROA. There is no relationship between intellectual capital efficiency components and MTB. The information and communication technologies of the 21st century use digital user data as a technical tool and aim to increase the efficiency and profitability of industrial production through the use of advanced data analysis technologies. Big data technologies carry out continuous surveillance on internet users and can reach accurate inferences through advanced analysis methods by using data generated by users. The ability of big data analysis techniques to collect and process detailed behavioral data about users raises concerns regarding the privacy and confidentiality of user data. This study, which provides a summary of the developmental stages of data technologies and analyses the dangers contained in these technologies in connection with the ongoing and new dynamics of capitalism, includes a survey of 307 people. The survey consists of questions that measure participants' levels of caution and anxiety regarding their personal and behavioral data, internet usage habits, digital skills, and awareness levels of data privacy breaches. The sample included students selected from the Departments of Sociology, Philosophy and Computer Engineering at Hacettepe University and technology company employees at Hacettepe Teknokent to include three different levels of technological expertise. The study found that participants were also more likely to be concerned about their behavioral and sensitive data as their frequency of daily internet use increased. Users' attitudes to behavioral data vary according to their frequency of daily internet use and the level of expertise of the participants. Participants demonstrated a high level of awareness of online profiling, but the habit of keeping data regarding their online behavior private is not widespread. When the findings are evaluated broadly, it is noted that participants with a limited knowledge of the profiling capacity of data technologies are unable to maintain behavioral data confidentiality. This research has limitations in the context of the sample's capacity to represent the research universe. However, it is thought that it will prove useful in drawing the historical background for the development of big data technologies, analysing this technology within the dynamics of capitalism and in drawing attention to the differences between users' approach to personal data and behavioral data. The aim of the study is to investigate the extent to which the quality performance will be changed by transferring the processes in the coating section of the home textile production enterprise to the automation system. The effects of total quality on the efficiency of companies were investigated. The supporting role of total quality management with information communication technologies is examined. For this purpose, an intermediary model has been created. The data were obtained from the employees of the coating department of a company operating in the textile sector. Today, most innovation on Information Technology and Communication is cloud-centric and an increasing number of organizations believe that this transition is ever more unavoidable. With this increased demand for Cloud services, providers are facing many challenges regarding how to avoid outages and optimization of resource management since they impact directly in costs and profits. In this paper, we propose the cost-based allocation (CBA), a resource allocation system that takes into consideration the minimum availability level required by the user, and the minimum cost to allocate resources while complying with the service availability forum redundancy models. Microgrid equipped with heterogenous energy resources and a bank of energy storage devices presents the idea of small scale distributed energy management (DEM). DEM facilitates the minimization of the transmission and operation costs, peak load and environmental pollution. Microgrid also enables active customer participation by giving them the access to the real time information and control. The capability of fast restoration against physical/cyber attack, integration of renewable energy resources and information and communication technologies (ICT) make microgrid as an ideal candidate for distributed power systems. The energy management system of microgrid can perform real time energy forecasting of renewable resources, energy storage elements and controllable loads in making proper short term scheduling to minimize total operating costs. Cost benefit analysis of microgrid reveals that cooperation among different microgrids can play an important role in the reduction of import energy cost from the utility grid. Cooperation among microgrids in smart microgrid network (SMN) brings the energy sharing and management issues. We employed partial least squares analysis, data envelopment analysis and regression splines to analyze data. ABSTRACT The National Institute of Information and Communications Technology (NICT) developed the time management system of the first Quasi-Zenith Satellite (QZS-1) in order to monitor the onboard clock as a part of the satellite navigation system. While an onboard clock is usually estimated together with the orbit of the satellite, the system described here enables the direct measurement of an onboard clock by comparing it with a ground clock by making use of a two-way time and frequency transfer which removes most of the propagation errors. Our system achieves a measurement precision of about 25 picoseconds which is an order of magnitude better than the precision of the clock parameters obtained from the combined orbit and clock estimation. The primary research, which is brought by this paper, focuses on medium and large-sized enterprises in sectors of information and communication technologies (ICT). It investigates their attitude to the ICT that they use. Based on these ICT, the article is looking for trends set by the companies. Then, these trends could be considered as an inspiration for companies from other sectors of business. The research results have shown that the specially developed software belongs between the most often implemented ICT tools in the last seven years by the questionnaire companies. The research also showed that this ICT tool of all, which they have implemented, is the most beneficial at a tactical level. Another part of analysis, where the companies should chose benefits that arose from the implementation, pointed out that they are focused on two basic clusters of benefits. The first contains: improved teamwork and increased efficiency and effectiveness. The other cluster contains: reduced costs, improved service quality and improved integration of business functions. Many people point to information and communications technology (ICT) as the key for understanding the acceleration in productivity in the United States since the mid-1990s. Stories of ICT as a general purpose technology (GPT) suggest that measured total factor productivity (TFP) should rise in ICT-using sectors (reflecting either unobserved accumulation of intangible organizational capital, spillovers, or both), but with a long lag. Contemporaneously, however, investments in ICT may be associated with lower TFP as resources are diverted to reorganization and learning. We find that U.S. industry results are consistent with GPT stories: the acceleration after the mid-1990s was broad-based—located primarily in ICT-using industries rather than ICT-producing industries. Furthermore, industry TFP accelerations in the 2000s are positively correlated with (appropriately weighted) industry ICT capital growth in the 1990s. Indeed, as GPT stories would suggest, after controlling for past ICT investment, industry TFP accelerations are negatively correlated with increases in ICT usage in the 2000s. [ABSTRACT FROM AUTHOR]

The role of information technology (IT) has changed from being merely a tool for processing transactions to a weapon that can affect an organization's competitive position. Because of this change, previous organizational structures for IT groups may no longer be adequate. Organizational theorists have shown that the appropriate structure is influenced by the organization's external environment and strategy. This study contributes toward a better understanding of IT organization by exploring the relationship between the organizational structure of IT groups and the effectiveness of IT support in two companies with similar IT environments. Specifically, the study uses: (1) qualitative analysis to examine IT organizational structure in two very similar companies; (2) quantitative analysis to determine which company has more effective IT support; and (3) an expert panel to identify those differences in IT organizational structure that appear to facilitate effective IT support.
