Using a qualitative historical research approach, this paper examines the contextual influences, including the formulation motive and their possible impact on policy implementation, of the South African (SA) e-Education White Paper 7 (WP7). A critical discourse analysis (CDA) was conducted on the policy and data was collected through semi-structured interviews (SSI) with purposefully selected participants. Findings of the study reveal tacit contradictions and tensions depicting a policy in contradiction with itself, carrying the hallmark of a symbolic policy. That is, a policy characterised by lack of direction, contradictions in its motive of formulation, no dedicated resources for its implementation, distorted communication resulting from the validity tests, and lack of "material consequences" (Rivzi and Lingard, 2009, p.8). The circumstantial context (socioeconomic and political) of its formulation, dictated to by the prescripts of the negotiated political settlement (NPS), that ushered in the new democratic South Africa (SA), is found to have taken precedence. It further overshadowed critical analysis on the educational needs, which would have informed a better strategic integration of Information and Communication Technology (ICTs) in education. The circumstantial context resulted in a lack of a common goal between policy actors and interest groups. This, to the extent that the former thought of capitalising on the donations of the latter for their own political interests, while the latter saw in the formulation of such policy a way of imposing Government spending in favour of their businesses. These circumstances may have contributed to the policy's failure to reach its set textual objectives and goal by 2013.

Faculty in the information systems (IS) and information technology (IT) fields are faced with the challenge to keep their curriculum relevant and current. What was taught two years ago will often be outdated and faculty must constantly update their curriculum on which courses should be taught as well as what should be taught within a particular course. This research continues a fifteen-year effort to help understand employer needs in terms of the skills they desire new hires to possess upon employment. This is the sixth version of this employer survey. The survey continues to report the responses of over 500 IS/IT professionals and was expanded to ask additional questions related to salary information. In addition, based on feedback from open-ended questions in a prior survey, new categories were added to the survey. Several key results and changes from prior surveys include that VR/AR (virtual reality/augmented reality) platforms showed the highest anticipated growth rate for all operating platforms in the next two years, analytics tools such as Apache Spark showed high growth rate, and JavaScript maintained the first position for programming languages.

Background: Roadside observational studies play a fundamental role in designing evidence-informed strategies to address the pressing global health problem of road traffic injuries. Paper-based data collection has been the standard method for such studies, although digital methods are gaining popularity in all types of primary data collection., Objective: This study aims to understand the reliability, productivity, and efficiency of paper vs digital data collection based on three different road user behaviors: helmet use, seatbelt use, and speeding. It also aims to understand the cost and time efficiency of each method and to evaluate potential trade-offs among reliability, productivity, and efficiency., Methods: A total of 150 observational sessions were conducted simultaneously for each risk factor in Mumbai, India, across two rounds of data collection. We matched the simultaneous digital and paper observation periods by date, time, and location, and compared the reliability by subgroups and the productivity using Pearson correlations (r). We also conducted logistic regressions separately by method to understand how similar results of inferential analyses would be. The time to complete an observation and the time to obtain a complete dataset were also compared, as were the total costs in US dollars for fieldwork, data entry, management, and cleaning., Results: Productivity was higher in paper than digital methods in each round for each risk factor. However, the sample sizes across both methods provided a precision of 0.7 percentage points or smaller. The gap between digital and paper data collection productivity narrowed across rounds, with correlations improving from r=0.27-0.49 to 0.89-0.96. Reliability in risk factor proportions was between 0.61 and 0.99, improving between the two rounds for each risk factor. The results of the logistic regressions were also largely comparable between the two methods. Differences in regression results were largely attributable to small sample sizes in some variable levels or random error in variables where the prevalence of the outcome was similar among variable levels. Although data collectors were able to complete an observation using paper more quickly, the digital dataset was available approximately 9 days sooner. Although fixed costs were higher for digital data collection, variable costs were much lower, resulting in a 7.73% (US $3011/38,947) lower overall cost., Conclusions: Our study did not face trade-offs among time efficiency, cost efficiency, statistical reliability, and descriptive comparability when deciding between digital and paper, as digital data collection proved equivalent or superior on these domains in the context of our project. As trade-offs among cost, timeliness, and comparability-and the relative importance of each-could be unique to every data collection project, researchers should carefully consider the questionnaire complexity, target sample size, implementation plan, cost and logistical constraints, and geographical contexts when making the decision between digital and paper., (©Niloufer Taber, Amber Mehmood, Perumal Vedagiri, Shivam Gupta, Rachel Pinto, Abdulgafoor M Bachani. The development of digital technology has changed the audience's reading behavior and reading habits, and the difference between digital reading and paper reading has become a research hot spot. However, the academic circle has not reached an agreement on the reading effect of digital reading and paper reading. This study included 37 experimental studies for meta-analysis and analyzed the influence of moderating variables such as audience characteristics, text characteristics, and reading conditions. This study deepens the understanding of the reading effect and provides a reference for improving it. The study shows no significant difference in overall reading comprehension between digital reading and paper reading, and there are differences under moderating variables. The study has revealed that digital reading and paper reading have advantages and disadvantages and complement each other. The publishing industry should develop corresponding knowledge service products based on the characteristics of reading effects to promote the healthy development of the reading industry.

Artificial intelligence tools have presented many challenges and opportunities to transform teaching and learning on college campuses. These changes are significant enough to require colleges to take action to create a framework by which faculty and students can navigate the proper usage of these tools. Rather than working to create entirely new policies strictly for addressing these new technologies, they should instead edit their existing academic integrity and intellectual property statements to incorporate explicit mentions of artificial intelligence.

The purposes of this study were to examine the extent to which literature was used to discuss findings in selected papers from Zimbabwe Journal, and to compare the quality of reviews in this journal with other international journals. The study was largely qualitative in nature and used convenient sampling. In the study, the Zimbabwe Journal was chosen because of easy access. Three papers were conveniently selected based on personal interest and areas previously studied. Content analysis was used to compare the quality of discussion of literature in the sampled papers. Findings suggest that authors cite relevant literature extensively in the background to the study but use the same literature sparingly in the discussion of their results. Further, in the discussion of findings, the use of literature was limited to confirming what was already known, and does not show how the new studies reported contribute to knowledge. The study concluded that the journal studied was failing to attract authors who write high quality papers. Perhaps the journal should broaden its brief and target an international audience, because at present as evident in the three cases cited, the journal can only reach out to practitioners within (Southern) Africa.

The notable increase in retraction papers has attracted considerable attention from diverse stakeholders. Various sources are now offering information related to research integrity, including concerns voiced on social media, disclosed lists of paper mills, and retraction notices accessible through journal websites. However, despite the availability of such resources, there remains a lack of a unified platform to consolidate this information, thereby hindering efficient searching and cross-referencing. Thus, it is imperative to develop a comprehensive platform for retracted papers and related concerns. This article aims to introduce “Amend,” a platform designed to integrate information on research integrity from diverse sources.

This paper focuses on the opportunities and challenges associated with the use of artificial intelligence (AI) in academic library operations. In the quest to render fast, effective and efficient services, academic libraries have adopted different technologies in the past. Artificial intelligence technologies is the latest among the technologies currently being introduced in libraries. The technology which is considered an intelligent system, come in the form of robots and expert systems which have natural language processing, machine learning and pattern recognition capabilities. This paper examined the features of AI, the application of AI to library operations, examples of academic libraries with AI technologies in Sub-Saharan Africa, the need for AI in libraries and the challenges associated with the adoption of AI in libraries. The study concluded that AI holds a lot of prospects for the improvement of information services delivery in African academic libraries. Consequently, its adoption is a sinequanon to delivering robust library services in the Fourth Industrial Revolution (4IR).

The number of retracted papers from Chinese university-affiliated hospitals is increasing, which has raised much concern. The aim of this study is to analyze the retracted papers from university-affiliated hospitals in mainland China from 2000 to 2021.

The goal of this study is a comparative analysis of the relation between funding (a main driver for scientific research) and citations in papers of Nobel Laureates in physics, chemistry and medicine over 2019-2020 and the same relation in these research fields as a whole.

Abstract Adverse Outcome Pathways (AOPs) have been proposed to facilitate mechanistic understanding of interactions of chemicals/materials with biological systems. Each AOP starts with a molecular initiating event (MIE) and possibly ends with adverse outcome(s) (AOs) via a series of key events (KEs). So far, the interaction of engineered nanomaterials (ENMs) with biomolecules, biomembranes, cells, and biological structures, in general, is not yet fully elucidated. There is also a huge lack of information on which AOPs are ENMs-relevant or -specific, despite numerous published data on toxicological endpoints they trigger, such as oxidative stress and inflammation. We propose to integrate related data and knowledge recently collected. Our approach combines the annotation of nanomaterials and their MIEs with ontology annotation to demonstrate how we can then query AOPs and biological pathway information for these materials. We conclude that a FAIR (Findable, Accessible, Interoperable, Reusable) representation of the ENM-MIE knowledge simplifies integration with other knowledge. Scientific contribution This study introduces a new database linking nanomaterial stressors to the first known MIE or KE. Second, it presents a reproducible workflow to analyze and summarize this knowledge. Third, this work extends the use of semantic web technologies to the field of nanoinformatics and nanosafety.

Background: Given the increasing popularity of reading from screens, it is not surprising that numerous studies have been conducted comparing reading from paper and electronic sources. The purpose of this systematic review and meta-analysis is to consolidate the findings on reading performance, reading times and calibration of performance (metacognition) between reading text from paper compared to screens. Methods: A systematic literature search of reports of studies comparing reading from paper and screens was conducted in seven databases. Additional studies were identified by contacting researchers who have published on the topic, by a backwards search of the references of found reports and by a snowball search of reports citing what was initially found. Only studies that were experiments with random assignment and with participants who had fundamental reading skills and disseminated between 2008 and 2018 were included. Twenty-nine reports with 33 identified studies met inclusion criteria experimentally comparing reading performance (k = 33; n = 2,799), reading time (k = 14; n = 1,233) and/or calibration (k = 11; n = 698) from paper and screens. Results: Based on random effects models, reading from screens had a negative effect on reading performance relative to paper (g = -0.25). Based on moderator analyses, this may have been limited to expository texts (g = -0.32) as there was no difference with narrative texts (g = -0.04). The findings were similar when analysing literal and inferential reading performance separately (g = -0.33 and g = -0.26, respectively). No reliable differences were found for reading time (g = 0.08). Readers had better calibrated (more accurate) judgement of their performance from paper compared to screens (g = 0.20). Conclusions: Readers may be more efficient and aware of their performance when reading from paper compared to screens.

The Information Systems discipline has long suffered an identity crisis. It has also been prone to program sustainability issues as a technology focus has waxed and waned over the last 50 years. This paper suggests a new approach to teaching Information Systems, utilizing the notion of "fundamental and powerful concepts." Using digital disruption as a fundamental and powerful concept, the authors argue for the core IS course and the courses that make up the major to be developed and centered around the transformation of business models, products, and services caused by emerging digital technologies. The paper includes an outline for the core IS course and the other courses in the major and concludes with a suggestion that the fundamental and powerful concept of digital disruption be used as an approach to teaching Information Systems.

Building on the importance of experiential learning for early career success, this paper presents a blueprint for a multiple-tier co-op approach, where students as early as high school will be selected by employers, will learn skills relevant to the employer's needs, and will get hands-on experience while enrolled in a relevant educational program. This program is currently being developed by a partnership of industry professionals, university faculty, and local school district faculty and administrators in Anchorage, Alaska. After identifying a need for more and better qualified candidates for many unfilled IT positions, a consortium of hiring authorities in Anchorage initiated discussions with educators to better align curriculum with employers' needs and to establish a pipeline in the education system for better recruiting, growing, and retaining technology talent. Two high school courses have been developed as a result of this collaboration and are being offered with direct assistance and involvement from the business community. In the courses, students are evaluated against a series of 13 micro-credentials relevant for IT professionals. An articulated pathway into university degrees and an extension of the pipeline into middle school are under development.

This qualitative study investigated how pre-service teachers of English for Speakers of Other Languages (ESOL) experienced and learned from their completion of a reflective project, including a reflection paper and digital storytelling. The participants were 20 graduate students in a program for Teaching English to Speakers of Other Languages (TESOL) at a university in the United States. This study aimed to identify participants' experiences when completing the project and its influences on their learning. The findings demonstrated their diverse performance and perspectives during the tasks, as well as their learning in language, culture, education, and technology. Based on these findings, dialogic hybrid learning and the pedagogical implications are discussed.

Objective In recent years, advancements in information technology, such as wireless EMG, high-resolution cameras, programs like OpenSim, innovations in textile sensors, and the emergence of artificial intelligence and smart mobile devices, have provided biomechanists with new tools and approaches. This study aims to investigate emerging trends in sports biomechanics, summarizing and providing practical insights from research conducted between 2015 and 2023. Methods A systematic search of research articles on new biomechanics approaches published between 2015 and 2023 was conducted. Specialized databases were queried, and 47 articles meeting the inclusion criteria were selected for analysis. Results Analysis of the selected studies revealed that the integration of information technology, artificial intelligence, smartphones, software, and wearable medical sensors in sports biomechanics has shown promising results in enhancing performance and reducing injury risks. Conclusion The findings of this study suggest that advancements in sports biomechanics technologies are pushing the boundaries of current research. Continued exploration and application of these technologies will likely shape the future of sports science and performance.

Making personalized paper recommendations to users in an educational domain is not a trivial task of simply matching users' interests with a paper topic. Therefore, we proposed a context-aware multidimensional paper recommendation system that considers additional user and paper features. Earlier experiments on experienced graduate students demonstrated the significance of this approach using modified collaborative filtering techniques. However, two key issues remain: (1) How would the modified filtering perform when target users are inexperienced undergraduate students who have a different pedagogical background and contextual information-seeking goals, such as task- and course-related goals, from those of graduate students?; (2) Should we combine graduates and undergraduates in the same pool, or should we separate them? We conducted two studies aimed at addressing these issues and they showed that (1) the system can be effectively used for inexperienced learners; (2) recommendations are less effective for different learning groups (with different pedagogical features and learning goals) than they are for the same learning groups. Based on the results obtained from these studies, we suggest several context-aware filtering techniques for different learning scenarios. (Contains 7 tables, 4 figures, and 1 footnote.)
