Artificial Intelligence (AI) represents a set of techniques that enable new ways of innovation and allows firms to offer new features of products and services, to improve production, marketing and administration processes, and to introduce new business models. This paper analyses the extent to which the use of AI contributes to the innovation performance of firms. Based on firmlevel data from the German part of the Community Innovation Survey (CIS) 2018, we examine the contribution of different AI methods and applications to product and process innovation outcomes. The representative nature of the survey allows extrapolating the findings to the macroeconomic level. The results show that 5.8% of firms in Germany were actively using AI in their business operations or products and services in 2019. The use of AI generated additional sales with world-first product innovations in these firms of about €16 billion, which corresponds to 18% of total sales of world-first innovations in the German business sector. Firms that developed AI by combining in-house and external resources obtained significantly higher innovation results. Die vorliegende Studie untersucht den Zusammenhang zwischen Digitalisierungs- und Innovationsvorhaben in mittelständischen Unternehmen in Deutschland. Ausgangspunkt der Studie ist eine auseinanderlaufende Entwicklung der beiden Aktivitäten in den vergangenen Jahren. In 2020, firms expected their innovation expenditures to decrease by about 2% in 2020 compared to 2019. This decline is much smaller than that in 2009 following the financial crisis, when innovation expenditures fell by 11%. However, smaller firms with 5 to 99 employees planned to cut their innovation expenditures by 7% to 17 % in 2020. For 2021, firms planned a slight increase in innovation expenditure by 1%. The number of employees in short-time work in Germany peaked at 2.9 million in April 2020, corresponding to a share of 8.7% of all employees. The situation relaxed by October 2020, when the share of short-time workers fell to 2.3%. The most R&D-insensitive industries showed the highest share of short-time work in April 2020 (16.6%), but the lowest in October 2020 (2.0%), indicating that the impact of the crisis on R&D intensive industries weakened in the second half of 2020. This development was strongly driven by the drop of short-time workers in the automobile industry. The recovery of some export-intensive industries, such as the automobile industry, also reflects that firms are starting to adopt and overcome the initially severe disturbances and challenges Covid-19 imposed on international value chains. The global R&D expenditures of large R&D performing German firms declined on average by 1% between 2019 and 2020. However, there are major differences between individual industries. The pharmaceutical and ICT service industries significantly increased their global R&D expenditures, whereas mechanical engineering experienced the sharpest decline in 2020. Firms' average R&D intensity increased in most industries, except for the electronics/instruments industry and ICT services. Firms with R&D or other innovation activities prior to the crisis more often reported negative impacts of the Covid-19 crisis on their general business activities than firms that do not conduct any R&D or innovation activities. This result may be linked to the fact that the crisis had a more severe impact on firms with a more complex internal organisation and more international activities, both of which are typical for R&D and innovation performing firms. The most common strategic responses of firms to the Covid-19 crisis were i) to enhance the digitalisation of their internal processes and ii) to extend their digital offers and sales channels. Both responses were mostly of permanent nature. Reorganising sales towards domestic customers and removing products or services from their portfolio were less common responses. The most frequent crisis-related changes in firms' innovation activities include i) the extension of innovation projects and ii) a reduction in the number of innovation projects due to a lack of impulses for innovation. Reducing collaborations and withdrawing from all innovation activities were less frequent changes.

Das Leibniz-Zentrum für Europäische Wirtschaftsforschung (ZEW) erhebt seit 1993 jährlich die Innovationsaktivitäten der deutschen Wirtschaft. Die Erhebung findet im Auftrag des Bundesministeriums für Bildung und Forschung (BMBF) statt und wird in Zusammenarbeit mit dem Fraunhofer Institut für System- und Innovationsforschung sowie dem Institut für angewandte Sozialwissenschaft (infas) durchgeführt. Sie ist als eine Panelerhebung konzipiert und wird als Mannheimer Innovationspanel (MIP) bezeichnet. Die Innovationserhebung ist alle zwei Jahre der deutsche Beitrag zu den Community Innovation Surveys (CIS) der Europäischen Kommission und beruht konzeptionell auf dem Oslo-Manual von OECD und Eurostat.

Recent empirical evidence has shown that firm's innovation behavior exhibits high persistency but not much is known about potential contingencies affecting the degree of persistence. This paper focuses on the role of the local knowledge environment and asks how local knowledge spillovers affect firms' innovation persistence. The empirical analysis draws upon a representative panel data set of firms in Germany from 2002-2016, complemented by detailed geographic information of patent activity over discrete distances to proxy local knowledge spillovers. Based on correlated random effects probit models that control for state dependence, unobserved individual heterogeneity and endogenous initial conditions, our results corroborate former evidence that persistency in innovation is driven by true state dependence. More importantly, we find that the local patenting activity positively moderates firms' degree of persistency in innovation behavior. This is a novel firm-level mechanism that can explain the widening of spatial disparities in innovation performance. Estimations with different distance bands show that the strength of knowledge spillovers that contribute to innovation persistence via true state dependence declines rather rapidly with increasing distance.

Skilled labor is a key input to the innovation process. A shortage in supply of skilled labor may hence impede innovation activities, resulting in lower productivity gains. While governments are concerned about these likely negative impacts, there is only limited empirical evidence whether and to what extent labor shortage affects innovation activities. The paper addresses this question using panel data from three waves (2017 to 2019) of the German innovation survey. We measure labor shortage by job openings that could not be filled at all, not with the required skills or only with significant delay, distinguishing different skill levels. We analyze whether labor shortage resulted in stopping or abandoning of innovation projects. Endogeneity issues are tackled by instrumental variable estimation techniques. Our results show that innovative firms are more likely to be subject to skill shortage, whereas skill shortage induces the cancelation of innovation projects. Effects are stronger for labor shortage related to professional occupations and less for academic qualifications.

Hidden Champions (HCs) are firms unknown to the wider public, but global leaders in the niche markets they serve. This paper looks at distinctive features of these firms, focusing on their dynamic capabilities. Employing a unique data base on German firms, we identify a representative sample of German HCs. Based on a matching technique, we examine differences to other firms in terms of the firms' processes, position, and path. We find that HCs' competitive strategy rests on technology leadership and customisation. HCs are more open in their knowledge management, but without compromising control over the new product development process. HCs do not invest more into innovation, but achieve higher innovation success. The higher efficiency can be linked to their superior technological capabilities and to higher investment in human capital and HR management practices that mobilise the creative potential of their employees.

For a large sample of enterprises in Germany, Austria and Switzerland (the “DACH“ region) we study the impact of various policy instruments, such as energy related taxes, subsidies, regulations and standards or negotiated agreements on the firm’s ecological and economic performance. To identify the causal linkages, we build a system of twelve equations, tracking first the impacts of policy on the adoption of green energy technologies for distinct areas. In a second set of equations, we estimate the perceived impacts of adoption on the firm’s (i) energy efficiency, (ii) carbon emissions and (iii) competitiveness. Innovation is regarded as a key driver of productivity and market growth and thus has a great potential for increasing wealth. Surveying innovation activities of firms is an important contribution to a better understanding of the process of innovation and how policy may intervene to maximise the social returns of private investment into innovation. Over the past three decades, research has developed a detailed methodology to collect and analyse innovation activities at the firm level. The Oslo Manual, published by OECD and Eurostat (2005) is one important outcome of these efforts. In 1993 both organisations have started a joint initiative, known as the Community Innovation Survey (CIS), to collect firm level data on innovation across countries in concord (with each other). The German contribution to this activity is the so-called Mannheim Innovation Panel (MIP), an annual survey implemented with the first CIS wave in 1993. The MIP fully applies the methodological recommendations laid down in the Oslo Manual. It is designed as a panel survey, i.e. the same gross sample of firms is surveyed each year, with a biannual refreshment of the sample. The MIP is commissioned by the German Federal Ministry of Education and Research (BMBF) and conducted by the Centre for European Economic Research (ZEW) in cooperation with the Fraunhofer Institute for Systems and Innovation Research (ISI) and the Institute for Applied Social Science (infas). This publication reports main results of the MIP surveys conducted in the years 2013, 2014, 2015 and 2016. The surveys of the years 2013 and 2015 were the German contribution to the CIS for the reference years 2012 and 2014. The purpose of this report is to present descriptive results on various innovation indicators for the German enterprise sector.

Based on representative firm-level survey data for the three countries Austria, Germany, and Switzerland, we investigate the effects of regulation, energy taxes, voluntary agreements, and subsidies, on the creation of green product innovations. Our data set allows us to distinguish between the supply-side effects (cost effects) and the demand-side effects of policy measures, which improves our understanding of the frequently observed positive net effect of policies. Controlling for the demand effect, taxes and regulations are negatively related with product innovations. Hence, if taxes and regulation do not trigger additional demand, they decrease the propensity to innovate. These effects are ameliorated for technologically very advanced firms and for firms with a high level of financial awareness. The paper analyzes how geographical clustering of beneficiaries might affect the effectiveness of public innovation support programs. The geographical proximity of firms operating in the same industry or field of technology is expected to facilitate innovation through knowledge spillovers and other localization advantages. Public innovation support programs may leverage these advantages by focusing on firms that operate in a cluster. We investigate this link using data from a large German program that co-funds R&D projects of SMEs in key technology areas called ‘Innovative SMEs’. We employ three alternative cluster measures which capture industry, technology and knowledge dimensions of clusters. Regardless of the measure, firms located in a geographical cluster are more likely to participate in the program. Firms being part of a knowledge-based cluster significantly increases their chance of receiving public financial support. We find no effects, however, of geographical clustering on the program’s effectiveness in terms of input or output additionality.

One of the main goals of the "Energy Strategy 2050" in Switzerland is the exploitation of the existing energy efficiency potentials. The size of the efficiency potential strongly depends on the development and the adoption of energy-related innovations. The objective of this project is to improve our knowledge about the drivers and potentials of both the adoption and the creation of energy-saving technologies and other technologies for the generation of renewable energy sources through a comparative firm-level study for Switzerland, Germany and Austria. Firms are not only the main source of energy-related innovation, but they are also responsible for a considerable share of the total energy consumption. The data presented in this study has been collected through firm surveys conducted in all three countries at the same time. The surveys used a harmonized questionnaire and collected information both on the development and on the adoption of energy-related innovations during the years 2012 to 2014. While data on the adoption of energy-related technologies has been obtained for all major economic sectors (manufacturing, construction and services, excluding state-related services such as public administration, education and health and excluding the energy sector) data on the development of energy-related innovations has only been collected for a group of manufacturing sectors (excluding food, textiles and clothing, printing, pharmaceuticals, and "other manufacturing") as well as two service sectors, "information technology services" and "technical services".

Der Innovationsindikator erfasst die Innovationsbedingungen am Wirtschaftsstandort Deutschland und vergleicht diese mit den weltweit führenden Industriestaaten. Die Innovationsleistung wird für fünf Teilbereiche - Wirtschaft, Wissenschaft, Bildung, Staat und Gesellschaft - erfasst und zu einem Gesamtindex aggregiert. Daraus entsteht ein Länderranking. Die Besonderheit des Innovationsindikators im Vergleich zu anderen Indikatoren gestützten Rankings liegt in der modellgestützten, ökonometrischen Auswahl von Indikatoren. Dadurch ist gewährleistet, dass nur relevante Indikatoren betrachtet werden und eine Redundanz der über unterschiedliche Indikatoren gemessenen Informationen vermieden wird.

We analyze the effects of captive off-shoring of innovation activities on the firms’ ability to adapt their organizational processes and structures. Starting from complexity theory, we use three consecutive waves of the German part of the Community Innovation Survey to test our hypotheses. We find an inverted u-shape of innovation off-shoring on the effectiveness of organizational adaptability, implying an optimal threshold value of innovation off-shoring. This value is 11% for share of off-shored R&D, 15% for downstream innovation activities such as local market adaptation, and 34% for design activities. We also analyze several contingency variables. In particular we show that the costs of innovation off-shoring in terms of reduced organizational adaptability are exacerbated by a strong focus on R&D and a strong embeddedness in on-shore networks. Smaller firms find it easier to deal with the management complexity induced by geographical dispersion of innovation activities because of their greater flexibility.

Buyer power is widely considered to decrease innovation incentives of suppliers. However, there is little empirical evidence for this statement. Our paper analyses how buyer power influences innovation incentives of upstream firms while taking into account the type of competition in the downstream market, namely price and technology. We explore this relationship empirically for a unique dataset containing 1,129 observations of German firms from manufacturing and service sectors including information on the economic dependency of firms from their buyers. Using a generalised Tobit model, we find a negative effect of buyer power on a supplier's likelihood to start R&D activities. This negative effect is mitigated if the supplier faces powerful buyers operating under strong price competition. There is also weak evidence for a negative effect of buyer power on suppliers' R&D intensity if the powerful buyer operates under strong technology competition.

Der Innovationsindikator 2012 der Deutsche Telekom Stiftung und des Bundesverbands der Deutschen Industrie bewertet den aktuellen Stand der Innovationsleistung Deutschlands im Vergleich mit den wichtigsten Wettbewerbern auf den internationalen Märkten. Er fasst alle wesentlichen Faktoren in den Bereichen Bildung, Wissenschaft, Wirtschaft, Politik und Gesellschaft zusammen, die die Innovationsfähigkeit einer Volkswirtschaft bestimmen. Das Länderranking zeigt, wie gut oder schlecht einzelne Länder für die künftigen wirtschaftlichen Herausforderungen gerüstet sind und wo Handlungsbedarf besteht.

We examine impacts of different types of environmental innovations on firm profits. Following Porter’s (1991) hypothesis that environmental regulation can improve firms’ competitiveness we distinguish regulation induced and voluntary environmental innovations. We find that innovations which reduce environmental externalities reduce firms’ profits, as long as they are induced by regulations. However, innovation that increases a firm’s material or energy efficiency in terms of material or energy consumption has a positive impact on profitability. This positive result holds both for regulation induced and voluntary innovations, although the effect is significantly larger for regulation-driven innovation.We conclude that the Porter hypothesis does not hold in general for its “strong” version but has to be qualified by the type of environmental innovation. Our finding rest on firm level data from the German part of the Community Innovation Survey in 2009.

Our study shows empirically that the choice of resource allocation strategy affects innovation performance. A policy of allocating resources to a broader range of innovation projects increases sales of new products, especially if these are truly novel, i.e. new to the market. The effect of greater breadth appears to outweigh that of increased resource allocation per project. We find further indication that the performance effect of breadth increases with commercial uncertainty. It is also stronger for firms that allocate resources more selectively at later stages of the innovation process. Based on these results, we theorize that breadth increases performance as it spreads a firm's bets on unproven innovative endeavors, and more so when these endeavors are more uncertain. Limiting resource commitments through selectiveness contains breadth's disadvantages, a combination that provides flexibility in resource allocation.

Die schwere Wirtschaftskrise 2008/09 hatte substanzielle Auswirkungen auf die Innovationstätigkeit der deutschen Wirtschaft. Die Umsatz- und Gewinneinbußen führten zu einem kräftigen Rückgang der Innovationsausgaben. Davon waren primär Investitionen für neue Produkte und verbesserte Anlagen betroffen, während die FuE-Budgets im Wesentlichen stabil gehalten wurden. Innovationsaktive und forschende Unternehmen waren deutlich stärker von den Krisenauswirkungen betroffen als Unternehmen ohne Innovationsaktivitäten. Den rückläufigen Innovationsausgaben stand eine überwiegend expansive und offensive Krisenreaktion der innovativ tätigen Unternehmen gegenüber. Sie versuchten mehrheitlich durch die Erschließung neuer Märkte, die Erneuerung des Produktprogramms sowie verstärkten Qualifizierungs- und Marketingmaßnahmen auf die Krise zu reagieren. Die durch die Krise frei gewordenen Personalkapazitäten wurden genutzt, um die Entwicklung neuer Technologien und Lösungen voranzutreiben und eine größere Zahl von Innovationsideen zu testen. Gleichzeitig verzichtete aber auch ein beträchtlicher Anteil der kleinen Unternehmen im Krisenjahr 2009 ganz auf Innovationsaktivitäten. The massive economic crisis 2008/09 had substantial impacts on the innovation activities of the German economy. The loss in sales and profits resulted in a sharp decline of innovation expenditure. While capital expenditure for new products and improved processes were cut substantially, R&D budgets basically remained unchanged. Firms with innovation and R&D activities experienced significantly stronger impacts of the crisis compared to non-innovative enterprises. Falling innovation expenditure in innovating firms were offset by strategies that focused on opening up new markets, renewing products and investing in human capital and marketing. Released personnel resources were used to develop new technologies and solutions and to test an increasing number of innovation ideas. At the same time, a considerable number of small firms decided to resign from any innovation activity in 2009.

Eine leistungsfähige Telekommunikationsinfrastruktur und innovative Anbieter von Telekommunikationsdiensten sind ein wesentliches Fundament für moderne Industriegesellschaften. Moderne Telekommunikation ermöglicht den raschen, sicheren, kostengünstigen und flexiblen Austausch von Informationen. Sie erleichtert die Integration von wirtschaftlichen Abläufen, sie schafft neue Kommunikationsmöglichkeiten für Bürger, Unternehmen und Behörden, sie stößt neue Produkt- und Dienstleistungsangebote in unterschiedlichen Anwendungsfeldern an, und sie fördert den wirtschaftlichen und sozialen Austausch zwischen Regionen und Ländern. Eine umfassende Nutzung von Telekommunikation erhöht die Produktivität in einer Volkswirtschaft und gibt Wachstumsimpulse bei Beschäftigung und Wertschöpfung. Für den Innovations- und Industriestandort Deutschland ist die Telekommunikationsbranche aus mehreren Gründen von zentraler Bedeutung.

Insgesamt gab es in Deutschland im Jahr 2008 über 72.000 Innovatoren ohne eigene FuE. Ihnen standen rund 54.000 forschende Innovatoren gegenüber. Gemessen an der Gesamtzahl von ca. 270.000 wirtschaftsaktiven Unternehmen im Jahr 2008 machen die Innovatoren ohne eigene FuE somit rund 27 % des Unternehmensbestands aus. Betrachtet man Industrie- und Dienstleistungssektor getrennt, so zählten im Jahr 2008 im Verarbeitenden Gewerbe rund 44 % aller innovierenden Unternehmen zur Gruppe der nicht forschenden Innovatoren. Im Dienstleistungssektor liegt diese Quote bei 68 %. Für Industrie und Dienstleistungen zusammen wiesen 57 % der Innovatoren keine interne FuE-Tätigkeit auf. Dieser Anteil der Innovatoren ohne eigene FuE ist über die betrachteten Jahre hinweg weitgehend stabil. Ihre Bedeutung für das Innovationsgeschehen in Deutschland ist gleichwohl nicht vernachlässigbar. 14 % des gesamten Neuproduktumsatzes in Deutschland im Jahr 2008 und immerhin 12 % des Umsatzes mit Marktneuheiten wurde von Innovatoren ohne eigene FuE-Tätigkeit erzielt. Ihr Beitrag zur Prozessinnovationstätigkeit ist noch deutlich höher. So geht über ein Viertel der durch neue Verfahren erreichten Kostensenkungen auf Innovatoren ohne eigene FuE zurück. Im europäischen Vergleich ist der für Deutschland zu beobachtende Anteil der Innovatoren ohne eigene FuE gemessen an allen Innovatoren eher niedrig. In den skandinavischen Ländern, sowie in Frankreich, den Niederlanden und Belgien betreibt der überwiegende Teil der innovativen Unternehmen selbst FuE. Die insgesamt höchsten Anteile von Innovatoren ohne FuE finden sich in den mittel- und osteuropäischen Ländern.

This paper analyses the relationship between past innovation output, competition, and future innovation input in a dynamic econometric setting. We distinguish two dimensions of competition that correspond to the concepts of product substitutability and entry barriers due to fixed costs. Based on firm-level panel data for Germany and Switzerland we obtain consistent results for both countries. Innovation output in t-1 as measured by the sales share of innovative products is positively related to the degree of product obsolescence in t, and negatively to the degree of substitutability in t in both countries. The impact of environmental innovations on firm performance is ambiguous. On the one hand, regulatory-driven environmental innovation may impose additional costs to firms and lower their profits. On the other hand, eco-innovators could profit from lower uncertainty in innovation due to regulatory standards and demand-generating effects of regulation. In this paper we analyse (a) whether regulation-driven environmental innovation generate similar innovation success compared to other types of product and process innovation, and (b) whether regulation-driven environmental innovation increase or decrease firm success (as measured by return on sales). Using firm data from the German innovation survey, we find that both product and process innovations driven by environmental regulation generate similar success in terms of sales with new products and cost savings as other innovations do. However, we find different effects when looking on the field of environmental regulation that triggered innovations. Regulations in favour of sustainable mobility contribute to higher sales with market novelties while regulations in the field of water management lower this type of innovation success. With regard to a firm’s price-cost margin, new processes implemented in order to comply with environmental regulation requirements lower profitability, indicating higher costs for this type of innovation which cannot be passed on prices. Higher profit margins can be observed for firms with innovations triggered by regulations on recycling and waste management as well as on resource efficiency.

Energy and resource efficiency innovations (EREIs) are often seen as win-win opportunities for both the economic and the environmental performance of firms. It is thus worth asking how the innovation activities and performance of firms with regard to energy and resource efficiency look like: Do EREI firms follow distinct innovation strategies? Do EREIs spur or limit innovation success? And what are the particular features of EREI firms compared to conventional innovators? Using German innovation data, we find that EREIs are determined by a larger set of technology-push and market-pull factors. On the supply side, R&D budgets, research infrastructure and networking with other firms are important factors of influence, while on the demand side increased productivity and cost reductions are decisive, as well as improved product quality. On the other hand, EREIs are complex activities which also need regulatory incentives. Although EREIs are not more successful compared to conventional innovations, they contribute substantially to the economic success of firms.

Das Zentrum für Europäische Wirtschaftsforschung (ZEW) erhebt seit 1993 jährlich die Innovationsaktivitäten der deutschen Wirtschaft durch. Die Erhebungen finden im Auftrag des Bundesministeriums für Bildung und Forschung (BMBF) statt und sind als ein Panel konzipiert (Mannheimer Innovationspanels - MIP). Die Innovationserhebungen werden in Zusammenarbeit mit dem Fraunhofer Institut für System- und Innovationsforschung sowie dem Institut für angewandte Sozialwissenschaft (infas) durchgeführt. Die Innovationserhebungen im Rahmen des MIP sind gleichzeitig der deutsche Beitrag zu den Community Innovation Surveys (CIS) der Europäischen Kommission. In diesem Bericht werden ausgewählte Ergebnisse der Erhebung des Jahres 2008 präsentiert. Das MIP-Erhebungsdesign sieht vor, abwechselnd eine Kurz- und eine Langerhebung durchzuführen. Die Erhebung des Jahres 2008 war eine Kurzerhebung. Das bedeutet unter anderem, dass das Fragenspektrum vorrangig auf Fragen zu den Kernindikatoren des Innovationsverhaltens eingeschränkt wurde. Die Haupterhebungsergebnisse zu diesen Kernindikatoren wurden in Form eines Indikatorenberichts (vgl. Aschhoff et al., 2009) sowie in Form von 21 Branchenberichten veröffentlicht. Zusätzlich zu den Fragen, die die Kernindikatoren bilden, wurden in die Erhebung 2008 auch zwei Schwerpunktfragen aufgenommen. Erstens wurden die Innovationspartner von Unternehmen erfasst, d.h. den Unternehmen und Einrichtungen, mit denen im Rahmen von Innovationsprojekten zusammengearbeitet wird. Zweitens wurden verschiedene Aspekte des Schutzes von intellektuellem Eigentum im Zusammenhang mit Innovationsaktivitäten erhoben, nämlich die eingesetzten rechtlichen Schutzmaßnahmen, das Auftreten möglicher Schwierigkeiten in Innovationsprojekten aufgrund der Schutzrechtssituation, und die Beeinträchtigung verschiedener Arten von intellektuellem Eigentum der Unternehmen durch Dritte differenziert nach dem Vorliegen eines rechtlichen Schutzes und der regionalen Herkunft der Beeinträchtiger von intellektuellem Eigentum. Der vorliegende Bericht fasst zentrale deskriptive Ergebnisse zu diesen beiden Schwerpunktfragen zusammen und stellt einige methodische Aspekte der Innovationserhebung 2008 (Stichprobe, Rücklauf, Fragebogen) dar. Im Zentrum steht die Präsentation wesentlicher Muster zu Innovationspartnern und zum Schutz intellektuellen Eigentums nach Branchengruppen und Größenklassen. Analytische Untersuchungen zu diesen Fragestellungen sind künftigen Arbeiten vorbehalten.

Dieser Bericht präsentiert Ergebnisse zu zwei Schwerpunktfragen der Erhebung 2006 im Rahmen des Mannheimer Innovationspanels (MIP): - Internationalisierung von Innovationsaktivitäten in der deutschen Wirtschaft - Wissensgewinn und -verlust durch Mitarbeiterfluktuation. Die Internationalisierung von Innovationsaktivitäten wird für fünf Arten von Innovationsaktivitäten untersucht: Forschung und Entwicklung (FuE); Konstruktion, Design und konzeptionelle Arbeiten; Herstellung von Produktneuheiten; Investition in neue Verfahren; Verkauf neuer Produkte. Für Unternehmen, die in Deutschland Innovationsaktivitäten durchführen, wurde für jede der fünf Arten erfasst, ob, in welchem Umfang und an welchen Standorten hauptsächlich Innovationsaktivitäten im Ausland im Jahr 2005 stattfanden. Zusätzlich wurde erfragt, ob die Unternehmen eine Ausweitung oder Neuaufnahme solcher Aktivitäten im Ausland in den Jahren 2006 und 2007 geplant war. Fast ein Drittel der innovationsaktiven Unternehmen aus Deutschland sind auch im Ausland innovativ tätig. Während 14 % ausschließlich über den Verkauf von Produktneuheiten an ausländische Kunden international aktiv sind, betreiben 18 % auch vor Ort Innovationsprojekte im Ausland. Die häufigste Innovationstätigkeit vor Ort sind Arbeiten im Bereich Konstruktion/ Design/Konzeption sowie die Herstellung neuer Produkte. FuE und Investitionen in neue Verfahren finden seltener an Auslandsstandorten statt. Von allen Unternehmen mit FuEAktivitäten in Deutschland betreiben 13 % auch im Ausland FuE. Hauptstandorte sind die westeuropäischen Länder, rund ein Fünftel der Unternehmen mit Auslandsinnovationsaktivitäten ist in den Regionen Osteuropa, Nordamerika und Asien tätig. Für 2006 und 2007 planten 35 % der innovationsaktiven Unternehmen in Deutschland eine Ausweitung ihrer Innovationsaktivitäten im Ausland. Fast ein Fünftel sind Unternehmen, die zuvor nicht im Ausland innovativ tätig waren. Regionaler Schwerpunkt ist weiterhin Westeuropa, allerdings gewinnen Osteuropa und Asien - und hier vor allem China - an Bedeutung. Der Wissensgewinn und -verlust durch Mitarbeiterfluktuation wird für zwei Arten von wettbewerbsrelevantem Wissen erfasst: technologisches Wissen und Marktkenntnisse. Zwei Drittel aller Unternehmen in Deutschland gaben an, dass die Mitarbeiterfluktuation zum Wissensgewinn oder -verlust beiträgt. 48 % der Unternehmen berichten den Gewinn von technologischem Wissen aufgrund von Mitarbeiterzugängen, 51 % melden einen Gewinn von Marktkenntnissen und jeweils 45 % geben an, dass das Ausscheiden von Mitarbeitern zu einem Verlust an technologischem Wissen sowie an Marktkenntnissen geführt hat. Für größere Unternehmen, innovativ tätige Unternehmen und Unternehmen mit einer hohen Humankapitalausstattung spielt der Wissenstransfer über den Zu- und Abgang von Mitarbeitern eine größere Rolle.

This paper investigates the drivers and the effects of the internationalisation of innovation activities in SMEs based on a large data set of German firms covering the period 2002-2007. We look at different stages of the innovation process (R&D, design, production and sales of new products, and implementation of new processes) and explore the role of internal resources, home market competition and innovationrelated location advantages for an SME’s decision to engage in innovation activities abroad. By linking international innovation activities to firm growth in the home market we try to identify likely internationalisation effects at the firm level. The results show that export experience and experience in knowledge protection are highly important for international innovation activities of SMEs. Fierce home market competition turns out to be rather an obstacle than a driver. High innovation costs stimulate internationalisation of non-R&D innovation activities, and shortage of qualified labour expels production of new products. R&D activities abroad and exports of new products spur firm growth in the home market while there are no negative effects on home market growth from shifting production of new products abroad.

This paper analyses the role of creative industries in affecting an economy's innovation performance. We conducted a survey of more than 2,000 creative industry enterprises from Austria which are defined by a combination of sector affiliation and the degree of creativity of the services they offer. We show that the creative industries are among the most innovative sectors in the economy. They support innovation in a variety of other sectors through creative inputs, such as ideas for new products (i.e. innovation content), supplementary products and services (such as software) or marketing support for product innovations. What is more, they are also an important user of new technology and demand innovations from technology producers, particularly information and communication technologies. Own innovative activities are a key driver for supporting innovation. Creative industries are no homogenous sector, however. While software and advertising show the strongest links to industrial innovation, architecture and content providers contribute rather little to industrial innovation. A main barrier to fully utilising the innovative potential of this sector is the lack of time at the side of creative entrepreneurs which reflects the small average firm size and the high share of sole traders. Innovation policy in support of creative industries should thus design programmes that are suitable for micro firms.

Non-technological innovation is an important element of firms? innovation activities that both supplement and complement technological innovation, i.e. the introduction of new products and new processes. We analyse the spread of nontechnological innovation in firms, their relation to technological innovation, and their effects to firm performance and success with product and process innovation, using data from the German Community Innovation Survey conducted in 2005 (German CIS 4). Non-technological innovation is defined as the introduction of new organisational methods or the introduction of new marketing methods. We find that the determinants of a firm?s propensity to introduce technological and non-technological innovations are very similar and that both types are closely related. There are only small effects of non-technological innovation on a firm? profit margin, which contrasts the strong effects to be found from technological innovation. However, non-technological innovation spurs success with product and process innovation terms of sales with market novelties and cost reductions from new processes.

m Zusammenhang mit möglichen Innovationsbarrieren werden die Themen Innovationen durch Nachfrageimpulse (Lead Markt Deutschland), akademisches Humankapital als Innovationsbasis, die Rolle der staatlichen Regulierung, und die FuEAufwendungen durch die öffentliche Hand analysiert. Die Untersuchung der internationalen Standortmobilität erfolgt anhand der Bereiche Direktinvestitionsaktivitäten, Outsoucing im VerarbeitenGewerbe Deutschlands, die deutsche Position im internationalen FuE-Standortwettbewerb multinationaler Unternehmen und die Unternehmensbesteuerung als Standortfaktor. Diesen Untersuchungen vorangestellt wird eine Betrachtung der gegenwärtigen Außenhandelsstrukturen. Da sie die Erfolge der Unternehmen auf dem Weltmarkt widerspiegelt, ist eine Analyse der Außenhandelsstrukturen sehr gut geeignet den Status Quo der internationalen Wettbewerbsfähigkeit deutscher Unternehmen festzustellen. Diese Betrachtung bildet den Ausgangspunkt der Überlegungen zu Innovationsbarrieren und Standortwanderungen.
