The article analyzes the structure of institutional provision of the territorial organization of the economic management of Ukraine. The peculiarities of exercising their powers by territorial communities and regional authorities in the context of military aggression are allocated. The regulatory and legal provision for the activities of local self-government bodies under martial law is analyzed. The composition of the institutional provision of the territorial organization of the economic management of Ukraine is studied. The main problems faced by territorial communities in different regions after the russian full-scale invasion are identified. It is determined that during the period of hostilities, the majority of the population of the occupied and frontline regions were forced to temporarily change their place of residence both within the country or go abroad. During the period of hostilities, there was a significant decrease in the level of gross domestic product and sales of industrial products, which negatively affected the economic situation of the State. Such tendencies are explained by the temporary occupation of industrial regions and the destruction of industrial facilities. The activities of national and regional authorities in promoting economic development and social support of the population during active hostilities are studied. It is substantiated that for the full recovery of the destroyed territories, it is necessary to create appropriate conditions at the institutional level, which would contribute to ensuring transparency, openness, and effectiveness of the implemented measures. It is determined that the recovery measures are not being implemented in full due to the security situation in many areas. The main problem is a large amount of mined territory, which poses a threat to the lives of the population, so neither the housing stock nor industrial facilities can be restored in such areas until they are completely de-mined. The general directions of development of institutional provision for the territorial organization of the economic management in the conditions of post-war recovery of the country are allocated. It is substantiated that the attraction of international grants, support of international funds and programs for the development of small and medium-sized enterprises helps to develop such entrepreneurship in the western regions of the country, since internally displaced persons were able to open enterprises there, thereby assisting the region’s economy and providing the social component.

The article identifies problems and prospects of institutional provision for anti-crisis regulation of economic security of Ukraine. It is noted that the current level of economic security of Ukraine, complicated by the wartime, requires new approaches to institutional provision in terms of crisis management and regulation capable of solving the issue of reducing the level of corruption and shadowing the economy, which will significantly affect the implementation of our country’s intention to become a member of the European Union. It is noted that institutional provision for anti-crisis regulation of economic security of the country is considered as a complex and integrated system of socioeconomic development and provides for the implementation of appropriate measures (organizational, economic, technological, preventive, controlling, and protective), which are taken to neutralize the negative impact on the economic security of the State. It is determined that one of the main conditions for building an effective system of institutional provision for anti-crisis regulation of economic security of the country is the introduction of regular monitoring of the implementation of previously adopted decisions, formation of a dynamic information structure of institutional regulation of the national economy and elimination of existing administrative barriers and restrictions. It is concluded that one of the important conditions for the formation of an efficient system of institutional provision for anti-crisis regulation of economic security of Ukraine is the use of modern management technologies in combination with the development of the institutional environment, which covers a set of important institutions, formal and informal institutions and institutional changes aimed at improving the qualitative characteristics of formal and informal institutions that already exist in the field of anti-crisis regulation of economic security. A system of institutional provision for anti-crisis regulation of economic security of the country has been proposed, which provides for the complexity of solving problems at all levels of management, optimization of anti-crisis measures and equalization of conditions for economic management and human life, which, in turn, will allow solving the issue of creating conditions for development of both business and social sphere.

The article explains the essence of institutional provision and characterizes the main aspects of regulation of the world financial architecture. It is defined that no other element of financial architecture has such powerful financial resources to realize the goal of financial stability and to assist developing countries, as well as countries with transition economies. The main directions of implementation of strategic goals for regulation of financial architecture are considered. The authors justify the need to timely improve the institutional provision for the process of regulating international financial relations in the context of increasing financial stability in the global economic environment and as an appropriate reflection on the conditions of transformational uncertainty and strategic imperatives of the development of the world financial architecture. The conceptual scheme of institutional provision for regulation of world financial architecture is presented and characterized. A new world financial architecture is proposed and its main advantages are analyzed. The need for algorithmic transformation of the liberal model of world financial architecture to a clearer regulation both the State-based and the superior one fulfilled on the grounds of regionalization is argued. It is concluded that the main factors of negative impact of global disparities on the world economy are as follows: imperfection of the financial mechanism, aggravation of a totality of contradictions between financial and real sectors of the economy, between national and international structures in the direction of implementation of the strategic State goals and strengthening of regionalism.

The article explores the issue of institutional provision for the employment of unmanned passenger aerial vehicles with electric propulsion (urban electric aerial vehicles) in Ukraine. The use of such vehicles is considered a promising direction in the development of urban air transport, able to unload traffic bottlenecks of the transport system in megacities. Among the main factors that favorably distinguish urban electric aerial vehicles from traditional air transport are: safety, economic efficiency, quietness, environmental friendliness and low requirements for related infrastructure. Preparations for large-scale use of urban electric aerial vehicles are currently being carried out in Germany, the USA, South Korea and the city of Dubai. The analysis of the advantages and possibilities of using urban electric aerial vehicles is provided; the history of development and the current status of this transport type is carried out. Despite the fact that the first samples of urban electric aerial vehicles are only being tested, there is already a significant competition in this market. Among the main developers of this class of aircraft one can single out the companies EHang (PRC) and Lilium GmbH (Germany). The article reviewes legislative requirements for the use of unmanned aerial vehicles with electric propulsion in certain countries of the world. Borrowing this experience can be useful for Ukraine due to the lack of terminological definition of such a class of vehicle in the natonal legislation; uncertainty of the conditions of their operation and safety measures; lacunas in the existing classification of unmanned aerial vehicles, which does not provide for the existence of programmable aerial vehicle, the control of which does not require a special control station located outside the vehicle, or vehicles that carry out programmable flight. In order to eliminate existing lacunas in Ukrainian legislation, measures have been developed, the implementation of which will allow the use of unmanned passenger aerial vehicles with electric propulsion and will contribute to the further development of air transport in Ukraine.

The article is aimed at researching the institutional provision of the development of organic agricultural production in Ukraine. The article displays the relevance of organic production for today. The modern scientists, who have explored some aspects of the institutional development of organic production in our country, are mentioned. Explanations for the categories of «organic production» and «organic agriculture» are provided. The main laws governing organic production in our country are analyzed in dynamics. In addition, a number of other regulations that contribute to the development of organic agricultural production, as well as drafts of orders and regulations, are considered. Explanations for categories such as «certification authority» and «foreign certification authority» are provided. The list of international accredited organic certification bodies, which fulfill certification services in our country, is presented. The main indicators of organic production of Ukraine and other countries, as well as the volume of organic fruit and vegetable products grown in 2018, are analyzed. The place of Ukraine among other countries-leaders of the world according to the area of organic land is specified. Also presented are the indicators of different countries, such as the percentage of organic land in the total amount of agricultural land, the number of organic producers, and the amount of retail sales in 2018. The volumes of organic growing of fruit and vegetable products in the regions of Ukraine are provided. It is also displayed how much organic cultivation of berry crops takes up in the general volumes. It is specified which regions are the leaders in organic growing of fruit and vegetable products, and in which regions organic berry crops are not grown. Measures to improve the institutional provision of the development of organic agricultural production are proposed.

The article is aimed at scientific substantiation of the institutional aspects of the State regulation of the development of Ukraine’s digital economy, on the basis of which the necessary conditions for the functioning of basic and derivative institutions of digitalization are created, with the full-fledged implementation of their functions and objectives. It is determined that the elemts of the institutional support of the State regulation of development of the digital economy sector in Ukraine are the institutional-legal basis, institutional-organizational platform, institutional-infrastructure provision, institutional-economic bloc and institutional-psychological environment. In order to form a sufficient institutional-legal basis, a number of instruments must be implemented, including the legislative framework for operation of digital economy, and the arrangement of functioning of the main institutions of the digital economy, removing legal restrictions for the development and spread of principles of the digital economy in business and new industries, providing a special legal regime for the economic entities with a high level of informatization and openness to cooperation in the digital economy. Implementation of instruments such as the formation of institutional provision of public policy planning, the development of the sector of digitalization of the economy, the establishment of institutions of coordination of the parties interested in the development of digital economy, the introduction of the institute of monitoring and efficiency of the State policy of development of the digital economy will allow to build a sufficient institutional-organizational platform for digitalization in Ukraine. The development of institutional-infrastructure provision for the digitalization of the national economy will be facilitated by: creation of digital platforms of business, the State and the public, the formation of unified digital cloud platforms, development of the institutional research and development environment in the digital economy, building up the information infrastructure. Within the framework of the institutional-economic bloc of the State regulation in the sphere under consideration, a number of public-private partnership programs should be implemented, the infrastructure to support high-tech start-ups should be developed and investment with a focus on the ICT sector projects, to form the methodical centers of the system of intellectual-personnel provision to meet the needs of the development of digital economy. The formation of a high-quality institutional-psychological environment is necessary to popularize the idea of digitalization of Ukraine’s economy among business and the public. This will be facilitated by a unified digital environment of trust, the development of an intellectual property security and protection infrastructure, and the promotion of benefits and opportunities of the digitalization for the economy and society.

The article defines directions and develops a system of institutional provision for the economic development of regions. It is determined that in order to ensure an efficient economic development of a region and to overcome existing imbalances are necessary: the State regulation; legitimacy; regional initiative and regional implementation; specific targeted nature of the measures being developed; systematic approach, taking into account all types and methods of the State provision for a particular region; responsibility and control; focus on the program-targeted methods of solving problems in the context of transformational public relations. It is specified that the task of the State policy at the regional level is a weighted governance related to both the direct administration of regional processes and the implementation of regulatory impact, with the determination of boundaries and selection of softer methods to intrude in a certain area of functioning of the territory. In this context, the first priority is to uphold the principle of subsidiarity, implement government regulation through the adoption and implementation of legislative acts, and stimulate regional development through the State financing provided that internal resources are used with as much as possible expediency. It is noted that the system of institutional provision for economic development of regions (EDR) provides for the comprehensive development of all regions of the country, optimization of the deployment of productive forces across the country, and the leveling of conditions of economic management and human living. The existence of an institutionally developed regional economic system will accelerate the growth of the country’s economy. It is concluded that presence of problems in the economic development of region requires an improvement of the State policy in the sphere of regional development, its respective legal, organizational, economic mechanisms on the basis of institutional provision that will enable a long-term strategy for regional economic development.

The urgency of the research on the institutional provision of water transport in Ukraine is confirmed by the program documents of the Government: the draft National Transport Strategy of Ukraine for the period up to 2030; Association Agreement between Ukraine and the EU; Ukraine 2020 Sustainable Development Strategy. The purpose of the article is to determine the main provisions for improving the methodology of institutional provision of water transport on the basis of international experience in the context of globalization and integration processes. As a result of the research the following provisions are formulated: - formalization of aspects of port studies (space, time, socio-economic, functional, institutional, organizational level); - definition of ports as clusters of rules, norms and behavior patterns as opposed to researching them as infrastructure objects and nodes of retail networks; - expediency of researches of institutionalization of relations between "actors" that interact with water transport; - representation of the port as a technological and economic point of contacts and contracts; - the need to "measure" the influence of stakeholders on the functioning and performance of the port; - сonsideration of competition of ports from the point of view of construction of target chain systems (supply chains); - taking into account institutional changes in the port industry through the emergence of multinational corporations, multinational global terminal operators; - research of ports as part of the ecological system; - formulation of port administration functions: landlord function, regulator, operator and manager responsible for the entire port cluster; - consideration of ports as market firms, taking into account the inter-functional integration of their business processes in a chain of values.

The article is aimed at suggesting directions of formation of institutional support for introduction of the innovative financial-economic instrument of the internal carbon market (ICM) of the sector of agricultural land use and highlighting aspects of development of its legislative provision. The relevance of the suggested instrument is underlined by the necessity for Ukraine to fulfill the obligations under the Framework Convention on Climate Change of the UN, the Kyoto Protocol, the Paris Agreement, which are aimed at counteracting climate changes and adapting to their consequences. Through the use of the method of statistical analysis together with the analysis of dynamics of land-use categories in terms of farmlands, it has been proved that existing approaches to agricultural land use have a negative impact on the level of agri-ecological and food security of the State, lead to the loss of fertility and contribute to the increase of carbon emissions from the reservoir of mineral soils. The proposed approach forms the bases of further scientific and methodological developments for elaboration of the theoretical, normative-legislative, organizational and economic directions of development of the ICM of the sector of land use. The aspects of further improvement of legislation and of positive influence of ICM on the associated economic sectors are displayed.

The aim of the article. The object of the article is to create economic and organizational institutional grounds of the environmental management. The results of the analysis. The system of the environmental management is the system of subjects’ actions (international, state, regional, local bodies, organization management apparatus) concerning objects (state and regional policy, enterprise policy, producing processes and processes of production consuming) to use natural resources with purpose to rationalize and to optimize their use. As the activity, connected with natural resources using, is the reason of pollution, the control of the processes is connected with concept “environmental protection management”. Together these two interconnected spheres of the managerial activity form the essence of the concept “environmental management”. The system of the environmental management possesses the following peculiarities: it is open and simultaneously able to control environment impact; establishes and transforms its exist targets concerning changes in the systems of higher level; forms its own development mechanisms based on choice of evolutionary directions taking into account self-protection and homeostatic principles. Authors suggest to observe organizational and economic mechanism of the environmental management as a system of organizational, economic, legislative and regulative acts, methods and instruments, which influence the ecological and economic system development level with purpose to achieve expected social ecological and economic results on state, regional and local levels. Therefore regional environmental management is subjected to the state control, because social and state institutes have regulative and stimulating impact on the country regions. Environmental management is subjected to the regional control on the level of the separate economy subject. At the same time the back action is observed between mentioned levels by means of information. The environmental management system foresees to use several instruments (their actions is based on the positive and forced motivation of the ecological and economic activity subjects), which are generalized through methods and tools (organizational – are neutral by motivational impact; administrative – are methods of the forced motivation; economic and social and psychological – are methods of the positive motivation) of the ecological security on the marketing grounds. Conclusions and directions of futher researches. To achieve qualitatively new environmental management level depends on development of its institutional provision system, which is reveled through correspondent organizational and economic mechanism activity. Organizational and economic mechanism of the environmental management is the multilevel hierarchic system. The action of the mentioned mechanism upper level is defined through state regulation and stimulation mechanisms. These mechanisms are external concerning meso- and micro-levels, and in some degree regulate market mechanisms actions. At the same time there is feedback between mentioned levels. That’s why their elements (mechanisms) in the partial planning, organization, price setting and stimulation are faced and crossed, mutually completing each other. Thus, deepen conceptual approaches concerning environmental management, made by authors, will allow to investigate innovative model of the national economy development taking into account the environmental management system institutional potential in further researches.

The article identifies and justifies the essence of institutional provision of the industrial complex development. It systemises and justifies main institutes of industrial complex of Ukraine. It marks a necessity of improvement of institutional structures, which influence activity and development of the industrial complex, that should go along the way of use of both market mechanisms and state regulation of functioning of links of the national innovation system. The article identifies main directions of organisational and institutional transformations in the industrial complex of Ukraine. It justifies expediency of shifting the focus of structural transformations in industry to the regional level and develops proposals with respect to distribution of authorities of state and regional bodies of authorities for the conduct of these reforms.

The goal of the article lies in detection of regularities in changing the structure of the world economic environment as a consequence of transformation of links between national economies, regional formations and supranational structures. Analysing, systemising and generalising scientific works of many scientists, the article considers a conceptual vision of transformational conversions in managing national economy under conditions of increased global imbalances. The article proves that strengthening of complementarity of national and global issues could be successful only under conditions of accounting of specific features of making international contacts under conditions of post-bipolar system of relations when developing development strategies, since influence of its structural factors upon the course of relations between the states is determining. The prospect of further studies in this direction is the search for empirical connection between individual parameters of the quality of institutional provision and development of national economies.Цель статьи состоит в выявлении закономерностей в изменении структуры мировой экономической среды как следствия трансформации связей между национальными экономиками, региональными образованиями и наднациональными структурами. Анализируя, систематизируя и обобщая научные труды многих ученых, было рассмотрено концептуальное видение трансформационных преобразований в управлении национальной экономикой в условиях нарастания глобальных дисбалансов. Обосновано, что усиление комплементарности национального и глобального может быть успешным только при условии учета особенностей протекания международных контактов в условиях постбиполярной системы отношений при разработке стратегий развития, поскольку влияние ее структурных факторов на ход отношений между государствами является определяющим. Перспективой дальнейших исследований в данном направлении является поиск эмпирической связи между отдельными параметрами качества институционального обеспечения и развитием национальных экономик.
