Israel's Land Forces commander warned in 2006 that it was time to prepare for a new kind of warfare that relied less on heavy armor and more on smaller, highly specialized infantry supported by massive airpower and standoff attacks just weeks before Israel launched its war against Lebanon-based Hizbollah. Participants in prewar meetings at the Israel Manufacturers' Association and the Armored Corps Foundation stated that they were to told to prepare for an eventual phase-out of the Merkava tank production line.

Israel is planning to launch a newly developed high-altitude long-endurance unmanned combat aerial vehicle, Eitan. The Eitan, capable of carrying a maximum payload of 1,800 kg with an operational endurance of 50 hours would provide the Israel Air Force with long-range capabilities to deal with distant threats.

Plans by Italy and Israel to launch their first joint military development program, a high-powered, multifunction jamming pod, are progressing, as NATO's efforts to develop a similar system appear to be faltering. Each government hopes to allocate between US$60 million and US$70 million to develop a jammer to protect fighters, transports, and other aircraft.
