This letter is a call to the Spanish scientific authorities to abandon current research evaluation policies, which are based on an excessive and indiscriminate use of bibliometric indicators for nearly all areas of scientific activity. This narrow evaluation focus is especially applied to assess the individual performance of researchers. To this end, we first describe the contexts in which the journal impact factor (JIF) and other bibliometric indicators are being used. We then consider the toxic effects of this abuse of indicators. Finally, we outline some significant transformations and initiatives being introduced in various academic fields and regions of the world. These international initiatives offer alternatives to bibliometrics that can improve evaluation processes, and we urge political leaders in Spain to adopt and develop them. [ABSTRACT FROM AUTHOR]

The paradigm of open science in a modern academic society includes changes in the entire scientific research process, from the open access to data and open reviews, to access to scientific papers. Due to the fact that it is necessary to change the evaluation of scientific research, and that the scientific metrics is often abused or misinterpreted, especially the Journal Impact Factor, several declarations were launched on a global level in order to take the common stance of all participants in the evaluation of scientific results. One of the first declarations, DORA (Declaration on Research Assessment), was constituted more than five years ago. Every year, the number of institutions and individuals joining/signing the Declaration is rising, and the tendency of relieving the science from the burden of commercial publishers and becoming truly open makes it more actual. Para ello, describimos en primer lugar los usos y contextos en los que se está empleando el Journal Impact Factor (JIF) y otros indicadores bibliométricos. Después repasamos los efectos tóxicos que este abusivo empleo de indicadores está generando. Finalmente, describimos algunas transformaciones e iniciativas significativas que se están introduciendo en varios campos académicos y regiones del mundo. Estas iniciativas internacionales ofrecen alternativas a la bibliometría que pueden mejorar los procesos de evaluación. Instamos a los líderes políticos en España a adoptarlas y desarrollarlas.

This umpteenth statement, although doubtlessly brilliant, arrives late and badly, since it not only insists on a strategy that has not worked but also avoids building the consensus that is necessary in the Spanish-speaking bibliometric community, a community that may not be mustered in this way to the extent that it remains far from a unanimous position. There will be conflicting interests, academic debate, and various publications, but action must finally occur via powerful lobbies, direct interviews with those responsible, and alternative, practical approaches. This letter, beyond its correct evaluations, does not propose real or viable scenarios, and not even short- or medium-term transitions, much less strategies that would be sustainable over time. This talk is a Keynote Address delivered to the 9th Conference on Open Access Scholarly Publishing held in Lisbon, Portugal on 20-21 September 2017 https://oaspa.org/conference/coasp-2017-program/ The Twitter hashtag for the conference is #COASP9, The academic reward structure focuses heavily on the publication of novel results in high impact journals. This talk considers the problems this narrow focus is creating in research and its dissemination and how these activities go against some of the basic tenets of science itself. It suggests that Open Research offers a way to improve the veracity of scientific claims and then looks at some of the recent examples of a move away from the status quo over the past 18 months.
