This article analyses the role of social protection programmes in contributing to people's resilience to climate risks. Drawing from desk-based and empirical studies in Ethiopia, Kenya and Uganda, it finds that social transfers make a strong contribution to the capacity of individuals and households to absorb the negative impacts of climate-related shocks and stresses. They do so through the provision of reliable, national social safety net systems-even when these are not specifically designed to address climate risks. Social protection can also increase the anticipatory capacity of national disaster response systems through scalability mechanisms, or pre-emptively through linkages to early action and early warning mechanisms. Critical knowledge gaps remain in terms of programmes' contributions to the adaptive capacity required for long-term resilience. The findings offer insights beyond social protection on the importance of robust, national administrative systems as a key foundation to support people's resilience to climate risks.

The mean concentrations of Zn, Cu, Cd, Cr and Fe in mosses around Webuye Pan Paper factory were found to be significantly higher than in controls taken from Kakamega, indicating atmospheric contribution from the anthropogenic activities within the factory, shown within a radius of 1 km around the factory. The mean concentrations (μg/g dry weight) in the mosses ranged from 60.9-124.5, 22.6-34.2, 13.3-14.7, 20.1-33.3 and 1,822.4-2,079.2, respectively. The mean concentrations of Pb in mosses sampled from the eastern and western side of the factory were also significantly higher than in controls. The mean concentrations of Zn, Cu, Cd, Cr, Pb and Fe in topsoil samples ranged from 7 (Pb)-2,310 (Fe) mg/kg dry wt, depending on sample means based on site direction, distance from the factory and season. There was no clear variation in metal concentrations in mosses and topsoils with direction from the factory which was consistent with the observed fluctuations in wind direction which changed from south-west in the mornings to north and south-west in the afternoons during sampling.

A study was undertaken to remove colour from a kraft mill's treated effluent in Kenya and determine the suitability of phosphate rock to replace wood ash during the electrochemical process. The electrochemical method alone, electrochemical combined with alum (ELCAL), wood ash leachate (ELCAS) and phosphate rock (ELPHOS) solutions at a rate of 165 to 1,000 g/m3 were tested. Effluent characteristics were determined after complete removal of colour. Same reduction rates of TS (85%) and TSS (89%) were recorded by ELCAS and ELPHOS. However, ELPHOS removed more COD (86 to 91%) and more BOD (85 to 92%) than ELCAS. Furthermore, the pH of ELPHOS treated solution was 9.3, within the Kenya Local Government's allowable limit. Power reduction with ELCAS and ELPHOS varied between 53 to 73% and 49 to 69% respectively but the difference was not statistically significant. Overnight aeration further improved the quality of ELCAS and ELPHOS treated effluent, reducing BOD and COD values to 0 mg/l. ELPHOS cost ($0.29/m3) was nevertheless three times higher than that of ELCAS ($0.10/m3), mainly because of free wood ash. ELPHOS did not also increase effluent phosphorus. It was therefore recommended that various ways be explored in making ELPHOS more economical to replace ELCAS.

Two streams of wastewater from the Kraft Pulp and Paper Mills at Webuye are released from the pulping, bleaching and paper pressing departments. One stream is made up of clear wastewater and the second is made up of turbid wastewater. The wastewaters from the mills are treated using oxidation ponds, after which the treated wastewater is discharged into the River Nzoia. The wastewater was analysed for Cd, Cr, Cu, Ni, Pb, Zn, Ca, K, Mg and Na. The results are that the concentrations of Ca and Na significantly increased in the treated wastewater. The concentrations of Cd, Pb, Zn, K and Mg also increased in the treated wastewater, though not significantly. The concentrations of Cr, Cu and Ni decreased in the treated wastewater but not significantly. Mass loadings of the metals discharged into River Nzoia were calculated. It was found that the mean mass loading of two metals (Ca and Na) significantly increased in the treated wastewater. Five metals (Cd, Pb, Zn, K and Mg) increased in the treated wastewater although not significantly. Three metals (Cr, Cu and Ni) decreased in the treated wastewater but the decrease was not significant. The concentrations of Cd, Cu, Ni, Pb and Zn were all above the limits set by EC for drinking water. These findings pose serious questions of the effectiveness of oxidation ponds system to safeguard the receptor against pollutants from the pulp and paper industry at Webuye.

Objectives: Immunoglobulin A dominates mucosal surfaces and is a biomarker of interest in populations with a high disease burden. The objectives of this work are to describe an ELISA for IgA and test the stability of storage on filter paper for human milk and saliva collection to be used in remote field locations. Methods: A two-site sandwich ELISA for IgA was developed. To test filter paper storage capabilities under field conditions, 248 matched whole and dried human milk filter paper samples and 251 matched whole and dried saliva samples were collected from northern Kenyan women. Whole samples were frozen in liquid nitrogen while dried samples were stored at ambient temperature for up to 8 weeks. Recovered dried IgA levels were compared to whole IgA levels and adjusted for time stored at ambient temperature. Results: The lower limit of quantification for this assay is 10.1 ng/ml. Linearity of dilution for human milk and saliva samples was excellent. High and low-control coefficient of variation values across plates were 9.1 (341.8 ng/ml) and 9.4% (132.5 ng/ml). IgA was detected in all whole and dried samples. There is a moderate concordance between dried and whole samples (R2 = 0.62). There is a small but significant effect of time stored, with a loss of ∼1 μg/ml per day (P = 0.0052). Conclusions: This IgA assay is a cost-effective alternative to commercial secretory IgA kits. Objectives: There is little information on the characteristics of persisting impairments associated with severe forms of falciparum malaria. Previous work has suggested the existence of a group of children with particularly poor performance on neurocognitive assessments in the context of average group performance. The aim of this study was to provide a detailed characterisation of impairments in this subgroup. Methods: Three groups of children were recruited: children admitted up to nine years earlier with cerebral malaria (CM) (n = 152), malaria and complicated seizures (M/S) (n = 156), or those unexposed to either condition (n = 179). Each child underwent a series of developmental assessments. Standard definitions were used to classify impairment. Results: Twenty four percent of the CM and M/S groups had at least one impairment in the major domains assessed in the study, compared with 10% of the unexposed group. CM was associated with a higher proportion of multiple impairments and an increased risk of mortality in the first year after recovery in those identified with impairments on discharge. Conclusions: After severe malaria, some children have neurocognitive impairments that are evident as long as nine years later. Impairments may become more evident as children progress and face more complex cognitive and linguistic demands, socially and educationally. The child’s neurological status at discharge was not a good predictor of later neurocognitive impairment. This highlights the importance of follow up for children with severe malaria and the involvement of therapists and educators in the provision of services for this population.

The potential of four aquatic macrophytes for treatment of wastewater in constructed wetlands was investigated in bucket mesocosms at Pan African Paper Mills (E.A) Limited. The buckets were operated as semi-continuous batch reactors with reversed vertical flow for a period of 3 months. Four treatments were applied involving two hydraulic retention times (HRT) and two wastewater concentrations. Plants appear healthier and greener in treatments at HRT5 than at HRT10. Cyperus immensus and Typha domingensis had higher biomass gain compared to the other two species. Plant nitrogen and phosphorus content, based on dry weight, was lower at the end of the experiment than at the beginning in all treatments for all species The removal efficiency achieved for COD ranged from 10 to 55% for planted buckets at HRT5 and 15 to 65% at HRT10 for similar buckets. The mean percentage COD removal in unplanted buckets was significantly lower than in planted ones. TSS removal efficiency ranged from 44-86%. Buckets planted with Typha exhibited the highest removal efficiency in all treatments. Those at HRT5 showed significantly higher removal efficiencies than those at HRT10 for all species. The results indicate that the plants are suitable for use in constructed wetlands for treatment of the wastewater provided the appropriate treatment is applied.
