Resumo O trabalho objetivou, por meio de estudo de caso, verificar o efeito produzido pelos Planos de Cargos, Carreira e Remuneração (PCCR), implantados no município de Campo Grande, no período de 1996 a 2016, em termos de remuneração salarial para um professor, ao longo de 20 anos de carreira. O exame do movimento da remuneração do professor foi feito pela análise dos seus holerites, cotejados aos PCCR e ao salário mínimo. Constatou-se que houve um efeito positivo na remuneração do professor com a obrigatoriedade dos PCCR municipais e que a titulação e o tempo de trabalho foram importantes no contexto de valorização. Permaneceu, contudo, em devir histórico no município, o pagamento integral do PSPN (Piso Salarial Profissional Nacional), que também deveria estar garantido por intermédio do PCCR. Abstract The objective of the paper was, by means of a case study, to check the effect produced by the Work Position, Career and Remuneration Plans (Planos de Cargos, Carreira e Remuneração, PCCR) implemented in the municipality of Campo Grande from 1996 to 2016, regarding the remuneration paid to a teacher during 20 years of work. The change in teacher’s remuneration was obtained with the analysis of their pay slips, in relation to the PCCR and the minimum wage. There was a positive effect on the teacher’s remuneration, due to the obligation of the municipal PCCR. Their diplomas and years of work were important in terms of valuing the teacher’s activity. However, the integral remuneration of the PSPN (National Professional Salary Floor), which should also be ensured by means of the PCCR, is yet to be accomplished in that municipality. Resumen El trabajo se propone, por medio del estudio de caso, verificar el efecto producido por los Planes de Cargos, Carrera y Remuneración (PCCR) implementados en la ciudad de Campo Grande en el período de 1996 a 2016, en términos de remuneración salarial para un profesor, en el transcurso de 20 años de carrera. El examen del movimiento de la remuneración del profesor fue realizado mediante el análisis de sus recibos de sueldo, en comparación con el PCCR y el sueldo mínimo. Se constató que hubo un efecto positivo en la remuneración del profesor con la obligatoriedad de los PCCR municipales y que la titulación, así como el tiempo de trabajo fueron importantes en el contexto de la valorización profesional. Permaneció, entretanto, la promesa histórica en el municipio, del pago integral del PSPN (Piso salarial profesional nacional), que también debería estar garantizado por intermedio del PCCR.

Resumo O trabalho tem como objetivo verificar a remuneração de professores da educação básica nos setores público e privado do município de Campo Grande, capital do estado de Mato Grosso do Sul, no período de 2006 a 2014. Trabalhou-se, em caráter exploratório, com a Relação Anual de Informações Sociais (RAIS), a legislação educacional de âmbitos federal e municipal, e a literatura da área. Pontua-se que o período em questão foi entremeado pela aprovação da lei federal n. 11.738/2008 e da lei municipal n. 5.189/2013. A primeira instituiu o Piso Salarial Profissional Nacional (PSPN) em solo nacional; a segunda aprovou o PSPN municipal para a jornada de trabalho docente de vinte horas. Observou-se que os professores de educação básica formados em nível médio obtiveram maiores remunerações nas instituições privadas de ensino do que na rede pública municipal. Quanto aos professores de educação básica formados em nível superior, constatou-se que a maioria atuou na rede pública municipal de ensino e apresentou remunerações substancialmente superiores às praticadas pela iniciativa privada. Também evidenciou-se que, apesar da aprovação da lei do PSPN em interseção municipal, tal lei ainda não foi implantada de fato, situação que exigirá esforços importantes do município e da força de trabalho docente com vistas à garantia de condições materiais de existência. Abstract The present work aims to examine the remuneration of basic education teachers in the public and private sectors in the municipality of Campo Grande, the capital of the state of Mato Grosso do Sul, Brazil. We conducted an exploratory study using the Annual Report on Social Information (RAIS), educational legislation at the federal and municipal levels, and the literature in the area. We note that the period in question was marked by the enactment of the federal law n.11,737/2008 and municipal law n.5,189/2013. The former instituted the National Minimum Wage (PSPN) for the whole country; the latter established the municipal PSPN for teachers’ 20-hour work week. We found that basic education teachers with a secondary education degree obtained higher remuneration rates in private education institutions than in the public municipal system. As for basic education teachers with a higher education degree, most of them were found to be working in the public municipal system, and showed substantially higher remuneration rates than the ones practiced in the private sector. We also found that, although the PSPN law was enacted at municipal level, it still has not been actually implemented. This, in turn, will require important efforts by the municipality and the teaching workforce in order to ensure material conditions of existence.

Verifica-se, por meio de instrumentos jurídico-legais, a valorização dos profissionais da educação básica diante da implantação do Fundeb e do Piso Salarial Profissional Nacional (PSPN) no contexto das relações federativas brasileiras. Procedeu-se à pesquisa documental e revisou-se a literatura concernente. Constata-se que, no âmbito das relações federativas brasileiras, as políticas educacionais poderiam contribuir para o desenho da coordenação federativa, à medida que tais políticas poderiam expressar, por um lado, indícios de colaboração federativa no que tange à redução das desigualdades sociais. Por outro lado, o exercício do poder local ainda se apresenta, muitas vezes, como empecilho à coordenação federativa por meio da política educacional, o que determinaria o forte poder indutor da União frente, entre outras situações, à implantação do PSPN. By means of legal instruments, the value attributed to (or the appreciation of) basic education professionals is analyzed in face of the implementation of the Fundeb and the National Professional Wage Floor (NPWF) within the context of Brazilian federative relations. The research was based on documents and the relevant literature. Within Brazilian federative relations, the educational policies could contribute to the design of the federal coordination as such policies could express, on the one hand, signs of federal collaboration regarding the reduction of social inequalities. On the other hand, the exercise of local power still represents a hindrance to federal coordination due to the educational policy, which would determine the strong inductor power of the Union, among other situations, regarding the deployment of the NPWF. On constate à travers les instruments juridiques et légaux, la valorisation des professionnels de l'éducation de base en face à l'implantation du Fundeb et du Piso Salarial Profissional Nacional (PSPN) dans le contexte des relations fédératives brésiliennes. On a utilisé la recherche documentaire et la littérature concernante. On constate que dans le cadre des relations fédératives brésiliennes, les politiques scolaires pourraient contribuer à la conception de la coordination fédérative, au fur et à mesure que telles politiques pourraient exprimer, d'une part, des indices de collaboration fédératives en ce qui concerne la réduction des inégalités sociales. D'autre part, l'exercice du pouvoir local souvent apparaît comme un obstacle à la coordination fédérative à travers la politique scolaire, ce qui permettrait de déterminer le fort pouvoir inducteur de l'État-nation face, entre autres situations, à l'implantation du PSPN.

Apresentam-se resultados de pesquisa utilizando como fonte o banco de dados Relação Anual de Informações Sociais (RAIS), do Ministério do Trabalho e Emprego. O objetivo é verificar informações sobre remuneração de professores de ensino médio nas capitais brasileiras e, ao mesmo tempo, refletir sobre o potencial dessa base de dados para a análise. A opção por um recorte analítico relativo a professores de ensino médio deve-se à constatação de que, para o período compreendido entre 1996 e 2008, os dados sobre tais empregos estavam mais bem informados na RAIS, embora ela apresente certa irregularidade nas informações sobre o setor público. O período histórico selecionado deve-se à hipótese de que a política de fundos vigente entre 1998 e 2006, que priorizou o ensino fundamental, poderia ter efeito negativo na remuneração de professores de ensino médio. Para analisar as médias de remuneração, utilizaram-se o salário mínimo e o Índice de Preços ao Consumidor (IPC) como indexadores que permitem comparação do poder aquisitivo no período. Este estudo exploratório parece confirmar uma relação negativa, esperada, entre a priorização do ensino fundamental via políticas de fundos e a remuneração dos professores de ensino médio; além disso, evidencia o afastamento entre a valorização do salário mínimo nacional e a política de valorização do magistério, e, finalmente, expõe fragilidades da RAIS para o trabalho com os dados de remuneração do setor público de forma desagregada. Todavia, a coincidência entre os resultados deste trabalho e de estudos que se debruçaram sobre outras bases de dados indica a pertinência da continuidade das análises.The text presents results of a research using as its source the Annual List of Social Information - Relação Anual de Informações Sociais (RAIS) database of the Ministry of Labor and Employment. The objective is to investigate information about paying levels of secondary education teachers working in Brazilian state capitals and, at the same time, to reflect about the potential of this database for the analysis. The choice for an analytical approach related to secondary school teachers is due to the observation that, for the period between 1996 and 2008, the data about these jobs were better informed in the RAIS, despite the fact that its information about the public sector is somewhat irregular. The historical period selected is related to the hypothesis that the funding policy active between 1998 and 2006, which gave priority to fundamental education, could have had a negative effect upon the paying levels of secondary education teachers. In order to analyze the average paying levels, the minimum salary and the Index of Prices to the Consumer (IPC) were used as indexes for comparing purchasing powers during the period. This exploratory study seems to confirm a negative relation, which was expected, between the priority given to fundamental education via funding policies and the paying levels of secondary education teachers. Additionally, it reveals the gap between the valuation of the national minimum salary and the valuation policy of the teaching profession; and, finally, it exposes weak points of the RAIS as a tool to work with data about paying levels of the public sector in a separate way. Nevertheless, the convergence between the results of the present work and studies that looked into other databases indicates the pertinence of continuing these analyses.

Os avanços brasileiros na efetivação do direito público subjetivo à educação têm sido obtidos num contexto de aumento da participação municipal. Mas, os desafios ainda são complexos, sendo que a educação municipal, múltipla e díspar, tem responsabilidades crescentes na extensão da obrigatoriedade escolar. Assim, o texto traz uma análise de como seis municípios sul-mato-grossenses têm se organizado para efetivar o direito à educação, privilegiando a dimensão legislativa e a administração. Utiliza como fontes documentos, informações obtidas junto a Secretarias e Conselhos Municipais de Educação por meio de questionários, índices e indicadores disponibilizados na Internet por órgãos especializados. Os dados mostraram ser escassa a contribuição legislativa municipal para o estabelecimento de políticas locais pró-efetivação do direito à educação, e ainda, para sinalizar a gestão que se mostrou fragmentária, com baixo grau de inventividade e necessitada de um sistema de proteção articulado.Los avances brasileños en la tarea de hacer efectivo el derecho público subjetivo a la educación se han alcanzado en un contexto de aumento de la participación municipal. Sin embargo, los desafíos aún son complejos. La educación municipal, múltiple y desigual, tiene responsabilidades crecientes en la extensión de la obligatoriedad escolar. Así, el texto presenta un análisis de como seis municipios de Mato Grosso do Sul se han organizado para efectuar el derecho a la educación, privilegiando la dimensión legislativa y la administración. Se han utilizado como fuentes documentos, informaciones obtenidas junto a Direcciones y Consejos Municipales de Educación mediante cuestionarios, índices e indicadores disponibles en Internet por órganos especializados. Los datos muestran que es escasa la contribución legislativa municipal para el establecimiento de políticas locales a favor de la efectivación del derecho a la educación, e incluso, para señalar la gestión que se mostró fragmentaria, con bajo grado de inventividad y necesitada de un sistema de protección articulado.The Brazilian advances in the realization of the subjective public right to education have been achieved in a context of increasing municipal participation. But the challenges are still complex. Municipal education -multiple and disparate- has increasing responsibilities in the extension of compulsory education. Thus, this paper presents an analysis of how six municipalities in the state of Mato Grosso do Sul have been organized to put the right to education into effect, focusing on the administration and legislative dimension. The sources for the analysis are documents, information obtained by Secretaries of Education and members of Municipal Councils of Education through questionnaires, indexes and indicators available on the Internet by specialized organs. The data showed only little contribution to the municipal legislative establishment of local political pro-realization of the right to education, and also signal to management which proved fragmentary, with a low degree of inventiveness and in need of an articulated system of protection.

Este artigo analisa as conexões entre o público e o privado, no contexto particular do capitalismo de redefinições no papel do Estado, enfatizando a relação entre o diagnóstico neoliberal, incorporado pela terceira via, de que o responsável pela crise é o Estado, e as estratégias de transferência da execução das políticas sociais do Estado para a sociedade civil. Nessa configuração, focaliza o projeto de reforma do Estado brasileiro, que aponta a substituição da administração pública burocrática pela administração pública gerencial e remete à sociedade civil, de modo especial, ao terceiro setor, o encargo pelos serviços sociais e científicos. Assim, questiona-se o deslocamento do foco da participação da sociedade, do controle social para a execução dessas políticas e procura-se discutir as decorrências dessas alterações para as políticas de gestão da educação básica, principalmente, no que concerne à construção da gestão democrática.This paper analyzes the connections between public and private organizations within the redefinitions of the role of the State in the context of capitalism. It emphasizes the relationship between the neoliberal diagnosis, incorporated by the Third Way, according to which the State is responsible for the crisis. It also considers the strategies of transference of the State's social policies to civil society. It focuses on the Brazilian reform project, which includes the replacement of the bureaucratic public management by a new public management and transfers the responsibility for social and scientific services to the civil society, mainly to the third sector. It thus questions the change of focus of society's participation and the social control to enforce these policies, as well as the consequences of such changes for basic education management policies, especially regarding the construction of a democratic management.

O trabalho analisa a remuneração salarial de professores das redes de ensino estadual e municipal na cidade de Campo Grande, capital do estado de Mato Grosso do Sul, no período de 1998 a 2010, durante a vigência do Fundef e nos quatro primeiros anos de implementação do Fundeb. Trabalhou-se com a legislação nacional, estadual e municipal, indicadores educacionais do Instituto de Estudos e Pesquisas Educacionais "Anísio Teixeira", documentos das secretarias estadual e municipal de educação, balanços gerais de contas de governos e as tabelas salariais oficialmente divulgadas. Constatouse que não houve impactos significativos em termos de ganhos e/ou aumentos na remuneração de professores, como, a princípio, pareceram indicar as políticas de fundos contábeis. The paper analyzes the remuneration of teachers working in state and local school districts in the city of Campo Grande, capital of the state of Mato Grosso do Sul, in the period from 1998 to 2010, during the effectiveness of Fundef and the first four years of its implementation. The study included national, state and municipal legislation, educational indicators from the Educational Studies and Research Institute "Anísio Teixeira", documents from state and municipal education secretariats, general government account balances, and salary tables officially disclosed. There were no significant impacts in terms of gains and/or increases in the remuneration of teachers as, at first, the fund accounting policies seemed to indicate.
