These proceedings contain the papers of the 11th International Conference on Cognition and Exploratory Learning in the Digital Age (CELDA 2014), October 25-27, 2014, which has been organized by the International Association for Development of the Information Society (IADIS) and endorsed by the Japanese Society for Information and Systems in Education (JSISE). The CELDA 2014 conference aims to address the main issues concerned with evolving learning processes and supporting pedagogies and applications in the digital age. There have been advances in both cognitive psychology and computing that have affected the educational arena. The convergence of these two disciplines is increasing at a fast pace and affecting academia and professional practice in many ways. Paradigms such as just-in-time learning, constructivism, student-centered learning and collaborative approaches have emerged and are being supported by technological advancements such as simulations, virtual reality and multi-agents systems. These developments have created both opportunities and areas of serious concerns. This conference aimed to cover both technological as well as pedagogical issues related to these developments. The description "primary mathematics specialist" has become more frequently used in Australia in the past 10 years, suggesting sustained interest in deepening teacher expertise. Despite this, there is limited contextual research about how to prepare in-service teachers for such roles, and the organising structures needed to facilitate their progress. This paper describes background and emerging insights from a project offering sustained and supported learning experiences for in-service teachers to become primary mathematics specialist teachers in and across their school. Curriculum and contextual experiences designed around a theoretical framework of leadership development implemented over 2 years are described. Early insights include the "priming" influence of an extended focus on mathematical content and pedagogical knowledge on participants' confidence to lead others, and the benefits of being explicit about enabling structures that promote sustainable growth and change.

All teachers of mathematics aim to provide productive learning experiences that cater for students in their care. The planning of effective and engaging mathematics lessons is complex and requires expertise. In a larger study survey data, observations and interviews were used to investigate the ways in which School Mathematics Leaders supported teachers to learn. This paper reports results from case study research and focuses on the actions of one School Mathematics Leader during planning meetings. Findings highlight a range of supportive actions, which included developing constructive working relationships with teachers, fostering knowledge of mathematical content and curriculum and facilitating collaborative team planning.

Knowledge concerning the leadership work of primary mathematics leaders is rare. The object-motives of three mathematics leaders were explored using interviews and document retrieval as data sources. Using cultural-historical activity theory, five themes about the object-motives that the leaders pursued in their professional learning leadership activity during a mathematics project are provided. This suggests that their professional learning leadership activity was poly-motivated activity that included both leadership and managerial work aspects. This activity was largely mediated through the introduction of cultural tools by mathematics project team staff.

Australian schools are now under constant pressure to improve student achievement, particularly for Aboriginal and Torres Strait Islander students. Successful school-community interrelationships are considered an important contributing factor to this improvement as is the school's educational leadership. This paper reports on a four year research project that looks into these contributing factors, through the work of Indigenous Education Workers (IEWs)/Community Education Counselors (CECs) and principals and how they collaborate together. Informed by theoretical underpinnings emanating from a critical theorist framework, a mixed method, participatory action research multi-site case study approach was undertaken in a large educational region in the state of Queensland, Australia. Insights into the significance of the IEW/CEC role and the distinctive educational leadership relationship practice between IEWs/CECs and principals are presented. Finally, the paper explains the scholarly significance of the project and its potential to influence system policy and actions of educational leaders in Australian schools.

The importance of leadership in changing schools and building quality programs is the focus of this paper. While leadership is often seen as a management aspect of school life, the role of leadership in curriculum change may be quite different from that of school leadership visa-vis the principal. In small remote schools where there are many factors impacting on school reform, this paper explores curriculum leadership where the schools successfully performed against numeracy benchmarks. Features of curriculum leadership are drawn from these cases to develop a framework for considering effective leadership in remote Indigenous contexts.

Over the last two decades, the notion of teacher leadership has emerged as a key concept in both the teaching and leadership literature. While researchers have not reached consensus regarding a definition, there has been some agreement that teacher leadership can operate at both a formal and informal level in schools and that it includes leadership of an instructional, organisational and professional development nature (York-Barr & Duke, 2004). Teacher leadership is a construct that tends not to be applied to pre-service teachers as interns, but is more often connected with the professional role of mentors who collaborate with them as they make the transition to being a beginning teacher. We argue that teacher leadership should be recognised as a professional and career goal during this formative learning phase and that interns should be expected to overtly demonstrate signs, albeit early ones, of leadership in instruction and other professional areas of development. The aim of this paper is to explore the extent to which teacher education interns at one university in Queensland reported on activities that may be deemed to be "teacher leadership." The research approach used in this study was an examination of 145 reflective reports written in 2008 by final Bachelor of Education (primary) pre-service teachers. These reports recorded the pre-service teachers' perceptions of their professional learning with a school-based mentor in response to four outcomes of internship that were scaffolded by their mentor or initiated by them. These outcomes formed the bases of our research questions into the professional learning of the interns and included, "increased knowledge and capacity to teach within the total world of work as a teacher;" "to work autonomously and interdependently"; to make "growth in critical reflectivity", and the "ability to initiate professional development with the mentoring process". Using the approaches of the constant comparative method of Strauss and Corbin (1998) key categories of experiences emerged. These categories were then identified as belonging to main meta-category labelled as "teacher leadership." Our research findings revealed that five dimensions of teacher leadership--effective practice in schools; school curriculum work; professional development of colleagues; parent and community involvement; and contributions to the profession--were evident in the written reports by interns. Not surprisingly, the mentor/intern relationship was the main vehicle for enabling the intern to learn about teaching and leadership. The paper concludes with some key implications for developers of pre-service education programmes regarding the need for teacher leadership to be part of the discourse of these programmes. This paper describes a study that investigated Western Australian senior high schools' cultures. Researchers developed the School Cultural Elements Questionnaire to examine six aspects of school culture: professional values, emphasis on learning, collegiality, collaboration, shared planning, and transformational leadership. A group of 422 teachers in 8 schools completed the instrument. Also, teachers in two of the schools completed interviews designed to confirm the survey data. Researchers used the original theoretical framework and the study findings to develop the School Improvement Model of School Culture. This paper applies the model in an examination of the nature of school culture, school improvement, and educational systems change. Discussion of these matters is based on a set of propositional statements concerning: internal and external influences on cultural stability; school subcultures; school improvement and cultural growth; cultural inertia; traditional school improvement programs; cultural stimulation; systemic school improvement; and school improvement by cultural intervention. This paper examines and discusses two professional support and development programs for principals in Australia. Peer-Assisted Leadership (PAL) is a program implemented in Australia in the independent school sector. In 1993, a group of 14 principals from these schools participated in a modified version of PAL, PAL(A). Since then a number of other principals have also participated in this program. Part 1 of the paper offers background information on educational trends in Australia, PAL, PAL(A), and communication and support among participants through a newsletter. Part 2 describes the immediate and longer-term benefits of the program as reported by the first two groups of participants. Discussion of immediate benefits covers observing and being observed, reflexive leadership, and encouragement. A discussion of longer-term benefits covers results of a survey sent to 28 participants and returned by 24. These results are discussed with respect to administrative action, leadership roles, collegial support, and reflections on newsletters and meetings. Part 3 examines other peer-assistance programs being developed in Australia and how they compare with PAL(A), and it looks at current research in this area. An appendix contains study questionnaires. This paper examines formal arrangements to encourage successful mentoring partnerships. It asserts that the most effective way to provide access to a variety of mentoring relationships is through formal programs that have clear goals and outcomes. Four phases of a formal mentoring program include development, consolidation, sponsorship, and redefinition. This paper also describes three mentoring programs established within the last 2 years in Victoria (Australia) for educational managers and school principals: (1) the Eleanor Davis Project, which encourages and helps more women to become school principals; (2) the Principals in School Leadership program, which provides experienced principals with access to business or professional leaders; and (3) the Women in Management Program, which helps women move from middle-level management positions to senior-level public-sector positions. Despite individual differences, each program followed the usual pattern of establishment: establish program rationale and expectations; select a program coordinator; provide adequate financial and personnel resources; develop a program structure coherent with the State Professional Development Plan; clearly document program objectives and processes; implement procedures for monitoring, supervision, and evaluation; and refine procedures. Findings of a study of beginning principals and their roles as managers are presented in this paper. Interviews were conducted with 12 new primary and secondary principals in Victoria, Australia as part of a longitudinal study from 1989 to 1993. This paper focuses on interview data collected during the first year of the study. Drawing from Mintzberg's 1973 work, "The Nature of Managerial Work," three aspects of managerial work are identified: (1) its nature; (2) its characteristics; and (3) managerial roles. Findings related to the nature of the new principals' managerial work indicates that principals' jobs are similar; principals engage in challenging and nonprogrammed work; they are both generalists and specialists; and their roles are complex. The job is characterized by an unrelenting pace and fragmentation, brevity, and variety. New principals also demonstrate a preference for action and verbal communication and have strong communication with external networks. Finally, the beginning principal engages in a variety of interpersonal, informational, and decision-making roles. (Contains 25 references.) (LMI)

Biography is often construed as life story, life history or memoir. The author who narrates the life of another the biographer may skim the surface to relate the events that occurred during the subject's life or dig deeply to explore the social and political issues that shaped her/his development. The subject of this biography is a man who grasped opportunity, had vision to lead and courage to implement change. Parallelling the biographical story is one that records an unfolding history of education in Victoria. As it follows the subject's life it reviews the evolution of secondary schooling, the impact of depression and war and the post war decades of growth. Correspondingly it appraises the lives of others whose leadership roles were significant in Victoria's educational growth. As the biographer, my attempt to anchor the story in the lived experience of another took me into the subject's world. His narratives helped me delve into his past to understand the society in which he grew, and influences that shaped his philosophies of teaching, learning and leadership. Stepping into the life of another I witnessed the vision a leader requires, the skill to implement change and the thrill of success. I also observed the emotional stress of leadership and the subject's strategies to cope. The subject whose leadership styles are reviewed rose through the ranks of the educational hierarchy to take on a significant leadership role. This paper introduces the biographical subject and considers the nature of biography and narrative as tools used in this research. It attempts to define educational leadership as gleaned from narrative interviews and ponders how the subject and others enacted their leadership roles.

This paper traces one example of area support for schools to show how an administrator can initiate school-effectiveness work. The paper describes the implementation of an intervention plan for social justice and improved educational outcomes for aboriginal students, the Social Justice Resource Schools (SJRS) program, which was established in the western area of South Australia. An analysis of the initiation and implementation phases suggests that the program and schools have incorporated all the factors for effective initiation at a satisfactory level. The leadership roles necessary for moving from policy to implementation include building a vision, taking the initiative, empowering participants, procuring funding, and coping with problems. This case study demonstrates that it is possible for an educational administrator to conduct action research on initiating a major policy implementation program, to model the implementation processes, and to facilitate school improvement through action research.
