Transferable development rights (TDR) programs have been implemented across the country to address a variety of land use issues; from the maintenance of historic landmarks, to the conservation of farmland and environmental resources. TDR programs attempt to use market mechanisms in addition to zoning ordinances to direct land use activities away from sensitive resources and permit development without compromising the property rights of private landowners. This paper reviews the existing literature on TDR programs, focusing specifically on gaps in evaluation and analysis, and develops a general framework for measuring success toward achieving a variety of policy goals. The methods presented attempt to include the relative costs and benefits of implementation and continued management, as well as the direct and indirect effects of a program.
