Levels of basic literacy and numeracy skills among Vietnamese primary school children are high by comparison with other countries of a similar income level, and the country has made impressive gains in primary enrollment in recent years as well as improving the quality of schooling. Nonetheless, there remain substantial gaps in school performance between children from more and less advantaged backgrounds. Part of the justification of free public schooling consists in the equalization of "opportunities to learn" and the mitigation of learning inequalities which result from differences in home-background advantage. In this paper we examine the learning achievement of pupils in primary Grade 5 and explore the relationships between home-background, teacher, peer and school factors and learning progress in Grade 5, using data from Young Lives. We find that disadvantaged pupils receive relatively equitable access in relation to indicators of "fundamental" school quality, a considerable policy success regarding the provision of "minimum standards". However, differences by home advantage are relatively large where more sophisticated "opportunities to learn" are considered, such as the number of hours of instruction received, including through "extra classes", as well as access to learning resources such as computers, internet and non-text books. Analysis of the predictors of attainment suggests that some of these are likely to constitute an important part of the explanation for the persistence of learning inequalities by home background in Vietnam, suggesting that following success in equalising basic inputs, policy attention should turn more directly to boosting wider "opportunities to learn" among disadvantaged pupils.

The changing population age structure has a significant influence on the economy, society, and numerous other aspects of a country. This paper has innovatively applied the method of compositional data forecasting for the prediction of population age changes of the young (aged 0–14), the middle-aged (aged 15–64), and the elderly (aged older than 65) in China, India, and Vietnam by 2030 based on data from 1960 to 2016. To select the best-suited forecasting model, an array of data transformation approaches and forecasting models have been extensively employed, and a large number of comparisons have been made between the aforementioned methods. The best-suited model for each country is identified considering the root mean squared error and mean absolute percent error values from the compositional data. As noted in this study, first and foremost, it is predicted that by the year 2030, China will witness the disappearance of population dividend and get mired in an aging problem far more severe than that of India or Vietnam. Second, Vietnam’s trend of change in population age structure resembles that of China, but the country will sustain its good health as a whole. Finally, the working population of India demonstrates a strong rising trend, indicating that the age structure of the Indian population still remains relatively “young”. Meanwhile, the continuous rise in the proportion of elderly population and the gradual leveling off growth of the young population have nevertheless become serious problems in the world. The present paper attempts to offer crucial insights into the Asian population size, labor market and urbanization, and, moreover, provides suggestions for a sustainable global demographic development. Several cross-sectional studies have suggested that the transparency of the number-naming system of East Asian languages (Chinese, Japanese) facilitates children's numerical development. The Vietnamese number-naming system also makes the base-10 system very explicit (eleven is "mười một," literally "ten-one," and thirty is "ba mươi," literally "three-ten"). In contrast, Western languages (English, French) include teen words (eleven to sixteen) and ten words (twenty to ninety) that make their counting systems less transparent. The main question addressed in this paper is: To what extent does a language's number-naming system impact preschoolers' numerical development? Our study participants comprised 104 Vietnamese and 104 French-speaking Belgian children between 3½ and 5½ years of age, as well as their parents. We tested the children on eight numerical tasks (counting, advanced counting, enumeration, Give-N, number-word comparison, collection comparison, addition, and approximate addition) and some general cognitive abilities (IQ and phonological loop by letter span). The parents completed a questionnaire on the frequency with which they stimulated their child's numeracy and literacy at home. The results indicated that Vietnamese children outperformed Belgian children only in counting. However, neither group differed in other symbolic or non-symbolic abilities, although Vietnamese parents tended to stimulate their child at home slightly more than Belgian parents. We concluded that the Vietnamese number-naming system's transparency led to faster acquisition of basic counting for preschoolers but did not support other more advanced numerical skills or non-symbolic numerical abilities. Background: Taenia solium, a pork-borne parasitic zoonosis, is the cause of taeniasis and cysticercosis in humans. In Vietnam, poor sanitation, the practice of outdoor defecation and consumption of raw/undercooked pork have been associated with infection/exposure to T. solium in both humans and pigs. The broad-scale geographic distribution of the prevalence of T. solium varies throughout the country with infection restricted to isolated foci in the north and a more sporadic geographic distribution in the Central Highlands and the south. While cross-sectional studies have allowed the broad-scale geographic distribution of T. solium to be described, details of the geographic distribution of T. solium at finer spatial scales have not been described in detail. This study provides a descriptive spatial analysis of T. solium exposure in humans and pigs and T. solium taeniasis in humans within individual households in village communities of Dak Lak in the Central Highlands of Vietnam. Methodology/Principal findings: We used Ripley’s K-function to describe spatial dependence in T. solium exposure positive and negative human and pig households and T. solium taeniasis exposure positive and negative households in villages within the districts of Buon Don, Krong Nang and M’Drak of Dak Lak province in the Central Highlands of Vietnam. The prevalence of exposure to T. solium in pigs in Dak Lak province was 9 (95% CI 5 to 17) cases per 1000 pigs at risk. The prevalence of exposure to the parasite in humans was somewhat higher at 5 (95% CI 3 to 8) cases per 100 individuals at risk. Spatial aggregations of T. solium exposure-positive pig and human households occurred in some, but not all of the villages in the three study districts. Human exposure-positive households were found to be aggregated within a distance of 200 to 300 m in villages in Krong Nang district compared with distances of up to 1200 m in villages in M’Drak district. Although this study demonstrated the aggregation of households in which either T. solium exposure- or taeniasis-positive individuals were present, we were unable to identify an association between the two due to the very low number of T. solium taeniasis-positive households. Conclusions: Spatial aggregations of T. solium exposure-positive pig and human households occurred in some, but not all of the villages in the three study districts. We were unable to definitively identify reasons for these findings but speculate that they were due to a combination of demographic, anthropological and micro-environmental factors. To more definitively identify characteristics that increase cysticercosis risk we propose that cross-sectional studies similar in design to that described in this paper should be applied in other provinces of Vietnam. Competence structure that pre-service teachers need to develop to become a future teacher has been defined since the 1930s. For pre-service mathematics teachers, their competence has its own characteristics. ICT integration in developing competence for pre-service mathematics teachers has been been proved to be effective in many previous studies. In Vietnam, the Ministry of Education and Training (MOET) has recommended the use of ICT to enhance teaching-learning activities in schools and universities, therefore, there have been many studies on ICT intergration at different educational levels. However, there are only a few studies on the use ICT integration in developing competence for pre-service mathematics teachers. This paper presents results from a research on the feasibility of ICT integration in developing competence of Vietnamese pre-service mathematics teachers. The research was conducted by surveying on a randomly selected of 297 pre-service mathematics teachers and 40 mathematics lecturers in six universities which provide mathematics training programs. Results show that despite of the availability of technologies, ICT integration in training pre-service teachers is still limited. In addition, ICT integration in teaching activities of mathematics teachers is not really effective because the levels of their ICT skills are very different. Pre-service mathematics teachers have the ability to use ICT equipment, and good accessibility to learning systems, but their use of the learning management systems (LMS) is limited. This study can be a reference for future studies to test the effective of ICT integration in training pre-service teachers when designing activities to develop feasibly and effectively their competence. We examine the effects of average test‐day temperature on the mathematics test performance of all Vietnamese students who took the national university and college entrance examinations in 2009. Using individual fixed effects, we find that an increase of 1°F results in an approximate 0.006 standard deviation loss of in standardized test scores by age and test problem. The negative effects are persistent regardless of whether students were from the hottest or coolest climate regions in the country. Our study examines factors affecting children's cognitive ability in Vietnam for the period 2006–2016. We find that conditional wealth has a positive association with the cognitive capacity of 15‐year‐old children, manifested in all three methods of measurement: vocabulary points, math scores and reading comprehension scores in Vietnamese. Notably, the finding implies that improving household wealth after the children's first 1,000 days still plays an important role in the cognitive development of 5–12‐year‐olds. Also, it suggests that using conditional wealth enables us to capture the impact of economic shocks, thereby having a significant effect on the cognitive ability of children. [ABSTRACT FROM AUTHOR]

Present bias, or the overvaluation of an immediate payoff, causes under-saving and financial difficulty. We investigate whether married couples utilize their spouses as a savings commitment device to alleviate the present bias problem using experimental and survey data in Vietnam. We find that individuals are less present biased when making joint decisions with their spouses than they are when making decisions alone. However, present-biased individuals turn over a smaller ratio of their earnings to their spouses and are more likely to manage household resources than time-consistent individuals are. Present-biased individuals also receive larger amounts of money from their spouses’ incomes, indicating that marriage not only fails to function as a savings commitment device but also exacerbates the problem. Married couples whose joint decisions are not present biased try to alleviate this problem by allocating smaller allowances to present-biased spouses, but the present-biased spouses conceal money to counteract this strategy. Human excreta is a low cost source of nutrients vital to plant growth, but also a source of pathogens transmissible to people and animals. We investigated the cost-savings and infection risk of soil transmitted helminths (STHs) in four scenarios where farmers used either inorganic fertilizer or fresh/composted human excreta supplemented by inorganic fertilizer to meet the nutrient requirements of rice paddies in the Red River Delta, Vietnam. Our study included two main components: 1) a risk estimate of STH infection for farmers who handle fresh excreta, determined by systematic review and meta-analysis; and 2) a cost estimate of fertilizing rice paddies, determined by nutrient assessment of excreta, a retailer survey of inorganic fertilizer costs, and a literature review to identify region-specific inputs. Our findings suggest that farmers who reuse fresh excreta are 1.24 (95% CI: 1.13–1.37, p-value<0.001) times more likely to be infected with any STH than those who do not handle excreta or who compost appropriately, and that risk varies by STH type (Ascaris lumbricoides RR = 1.17, 95% CI = 0.87–1.58, p-value = 0.29; Hookworm RR = 1.02, 95% CI = 0.50–2.06, p-value = 0.96; Trichuris trichiura RR = 1.38, 95% CI = 0.79–2.42, p-value = 0.26). Average cost-savings were highest for farmers using fresh excreta (847,000 VND) followed by those who composted for 6 months as recommended by the WHO (312,000 VND) and those who composted for a shorter time (5 months) with lime supplementation (37,000 VND/yr); however, this study did not assess healthcare costs of treating acute or chronic STH infections in the target group. Our study provides evidence that farmers in the Red River Delta are able to use a renewable and locally available resource to their economic advantage, while minimizing the risk of STH infection. Allometric regression models are widely used to estimate tropical forest biomass, but balancing model accuracy with efficiency of implementation remains a major challenge. In addition, while numerous models exist for aboveground mass, very few exist for roots. We developed allometric equations for aboveground biomass (AGB) and root biomass (RB) based on 300 (of 45 species) and 40 (of 25 species) sample trees respectively, in an evergreen forest in Vietnam. The biomass estimations from these local models were compared to regional and pan-tropical models. For AGB we also compared local models that distinguish functional types to an aggregated model, to assess the degree of specificity needed in local models. Besides diameter at breast height (DBH) and tree height (H), wood density (WD) was found to be an important parameter in AGB models. Existing pan-tropical models resulted in up to 27% higher estimates of AGB, and overestimated RB by nearly 150%, indicating the greater accuracy of local models at the plot level. Our functional group aggregated local model which combined data for all species, was as accurate in estimating AGB as functional type specific models, indicating that a local aggregated model is the best choice for predicting plot level AGB in tropical forests. Objective: To inform development of guidelines for hypertension management in Vietnam, we evaluated the cost-effectiveness of different strategies on screening for hypertension in preventing cardiovascular disease (CVD). Methods: A decision tree was combined with a Markov model to measure incremental cost-effectiveness of different approaches to hypertension screening. Values used as input parameters for the model were taken from different sources. Various screening intervals (one-off, annually, biannually) and starting ages to screen (35, 45 or 55 years) and coverage of treatment were analysed. We ran both a ten-year and a lifetime horizon. Input parameters for the models were extracted from local and regional data. Probabilistic sensitivity analysis was used to evaluate parameter uncertainty. A threshold of three times GDP per capita was applied. Results: Cost per quality adjusted life year (QALY) gained varied in different screening scenarios. In a ten-year horizon, the cost-effectiveness of screening for hypertension ranged from cost saving to Int$ 758,695 per QALY gained. For screening of men starting at 55 years, all screening scenarios gave a high probability of being cost-effective. For screening of females starting at 55 years, the probability of favourable cost-effectiveness was 90% with one-off screening. In a lifetime horizon, cost per QALY gained was lower than the threshold of Int$ 15,883 in all screening scenarios among males. Similar results were found in females when starting screening at 55 years. Starting screening in females at 45 years had a high probability of being cost-effective if screening biannually was combined with increasing coverage of treatment by 20% or even if sole biannual screening was considered. Conclusion: From a health economic perspective, integrating screening for hypertension into routine medical examination and related coverage by health insurance could be recommended. Screening for hypertension has a high probability of being cost-effective in preventing CVD. An adequate screening strategy can best be selected based on age, sex and screening interval. This article aims to provide a clearer view on the recent evolutions of the Vietnamese banking system that can be useful to public authority when taking restructuring decisions. This article focuses on the evolution of productivity of Vietnamese banks over the period 2008 to 2012, and on the evolution of the different components of this productivity: technical change, pure technical efficiency and mix and scale efficiency. The methodology draws from very recent developments in index theory in the design of multiplicative-complete economically ideal indexes, using Färe-Primont productivity indexes to measure productivity. This methodology is applied to a balanced panel of Vietnamese banks. The results complement observations usually made on the recent development of the Vietnamese banking system. They show that the State Bank of Vietnam’s restructuring policy cannot focus only on either the insufficient size of banks or a better management of these banks in terms of the mix of outputs. Background: Hierarchical spatial models enable the geographic and ecological analysis of health data thereby providing useful information for designing effective health interventions. In this study, we used a Bayesian hierarchical spatial model to evaluate mortality data in Vietnam. The model enabled identification of socio-ecological risk factors and generation of risk maps to better understand the causes and geographic implications of prime-age (15 to less than 45 years) adult death. Methods and Findings: The study was conducted in two sites: Nha Trang and Hue in Vietnam. The study areas were split into 500×500 meter cells to define neighborhoods. We first extracted socio-demographic data from population databases of the two sites, and then aggregated the data by neighborhood. We used spatial hierarchical model that borrows strength from neighbors for evaluating risk factors and for creating spatially smoothed risk map after adjusting for neighborhood level covariates. The Markov chain Monte Carlo procedure was used to estimate the parameters. Male mortality was more than twice the female mortality. The rates also varied by age and sex. The most frequent cause of mortality was traffic accidents and drowning for men and traffic accidents and suicide for women. Lower education of household heads in the neighborhood was an important risk factor for increased mortality. The mortality was highly variable in space and the socio-ecological risk factors are sensitive to study site and sex. Conclusion: Our study suggests that lower education of the household head is an important predictor for prime age adult mortality. Variability in socio-ecological risk factors and in risk areas by sex make it challenging to design appropriate intervention strategies aimed at decreasing prime-age adult deaths in Vietnam. Background: In Vietnam, as doctor of medicine is socially considered a special career, both men and women who are enrolled in medical universities often study topics of medicine seriously. However, as culturally expected, women often perform better than men. Because of this, teaching leadership and management skill (LMS) to develop academic planning activity (APA) for female medical students would also be expected to be more effective than male counterparts. This research aimed to compare by gender the effect of teaching LMS on increasing APA, using propensity score matching (PSM). Methods: In a cross-sectional survey utilizing a self-reported structured questionnaire on a systematic random sample of 421 male and female medical students in Hanoi Medical University, this study adopted first regression techniques to construct a fit model, then PSM to create a matched control group in order to allow for evaluating the effect of LMS education. Results: There were several interesting gender differences. First, while for females LMS education had both direct and indirect effects on APA, it had only direct effect on males’ APA. Second, after PSM to adjust for the possible confounders to balance statistically two groups – with and without LMS education, there is statistically a significant difference in APA between male and female students, making a net difference of 11% (p<.01), equivalent to 173 students. The difference in APA between exposed and matched control group in males and females was 9% and 20%, respectively. These estimates of 9.0 and 20.0 percentage point increase can be translated into the practice of APA by 142 males and 315 females, respectively, in the population. These numbers of APA among male and female students can be explained by LMS education. Conclusions: Gender appears to be a factor explaining in part academic planning activity. [ABSTRACT FROM AUTHOR]
