Abstract

The statistical methods used in two surveys, the National Stream Survey and the EPA's planned Environmental Monitoring and Assessment Program are analyzed and compared. Specifically, the choice of variance estimators of the Horvitz-Thompson estimator for randomized variable probability systematic sampling is investigated and the properties of their respective choices are studied.
