This article presents a Foucauldian analysis of the political rationalities of national testing and accountability practices in Australia, and their inconsistencies for students for whom English is a second or additional language. It focuses on a problem associated with the statistical data category ‘Language Background Other Than English’ (LBOTE) in the Australian national testing system. There is large variation in the performance of LBOTE students, but the average score of the group serves to homogenise the category and silence the association between language and test performance. Using Foucault’s ideas about governmentality and disciplinary power, this article examines the technologies of power evident in the Australian education reforms, in order to challenge a particular version of reality, created by the LBOTE category. The impact of disciplinary power on English as a Second Language (ESL) teachers is signalled, as they navigate the dual demands of meeting education accountabilities whilst supporting high needs ESL learners. This article challenges the idea that current accountabilities are able to address the goal of equity for all Australian students, rather suggesting that a focus on test performance, represented by statistical categories like LBOTE, undermines implementation of specialist pedagogy, and demands that teachers transform their practice to satisfy systemic need rather than student need. Teachers are now experiencing the age of quantitative test-driven assessment, in which there is little weight accorded to teacher-based judgement about student progress. In the Australian context, the NAPLaN test has become a driving force in school and teacher accountability. The language of NAPLaN is one of bands and numerical scores and comparative performance, measuring schools against other 'similar' schools and against a national average. The consequences of this are troubling for all teachers. For EAL/D teachers whose specialised professional knowledge relates to building the academic English language of EAL/D learners, NAPLaN is highly problematic because it takes no account of second language factors which might impact on test performance. Yet, NAPLaN data do offer rich yet largely unexploited opportunity to highlight the validity of teacher judgement in the classroom. This paper will use ESL Bandscale data in an analysis of the NAPLaN performance of EAL/D students to show how teacher judgement (captured by the ESL Bandscales) is valid and aligned with NAPLaN performance. I will demystify the power and the fallibility of large-scale assessment like NAPLaN: to identify in which contexts large-scale data analysis is useful, and its limitations in micro-settings which include the classroom. The second goal of this paper is to stress the utility of teacher data, measured quantitatively, but based on qualitative observation, when it is grounded in teacher professional knowledge. Ultimately, such arguments serve to highlight the importance of remaining grounded in strong TESOL pedagogy, despite the intense pressure to follow mainstream English (as first language) literacy responses to NAPLaN testing. The Australian field of English as a Second Language (ESL) teaching is globally respected for its research and practice achievements over a period of some 30 years. However, this essential field of pedagogy is being diluted in the current Australian reform agenda which is firmly founded on a traditional vision of English as first language, and national standardised testing which maps progress in a one-size-fits-all "English as first language" development only. This paper will argue that the de-prioritising of ESL is directly related to the statistical processes which form the architecture of the National Assessment Program: Literacy and Numeracy (NAPLAN) test. The paper first explores the economic rationalism which drives the need for standardised assessment, which in turn enables measurement of school performance according to broad statistical categories. Language Background Other than English (LBOTE) are examined, as the only statistical category used in NAPLAN for the apparent disaggregation of language effect on test performance. The limitations of the LBOTE category definition are contrasted with the complex understandings about second language acquisition, which have informed ESL pedagogy and assessment for some time in Australia. The paper draws on the author's recent PhD research, from which quantitative data will be discussed to show that the LBOTE category hides a heterogeneous group of ESL students and that understanding and responding appropriately to these needs is within the domain of ESL specialist knowledge. The paper argues that the LBOTE category is highly problematic to the Australian education reforms, to the professional knowledge that characterises the work of ESL educators and to the goal of equity for all Australian students.
