The measurement of volatile organic compound (VOC) emissions from building products and materials by manufacturers and testing laboratories, and the use of the test results for labeling programs, continue to expand. One issue that hinders wide acceptance for chamber product testing is the lack of a reference material to validate test chamber performance. To meet this need, the National Institute of Standards and Technology (NIST) and Virginia Tech (VT) have developed a prototype reference material that emits a single VOC similar to the emissions of a diffusion-controlled building product source with a dynamic emissions profile. The prototype material has undergone extensive testing at NIST and a pilot interlaboratory study (ILS) with four laboratories. The next development step is an evaluation of the prototype source in multiple-sized chambers of 14 laboratories in seven countries. Each laboratory was provided duplicate specimens and a test protocol. Study results identified significant issues related to the need to store the source at a subzero Celsius temperature until tested and possible inconsistencies in large chambers. For laboratories using a small chamber and meeting all the test method criteria, the results were very encouraging with relative standard deviations ranging from 5% to 10% across the laboratories.Implications: Currently, the chamber performance of laboratories conducting product VOC emissions testing is assessed through interlaboratory studies (ILS) using a source with an unknown emission rate. As a result, laboratory proficiency can only be based on the mean and standard deviation of emission rates measured by the participating ILS laboratories. A reference material with a known emission rate has the potential to provide an independent assessment of laboratory performance as well as improve the quality of interlaboratory studies. Several international laboratories with different chamber testing systems demonstrated the ability to measure the emission rate of such a reference material within an acceptable measurement uncertainty. Abstract: To improve the reliability and accuracy of tests used to measure emissions of volatile organic compounds (VOCs) from samples of interior building products, the National Institute of Standards and Technology (NIST) and Virginia Tech (VT) have created a program to develop reference materials with independently predictable emission rates. A diffusive reference material and associated mechanistic model have been developed and are undergoing extensive evaluation. As part of this process, a pilot inter-laboratory study (ILS) was conducted with four laboratories using a polymer material loaded with toluene as the reference source. Results showed the prototype material to be a relatively stable, homogeneous source with consistent emissions both within and between production batches. A comparison of toluene emission rates determined by the laboratories showed relative standard deviations as low as 9%, which are significantly lower than inter-laboratory variations for most previous ILS exercises with VOC sources. At a sample time of 48 h, the mean measured toluene emission rate for all four laboratories was within 1% of the model predicted value. The success of this pilot ILS is a key step toward being able to provide a VOC reference material for independent validation of VOC emission tests conducted in small chambers. The performance of gaseous air cleaners for commercial and residential buildings has typically been evaluated using test protocols developed for a controlled laboratory chamber or a test duct. It is currently unknown how laboratory measurements relate to the actual performance of an air cleaner installed in a real building. However, to date, there are no air cleaner field test protocols available, thereby limiting the existing field data. The National Institute of Standards and Technology (NIST) has conducted a series of experiments to support test procedure development for evaluating the installed performance of gaseous air cleaning equipment, as well as metrics for characterizing field performance. To date, over 100 experiments have been completed, of which 23 portable air cleaner experiments and 6 in-duct air clearer experiments are described in this paper. Tests were conducted in a finished three-bedroom/two-bathroom manufactured house equipped with several gas chromatographs to semi-continuously measure air change rates and volatile organic compound concentrations. Experimental variables included air cleaner location, isolation of zones by closing doors, and contaminant source location. For each experiment, air cleaner removal of decane was directly measured using the air cleaner inlet and outlet concentrations, as well as with mass balance analyses using measured room concentrations. With a verified mass balance model, a field performance metric was developed to compare installed whole-building performance to the performance predicted by a laboratory result. The results provide insight into the protocols and metrics that might prove useful for characterizing the field performance of air cleaners as well as the impact of air cleaner removal on zonal concentration levels in a variety of situations.
